Chairwoman Seward opened the meeting pursuant to notice and call.

Motion made by Mr. Siscel, seconded by Ms. Sheffield, that same be approved as
read.

Ms. Seward thanked Mr. Siscel for his service as Chairman during Fiscal Year 1 9 9 5 - 9 6
and read a resolution of appreciation, and she noted that Mr. Siscel will continue to serve on the
various committees and w o r k closely w i t h the other Board members.

M s . Seward indicated that the existing committees would be maintained as is and
complimented the Finance and Audit Committee and the Customer Service Committee on their
exemplary w o r k .
During t h e next fiscal year Ms..Seward felt that the District should t r y t o improve
business opportunities for minorities and females, including the mentoring of minorities and females.
Mr. Williams arrived.

M s . Seward reported that she and M s . Carlson constitute the committee t o review the
appointment of the n e w member to the Civil Service Commission, and they recommend the
appointment of Dennis Capriglione to the Civil Service Commission for a term beginning July 2 3 ,
1 9 9 6 and ending July 2 2 , 1 9 9 9 .

appointed to the Civil Service Commission for a term beginning July 2 3 , 1 9 9 6 and ending July 2 2 ,

Ms. Carlson reported on the Finance and Audit Committee meeting on July 9, 1 9 9 6 .
T w o of the District's pension investment managers, Patterson Capital and
Atalanta/Sosonoff, presented their annual performance report.
KPMG Peat Marwick, the District's external auditor, conducted a planning discussion
w i t h the committee.

The Internal Auditor presented a report entitled "Purchase Requisitions and Open Market
Purchase Orders".
Mr. Stevens updated the committee on the District's collection efforts.
Mr. Tyminski provided the monthly treasury report.
Mr. Koeper indicated that he had t w o items. The first was t h a t he provided the
summarization of the District's customer satisfaction surveys, w h i c h are passed out through the use
of door hangers on various jobs. He noted that through the end of the second quarter that 9 0
percent responded favorably t o the District's efforts in satisfying the job requirements in a timely
and satisfactory manner, that 98 percent give the District a favorable rating for being professional
and courteous, and t h a t 8 0 percent of the respondents rate M S D ' s service excellent on an overall
basis.
Ms. Seward questioned what time frame the surveys were started. Mr. Etwert indicated
the surveys were started around February 1 .

Secondly, Mr. Koeper noted that there would be a public hearing on July 18 regarding
the tunnel project and called upon Mr. Schmid for more detail.
Mr. Schmid indicated that the District is proposing a 2 2 , 0 0 0 f o o t rock tunnel running
f r o m Arsenal to Vernon and Kingsland. This tunnel would carry a 7 8 inch sewer and the depth
w o u l d range f r o m 4 0 f o o t to 170 feet beneath the surface. The estimated cost for this project is
approximately $29 million and it will have t w o major benefits. First, it can capture the sanitary
sewage and storm water and deliver it t o separate storm and sanitary sewers for processing at the
Lemay Treatment Plant. Currently, the sewage is being dumped into a combined sewer. The
second advantage is that it shortcuts the process t o treatment by avoiding a " U " in the existing
route.
Mr. Deeba questioned if there would be any shafts involved. Mr. Schmid indicated that
there w o u l d be three shafts located in Forest Park, one at Wells Avenue, one in the center of the
golf course, but not in any of the fairways, and a third on Forsyth. These shafts w o u l d range from
16 feet t o 2 4 feet in diameter, and the plans have been approved by the Parks Department. Mr.
Schmid noted that there w o u l d be no blasting involved and the project w o u l d take approximately
t w o and one-half years t o complete.
Ms. Sheffield asked h o w long this project had been in the planning stage. Mr. Schmid
indicated it had been in the planning stage for approximately t w o years. Ms. Sheffield questioned
w h a t is the main goal of the project. Mr. Schmid indicated t o preserve the separation of sanitary
sewage and stormwater w h e n it rains.

M s . Carlson questioned w h y the proposed tunnel w o u l d be making a jog through Forest
Park. Mr. Koeper indicated that was being planned to avoid shutting d o w n Skinker, which would be
a more direct route.
Mr. George Sabre addressed the Board and reiterated his concern that the District is not
in compliance w i t h the 1 9 5 4 Charter.
Mr. Dennis Corrigan addressed the Board and noted that he is a representative of the
n e w W i l d w o o d community and expressed his appreciation to the management and staff of MSD for
their assistance in solving problems, particularly related to development.
Mr. Tom Sullivan criticized the District on various management practices related to the
Sunshine Law, minority involvement, ethics, annual report, and use of consultants.
There was a discussion between various Board members and Mr. Sullivan regarding his
concerns.

