The Board of Supervisors of Lenawee County met
at the Court House in the City of Adrian on the second
Tuesclay of April, A D. 1923, in regular session pursuant to law

On motion of Sup Jacklin the Board took a recess
for fifteen minutes,
Upon reconvening Sup Love moved that the Board
proceed to the election of Chairman,
The motion prevailecl
Sup Jacklin moved that Aida Bovee be Chairman
for the ensuing year
Sup Calhoun moved that the Clerk be instructed to
cast the unanimous ballot of this Board for Aida Bovee
as Chairman,
The motion prevailed, all the Supervisors present
voting therefore
Whereupon the Clerk cast the unanimous ballot of
this Board for Aida Bovee for Chairman,
At this time a commnnication from Rep Evans was
read by the Clerk, as follows:
"If Board of Supervisors favor Gasoline Tax, ask
passage of resolution ancl. send same to Gc~vernor, urg~
ing him to sign Bill
Statements recently sent out
by Detroit Automobile Club untrue and misleading,"
Sup, Ayers moved that the Chairman appoint a
Committee of three to draw resolutions and report at
tomorrow morning's session
The motion prevailed
The Chairman appointed Supervisors, Ayers, Halladay and Calhoun,
Sup, Gertz moved that Sup Pifer be Chairman Pro
Tem for the ensuing year.

Sup, Bradish moved that Central Standard Time
govern the meetings of this Board, and that the hons

Sup Ayers from the special committee, that of
d!'afting· resolutions to send to the Governor, read the
following resolution and moved its adoption
"Whereas, a loill providing for a tax of two cents
per gallon on gasoline has been passed by the Legislature, a.nd,
Whereas, it is the opinion of the Board of Supervisors of Lenawee County that this bill provides a fair
and equitable means of procuring funds for State needs.
Therefore, be it resolved, that this Board by unanimous vote express its wish that Govemor Groesbeck
sign this gasoline tax bill and that a copy of this reso-

lution be sent by Telegraph to Governor Groesbeck

At this time Mr. Ralph Tew, President of the Lenawee County Farm Bureau, came before the Board end
aslred for an appropriation of $1500 00 to carry on the
Boy and Girl's Olub Worl< in Lenawee County
Sup. P C Eayers, moved that the matter be made
a special order for tomorrow morning at ten o'clock

Sup Olifford Ayers offered the following· resolution:
"RESOLVED, that this Board of Supervisors hereby appropriate the sum of $200 00, for the use of tlui

Coroners Accounts, reported baclc the following claims,
and recommended payment of the same at the amounts

mencled that a new typewrite!' be purchased for the
County School Commissioner's office .
Sup Keister moved that the Building Committee be
instructed to secure a new typewriter for the County
School Commissioner.

At this time, Caroline Humphrey representing the
Lenawee County Horticultural Society, came before
the Board and made a request for permission to plant
a flower hed on the Court House lawn
Sup Jacklin moved that the request be g-ranted.

Sup. Bradish moved that the Olerlc be instructed to
notify the International Chemical Company that their
bill be disallowed, for the reason that the g-oods were

not purchased by the Purchasing Agent

Sup. Love moved that the County Clerk be made
the Purchasing Agent for Lenawee County.
The motion prevailed.
Sup. Reusink moved that the matter of annuling the
contract with the Detroit House of Correction, be referred to the Committee on Miscellaneous Claims, and
they to report at the June session 1923
The motion prevailed.
Sup McGuffie moved that the special order, that of
an appropriation for the Boys' and Girls' Club Work be
taken up at this time
The motion prevailed.
Sup. Jewett moved that the Board appropriate
$15 0 0 0 0 for Boys' ancl Girls' Club Work.

Sup Ayers from the Committee on printing, reported
that the rate for printing· minutes of Supervisor's meetings in Adrian Daily TelegTam would be 46c per inch,
n.nd recommended that a contract be made for same.
Also that the contract for Printing supplies for the
various officers for the followinQ' year be given to the
Tecnmseh Herald, Tecnmseh. Michigan.
Sup Brown moved that the report of the Committee
be accepted and made part of the record.

Sup. Bradish moved that the Building Committee
be instntcted to make necessary repairs on County
Buildings for the ensuing year, also to make contracts
for coal for the Court House and County Farm for the
ensuing· year and that the Clerk be instructed to draw
orders for same when bills are approved by Chairman
of Building Committee.

