TAMPA, Fla. - The following preliminary timeline of the events
surrounding the Iranian detainment of 10 Navy Sailors from Jan.
12-13 is based upon multiple operational reports received by Naval
Forces Central Command (NAVCENT) in the first 24-48 hours
after the incident.
A Navy command investigation initiated Jan. 14, will provide a
more complete accounting of events.
On Jan. 12, two NAVCENT Riverine Command Boat (RCB) crews
were tasked with the mission of relocating two RCBs from Kuwait to
Bahrain, with a planned refueling en route alongside the U.S. Coast
Guard Cutter Monomoy. The two RCBs were traveling together since
they train and deploy in two-boat elements. They departed Kuwait at
9:23 a.m.(GMT). The planned transit path for the mission was down
the middle of the Gulf and not through the territorial waters of any
country other than Kuwait and Bahrain.
The two RCBs were scheduled to conduct an underway refueling with Monomoy in international waters at approximately 2 p.m.
(GMT). At approximately 2:10 p.m. (GMT), NAVCENT received
a report that the RCBs were being queried by Iranians. At approximately 2:29 p.m., NAVCENT was advised of degraded communications with the RCBs.
At 2:45 p.m., NAVCENT was notified of a total loss of communications with the RCBs. Immediately, NAVCENT initiated an
intensive search and rescue operation using both air and naval assets
including aircraft from USS Harry S. Truman and the Air Force, and
Coast Guard, U.K. Royal Navy and Navy surface vessels.
At the time of the incident, two carrier strike groups were operating
nearby. Harry S. Truman carrier strike group was 45 miles southeast
of Farsi Island and Charles de Gaulle carrier strike group was 40
miles north of Farsi Island. NAVCENT attempted to contact Iranian
military units operating near Farsi Island by broadcasting information regarding their search and rescue effort over marine radio, and
separately notified Iranian coast guard units via telephone about the
search for their personnel.
At 6:15 p.m., USS Anzio received a communication from the
Iranians that the RCB Sailors were in Iranian custody and were
“safe and healthy.”
SAN DIEGO - Ships and units from the John C. Stennis Carrier
Strike Group (JCSCSG) departed San Diego Jan. 19-20, marking
the first Navy ships to be launched under the Great Green Fleet
initiative.
JCSCSG will deploy as the centerpiece of the Great Green Fleet,
a year-long initiative highlighting the Navy’s efforts to transform
its energy use to increase operational capability. The CSG will use
energy efficiency measures, to include technologies and operational
procedures, and alternative fuel in the course of its normal operations.
John C. Stennis (CVN 74) departed Bremerton, Wash., Jan. 15 for
a brief stop at NAS North Island to meet up with the other ships and
units of the carrier strike group. JCSCSG participated in a kick-off
event for “Great Green Fleet 2016” where Secretary of the Navy,
Ray Mabus bid farewell to the strike group on Jan. 20.
Carrier Air Wing 9, USS Mobile Bay, USS Stockdale, USS William
P. Lawrence, and USS Chung-Hoon, are part of the strike group,
along with embarked aviation squadrons.
“The Sailors of this strike group are ready, willing and able to go
wherever is necessary to protect American interests,” said Rear Adm.
Ron Boxall, commander, JCSCSG.
Licenses from 5 states
banned at DoD bases
by Jim Garamone
WASHINGTON - Defense
Department installations will no
longer accept driver’s licenses
from Minnesota, Illinois, Missouri, New Mexico and Washington as proof of identity, DoD
officials said Jan. 20.
The ban, which also includes
licenses from American Samoa,
is a consequence of the REAL
ID Act of 2005.
The REAL ID Act grew out
of the Sept. 11, 2001, attacks - most of the terrorists involved
had driver ’s licenses from
Florida and Virginia. Congress
tightened up issuance processes
and documentation needed to
get a driver’s license. Compliant
cards must have specific security
features to prevent tampering,
counterfeiting or duplication of
the document. The licenses also
must present data in a common,
machine-readable format.
The REAL ID Act affects only
access control policies where
individuals are required to present an identification document
for accessing federal facilities,
entering nuclear power plants
or boarding federally regulated
commercial aircraft.
2 • www.armedforcesdispatch.com • THURSDAY, JANUARY 21, 2016
The federal REAL ID Act
implementation rules allow for
exceptions, officials noted. For
example, they explained, life
or safety issues such as medical
emergencies, and situations in
which physical access is necessary to apply for benefits are two
exceptions.
Those attempting to gain
physical access to DoD installations must show an alternate
form of identification, such as a
passport, officials said. Service
members, family members, DoD
employees, and federal employees with the DoD common
access card, DoD uniformed
services identification and privileges cards, federal personal
identification verification cards
or transportation workers’ identification credentials are not
affected, officials said, as these
cards are authorized in DoD
policy to facilitate physical access to installations.
“All federal agencies including DoD must comply with the
law regarding the use of REAL
IDs for official purposes,” an
official said. “For most DoD installations, an identification card
or an installation pass is required
to facilitate access. Hence, where
an ID or an installation pass is used
for physical access, DoD installations are prohibited from accepting
driver’s licenses or state identification cards from states deemed
non-REAL ID compliant.
“DoD policy allows command-
ers to waive the DoD access
control requirements for special situations, circumstances, or
emergencies,” the official said.
“Therefore, installations may
authorize other alternatives to
facilitate installation access, such
as a graduation ceremony guest
list, escorts, etc.”
Naval War College seeks papers

by Daniel S. Marciniak
NEWPORT, R.I. - U.S. Naval
War College (NWC) is issuing a
‘call for papers’ in preparation of
its fourth annual Women, Peace
and Security (WPS) Conference to be held at the college,
May 17.
In an effort to gather theoretical and practical ideas from
a wider audience not normally
represented in a limited conference format, the conference
series chair is soliciting papers
from academics, researchers,
military personnel, non-governmental organizations and
individuals who have an interest
or experience in issues pertaining to WPS.
“Conferences have limited
room for participants,” said
Mary Raum, NWC professor
and chair of the WPS Conference series. “To have available,
online and in the networked
world, some quality thoughts
on components of WPS from
thinkers and practitioners who
have a direct tie to the subjects
being discussed is an invaluable
resource.
“This call for papers will
allow for a broader reach in exchanging ideas and enable us to
network on a global scale - a first
step for formalizing the sharing
of ideas allied with conference
precepts.”
Since the inception of the
U.S. National Action Plan on
WPS in 2011, NWC has been
at the forefront of exploration
into national and international
issues involving WPS, working
toward the goal of empowering
women in conflict prevention
and peace.
In support of the conference
theme, “Critical themes in global
security,” interested parties can
contribute to this goal by submitting a paper on one of the
following subjects: Cyber, Food

