Mayor’s Report
ANZAC Day Ceremony
The Robe community should be very proud of the way they carry out observance of the ANZAC Day Ceremony.
The detail applied by the Robe RSL, music by the Allsorts, floral tributes from many organisations and breakfast
catering by the Robe Lions all contributing to a successful and moving tribute to those who served.
The entire memorial precinct was detailed to perfection, from the individual crosses, the many hand knitted poppies and
the new Gallipoli memorial down to the lawns and edges. A special mention to the detail applied by the Council outdoor
staff.
Beacon Hill Fire Track Vandalism
For a period of time, the gates on the fire trail have been subjected to target repeat vandalism. This is a provocative and
deliberate attack on our community.
If you see or observe suspicious behaviour please ring and report it to Council on 8768 2003 or alternatively ring myself

Rate Capping
The State Liberal Party have released a policy position paper proposing the introduction of rate capping.
In New South Wales this policy has resulted in local government being ham strung in carrying out its functions and
spiraling debt.
Last month’s newsletter contained a detailed report on the subject of Rate Capping and I would urge every ratepayer to
read it. If you do not have a copy please obtain one from the Council office or Council’s website.
Works Report
Construction work on Barnett Swamp Road has begun. Barnett Swamp Road is 8.7 kilometres, a 4.8 kilometre section
on the eastern end is the first part to be done.
Reinstatement of the Robe Rubbish Dump has been completed, including the seeding of native species.
Roads graded in the last month were Springs Road, Steve Woolston Road, Sneyd Island Road, Old Naracoorte Road,
Loxton’s Road, Higgins Road, Woodleigh Lane, Evans Cave Road, Cowans Road, Fayrefield Lane, West Avenue and
West Avenue South Road.
Robe Mens Shed Association
The Men's Shed formation group wishes to advise of a
date change for our next meeting. The location and
time remain the same, only the date has changed to
Wednesday, July 6th, 2016 at 7:30pm in the Robe
Council Chambers. At this meeting we will table changes
to the Association document, and individuals will each
report on their action items.

CCOWS Report
One of the biggest challenges children have is “self-regulating” their
feelings and emotions. At home, and away from their home, children
exist in environments that have loud and sudden noises, new people,
flashing lights, different people, in fact all kinds of changes each day.
Some children can adapt and react to these new things easily, while
others find it a while before they can cope and be comfortable. At
CCOWS we are aware that some children are overwhelmed when they
are in the midst of a busy, noisy, moving changing group of children.
Sometimes it’s a big change from home, sometimes they are not feeling
secure. Our educators try to provide a quiet (or hopefully a less
disturbed) part of the room where children can seek a retreat for a few
minutes when they need to feel calm and in control. This space may
look like a comfy cushion or chair, rug and book; OR a tent or cubby;
OR a spot where there is less through traffic and music playing. We try
to encourage children to recognise when they need that quiet time,
eventually they will be able to practise self –control. Then as adults they
may know when they need to crawl under the covers, curl up with a
book or put on their earphones and shut out the world.

Chief Executive’s Report
Beach Access Strategy
Council have met on site with officers of the Coast Protection Board and a coastal landscape architect in order
to become fully informed in all aspects of beach management and foreshore protection.
Council will be receiving a written report and as the Council deferred considering the community responses to
the initial draft document, will be considering these responses and the additional information at an upcoming
meeting.
Robe Jetty repairs
At the time of writing this article, Council is yet to receive advice from the Department of Planning Transport
and Infrastructure in relation to the condition of the Robe Jetty.
Council will keep the community informed as this matter proceeds.
Unreasonable Complainant Conduct policy
Council, acting upon the advice of the South Australian Ombudsman, has adopted a policy on how elected
members and staff manage unreasonable complainants and their conduct.
A copy of the policy is available on Councils website and in summary the policy sets out;

How Council staff must behave

How council expect the complainant to behave

Ensuring that all complainants are dealt with in the same manner and those who exhibit unreasonable
conduct should not be rewarded by being provided with additional time or a different response simply
because they are being difficult.
The ombudsman defines unreasonable conduct as circumstances where the complainant;

refuses to accept that a complaint is closed,

continues to phone or contact after a matter is closed

re-frames an old complaint


is unable to accept the final decision
persists in interpreting the policy or the law in a way that is not in accordance with the accepted views on
the subject.
Council will be guided by the Ombudsman’s definitions and interpretations in the application of this policy.
Changes to Council Waste and Recycling Policy
Council’s Waste and Recycling Collection Policy has been reviewed and updated to provide clear direction for
the availability of waste collection bins for new residential properties.
The changes in the policy are as follows;


