Srinagar, Feb 3: The State’s Medical
Education department is going ahead
with the proposal to appoint the former
Medical Superintendent of the GB Pant
hospital here, Dr Javed Choudhary, as the
new Principal of the Government Medical
College Srinagar even as the government
is yet to accept an inquiry report that
exonerated him in the outrageous infant
deaths of 2012. Meanwhile, the civil society members Monday strongly opposed
the government move.
According to officials, the proposal
to appoint Choudhary has been mooted
despite submissions by the government
before the High Court, in an appeal, that
report of Commissioner/Secretary, Information Technology, Bipul Pathak, has not
been accepted by it. The appeal was filed by
government last month against the High
Court order that has directed the government to give work to Choudhary against
the “post commensurate with his status.”
In one of the grounds of the appeal, the
government submitted that the “report of
inquiry committee is still under examination of the government and so far no final
decision has been taken on the matter.”
Officials said Pathak had favored Choudhary in the inquiry report stating that in
his tenure as Medical Superintendent at G
B Pant hospital he had “brought the shortcomings in the infrastructure at the hospital
before the notice of government.”
Medical Education Minister, Taj Mohiud-Din, said his department is planning
to move a proposal before the Cabinet to
appoint Choudhary as the new Principal.
“We are abiding by the directions of the court
which has asked us to adjust him against
a suitable post. If the government has not
rejected the findings of Pathak committee,
it means they have been accepted,” he said.
However the government’s move to
appoint Choudhary as the new Principal
Monday evoked sharp reaction.
The Doctors Association Kashmir
(DAK) and Civil Society Forum Kashmir
(CSFK) took strong note of the government move. The GMC faculty members
also reacted sharply over it.
A senior official said the government
was misleading the people on the issue.

rules, the government is not bound to
appoint Choudhary as the Medical Superintendent. As per MCI rules an official with
the teaching experience of 5 years is eligi-

and Head of the Department (HOD) Pediatrics, Dr Qaiser Ahmed were appointed
as Associate Professors in their own pay
and grade (OPG) in 2002. Dr Qaiser became
professor in his own pay and grade in 2007.”
A senior doctor favoured an “open
advertisement’’ for the post of Principal
GMC. Dr Chaudhary didn’t take the calls
from this newspaper.
DAK THREATENS AGITATION:
The Doctors Association Kashmir said
the proposed appointment of Dr Javed
Choudhary is “unacceptable to us as he
has brought disrepute and disgrace to the
sacrosanct medical profession.”
In a statement here, the DAK president
Dr Nisar-ul-Hassan said the association
“will agitate and leave no stone unturned
to see that the illegal and uncalled for
appointment of Choudhary is cancelled.”
“It is shocking that a tainted person
whose criminal negligence and professional misconduct is responsible for thousands
of infant deaths will be assigned an important responsibility. This decision has hurt
the sentiments and emotions of those parents who have lost their loved ones because
of Choudhary’s negligence,’’ he said.
Hassan said two enquires (one by Dr
Showkat Ali Zargar and other by house
committee of legislators headed by Choudhary Ramzan) have indicted Dr Javed
Choudhary for negligence and dereliction
of his duties. “They have proved his administrative and academic failure leading to
infant deaths. They recommended criminal and disciplinary action against the corrupt practices of Dr Choudhary,” he said.

Srinagar, Feb 3: Reacting sharply to the state
government’s move to appoint former Medical Superintendent of G B Pant hospital, Dr
Javed Chaudhary, as the Principal of Government Medical College (GMC) Srinagar, Opposition People’s Democratic Party’s national
spokesperson, Dr Samir Kaul, Monday said
the deaths at the hospital were as brutal as the
killing’ of innocent youth by security forces.
The renowned Oncologist said the infant
deaths at the G B Pant can’t be considered
as a lesser crime than the killings of youth
in police action.
“It is an example of bad governance in the
healthcare delivery system. The government
set up a sham inquiry committee to help the
tainted official. The action is not only criminal on the part of the government, but has
come despite the distaste of people towards
corruption,” he said.
Kaul said the government has been completely insensitive to the public perception.
“By proposing to task a tainted official with
the responsibility to head a vital institution,
the government is insulting the sentiments
of people whose children died at the hospital.
We had hoped that government will correct
its wrongs, but the government move is a blot
on its score card,” he said. GKNN

CSFK WRITES TO CM:
The Civil Society Forum Kashmir
(CSFK) said that it is shocked over the
reports that government is considering
making Choudhary as the GMC principal. “It is bizarre to see Taj Mohiuddin
expressing his helplessness over the
issue,” the CSFK said in a statement.
The CFSK has written letters to UPA
Chairperson Sonia Gandhi, CM Omar
Abdullah, Congress General Secretary,
Rahul Gandhi, Union Health Minister
Ghulam Nabi Azad and State Congress
President, Saifudin Soz, to express its
resentment over the move.
Authorities In Slumber
Srinagar, Feb 3: The
Jammu and Kashmir Liberation Front chairman
Muhammad Yasin Malik
was Monday detained
along with 14 other Front
activists at Awantipora
in south Kashmir, a Front
spokesman said here.
He said Malik was
on his way to Islamabad
(Anantnag) where he was
scheduled to lead a protest
rally against the “immunity given to armed forces
and officers” who killed
five innocent Kashmiris
in cold-blood at Pathribal
in 2000.