Papers that focus on WPS
issues in Africa, Southern Hemisphere, and Asia-Pacific regions
are of particular interest.
“Being a contributor to this
call for papers will allow for an
additional avenue of exchange
between theorists and practitioners in academia, military
and non-governmental organizations,” said Raum. “These
ideas are important for better
operationalizing WPS components in the most meaningful
way possible.”
Proposals must be submitted

CNO’S STRATEGIC GUIDANCE
Chief of Naval Operations Adm. John Richardson released his
strategic guidance, A Design for Maintaining Maritime Superiority, Jan. 5, which will guide Navy behavior and investments
both now and into the future.
To access the guidance, go to http://www.navy.mil/viewVideo.asp?id=21088.
“Eliminating sexual assault
requires more than words, zerotolerance requires an all-hands
effort,” said Richardson.
Here are the five initiatives to
help “end the scourge of sexual
assault” in our Navy:
1) A Shipmate is not a “bystander.” If you see something
wrong, do something right. It is
every Sailor’s responsibility to
“step up and step in” to help their
shipmate when they observe or
become aware of undesired and
destructive behavior.
In 2015, Navy adopted a new
training approach, shifting from
traditional lecture-style training
to a more dynamic program
called “Chart the Course.” Chart
the Course moves beyond the
“bystander” approach and combines scenario-based videos
with facilitator-led discussions
to achieve an interactive learning experience. The training
provides insight on what to do
when faced with challenging
situations.
2) Establish Counselors within the Fleet and Family Support
Centers as a resource for victim
support. Building on the success
we have experienced with deployed resiliency counselors on
“big decks,” there are potential
gains if we are able to replicate

Gen. John F. Kelly reflects on 45 years of service
by Sgt. Eric Keenan
ASHINGTON -- With
tears in his eyes and
a quiver of his lip, Gen. John
F. Kelly said, “I never quite
understood the definition of
bravery until watching young
men and women do things that
were absolutely crazy to do
because they were well trained
and they had the capability to
do their jobs.”
W
He was referring to the most
memorable aspect of his time in
the Corps - leading Marines in
Iraq and throughout his career.
Kelly, who relinquished command of United States Southern
Command Jan. 14, 2016, will
soon retire after more than 45
years of service.
The general, a Boston, Massachusetts native, was an adventurous person from a young
age. He hitch-hiked across the
country a couple of times and
rode a freight train from Seattle
to Chicago in an empty boxcar
by his 16th birthday.
I also went into the Merchant
Marines for a year and my
first time overseas was taking
10,000 tons of beer to Vietnam,
he said.
Soon after, a new adventure
was calling him.
“In the America I grew up in,
every male was a veteran; my
dad, my uncles and all the people
on the block,” said Kelly. “So,
with that kind of background and
the draft, you assumed you were
going to go into the service when
your time came.”
In my neighborhood you
joined the Marines, he said.
He enlisted in the Marine
Corps in 1970 and served as an
infantryman with the 2nd Marine
Division, at Marine Corps Base
Camp Lejeune, North Carolina,
until his discharge as a sergeant
in 1972.
“I wasn’t committed to a
career, but I wanted to go to
college and come back and be
an officer,” said Kelly.
After graduating from the
University of Massachusetts
Boston in 1976, Kelly attended
Officer Candidate School at
Marine Corps Base Quantico,
Virginia and was commissioned
as a second lieutenant.
He returned to 2nd Marine
Division, where he served
a s a p l a t o o n c o m m a n d e r,
company executive officer,
assistant operations officer
and then an infantry company
commander. Kelly learned
what he truly loved about the
Corps during this time of leading troops as an officer at the
lowest level.
“One of the worst things about
getting promoted as an officer is
that you get further and further
away from day-to-day contact
with young Marines,” Kelly
said.
Kelly learned the best thing
you could do as a leader is look
out for your Marines and let
them know someone has got
their back. He modeled his entire career around this concept,
he said.
“My whole last tour in Iraq, I
was always on the road,” Kelly
said. “To show up to a [forward
operating base] in the middle of
nowhere or at a convoy that’s
broken down and talk to [Marines] as they’re changing the
tire is the only way to do business.”

Stacy McFarland at (703) 2325595/(800) 356-5760; e-mail:

Although promotions pulled
him further away from his Marines, his extensive career has
taken him all over the Corps and
the world, from leading Marines
from coast to coast and serving
overseas during the Persian Gulf
War, Operation Desert Storm
and the Iraq War.
Official urges families to learn
about veteran burial honors
by Terri Moon Cronk
WASHINGTON - Planning
funerals for military veterans
and retirees can be overwhelming for their families, and the
Defense Department’s director
of casualty and mortuary affairs
wants family members to familiarize themselves in advance
when possible to know what
to expect with military funeral
honors.
Deborah S. Skillman said
families should learn about
military funeral honors eligibility ahead of time to know what
choices are available. She also
recommends that family members should ensure they have
access to the veteran’s discharge
papers, also called DD Form
214, to prove eligibility.
It’s also critical for family
members who want military
funeral honors to tell their funeral director, who can make
the request for them, she said.
The honors are not automatic,
and must be requested through
the veteran’s branch of service,
she noted.
the honors are requested,” Skillman added.
DoD policy is mandated by
law to provide a minimum of a
two-person uniformed detail to
present the core elements of the
funeral honors ceremony, and
one service member must represent the veteran’s branch of service, she said. The core elements
comprise playing Taps, folding
the American flag and presenting
the flag to the family.
Burials with military funeral
honors can be conducted at
national, veterans’ or private
cemeteries, she said.
Stateside commissary benefit review
The House Armed Services, Military Personnel Subcommittee
held a hearing on the value of the stateside commissary benefit
and efforts to reform it. FRA signed on to a statement from The
Military Coalition that stated that the stateside commissary benefit
is an important benefit for active duty and retirees. DoD has been
searching for budget-driven budget cuts, and reduction and/or
elimination of the stateside commissary benefit have been considered in the past. Some ideas being considered include increasing
prices and cutting store hours. FRA advocates that active duty
and retiree families who regularly shop at the commissary save
as much as 30 percent over civilian grocery stores. However, the
Armed Forces Marketing Council claimed that a five percent increase in prices could cause a 20 percent reduction in Commissary
traffic. The Subcommittee is committed to maintaining the benefit
while seeking to reduce its dependence on appropriations.
VA Disability Claim Denied?
“While DoD is required to
provide a [two-service-member]
detail, policy encourages each
service secretary to provide additional elements, such as the
firing team and pall bearers, if
resources permit. However, full
honors are always provided for
active duty deaths,” Skillman
said.

As part of FRA’s mission to fight for the
concerns of enlisted personnel to Capitol
Hill, the association is conducting an
online survey to determine which military
and veterans’ benefits are most important to
active duty and Reserve personnel, retirees, veterans and their
families. The brief survey, available at www.fra.org/survey, asks
current and former members of the uniformed services and their
spouses to rate the importance of various benefits and qualityof-life programs associated with their service to our nation. “As
Congress explores ways to cut federal spending, many hard-earned
benefits are in the budgetary crosshairs,” said Tom Snee, FRA’s
National Executive Director. “FRA is asking all current and former
military personnel and their spouses to share their opinions about
the programs they value most. Survey responses and comments
from participants provide important reference information when
we testify before Congress or meet one-on-one with lawmakers
and their staff.” FRA shares the survey results with elected officials on Capitol Hill, key committee staff, and leaders within
the Departments of Defense, Homeland Security and Veterans
Affairs - ensuring these crucial decision-makers understand the
enlisted sea service perspective.

Chief of Naval Personnel calls for recruit division commanders
by Lt. Adam Demeter
Vice Adm. Bill Moran, chief of
naval personnel, released a naval
administrative (NAVADMIN)
message Jan. 7 to encourage
Sailors in the fleet to consider
becoming a recruit division commander (RDC) for their next shore
duty assignment.
Along with highlighting unique
leadership opportunities, NAVADMIN 008/16 specifically
lists benefits that RDCs receive
while assigned to Recruit Training Command (RTC) as an RDC
such as special duty assignment
pay, an additional annual clothing
allowance, an opportunity to earn
a master training specialist (MTS)
qualification, college credits toward a bachelor’s degree through
the American Council on Education (ACE) program, and choice
of follow-on coast assignment.
While these benefits may be
enough to entice Sailors into becoming RDCs, Command Master
Chief (SW/AW/IDW) Shawn
Isbell, a prior RDC at RTC, said
he believes the quality of life has
vastly improved for RDCs over
the years.
“The RDCs from when I pushed
12 to 15 years ago worked longer
hours and had less time for personal improvement and family time,”
said Isbell. “With the changes to
the base and the adjusted master
training schedule, we have RDCs
completing their degrees and
balancing family time along with
the rigorous schedule of training
recruits. Also, the volunteer hours
donated by our service members at
Recruit Training Command to our
local community is astounding.”
RTC has traditionally exceeded
the fleet average in advancement
rates. Many Sailors in the past
have indeed benefitted from their
work as an RDC during their
advancement boards.
Senior Chief Information Systems Technician Amy Oliva re-
ported to RTC in August of 2012
as a first class petty officer. During
her tour in Great Lakes, Oliva
graduated, or “pushed” 12 divisions and also served in a number
of leadership roles. In November
of 2015, Oliva detached RTC as a
senior chief petty officer.
Oliva, currently assigned to
Joint Communications Support
Element at MacDill Air Force
Base in Tampa, Florida, gives
credit to RTC’s diverse nature for
her advancement success.
“Usually, you’re only around
people with the same rate,” said
Oliva. “At RTC, you are working
with literally every rate in the
Navy. Everybody has a different
perspective on things and new
ideas for how they would handle
different situations. Being able
to work with all of the different
communities really helps set you
up for success.”
Isbell arrived for his first tour
at RTC in April of 2000 as a
second class petty officer and left

