The project
The EJL Project comes within the scope of the « Justice » priorities of
the European Union as defined in the Stockholm programme for 20102014 and in the EU Citizenship report of 2010. The EJL Project aims
at offering to every bailiffs in the European Union as well as to their
staff, an effective and qualitative teaching easily accessible through an
e-learning platform.
As a matter of fact, strengthening the theoretical and practical
knowledge of the legal professionnals concerning the European legal
instruments of judicial law will undoubtebly lead to an improved process and effectiveness of the legal procedures in civil and commercial
matters within the Member States.
Moreover, the simplicity and the diversity of the learning tools as well
as the flexibility of use of this distance-learning platform have the advantage, for the bailiffs and their staff, of allowing them to choose both
the adapted learning pace and the identified level of competence expected according to their daily practice.
The platform
The objectives
The key objectives pursued by the EJL Project are:
``
the training of Bailiffs to the European legal instruments and their
application at a national level;
``
the increased status of the Bailiffs as an informed counsel and expert;
``
``
``
the dissemination of the information relating to the European civil
procedures so as to increase their application within the European
Union;
the valorisation of the new technologies in the e-learning model in
order to provide a homogenous training to all the European bailiffs;
the e-learning platform’ sustainability through the regular update of
the existing training modules and the development of new ones.
With their service provider Dokeos, the EJL Project’ partners developped an
electronic platform designed to facilitate learning.
Thus, the learner can, electronically and very simply, underline and annotate
the text elements of the module. He can, also, easily navigate within the module
thanks to a dedicated bar giving him access to an interactive table of content.
Finally, in order for the learner to be able to use every modern technological
support, the platform has been developped in a responsive design. Therefore,
the learner will be able to equally access the EJL platform via a smartphone, a
touchpad or a computer.
The training modules
The content
The available languages
7 training modules dealing with legal instruments belonging to the European judicial cooperation in civil matters have been
developped and integrated in the EJL platform. These instruments are:
The general part of the training modules is available in 23
of the 24 official languages of the European Union.

the regulation n° 805/2004 creating a European enforcement order for uncontested claims
The specific modules are available in 6 languages, namely
: Dutch, English, French, German, Italian, and Polish.

the regulation n° 1896/2006 creating a European order for payment procedure
``
the regulation n° 861/2007 establishing a European small claims procedure
``
the regulation n° 1393/2007 on the service in the Member States of judicial and extrajudicial documents in civil or
commercial matters
``
the regulation n° 4/2009 on jurisdiction, applicable law, recognition and enforcement of decisions and cooperation
in matters relating to maintenance obligations
``
the regulations n° 44/2001 and n°1215/2012 on jurisdiction and the recognition and enforcement of judgments in civil
and commercial matters (Brussels I / Brussels Ia)
``
the regulation n° 2201/2003 concerning jurisdiction and the recognition and enforcement of judgments in matrimonial matters and the matters of parental responsibility (Brussels IIa)
These training modules are made of a general part taken from the official documents of the European Union (Practice Guide
or e-Book). Besides, they are completed by specific modules dedicated to updates on European Union law as well as, Belgian,
French, Italian, Luxembourg and Polish laws. Moreover, the training modules are livened up with pedagogical graphics (e.g.
mindmaps…) in order to improve to the learning quality.

For all the training modules for which the general part is
not in one of the six languages of the specific modules,
the language of the specific modules is, by default, English.
The assessment
Assessment quizzes have been developped for each of the proposed training modules. The learner starts his training module by
an assessment quizz thanks to which he can estimate his actual level. Then, after having attented the training, he passes a new assessment quizz which will eventually lead to the validation (or not) of the
attended training module. The learner will also be able to visualize
his answers with supporting explanations.
Once the training module is validated, a certificate will be issued so
as to enable the learner to act upon it regarding his training obligations.
