Historians cite the Mayflower Compact
as the foundation of the American
democracy based on the rule-of-law. After
two months crossing the Atlantic none
of the passengers or crew aboard the
Mayflower was allowed to go ashore
until this covenant was signed by the
majority of eligible men according to
British law. All the laymen and Pilgrims
were thus bound together by the Compact
‘for the sake of order and survival.’ After
five weeks of exploring Provincetown
and Cape Cod the Mayflower sailed
to Plymouth to make
a permanent settlement.
