WRWSD Board of Trustees Meeting – Mon., June 30, 2014
President Larry Doughman called the meeting to order at 7:00 p.m.
Roll Call: Present: Beresford, Bridges, Buskey, Doughman, LaPlante, Purdin, Redick, Plant Supt. Culver and
Mgr. Cahall. Absent: none
Minutes: A motion to approve the minutes of the June 14th Saturday meeting as distributed via email was
made by Beresford and seconded by Purdin. A vote was taken and the motion passed unanimously.
President’s Report (Larry Doughman): none
Treasurer’s Report (John Buskey):
• The audit of the 2013 WRWSD end-of-year financial reports has been completed by the State Auditor’s
Office. On June 18th Treas. Buskey, Mgr. Cahall, and Clerk Bundy participated in an ‘exit’ interview with
Julie Keegan, supervisor of the State’s audit team. The Auditor’s opinion was “unmodified” which is the
best opinion that can be awarded. A couple of minor non-compliance findings were reviewed.
• The Auditor has requested that the WRWSD Board formally approve the financial reports as provided for
each month. The documents to be approved will include the profit and loss report, the bank account
balances and the balance sheet. During each month’s workshop meeting the Treasurer will make a motion to
approve the previous month’s financial reports by a yea/nay voice vote. The general ledger will continue to
be reviewed by the Board as has been done in the past.
• Future audits will be done by a team from the State Auditor’s Office rather than by another contractor.
• Buskey noted that later in the year the WPOA services contract will need to be amended. These adjustments
are necessary because of recent personnel changes.
• Motion #2014-02 was then made by Buskey and seconded by Purdin to amend the 2014 fiscal year budget.
A vote was taken and the motion passed unanimously. (See Motions and Resolutions below for further
details.)
• Next Motion #2014-03 was made by Buskey and seconded by Beresford to adopt the preliminary 2015
fiscal year budget. A vote was taken and the motion passed unanimously. (See Motions and Resolutions
below for further details.)
• Lastly, Buskey made and LaPlante seconded a motion to approve all of the financial reports from May 2014
as provided. A yea/nay voice vote was taken and the motion passed unanimously.
Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver):
• Culver and Cahall shared the details related to pump repairs that had to be done recently as a part of the
carbon filter system at the water plant.
• They also shared the details related to problems which occurred using the tapping tool while installing a
sewer line.
• Yellow lights have been purchased for all of the WRWSD trucks and will be installed soon.

• Culver and Cahall discussed some of the various issues related to repairing the different styles of grinder
pumps that are a part of the WRWSD sewer system. The WRWSD employees are receiving additional
training on how to rebuild some of the pumps.
• Replacements for twenty of the returned meters have been received; fifty are still to be sent. The new meters
that were ordered are on back order.
• A new return pump was purchased for the sewage plant.

Rules and Regulations Committee Report (John Buskey): The Committee will meet in July. They plan to
also meet with Attorney Jay Cutrell in the near future to ask for legal opinions about several concerns.
Motions and Resolutions:
• Motion #2014-02 was made by Buskey and seconded by Purdin to amend the 2014 fiscal year budget
increasing income by $688.00 and increasing expense by $9,038.00, which resulted in total income of
$855,194.00, total expense of $829,907.00, and amended net income of $25,287.00. A roll call vote was
taken and the motion passed unanimously.
• Motion #2014-03 was made by Buskey and seconded by Beresford to adopt the preliminary 2015 fiscal year
budget dated 06/18/2014 with income of $854,506.00, expense of $771,202.00, and net income of
$83,304.00. A roll call vote was taken and the motion passed unanimously.
Adjournment: A motion to adjourn the meeting was then made by Purdin and seconded by Beresford. All
were in favor and the meeting was adjourned at 8:00 p.m.

The gate count for the Month of May (front and back gate) was 71,216.
There was an increase in the number of traffic accidents reported in June. Providing gate
coverage for both front and back gate limited patrol activity for (2) weeks in June.

Lake Waynoka Food Collection
We are joining the United Methodist Church in Sardinia and 5 other churches in collecting
food to distribute to the needy in the Sardinia area. Donations can be placed in the containers
that are located in the Recreation Building, the Lodge and at the Campground Office. The
containers will be emptied weekly and the goods delivered to the church. Please help us by
donating cereal, soup, beans (canned and dried), hamburger helper, crackers, canned corn and
beans, spaghetti noodles and sauce, peanut butter, jelly, macaroni and cheese, macaroni
noodles, ramen noodles, canned tuna or chicken, toilet paper, shampoo, bath soap, laundry soap
and other personal items. Monetary donations can be made to help provide meats and coupons
for bread, milk and eggs for the families.