Biological Select Agents and
Toxins Task Force.
Spoehr said his task force has
made recommendations that
will benefit the entire program,
not just address the problems at
Dugway.
The recommendations will be
implemented as quickly as pos-
sible. The first recommendation
is to establish a DoD executive
agent, that will perform technical
review, harmonization of procedures and integrate the inspections for this program. The Army
Surgeon General Office has been
named the executive agent.
“We will establish a standing
DoD biological safety review
panel, consisting of prominent
scientists from both within and
outside of the Department of Defense, and that review panel will
review and validate procedures
for working with biological select agents and toxins,” Spoehr
said.
DoD will also put in place a
process to screen and validate
all requests for biological products from outside DoD to see
if they are valid and to see if a
less-dangerous product can be
substituted for what has been
requested, the general said.
The department also will put
in place a central process “to
track and monitor all requests
and transfers,” Spoehr said.
This, he added, includes a new
Feeling Fit Club: All gain means less pain
For some older adults, San Diego County’s Feeling Fit Clubs
can be a place to get a little exercise and socialize with fellow
seniors. But for some, like Ruby
Griffin, the exercise classes are
literally transformational and
vital to their quality of life.
“Since I’ve been in here Patty
has taught me to take care of myself. It’s not just exercise; it’s
taking care of the whole body
– your mind, your spirit,”
she said. “She works on all
of that with us and I really
enjoy it.”
Ruby Griffin has lost 75
pounds since she started coming to the Feeling Fit Club.
Griffin said the club is like
a family and it keeps her from
being depressed and down because of the energy level and
new friends she’s been able to
meet. There are about 25 regular
participants every class.
Griffin, who turns 69 later this
month, has completely turned
her life around after discovering
the exercise classes held three
times a week at the Gary and
Mary West Center in downtown
San Diego.
8 • www.armedforcesdispatch.com • THURSDAY, JANUARY 21, 2016
“I’ve been coming here for
four years and I’ve lost 75
pounds, so the exercise is good
for me,” she said. “The exercise
keeps me from being in pain.”
She used to suffer from knee
and back pain, and it was a
struggle to even walk before
she stopped by the center one
day inquiring about exercise
classes. She credits instructor
Patty Frisby with helping her to
turn her life around.
Griffin probably feels like a
youngster as well. Her friend and
fellow Feeling Fit Club participant is 96-year-old Agnes Haddox. Haddox can do all the same
exercises the youngest members
of the club, which is for older
adults over 60 years old.
“I’ve been coming here for
about two years after I heard
about it from my neighbors,” she
said. “I grew up chasing jackrabbits so I always concentrated on
speed and strength, but Patty has
taught me alignment and posture
as well and I can do so much
more now.”
The goals of the club are to
offer a safe and comfortable
environment for older adults
to develop and maintain their
physical fitness. The program
was started 15 years ago and
is led by exercise physiologist
Gretchen Vurbeff. Some classes
have grown to as many as 60
participants.
The hope is older adults will be
able to have better balance, have
fewer falls, increased strength
and be more resistant to chronic
illnesses. The program also
encourages social interaction,
builds self-esteem and provides
health and fitness education.
“An older adult joining the
Feeling Fit Club can expect to
improve their strength, endurance, balance and flexibility
while socializing with others in
a fun environment,” said Kari
Carmody, a health promotion
manager with AIS. “Staying
socially active is beneficial for
mood, memory, and being connected which are all important
aspects of staying engaged as
we age.”
Lily Chu, 62, says she has
never been healthier her entire
life. She was born premature
and was a skinny youngster.
She recently wrote a column for
a Chinese magazine about her
experience joining the Feeling
Fit Club and encouraging others
to participate.
“I feel I have more energy
and I’m brighter,” she said. In
fact, “the world’s brighter and
I’m more cheerful since coming here.”
The San Diego County Health
and Human Services Agency’s
Aging and Independence Services has Feeling Fit Clubs at nearly
three dozen locations across the
region. The newest classes began
this week at the Otay Recreation
Center, 3554 Main Street in
Chula Vista and will meet on
Mondays and Wednesdays from
9 to 10 a.m.
A Feeling Fit Club program
can also be seen twice a day
on County News Center TV.
CNC TV can be found on Time
Warner Cable channel 85, Cox
Cable channel 19 or 24 and
Uverse channel 99 or you can
watch online.

Fort Worth completes PMAV
by MC2 Antonio Turretto
CHANGI NAVAL BASE,
Singapore - Littoral combat ship
USS Fort Worth (LCS 3) successfully completed a scheduled
preventive maintenance availability (PMAV) at Changi Naval
Base Jan. 11.
Compared to other Navy
platforms, the littoral combat
ship has a relatively small crew.
Routine maintenance outside
the scope of ship’s force ability
is conducted during a PMAV,
where labor and technical support is supplemented by civilian
contractors who perform much
of the preventive maintenance
work in port.
The maintenance period included more than 500 preventative maintenance checks including 30 in combat systems,
497 in engineering, and 16 in
operations.
“It’s really a joint effort between contractors and Fort
Worth’s crew to come together
and get the maintenance done,”
said Lt. Brian Newcomb, LCS
Crew 101 chief engineer. “Without contractor support it would
take an entire department about
three weeks to complete the
maintenance checks that we
completed together in roughly
seven days.”
In addition to preventative
maintenance, Fort Worth also
has a window of opportunity to
receive corrective maintenance,
according to Lt. Brian Osborne,
LCS Crew 101 main propulsion
assistant.

SAN DIEGO - Naval Medical Center San Diego mourns the loss
of an active duty Sailor who was found dead in his barracks room at
Naval Medical Center San Diego Jan. 15 at about 9:30 a.m.
The Sailor was attached to Naval Medical Center San Diego.
The deceased Sailor’s identification is being withheld pending 24
hours after next-of-kin notification. No further details are available
at this time.
The cause of death is currently under investigation by the Naval

SSDGs produce the ships electricity, and it’s very important to
maintain them so that Fort Worth
can continue to successfully
contribute to maritime security
operations.”
Fort Worth is the first LCS to
deploy under the “3-2-1” manning concept, which allows LCS
to sustain a longer rotational
presence without fatiguing the
crew during the extended deployment. The concept allows
LCS to deploy more than twice
as long as typical Navy ship
deployments. It is named 3-2-1
because three rotational crews
support two LCS ships, one of
which is deployed. Future LCS
deployments to the region will
employ this concept, allowing
for enhanced Navy presence
throughout the Indo-Asia-Pacific.
Fort Worth is the second LCS
to deploy to U.S. 7th Fleet as part
of an initiative to simultaneously
deploy up to four LCS to the
Indo-Asia-Pacific region in just
a few years. The third and fourth
LCSs are planned to arrive in
2016, when the region will see
two of these ships deployed at
the same time.