At this time Sup Clark brought up the matter of
the paving· of Front Street, which might be done during
the following summer. Sup Keister moved that the
matter of extending· the Boulevard on Front Street, also the paving of Front Street be left to the' judgment
of the Building Committee, they to meet with the City
Commissioners of Adrian
The motion prevailed.
At this time !VIr Clarke E. Baldwin came before the
Board and asked that the Board recommend to the
County Road Commissioners, the improving· of Road
No 10, running· east from the City of Adrian
Sup Jacklin moved that the County Road Commission be requested to build Road No. 10, during the ensuing year The motion was lost l::y the following vote

Sup. Clark moved that it is the sense of this Boarcl
in the future that they will neither recommend nor oppose the building of any roads in Lenawee County by
the County Road Commission.

Rolls and Apportionment of Taxes, made the following
report:

Sup. Shepherd moved that the report of the Committee be accepted and adopted and made part of the
record, and the assessment rolls of the various wards
and townships be placed in the hands of the Committee
on Equalization
The motion prevailed, a majority of all Supervisors
present voting therefore.
Sup Shepherd moved that the Committee on Asessment Rolls and Apporthmment of Taxes, be empowered
to correct the acreage in the various to'.Vnships where
£arne is not correct

Sup. McGuffie moved that the Building' Committee
be instructecl to have a new sewer connection put in on
Front Street for the Court House use

At this time the County Clerk read a commrnication from Felix Flynn, Secretary of Michigan Association of County Clerl<s, in reg-ard to the Convention of
County Clerl<s to be held at Charlevoix on July 24th and
25th.
Sup Clark moved that the Cornty Clerk be authorized to attend the meeting of County Clerks at the
expense of the County

At this time the Clerlt read a communication from
the Detroit House of Correction relative to a contract
for keeping prisoners up to December 31, 1924.
Sup. Gertz moved that Lenawee County contract
with the Detroit House of Correction at the rate of
$1.25 per day for keeping prisoners, sentenced to that
Institution, and that the Chairman and Secretary be
instructed to sign a contract to that effect.
The motion prevailed.
At this time the Clerk read the report of the Insane
Tax, and on motion of Sup. Brown the same was made
a special orcler for tomorrow morning at ten o'clock.
Sup. Keister moved that the matter of electing a
School Examiner be made a special order for Thursday
morning at ten o'clock,

of School Examiner Cory also the legality of his holding

able Board of Supervisors of Lenawee County.
Gentlemen:
The Salary of the Friend of the Court was fixed
by your Board during its session of January 1922 at
the time this Department was created. At that time it
was not !mown how much worl< would be required and
there was no precedent or no way of knowing what
would be proper compensation, and the amount was
fixed at $3 0 0 0 0 per year
At the present time there are 50 cases being handled by this department, nearly all of which requir·e constant attention
The total amount involved in the

complaints made to date is over $7,000.00. This requires not only investigating and writing letters, hut
also the preparation of proper legal papers to bring
the delinquents before the court. There is hardly a
week at the present time that new complaints are not
made, which naturally is increasing· the worlt very materially and it will continue to increase.
In view of the situation as it exists, and the amount
of work involved in looldng· after the Department, I
respectfully request your Honorable Board to increase
the salary of the Friend of the Court, such an amount
as 1nay seem proper

less expense and in a more efficient manner if taken
into the County System of Roads

roads be taken over by the Lenawee County Board of
Road Commissioners

Gentlemen:Your committee on County Poor and County Farm,
beg leave to report that we have examined the books
and vouchers of the Superintendent of the Poor, have
added their ledg·ers and compared with the stub books
and find them correct. We also find the cooks are kept
in a neat and business-like manner, and their worlr efficient in every way
We would respectfully report that we have visited
the County Farm and Building, and were well pleased
with the condition as found, the County House was
found to be in a neat and tidy condition, and the inmates in as comfortable circun1stances as proper management could create,
The Jitve stock was in good condition, showing the
result of good care.
The improvements which have been affected during·
the past year were all needed, especially the new
chicken house and also the truck as provided by the
SuperintendEnt for use upon the farm
We feel proud in the matter in which the I.enawee
County Poor Farm is managed, and believe that Lenawee is indeBd fortunate to procure the type of practical business men of which ol'r County Poor Commission
is composed, and belive, they too, are fortunate to procure the services of so competent keepers as !VIr and

had made a contract for a new Adding Machine to be
used in the County Treasurer's office, and moved that
the County Clerk be instructed to draw a warrant for
$350 00 topay for machine as soon as same is delivered and accepted.