New services
New residents who require new services (e.g. vacant land to new dwelling) within the kerbside collection
area will need to contact Council in the first instance. Council staff need to obtain the property details for
the respective property. Council will organise the relevant bins. Within an existing collection area, the bin
will only be supplied when the construction of the new dwelling/building has been completed and Council
has received all the relevant required paperwork (e.g. Certificate of Compliance for plumbing and building
works)
The property will be registered with the appropriate refuse service charge and this will appear on their next
rates notice. New residents will be billed on a pro rate basis for the portion of the year that they are provided
with the service.
Draft Annual Business Plan and Budget 2016-2017
Council has released its Draft Annual Business Plan and Budget for the 2016-2017 financial year. Copies of the
plan are available on Councils website and printed copies are available at the Council office and library. Council
is seeking the community’s comments. These can be provided in writing to Council by the 8th of June 2016 or
provided verbally at a meeting of Council on the 14th of June at 6.00pm at the Council Chambers.

ROBE COMMUNITY BUS June 2016
The bus drivers for June 2016 will be:
Ann Moore : 0428 843 477; Tessa Levinge : 8768 2116 / 0427

The bus runs every Thursday morning for local shopping, bank,
post office, library etc. All Robe residents are welcome to make
use of this service. Please ring the driver no later than
Wednesday afternoon if you wish to be included on the
Thursday morning run. You will be picked up at approximately
10.00am and returned to your home between 12 noon and
12:15pm.
The bus will be going to Mount Gambier in on Friday 24th June
2016. The driver will be Keith Welsby: 8768 2695. Please
remember to ring him prior to the day if you intend travelling
to Mt Gambier.
The bus will not run with less than 2 passengers. It is essential
that the driver is contacted before 5pm on the Wednesday prior
to Friday 24th June to ensure a seat and to check that the trip is
occurring.
The bus will pick you up at approximately 8.00am and return to
Robe by 5.30pm. The usual donations [$] towards the bus
running costs of each trip is always appreciated.

WANTED - used postage stamps
Margie Thomas from the Robe Lions Club is collecting
used postage stamps for the Lions Australia Stamp Club.
Each year, the Stamp Club trades both Nationally and
Internationally with fellow Lions members. ALL profits
from their trading, generally about $6,000 to $7,000, is
then donated to the Australian Lions Mobility Fund who
use the money to purchase mobility walkers. These
machines enable severely physically handicapped
children to walk and be mobile, often for the first time
and each unit can cost several thousand dollars each.
If you are able to help, please drop the stamps off to
either the Post Office or our new Lions shop 'Second
Chance'. Alternatively, ring Margie on 0418806775.

Red Cross welcomes new Regional Coordinator
Robe and the South East have a new Regional Coordinator at Red Cross, Greg Baxendale. Nat from the Robe
Community Newsletter (RCN) spoke to Greg earlier this week about World Red Cross Day and how he has found
working for the world’s largest humanitarian organisation.
RCN - Thanks for your time today Greg, I guess you’re pretty busy in the new role.
Greg – My pleasure Nat, it’s nice to speak to you. Yes, I have been busy; we’ve just celebrated World Red Cross Day on
May the 8th, when Australian Red Cross joined with 190 other Red Cross National Societies around the world to
celebrate the achievements of the world’s largest humanitarian organisation. Red Cross volunteers across the South
East are proud to be part of a movement of more than 17 million Red Cross volunteers around the world, all
committed to helping people no matter what their race, nationality or religion.
RCN – May the 9th through to the 15th of May was National Volunteers Week, is the South East a strong area for
volunteering in Red Cross?
Greg – It certainly is Nat, Red Cross members across the South East have been rallying together since 1914 to provide
relief and support to those in need here and abroad. Red Cross is able to reach everyone, everywhere, from our
‘transport volunteers’ who take people in Robe to medical appointments in Adelaide, Millicent or Mount Gambier, to
our aid workers now responding to crises in Afghanistan, Fiji, Gaza, Kenya, Lebanon, Somalia & more. There is always a
need somewhere Nat, although the program I’ve just mentioned, our community transport program, could use a few
more volunteers, especially here in Robe. If people reading this would like to volunteer with Red Cross, they can call
the Mount Gambier office between 9 to 5 on 8725 3622. Their call would be most welcome.

requires mulching, however, Green Waste products that are
segregated and do not require mulching (lawn clippings and
leaves only) can be dumped free of charge.

Cardboard: clean and uncontaminated cardboard can be
deposited at no charge
Municipal Household Waste: $3 a bag.

The Community Newsletter is published, edited, designed, printed and delivered by the District Council of Robe.
Community groups and organisations wishing to submit items should forward their information to Nat by Friday, 17th June.
It is preferred that items are emailed to [email protected] however handwritten items will be accepted and can
be dropped into the Council office, posted to PO Box 1, Robe SA 5276, or faxed on 08 8768 2432.