Marines support CLB-11 with external-lift training

the weight with the aircraft and
makes a lap around the landing
pad before coming back down,
where the HST detach the high

During the exercise, Marines

the pendants on the aircraft.
Marines from both units ensured they were taking the proper safety precautions to conduct
the training. The crew chiefs

the aircraft; these blind spots

San Diego-based corpsman named Navy Medicine’s 2015 Sailor of the Year
by Mariah Felipe
FALLS CHURCH, Va. - The
Navy Bureau of Medicine and
Surgery (BUMED) announced
Navy Medicine’s Sailor of the
Year (SOY) at Defense Health
Headquarters Jan. 15.
BUMED’s panel of senior
enlisted leaders selected Hospital Corpsman 1st Class (IDW)
Jessica L. Wentlent, from Naval
Medical Center San Diego as
Navy Medicine’s 2015 SOY.
12 • www.armedforcesdispatch.com • THURSDAY, JANUARY 21, 2016
Vice Adm. C. Forrest Faison
III, Navy surgeon general and
chief, Bureau of Medicine and
Surgery, delivered the opening
remarks and Force Master Chief
Terry J. Prince, director of the
Hospital Corps, announced Wentlent as this year’s selectee.
“Thank you, not only for the
difference that you’ve made, but
the differences you will make
in the future as you progress in
your careers,” said Faison. “I
have no worries about where
Navy Medicine is going because
it’s in great hands. You Sailors
are the best of the best.”
A native of Buffalo, N.Y.,
Wentlent joined the Navy in
2005 and served at several duty
stations including NMCSD and
National Military Medical Center, Bethesda, Md. Wentlent also
supported Operation Enduring
Freedom at Camp Lemonnier in
Djibouti, Africa.
Wentlent is a physical therapy
technician and most recently
served as the leading petty officer (LPO) for three divisions
encompassing physical and occupational therapy, chiropractic
services, and sports therapy
across 12 separate branch clinics in Navy Medicine West,
while leading and supporting
147 Sailors and civilians along
the way.
“Being selected as Navy Medicine’s Sailor of the Year means
showing the Navy that Navy Medicine is there to support its Sailors
and Marines” said Wentlent. “It’s
about doing the hardest work,
giving it 100 percent and showing
those junior Sailors that anything
is achievable by being a positive
reinforcement for them.”
Force Master Chief Prince
said he was in awe of the hard
work and dedication the four
Sailors nominated for BUMED
SOY had demonstrated and that
he couldn’t be more proud to
say they represent the Navy’s
up-and-coming leaders.
“You four Sailors represent
the finest of Navy Medicine and
I’m very proud to serve alongside you,” said Prince.
and Naval Air Crewman (Operator) 1st Class Christopher

Divers complete work on Stockdale
Makin Island completes 2015 PMA
WASHINGTON - Secretary of the Navy Ray Mabus announced the Navy’s newest Expeditionary Sea Base (ESB) ship,
T-ESB 4, will be named USNS Hershel “Woody” Williams.
Hershel “Woody” Williams, the ship’s namesake, was born
in West Virginia and joined the Marine Corps following the
attack on Pearl Harbor.
In 1944, after serving in Guadalcanal and Guam, he joined
the campaign in Iwo Jima. Two days after arriving on the island,
Williams picked up a 70-pound flamethrower and walked ahead
of his infantry’s tanks for four hours clearing their path of enemy
machine gun fire. President Harry S. Truman awarded him the
Medal of Honor two years later for his actions.
Williams served during the Battle of Iwo Jima until he was
wounded in March of 1945. He returned to the United States,
was awarded a Purple Heart and released from active duty. Later,
he served in the Marine Corps Reserves for 17 years.
Williams is the last surviving Medal of Honor recipient
from the Battle of Iwo Jima. The ship will be constructed by
San Diego.
SAN DIEGO - Southwest Regional Maintenance Center divers recently completed the replacement of a damaged control
pitch propeller blade and the grooming of another blade on USS
Stockdale (DDG 106) Jan. 3 at Naval Base San Diego.
The source of the damage to the blades is unknown and was
noticed during a routine cleaning and inspection by a local
contractor.
“We’re requested to complete the replacement [of #1 blade]
and grooming [of #5 blade] in support of the ship’s upcoming
deployment schedule in January,” said Navy Diver 2nd Class Eric
J. Stephenson, diving supervisor and diver for this job. “Normally
these jobs are completed in dry dock, but there was no time to
wait and our team can complete the job much cheaper and faster
than dry docking.”
With no time to spare, SWRMC divers immediately began
coordinating with Naval Sea Systems Command. NAVSEA representatives shipped a trailer to the dive team with all the tools
and materials needed to complete the change out of the #1 blade.
- contributed by Cassandra Eichner
SAN DIEGO - The crew of USS Makin Island (LHD 8)
completed the Chief of Naval Operations’ phased maintenance
availability (PMA).
“The innovation, creativity, and resourcefulness of this crew
propelled Makin Island through this PMA,” said Commanding
Officer Capt. Jon P. Rodgers. “The Sailors took ownership of
their spaces, teamed up with industry, did the hard jobs, and
sought the ‘how we can’ solutions.
“I am most proud of the hard work of this crew. The shear
pride and sweat by every Sailor and Marine ensured Makin
Island’s timely completion. The ship is on track, which is an
exceptional accomplishment for any ship completing a PMA
period,” said Rodgers.
The crew completed preservation, refurbishment and replacement jobs that accumulated a noteworthy savings of nearly $5
million during this PMA. These jobs included, refurbishment
of aviation support equipment, compartment preservation,
decking, and upgrades to the ship’s pilot house. - contributed