Seward called upon Mr. Briggs, w h o indicated that the annual report was delayed in
the District having to select the second low bidder. He provided a mock-up to the
Sheffield questioned the format of this report. Mr. Briggs indicated that it was in a
w h i c h should be more familiar to the readers.
Mr. Mike Piazza and Mr. Charles Karam addressed the Board regarding the concerns of
the City of Overland, particularly the intersection of Midland and W o o d s o n , w h i c h has experienced
repeated flooding over the years. These gentlemen noted that the City of Overland will receive
grant monies for a beautification project along Woodson Road and that to keep the improvements
intact and retain businesses, it is necessary t o alleviate the back-up problems that the merchants
are experiencing at the corner of Woodson and Midland.

Mr. Koeper called upon Mr. Butchko, w h o noted that the District has plans to remedy the
situation and the solution was not simple, because it's impacted by the inadequate conditions
downstream and any changes made at Midland and Woodson w o u l d merely move the problem
downstream. Mr, Butchko said that the inability t o move f o r w a r d on this project was largely due to
funding in the Coldwater OMCI Subdistrict and that this and the other corrective projects were
multimiilion dollar projects.
Mr. Deeba questioned w h e n this project was planned for, and Mr. Butchko responded in
Fiscal 1 9 9 8 , and again emphasized that it could not be moved up due to funding.
Messrs. Piazza and Karam acknowledged the fact that this is a costly project and the
District has corrective plans in place. They then expressed their concern about an over-land
flooding problem that he felt could be solved in a less costly manner. Messrs. Butchko and Koeper
indicated the District w o u l d look into it.
Mr. Stan Zurosky noted that he was a plumbing contractor f r o m Overland and
complimented the District for being more user friendly. He expressed his concern over the flooding
problems in Overland, particularly as it relates to the safety of the area children. He requested that
MSD schedule a meeting to listen to the concerns of the residents of this area. He acknowledged
the fact that the corrective project would require a significant amount of funds, but emphasized that
the beautification project is important to the Overland community.

Messrs. Karam and Piazza reminded the District that they have been more than
cooperative in w o r k i n g w i t h the District on prior projects and urged the District t o do the same w i t h
their concerns.

Old Biq Bend and Craig Road Storm Sewer (94096)
This project, designed by Woolpert Consultants, is t o alleviate over-land flooding of
properties. It consists of the construction of approximately 161 feet of 12 inch diameter storm
sewer and appurtenances. The estimated construction cost is $ 2 7 , 0 0 0 . 0 0 .

Bissell Point ORS, Miscellaneous Pumping
Station Modifications (BP-014. 9 4 0 8 9 )
This project, designed by Black and Veatch, consists of miscellaneous electrical and
structural modifications to the floodwall pump stations and diversion and interceptor structures and
the construction of a relief well pump station, t w o sanitary pump stations, seven pressure sewer
backflow prevention structures and an interceptor structure and sewer. The estimated
construction cost is $5 million.

INTRODUCTION
These financial statements are meant to serve as a periodic
financial report of the Clean Water Capital Improvement Trust Fund
(Trust Fund).
This fund was created when voters approved the
establishment of a Capital Improvement Surcharge (Surcharge) for
the purpose of financing certain sewage treatment facilities and
other capital improvements required by the Federal Clean Water Act
and the Missouri Clean Water Law, The facilities and improvements
are :

Bissell Point Secondary Treatment
Bissell Point Overflow Regulation System
Bonfils-Missouri Bottoms Interception System
Woodside Trails Interceptor
Meramec Bottoms Interception System
Baumgartner Facilities Upgrade
Compliance Proiect
Coldwater Creek Wastewater Treatment Plant Outfall
The District is entitled to levy and collect these surcharges
until one of the following three events occurs:

The cumulative collections total $436,000,000;
2,
The intended construction and improvements are
completed; or
3,
We reach December 31, 1995, regardless of whether
the construction is completed or the cumulative
collection totals $436,000,000.00.
The $436 million will be reduced by the amount of any grants
received as well as by any investment income from the Trust Fund's
investments,
This report covers the period from the inception of this fund
until the report date. This enables the reader to measure the
total revenues, expenditures andchanges in financial position of
the Trust Fund against that of the voter-approved authorization.
The following is a brief description of the documents included as
a part of this report.

Balance Sheet -- A financial -statement disclosing the assets,
liabilities and equity of the Trust Fund at a specified date.
Statement of Revenues, Expenditures and Changes in Fund Balance
-- A financial statement that is the Trust Fund's operating
statement. It presents increases (revenues and other financing
sources) and decreases (expenditures and other financing uses) in
the Trust Fund's fund balance.
Statement of Cash Flows -- A statement that summarizes
cash
receipts and disbursements of the Trust Fund from its inception.

Statement of Construction and Engineering Contracts in Progress
-- A statement that lists all of the appropriations for the
Consent Decree and Compliance Projects from inception to the
report date. It indicates the amount of the appropriation, the
amount of payments charged against each appropriation, the amount
of any unspent appropriations at the completion of the project
which has been returned to fund balance