Yuck! It’s gooey and gummy,
rough and corroded!
Your grinder pump has moving parts which can be
damaged if you put oils or grease or strong chemicals
(like drain cleaners), down the kitchen disposal
or any drain on your property.
If these items are introduced into the WRWSD sewer system
they could result in the premature failure of your grinder pump
and the need for a replacement or repairs. $$

WRWSD Board of Trustees Meeting – Sat., July 12, 2014
President Larry Doughman called the meeting to order at 9:30 a.m.
Roll Call: Present: Beresford, Bridges, Buskey, Doughman, LaPlante, Purdin, Redick & Mgr. Cahall.
Absent: none
Minutes: A motion to approve the minutes of the June workshop meeting as read was made by Purdin,
seconded by Beresford and passed unanimously.
President’s Report (Larry Doughman): Doughman shared that a thank you note had been received from the
Buskey family.
Treasurer’s Report (John Buskey):
• Buskey reported that most of the expenses and the incomes of the WRWSD are running as expected halfway
or six months through 2014.
• In June there were higher than expected expenses in both the water and sewer plants because of pump and
device failures which are a part of routine maintenance.
• A semi-annual bond assessments payment of $55K was made last month.
• The final audit report is now available. There will be a link to the report on the Lake Waynoka website
(www.lakewaynoka.com). A hard copy can also be acquired at the Office.
• Trustee Beresford questioned if there is a category for major unexpected expenditures that is a part of the
capital improvements schedule/timeline. Buskey noted that there is not presently. After a brief discussion it
was decided that this is a topic that should be discussed in more detail at the next workshop meeting.
Manager’s Report (Paul Cahall):
• The staff is still waiting to receive some of the pump parts needed to make repairs.
• All of the meters that were ‘outstanding’ have been received. Installation will begin this
next week.
• The high visibility, bright green (neon) shirts were received and are now being worn by the
employees while reading meters and doing installations/repairs for the District.

• Cahall announced that the Lake Waynoka Regional Water and Sewer District has received the Auditor of
State Award which is presented to local governments and school districts upon the completion of a ‘clean’
audit report. Cahall received notification of this award by reading The News Democrat rather than a letter
from the Auditor’s Office!?! Nevertheless, Cahall remarked that this is a good reflection of the work being
done by Clerk Kay Bundy and the entire District. He believes it is the attitude of the staff and District
representatives toward the various inspectors and auditors that creates the good working relationships with
such agencies as the Ohio EPA and the Auditor’s Office. “We are not defensive and don’t try to hide things;
we view these people as being here to help us and to guide us.” Additional information about this award can
be found on the Lake Waynoka website.

workshop meeting.

Golf News & Notes
The month of June was kind to some of our players and not so kind to others. Four weeks of play revealed
the following:
Twenty players got pars. The leaders were: Gary Smiley and Tom Wyatt (10 each), Jim Hackworth (8), and
Dennis Russell (6). Birdies were enjoyed by: Ron Gloss on Hole #16, Jim Hackworth on Hole #3, Kevin
Morehouse on Hole #14, Dennis Russell on Hole #2, Gary
Smiley on Hole #16, and Jerl Wagner on Hole #15. Congrats to all!
Low gross scores for men were shot by Jim Hackworth (40) and Gary Smiley (41). For women – Marilyn
Gloss (56) and Valerie Bullock (58). Yea!
Either the league was very well behaved or else nobody’s talking, because this reporter was not told of any
shenanigans! (Me thinks there might be vow of secrecy going on!)

com and click on “Golf League” under the “Clubs” column. There you will find our Rules, Teams, Schedule
and Standings.
Lake Waynoka Art Club
We will be meeting at the lodge Conference Room on August 11th, 6:30 to meet, share, work on pieces we
haven’t finish. We will also go over to Little Turtle for those who wish to finish the pieces they started there
after we meet.
I would also like to announce that we have
decided to offer a Kids Art Class on Saturday
afternoons. In August, we will meet the 2nd and last Saturdays in August from 2 – 4. The second Saturday
we will be meeting at the Beach to make sand paintings. We had a very small turn out our first meeting in
July and no dues were paid. Unless we get dues of $10.00 per year plus $1.00 for supplies per child per class,
we will not be able to continue. All children welcome but 6 and under, a parent needs to be present. Families
welcome. We will be awarding badges of excellence, putting on shows of their works, and displaying cards

Please Excuse Our Mess
We are starting to get the parts for the dredging system. We will be assembling and launching them from the point at Quachita. This means we will be putting in a road and digging out
an area at the point of the recreation area for dredging operations. We will also be removing
the docks right at the point for access and for removal of the silt. I know this will be an
inconvenience for some but in the long run Quachita will be a much more user friendly
place. While I invite members to come and take a look at the equipment please do not climb
on top of or under any of it we don’t want anyone to get hurt.

Watch out for the bus.
School starts August 20th.
The third Annual Christmas Fund Dinner for needy children is
scheduled for September 20, 2014 at 6:00 pm. We will be serving
Jeff Devilbliss’ delicious pork with all the extras. There will be live
music and a live auction with Larry Downing as the auctioneer.
We request desserts to be donated by all the good cooks at Lake
Waynoka. If you have anything to donate for the auction it would be
appreciated. We have more needy children every year, so let’s make
their Christmas a good one!
Tickets will be on sale soon for $12.00 each.