America reaches 75
percent milestone

contract trials. America is the first ship of its class and is optimized for Marine
Corps aviation. Navy photo by MC2 Jonathan A. Colon
By MC3 Somers Steelman
SAN DIEGO - Amphibious assault ship USS America
(LHA 6) reached its 75 percent
completion milestone during
post-shakedown availability
(PSA) January 14.
America is currently undergoing a PSA phase in which
the ship’s crew and assigned
contractors make improvements
to the ship’s design. PSA began
in the summer of 2015 and is
scheduled to wrap up in March.
“One of the big challenges
with LHA 6 is that it is the first of
its class. Even with its similarities to the LHD class, there has
been nothing like it before,” said
the post-delivery hull manager
Michael Galecki.
Eighty percent of the ship’s
upgrades will consist of adapting
the flight deck for the F-35 Joint
Strike Fighter (JSF). The ship
will better handle the aircraft’s
thrust, reduce heat sent to the
decks below, and allow for longer periods between flight deck
maintenance.
“A major improvement done is
the back-fitting of JSF upgrades
to allow the ship to support these
aircraft in future deployments,”
said Galecki. “The upgrades
consist of the complete overhaul
of the flight deck’s non-skid and
the addition of a thermal coating
called thermion.”
Along with flight deck renovations, maintenance capabilities in the hangar bay will
significantly improve. Sailors
will be able to more effectively
work on deployed aircraft such
as the JSF, tilt-rotor Osprey,
Seahawk helicopter and the AV8B Harrier.
“The high beam modifications will allow aircraft like the
Osprey to fully extend its blades,
while the lowered platforms
will be at an ideal height for
maintenance to be performed,”
said Cmdr. Michael W. Smith
Jr., America’s post-delivery
manager.
Another significant improvement is to the cargo and weapons
elevator, bringing its safety and
operational effectiveness up to
the standards of the fleet. They
were not up to standard in the
original design due to changes
in safety since the ship was
contracted.
“When ships are originally contracted, it’s a few years until they
actually reach the fleet. During
that time the Navy is constantly
improving its safety and operational standards,” said Smith.
The improvements made to
America during the PSA period
will allow the crew to work safer,
more efficiently and longer at sea,
supporting its crew and allies during times of war or peace.

Tri-City Inline Hockey League season opens soon
Tri-City Inline Hockey League
(TCIHL), a non-profit organization established over 20 years
ago for the development of youth
inline roller hockey in North
County San Diego, opens its
Spring 2016 season for players
between the ages of 5-17, including military families from Camp
Pendleton.
All games and practices will
be held at the Martin Luther
King Jr. Park’s roller hockey
rink located at 4300 Mesa Drive
in Oceanside.
“This year, we are celebrating the 24th year of TCIHL,
the oldest sanctioned inline
hockey league by USA Hockey
in California,” said Tri-City
Inline Hockey League’s President, Shane Nakamura. “In-line
hockey, commonly referred to
as roller hockey, is a team sport
normally played on asphalt,
cement or sport tile surface, in
which players use a hockey stick
to shoot a hard plastic hockey
puck into their opponent’s goal
to score points.
“Although it is usually considered a contact sport, bodychecking is not practiced at our
League. Come and experience
the joy of outdoor hockey in a
safe and fun environment. Military families are welcome.”
With registration now open,
military families may sign up
their child for a division of Mites
(8 & under), Squirts (10 & under), Peewees (12 & under), or
Bantams (17 & under). Games
begin Saturday, March 11th and
end May 21st, with playoffs

fee for new players is $60.00
and free for goalies ($25 jersey
fee applies, and $14 additional

About Tri-City Inline Hockey
League:
TCIHL was the first sanctioned inline league in California by USA Hockey. Its co-ed
recreational program is open
to new and experienced players aged starting from 5 years
old. The league currently offers
two seasons per year (MarJune & Sept-Dec) with clinics,
tournaments, and pick-up play
between seasons. TCIHL’s mission is to stress the ideals of
good sportsmanship, honesty,
loyalty, scholastic achievement,
integrity, respect for authority,
and to promote the game of inline hockey in North County San
Diego. To achieve this objective
TCIHL provides a supervised
program under the rules and

AutoMatters & more: Tips to avoid parking tickets
Have you ever returned to the
car that you parked on a city
street, to be unpleasantly surprised with an expensive parking
ticket placed under your windshield wiper? That happened
to me when I was visiting my
daughter who lives in L.A.
driveway; on the roadway side of
a parked vehicle (double-parking); in a bus stop, in a tunnel
or upon a bridge; for more than
72 hours in any one spot without moving your vehicle; in an
alley, except for the purpose of
unloading goods or passengers; a
heavy-duty commercial vehicle
in a residential area, unless the
vehicle is loading or unloading goods or has a service call
in the immediate vicinity; an
unattached semi-trailer on any
street, except for trailers used
for carrying personal property
or for recreational purposes; or if
the parked vehicle would create
a safety issue.
Parking zones throughout the
city feature color coordinated
curbs and/or signs to help drivers
quickly identify general parking
rules for the area. Red curbs
mean no stopping at any time.
When signs are used in place
of a red curb, the prohibition is
in effect on the days and times
specified on the sign. If any part
of your vehicle extends into a red
zone, you may be ticketed.
Where you wish to park,
there might be several signs
containing different messages
that severely restrict parking so,
to avoid getting a ticket, look
up and down the full length of
the street before leaving your
car. Here are some of the more
common parking regulations in
San Diego (from http://www.
sandiego.gov/economic-development/pdf/park101.pdf). Note
that these rules apply whether
or not there are signs or curb
markings present.
Do not park, unless otherwise posted, in intersections,
crosswalks or on sidewalks; in
a center median strip; within 15
feet of a fire station driveway
or fire hydrant; blocking any
Yellow curbs are for commercial loading zones. Trucks