Mushtaq Ajmal, Showkat

Bandipora, Feb 3: Hundreds of trees have been
reportedly felled in various blocks of Bandipora
forest division including Aloosa, Malangam,
Benlipora, Ashtangoo and adjoining areas in
the past two months by smugglers, reports said.
Though some trees are cut for fuel wood or
firewood purposes every winter, this year there
has been large-scale felling even in dense parts
of the forest of Aloosa, they said.
In various complaints to the Bandipora
forest department, activists have alleged
that logs are being transported out for commercial purposes and band-saw owners are
helping in this illegal trade.
The department says it has geared up checking in the area after local activists campaigned
for the protection of forests. The activists, however, said the authorities have made no such
efforts to curb illegal felling and trade of trees.
Meanwhile taking cognizance of local
inputs, forest range Khuihama have seized
a mini-truck along with 30 green logs ferried
from Aloosa block.
A mini truck bearing registration
number JKo1B 7555 was trapped at Watpora
along with 30 green logs, an official said. The
truck allegedly belongs to a timber smuggler
Bashir Chekur of Watapora.
Pertinently, officials earlier sized one truck
from same owner at the same spot.
Locals have alleged that the transportation of illegally-cut timber from Aloosa
and its adjoining areas is a routine and the
authorities are in slumber.
The locals are constantly claiming that the
illegal felling and trade of timber in going on
in connivance with forest officials—the allegations denied by Forest department officers.

Bandipora, Ajez Rasool said a mini truck has
been seized.
“We have seized two trucks so for from
one person, who used to ferry illegally-chopped
trees from Aloosa block. The incident is being
verified from various angles to reach to the

worker from north Kashmir’s Bandipora district,
Ghulam Hassan Rather along
with his hundreds of supporters, Monday joined the
Peoples Democratic Party, its
spokesman said.
“Rather was the National
Conference’s (NC) block president in Ajas area. The party
president Mehbooba Mufti
welcomed him into the party
fold at her Gupkar residence.
The senior PDP leader and
former finance minister,
Tariq Hameed Karra was
also present on the occasion,” the spokesman said.
Speaking on the occasion,
Mehbooba said “people are disillusioned with the NC and the
ruling coalition and the PDP
is becoming a natural choice
of well-meaning and sincere
political workers, intellectuals, professionals, youth and
the educated people.”
She said “PDP will provide them space, rights and
respect so that they can contribute to the resolution of
the Kashmir issue and good
governance in the State.”
She said the present dispensation has “failed miserably on all fronts over the last
more than five years, and the
people are suffering on multiple fronts because of its insensitivity and inefficiency.”
She said it is the “absence
of the government from the
ground which has created a
vacuum in the system and the
people are feeling angry with
its style of working as it has
never bothered to reach out to
the people sincerely to address
their genuine grievances.”
She said it was a healthy
trend that “well-meaning and
dedicated people like Rather
are joining the PDP in large
numbers as it is the acceptance
of the party’s vision and policy
among the masses.”
She said “mis-governance and incompetence
has been the hallmark of the
present coalition which has
virtually institutionalised
the corruption in the state
and reversed the gains made
in the previous PDP-led government.”
“With the result people
have lost confidence in the
system. PDP with the help of
people will reform the governance system and will make
it honest, transparent and
accountable. The prevailing
chaos in the system is all
because of the mishandling
of the situation by the ruling
parties which have been
resorting to rhetoric instead
of relating with the people in
real sense,” she said.
Meanwhile, senior
PDP leader and MLA Bandipora, Nizamudin Bhat has
expressed solidarity with
the residents of Ashtangoo,
who have been ignored in
the recent expansion of the
administrative units. The
residents were on protest
today and have been assured
by the DC Bandipora that
their genuine grievances will
be redressed.
The MLA said he will
raise the issue in the upcoming session of the Assembly.

engineering initiative in the form of Humsafar Marriage Counselling
Cell (HMCC), opening its first branch at Kak-Sarai Srinagar with a
noble objective to bring about a positive social transformation where
