AGC Houston Celebrates Its 90th Anniversary!
On Solid Ground
Almost a century ago, 138,276 people called Houston
home, ranking the city 85 in the nation. Fueled by the everincreasing oil discoveries in East Texas, the Houston area
continued to expand in population, jobs, buildings, housing and roads. As builders vied to construct taller buildings,
Houston skyscrapers set new record heights and commercial
buildings expanded the skyline.
2012 was an outstanding year for AGC
Houston. I am pleased to reflect on another
successful year thanks to our members. Because of your support, professional dedication and contributions, our finances have remained strong.
Strong enough that the Board of Directors
reaffirmed its commitment to sustaining a
future workforce in the Houston area by contributing $500,000 to the Patrick J. Kiley Excellence in Leadership Endowed Scholarship.
When AGC Houston formed in 1923, the city counted
nearly 190,000 residents. Today, with more than six million people, Houston is the fourth largest city in the nation,
boasting a rich and diverse architectural heritage.

In November 2009, AGC Houston produced a special exhibition for the Houston Architectural Foundation featuring 50 building projects that spanned 75 years and put our city in the spotlight. To commemorate the exhibit, AGC
Houston published Behind the Building: Houston Monuments and the People Who Built Them, 1923-2000.
The book will be available for purchase during the 90th Anniversary open house.

Dubbed the “Eighth Wonder of the World,”
the Houston Astrodome was completed in
November 1964 and opened on April 9,
1965 with Judy Garland and The Supremes
performing to a capacity crowd.
Atop the 567.31-foot San Jacinto Monument,
the tallest obelisk in the United States,
constructed between 1936 and 1939.

Representation at all levels
Besides growing and nurturing our profession locally, AGC Houston leaders also continue to advance our industry nationally, through
AGC of America, the Texas Building Branch
(TBB) in Austin and other trade organizations.
On the national front, AGC Houston President/CEO Jerry Nevlud serves as treasurer of
the Executive Leadership Council, the organization of his peers across the country; Tommy
Lee, W.S. Bellows Construction Corp., served
as chairman of the National Safety Committee; and finally, Chuck Greco, Linbeck Group
LLC., will be the AGC of America president
in 2015, becoming the second member of the
Houston chapter (Warren Bellows being the
first) to serve as national president.
The Chapter continues to be in good hands
at the state level with Tom Vaughn, Vaughn
Construction, recently finishing his term as
chairman of TBB and with Bob Fretz, Jr.,
Fretz Construction Co., continuing to serve
as our legislative liaison for the Chapter and
the industry.
Locally, our Chapter serves the greater
Houston area as a proactive voice to protect
and advance the interests of the commercial
building industry from a regulatory standpoint. Through our Board of Directors, Political Action Committee and Government Affairs Committee, we represent our members
on issues and priorities that affect our business climate and industry.
We also are cognizant that to monitor and
guide our association’s activities, we need
more involvement from our members. Last
fall, the Board of Directors reviewed and reorganized our Chapter committee structure to
maximize our efficiency and effectiveness. The
Board appointed Bill Scott, III, Linbeck Group
LLC, to oversee a special task force that reviews
and directs our committees’ effectiveness.

AGC Houston committees to offer guidance,
exchange information and ideas to ensure
that the initiatives and goals are on track.
Designed to allow broader member participation, the association’s committees and
subcommittees restructuring will ensure the
development and strengthening for the next
generation of AGC leaders.
Focusing on the future
I am happy to report that the Construction
Career Collaborative (C3) continues to advance its mission of building a stronger sustainable workforce and promoting the construction industry as a great career choice.
Under the guidance of C3 Acting Director, Katrina Kersch, Marek Brothers Systems
Inc., the C3 Executive Committee and the C3
Marketing Committee, I am excited to see the
commitment grow.
Houston owners, contractors and specialty
contractors are working to attract, train and
retain the craft workforce necessary to build
our great city. With five Beta projects, four
contractors, owners, and many of our specialty contractor members collaborating, we’re on
solid ground to create industry standards.
My thanks to the AGC Houston staff, the
Board of Directors, our committees/task forces and every member who contributed their
time and talent to make this Chapter one of
the most respected in the nation.
Join me in welcoming and supporting Steve
Mechler, our 2013-2014 Chairman. I encourage
you to get involved in this great organization.