to load or unload goods. Passenger vehicles may also stop for

Astrological
forecast
ARIES (March 21-April 19):
You must play by the rules but
you don’t need to make them.
Remain obedient and deferential
to those in charge. In the week
ahead you will have ample opportunities to flaunt your unique
skills and talents.
LEO (July 23-Aug. 22): Even
non-turtles know that slow and
steady wins the race. Stick to
your routines at work in the
week to come and eventually
you will get to the finish line. Do
not be stingy if asked to make a
donation to a charity.
SAGITTARIUS (Nov. 22Dec. 21): Take time for traditions
and curtsey to conventions. You
may be temporarily frustrated
by what seems to be a lack of
respect or appreciation. This
discomfort will be washed away
in the week to come.
TAURUS (April 20-May 20):
Don’t take good luck for granted
as this week begins. Follow up
on agreements and send a formal
thank you if a helpful friend
grants a favor. If you must make
a crucial decision, take time to
sleep on it first.
VIRGO (Aug. 23-Sept. 22):
The sky is the limit. Your good
judgment shines with the big
things this week, but may slip
a bit with the small things. In
your rush to make material success realities don’t offer casual
assurances to bystanders.
CAPRICORN (Dec. 22-Jan.
19): Use your heart rather than
your head. Logic may dictate a
course of action but compassion
and understanding will achieve
the best result in the week to
come. Be sympathetic and aware
of the needs of others.
GEMINI (May 21-June 20):
Turn on the lights. You may
be in the dark about a situation
or blind to the facts this week.
Patiently researching the details
will allow you to come to a successful solution. A relationship
could prove disappointing.
LIBRA (Sept. 23-Oct. 22):
Stick around your own home and
make repairs, clean up, or get
organized. There will be plenty
of time in the week ahead to enjoy social events, entertainment
or fun. Start the week off with a
clean slate.
AQUARIUS (Jan. 20-Feb.
18): An indiscretion or exaggeration might place a barrier
between you and a partner. Later
this week you may have a chance
to repair the damage. Your plans
may include asking for help with
a work related project.
CANCER (June 21-July 22):
Put on a brave front as this week
unfolds. Keep fears and doubts
hidden as others may see these
as weakness. Make your points
clear to avoid misunderstanding.
Your industry and take charge
attitude are assets.
SCORPIO (Oct. 23-Nov. 21):
Adhere to the usual routines in
the week ahead. Relationships
may thrive due to a willingness
to cooperate and someone may
even bring you an opportunity.
However, do not volunteer to
take on new responsibilities.
PISCES (Feb. 19-March 20):
Make a breakthrough in the
week ahead. A fresh discovery
or insight can alter your motivations or empower you to do
better. You are more popular than
usual but shouldn’t give your
heart away until too quickly.
Green curbs are for shortterm time limit parking zones.
Parking is limited to the time¬
period stenciled on the curb or
posted on a sign. In most cases,
the time limit is either 15 or 30
minutes. Short-term time limit
parking zones are in effect 8:00
AM to 6:00 PM, Sundays and
city holidays excepted.

evening after she finished work

park on the busy commercial

in a less busy, residential area.
There was plenty of on-street
parking there so we parked and
walked to a Chipotle restaurant
where we had a nice, relaxing
dinner and conversation.
That turned out to be an unusually expensive dinner because, upon returning to our car,
we discovered a $64 parking
citation on my windshield. I
looked around and noticed a sign
way down the street, which said
that parking was restricted to
vehicles with parking permits.

On Feb. 18, 1952, a massive storm splits the SS
Pendleton in two, trapping more than 30 sailors
inside the tanker’s sinking stern. Engineer Ray Sybert
bravely takes charge to organize a strategy for his

Coast Guard in Chatham, Mass., Chief Warrant
Officer Daniel Cluff orders a daring rescue mission.
Despite the ferocious weather, coxswain Bernie
Webber takes three men on a lifeboat to try and
save the crew against seemingly impossible odds.