At this time Henry I Bourns, Prosecuting Attorney,
came before the Board in regard to statements published, that the Shedff was collecting and retaining'
,rustic Court Fees.
Sup Shepherd moved that the Prosecuting Attorner be instructed to notify all Justices of the Peace of
Lena wee County, to turn all costs and fees collected by
them into the County Treasurer's office, and that all
Officers having bills for same, present them to the
Board of Supervisors for audit.

At this time, Hon Earl C. Michener, came before
the Board and made a few remarks.
At this time the County Drain Commissioner
Thomas Conlin, came before the Board in regard to a
law suit, which had been started against the County
Drain Commissioner, over the Scholzen Drain.
Sup Brown moved that the County Drain Commissioner loe instructed to employ an attorney to defend
him in said suit, and that the County pay the expenses
of the same

Sup Ayers moved that the Supervisors be instructed to correct any clerical errors that may appear in
their Tax Rolls.

beg leave to submit the following ancl report the following- improvements have been made since our appointment in April ,1923
Installed a steel filing system in the vault of the
County Clerk's office. Superintending the construction of the pavement on Front St., adjacent to the Court
House and Jail
A contract for coal for the year's requirements for Court House and County Farm was
made with the Rogers Lumber & Coal Company
Repapering· of the rooms of Overseer of the Poor and the
Supervisor's Room. Installed a new clock in the Court
Room_ The Committee ha!Ve also done several things
of small impor·tance which would be almost impossible
to give in full detail, such as refinishing the chairs in
Judge of Pro tate's office, etc
Your Committee would
also report that they have made an inspection of the
Jail during- the present session o,nd find that the paper
in the dining· roo1n, flont room, and sheriffs office in
very had condition, and wm1ld recommend to the Board
that the rooms mentioned be repapered ancl decorated,
The attention of the Committee was also called to the
condition of the typewriter in the Clerk's offce which
has been in constant use for about five vears and getting- almost bevond repair
We took the matter up of
trading this tvllewriter in for a new one with a representative of the ReminP'ton Tvpevniter Company, with
the fol!owinP' result: No 11. 18-inch caniage, list
price $150.00. less 109~ to the Countv, $15 00, with
allowance for the old machine of $27 50, making· total

The Board of Supervisors of the County of Lenawee, parties of the first part, in consideration of One
Dollar, paid by the Snuthem Michigan Light & Power
Company, a Michigan Corporation, authorized to do
business in Michig-an, parties of the second part, receipt of which is here aclmowledged and in consideration that secoml party extend a low voltage (23004 6 0 0) line from the City of Adrian, to a point paralleling- the New Yorl< Central Railroad, directly north of
the Poor Farm Builclinq·s, g-ranting- to first party the
rig-ht to attach to this line, and at their own expense,
have constructed a line from this point to their buildings, the first party standing· all expense of local equipment
The second party however, agrees to make this
extension from the main line, furnishing all equipment

and labor, providing a transformer of not over 5 K Vo
k will be largoe enough, at a maximum cost of $400 00.
If the line and equipment is turned over to the second
party, they will maintain same at no expense to first
partyo The first party ccnvey and warrant to the

for thirty-five ( 3 5) years, the easement and right to
maintain Electric Line, consisting of poles, wires and
distributing appliances, for the purpose of transmitting and distributing electricity on, over and across,
the following described parcel of land in the township
of Madison, County of Lena wee and State of Michigan,
to-wit: the east one-half (%) of the southwest onequarter ( V.. ) of section nine ( 9) to\m seven ( 7) south
rang·e three ( 3) east, and the south cne-half (%) of
the northwest quarter ( V..) of section nine ( 9) town
seven ( 7), south range three ( 3) east, except the
right of way of the New York Central Railroad Company.
The route to be taken by said line of poles and
wires across said land, being more specifically described as follows: (along· the right of way of the New
York Central Railroad Company, the north side of
poles shall be within four ( 4) feet of Railroad right of
way).
With full right and authority to the parties of the
second part, its successors or assigns, and its and their
ag·ents, servants and employees, to enter at all times
upon said pre~nises, for the purpose of constructing,
repairing, removing, replacing and maintaining such
poles and other supports, with all necessary braces,
guys, anchors and transformers, and stringing thereon,
and supporting and suspending therefrom, lines of
wires or other conductors, for the transmission of electrical energy and to trim or remove any trees, which at
any time may interfere, or threaten to interfere with
the maintenanee of such Iineso The second party holds
itself responsible for any damages ca"sed by the operation, maintenance or construction of the above line