The Value of Membership: Benefits and Discounts
Positioning AGC Houston at 100 Years
As AGC Houston looks ahead to its centennial in 2023, our leadership used that turning
point as a benchmark to fine-tune the Chapter’s organization to better fulfill our mission.
On September 12 and 13, 2012, a group of
current and future leaders convened to reflect
and describe our present and future positioning. During the workshop, the participants
were divided into small groups to assess how
well AGC Houston is fulfilling its mission
and what it faces in the future.
The following four objectives were pinpointed during the process:
1. Establish the vision for AGC Houston at
100 years in terms of fulfilling its fundamental
purpose.
2. Identify the priority efforts necessary to
achieve that vision.
3. Identify one-year action plans, outcomes

and milestones to launch the effort toward the

4. Ensure that the volunteer leadership is
aligned with and committed to achieving the
vision for AGC Houston at 100 years.
As a result, a new Committee Structure
emerged, based on several key factors: to
leverage and increase our effectiveness, enhance our advocacy and educational/training
programs, foster a future workforce, improve
communications and increase membership
engagement and growth.
The Board unanimously approved the proposed changes to encourage greater member
participation and to ensure a broader engagement from industry professionals.

AIA/AGC Tournament Raises $20,000 for ACE Mentor Houston
AGC and AIA Join Forces to Represent Industry
On Monday, April 30, 2012, AGC Houston and AIA members converged on the Champions Golf Club for the 17th
Annual AGC/AIA Golf Tournament.
Held on two courses, the tournament benefited the ACE
Mentor Program Houston, Inc. Founded in 1994, ACE
stands for Architecture, Construction and Engineering. It is
now the construction industry’s fastest-growing high school
mentoring program, reaching over 8,000 students annually.
For the past 50 years, the AIA/AGC Joint Committee has
provided a forum for the Design and Construction community to discuss pertinent issues related to the construction
industry. The committee’s goal is to promote cooperation
among all the participants and to develop tools that support a
collaborative process. One tool developed by this committee
is the Recommended Practices Manual, which is organized to

The AGC Houston and CEFPI Gulf Coast Chapters work
together to identify and address issues affecting regional K-12
school construction.
The committee’s objective includes the standardization of
square foot cost reporting for school construction that will
provide valuable cost data to school districts in planning and
designing school facilities. This information takes into account the many variables that can affect construction cost in
order to make comparisons that are useful and accurate.
Members have access to the documents posted in the Member’s Only section of the website.
In addition, the joint committee hosts an annual state of the
industry meeting in January, which highlights economic outlook for school districts and a construction update.

ConsensusDocs Program Standardizes Best Practices
AGC is proud to be a founding participant in the ConsensusDOCS program, which provides standard contract documents that reflect a consensus for best practices. Using these
documents will allow parties to focus on project results rather
than negotiating contract terms or worse, contract claims in
court, to assess fault.
This historic program covers all construction contracting
needs with more than 70 + industry-tested contracts and
forms. DOCS stands for Designers, Owners, Contractors,
Subcontractors and Sureties – all involved in the drafting of
these documents.

Collaborative (C3), an
alliance of Owners, Contractors and Specialty
Contractors, was established in 2010 to positively affect the growth of
a sustainable workforce
for the commercial construction industry in the
Greater Houston region.
Education
C3 Moves into 2013 with Five Beta Projects
First in Nation to Introduce New BIM and LEAN Programs
2012 was a productive year for the Construction Career Collaborative initiative as the organization achieved several milestones. To solidify C3’s transition into a formal non-profit
organization, the initiative appointed me as
acting director.
In addition, C3 implemented a 5-Hour Safety
Awareness Training Program and, most importantly, the initiative now touts five Beta projects.
We will continue to develop guidelines for
C3 Accredited Contractors, the accessibility of
the 5-hour Safety Awareness Course, and educate and inform the industry of the challenges
it faces unless the C3 principles are integrated
into the way we do business.
Trade contractors are seeing the positive effects of a better trained workforce. To date,
more than 900 craft workers have worked on
M.D. Anderson’s Sheikh Zayed Building and
more than 60 percent on-site craft workers
took the OSHA 10-hour training course.
Vaughn Construction provided OSHA Focus
Four training to an additional 250 craft workers. When asked why they signed a C3 Agreement on the Texas Children’s Hospital Pavilion
project, the W.S. Bellows Construction project
team responded:
“As baby boomers began exiting the workforce,
we — along with our contemporaries — saw the
need to attract future generations of skilled workers to the commercial construction industry.
“Leaders within our industry realized that
to enhance career interest in construction,
we needed to raise the bar for the skilled craft
worker. C3 was created for that purpose.”
AGC Houston is pleased to be one of the first Chapter in
the nation to offer AGC of America’s new BIM credentialing
program exam.
The AGC Certificate of Management — Building Information Modeling (CM-BIM) — is an assessment-based certificate that denotes knowledge and understanding of concepts
related to BIM adoption, practice and process transformation outlined in the AGC BIM Education Program. Successful candidates receive the CM-BIM designation.