WORLD
by Steve
Dale
become active again; all it takes
is one mosquito bite to infect
a dog with heartworm. Since,
heartworm treatment is very
expensive, I think prevention is
the only way to go.”
Also, many heartworm preventatives also protect against
intestinal parasites. “Some of
those parasites can be active in
the winter, and freezing doesn’t
kill the parasite eggs when dogs
eat dog poop,” Rubin explains.
Don’t be concerned if a
cat wants to show a dog
some affection
by Steve Dale
Q: My neutered male cat
makes a nightly ritual of
climbing on top of our 20
pound female dog, rocking
back and forth, using his paws
to swim through her coat.
It’s as if we’re watching an
X-rated movie. The dog - who
is spayed - tolerates this until
the cat bites her once too often.
Then she jumps away. She
doesn’t act angry. What’s happening in our house? Should I
get involved in their mishegoss
or leave it alone? - C. P., Indianapolis, IN
A: You may need to call in a
rabbi but don’t worry, your cat
isn’t actually sexually interested,
or at least thinking he’s enamored with your dog. Although,
he obviously likes the dog. In
fact, kneading or the “swimming” you describe is typically
an expression of affection, and
comfort. Often cats purr and rub
their faces while kneading.
However, the friendship apparently works both ways. Otherwise the dog wouldn’t tolerate
this fastidious feline strangeness.
It’s possible that the pooch may
even enjoy the display of affection.
As you describe the scenario,
your pooch is being a mensch
about it. It won’t be surprising
if one day your cat bites too
hard once too often and your
pup will snap back, and that
will be the end of it. However,
if the nightly bizzarro is getting
on your nerves, you can direct
your cat with a fishing pole toy
and feathers, or catnip.
Q: Relative to unusual
weather here, it’s been unseasonably warm - should I continue heartworm prevention
for another month? - S. J., St.
Paul, MN
A: “Yes, you should continue heartworm for another
month, and throughout winter
as well,” says Dr. Shelly Rubin
in Chicago, past president of the
American Heartworm Society.
“Even when you have those
very cold sub-zero days, eventually it warms up for a day or
two and that mosquito lurking
in a crawl space or garage can
“Too many dogs die of heartworm disease because their
owners simply forget to give a
preventative, or don’t purchase
it in the first place,” says Rubin.
“It’s sad because heartworm is
preventable.”
Q: I’m really upset because
my Doberman, Henry, was
just diagnosed with diabetes.
I’m not sure how that can happen since he doesn’t eat sugar
and he’s only a few pounds
overweight. My veterinarian
explained, but I was so surprised - I don’t understand.
He’s 11 but not elderly. I’ll give
him insulin, but I’m worried.
- H. J., Tampa, FL
A: Diabetes has increased 32
percent in dogs and 16 percent
in cats from 2006 to 2011 (according to Banfield State of
Pet Health) and continues to
increase.
“No one exactly knows why,”
says Dr. Ruth MacPete of San
Diego. “Certainly, we’ve seen a
corresponding increase of overweight and obese pets, and that
plays a significant role. Also, in
dogs, diabetes might occur more
often in old age.”
Dogs and cats don’t get diabetes from eating too much sugar.
Diabetes melitus is caused by
the body suffering from either
an absolute shortage of insulin
(Type I), or from an incorrect
response from the cells to the
insulin that is being produced,
a condition termed insulin
resistance (Type II). Both of
these conditions will prevent
the muscles and organs from
converting glucose to energy,
and will result in excessive
amounts of glucose in the blood,
which is also referred to as hyperglycemia.
MacPete says, “What’s most
important to remember is that
Q: My cat was never a kisser,
but he’s begun to kiss us.
I like the affection not the
nasty breath. You’d figure
they’d make a mintier catnip
or breath mints for cats, or
something - do they? - Ban-
A: Actually, catnip is a member of mint family, points out
Dr. Kate Knutson, Bloomington,
Minn.-based past president of
the American Animal Hospital
Association. However, a breath
mint, if such a thing were available, would only be a temporary
breath fix, at best. That’s because
something medical is likely going on with your kitty. Odd as it
sounds, kidney disease can turn
a breath sour, and certainly a
dental problem may explain the
awful breath. See your veterinarian, and Knutson bets that soon
those kisses will soon smell
sweet as sugar.
by Liz Smith
“THE NIGHT is bitter, the
stars have lost their glitter/the
wind grows colder, suddenly
you’re older...”
So goes Harold Arlen and Ira
Gershwin’s mournful torch song,
“The Man That Got Away,” sung
by Judy Garland in 1954’s “A
Star is Born.” (Over the years,
others have performed this regretful longing for a lost love,
but, once Garland worked her
magic on a number, it became
hers, period.)
Soon, JSP Records will release
a massive CD set, “Judy Garland
Sings Harold Arlen.”
Arlen, along with collaborators such as “Yip” Harburg,
Johnny Mercer and Ted Koehler
was responsible for a great deal
of Judy’s legendary catalogue,
including “Over the Rainbow,”
“Get Happy,” “Stormy Weather”
(she and Lena Horne shared that
one), “Last Night When We
Were Young,” etc.
Everything has been lovingly
re-mastered, including Judy’s
surprise appearance at a Lincoln
Center tribute to Arlen in 1968,
which was taped from the audience. Just a few months before
her death, Judy sounds remarkably refreshed and strong, giving
perhaps her best rendition of the
tender “It’s a New World.” She
knew she had to be at her best
for Arlen, and she was.
Miss Garland, often seen as a
tragic figure during her tumultuous life and for a number of
years after her death, has been
rightfully re-vitalized and re-appreciated as a great artist. As is
fitting, and proper.
SOMETIMES, gossip can
still be amusing, and remind
me of a slightly (only slightly)
gentler time, when silly stories
abounded. Somebody sent me
one of these the other day, from
an online site, “PopSugar.”
It’s a photo tribute to - the beguiling azure eyes of Bradley
Cooper. “27 Pictures of Bradley
Cooper’s Blue Eyes That Will
Stop You in Your Tracks!”
I wasn’t stopped in my tracks.
I was sitting down. But scanning
the photos was fun and relaxing.
He really is a beautiful guy. And
I was tickled by PopSugar’s
description of the 41-year-old
leading man: “Bradley Cooper,
star of films and speaker of
French.”
ARE YOU bored? Do you
insist there’s nothing to do, no
place to go, and that reality TV
is your only respite? For shame!
Especially if you live in New
York City.
Here are just a few of the fun
things happening in the next
weeks and months:
Tommy Tune, the long-limbed
legend, returns to Cafe Carlyle
from Jan. 12 to Jan. 22. His
new act is called “Tommy Tune,
Tonight!” (Tune will be followed
on January 26 by the inimitable
Buster Poindexter.) Call 212744-1600.
...Alan Cuming, Tony winner
and all-around artiste, is being
presented at Carnegie Hall on
February 8. He will perform
ditties from his new CD, “Alan
Cumming Sings Sappy Songs.”
(Among these will be “You, You,
You,” from “The Visit,” Noel
Coward’s “If Love Were All”
and Sondheim’s “The Ladies
Who Lunch.” Darren Criss,
Ricki Lake and The New York
City Gay Men’s Chorus are also
on hand to assist Alan with the
sap. Call 212-247-7800.
...On January 28 Tony Kushner’s new translation of Bertolt
Brecht’s “Mother Courage and
Her Children,” opens at the
Stella Adler Studio of Acting.
For reservations go to Stellaadler.com.
...Overwhelming demand
has led to an extension for the
Off-Broadway’s smash revival
of “Ruthless!” I will run through
April, and maybe even further
into the season. This show,
which first came to New York 24
years ago, has been described as
a “mash-up of ‘The Bad Seed,’
“All About Eve’ and ‘Gypsy.’”
It runs a swift and riotous 90
minutes. Call 212-239-6200.
Bradley Cooper
.
..It had to happen - Seth Sikes,
the handsome and acclaimed
singer who has made such a
name for himself with his Judy
Garland-themed shows, returns
on March 12 to his popular
stomping ground, 54 Below,
with - ta da! - “Seth Sikes Sings
Liza Minnelli.” As with his
musical tribute to Judy, there
is “camp” involved. Seth just
gets up there and sings his heart
out. We are told not to expect
“the usual Liza blockbusters,”
such as “Cabaret” or “New
York, New York.” Seth goes in
for the lesser-known treasures.
Call 646-476-3551. And March
12 just happens to be Miss
Minnelli’s 70th birthday.
...In New York on June 20,
The Friars Club honors Tony
Bennett with its Entertainment
Icon Award. I know I don’t have
to explain Tony Bennett to you.
He is the singer and gentleman
par excellence who never goes
out of style. Just ask Lady Gaga.
Oh, now that I think of it, surely
Lady G. will be on hand for
Tony’s big night, yes?
Try to get in on this grand
event. Call 212-751-7272.
...Finally, if you want to take
the family to something fairly
new and altogether dazzling on
Broadway, get over to the New
Amsterdam Theatre and see the
lavish Disney fantasy, “Aladdin.”
The show goes from strength to
strength with audiences, recently
breaking the house record, with
a gross of $2,095,363 over eight
performances. With music and
lyrics by Alan Menken, Howard
Ashman, Tim Rice and Chad Beguelin, this is a genie of a show
that will not be back in its bottle
for a long, long time.