Through their knowledge and competence, AGC Houston Safety Committee members are dedicated to enhancing the
Chapter’s safety programs by offering a comprehensive series of training courses that support workplace safety.
In 2012, more than 1,500 people benefited from our safety training affiliation. As an affiliate of the OEC, AGC Houston now
offers individuals, who are or wish to become a safety professional, the opportunity to earn their Construction Safety and
Health Official (CSHO), Safety, Health and Environmental Professional (SHEP) and Masters Certification in Environmental,
Safety and Health, Risk Management (MCE, MCSH, MCRM).

Safety Stand-Down Day Represents More Than 200 Job Sites
With the guidance of the Safety Committee, AGC Houston hosted the 2012 Safety Stand Down on May 2, 2012.
Involving more than 200 job sites and 6,000 workers, 45 AGC Houston member companies participated in the pro-safety
event, representing more than a billion dollars’ worth of construction projects. Companies suspended work at their respective job sites for one hour to educate their workforce on the importance of safety. Participating member firms included:

AGC Houston Scholarship Receives $500,000 Contribution
AGC Houston Welcomes New Student Chapter
The AGC Houston Board of Directors reaffirmed its commitment to a sustainable future workforce in the Greater
Houston area by approving $500,000 to the Patrick J. Kiley
Excellence in Leadership Endowed Scholarship.
Established more than 15 years ago, the Excellence in Leadership forum was renamed in honor of AGC Houston’s most
recent past executive vice president. It is committed to providing scholarships to students interested in pursuing degrees in construction-related disciplines.
In 2011, the PKEIL committee expanded the scholarship
recipient’s criteria to include those individuals interested in
AGC Houston is proud to announce the formation of a new
student chapter, the Prairie View A&M University AGC Student Chapter.
The charter officially seals the relationship between a university and the AGC. In order to obtain a charter, the school
must meet certain criteria, such as accreditation and offer a
construction and/or an engineering-related degree program.
The charter also allows the students to apply for scholarships
and participate in industry-related activities, both locally
and nationally.

In 2010, the board fully supported the Construction Career
Collaborative in creating a sustainable workforce by requiring paying by the hour and providing worker security, as well

campuses of Texas A&M University, Sam Houston State University, Texas Southern University, University of Houston

tournaments and the biennial APEX awards.
Patrick J. Kiley Excellence in Leadership Scholarship Confers $23,000
On May 4, 2012, six college students, representing Texas A&M, Prairie View A&M and University of Houston received
a Patrick J. Kiley Excellence in Leadership Scholarship. Held at the HESS Club, the PKEIL Committee awarded $23,000
to six deserving students pursuing degrees in a construction-related discipline. Chaired by Stan Marek, Marek Brothers
Systems, Inc., the committee has created more than 80 funding opportunities for local students. Since its inception in 1996,
more than $267,000 in scholarships have been awarded to students.

Employment Practices Committee
The mission of the AGC Houston Employment Practices
Committee is to keep members apprised of any changes to
employment law and human resources issues relevant to
the commercial construction industry. Attorneys specializing in employment law or human resource professionals in
construction firms make up the committee. Two of the biggest briefings held in 2012 included the Social Media Policies
Program and Deconstructing the Affordable Care Act.

“Fore!” CLC Golf Tournament Swings Into Action
Midyear Meeting Salutes Former Navy Commander
The Eighth Annual CLC Golf Tournament took place on August 10th at Hermann Park Golf Course, raising $10,000 to
benefit the AGC Houston Scholarship Program.
On June 20, 2012, AGC Houston members gathered at the Junior League of Houston for the Midyear Meeting, which featured the AGC Safety Excellence Awards presentation and guest speaker, Commander Kirk Lippold, USN (Ret.), former
Commander of the USS Cole. Members were touched as Commander Lippold recounted the suicide attack against the Navy
guided-missile destroyer USS Cole on October 12, 2000 while it was being refuelled in the Yemeni port of Aden. Seventeen
American soldiers were killed and 39 injured. during the terrorist attack. Commander Lippold’s story served as an example
of the importance of leadership, safety and teamwork.

On September 22, 2012, AGC Houston members and industry partners gathered to celebrate the achievements of our
industry at the 10th APEX Awards held at the Hornberger
Conference Center.
