President Message
I am delighted to welcome you all here on this auspicious
day of the inauguration of the Provisional Hong Kong Academy of
Nursing (the “PHKAN”). It is my great pleasure to celebrate and
witness together with you the inauguration of the Academy and its
14 specialty academy colleges, as well as the conferment of
honorary/founding fellows and fellows of the Hong Kong Academy
of Nursing.
The aims of the PHKAN are: (1.) establish the Hong Kong Academy of Nursing as a statutory
body to regulate the nursing profession; and (2.) enhance excellence in nursing service and health
care in Hong Kong through promotion of specialist nursing education and practices. The
actualization of the vision to establish an independent organization to regulate advanced specialty
practice for the nursing profession started 6 years ago through the concerted efforts of nurse leaders,
specialty nurses, and academics from different sectors. Leaders from all nursing specialties had
worked day and night with their colleagues to complete the colossal task of accrediting the Academy
Colleges and their fellows . My special thanks to our Secretariat and the Accreditation and
Registration Teams who have laboured arduously under tight deadlines to complete the project on
schedule and made this inauguration possible.
I would like to express my sincere gratitude to the
honorary fellows, founding fellows, grandfather/grandmother fellows for their passion and significant
contributions to the advancement of the nursing profession, and their tremendous support to the
founding of PHKAN. I would also like to especially applaud Dr. C.H. Leong, our Patron, for his
valuable guidance to the preparatory committee, and his vision and commitment to advance nursing
practice and nursing education. My heartfelt thanks to the over 1,500 nurses and friends of nurses
present here today - we could not have achieved this milestone without your enthusiastic support,
endorsement and encouragement. I must also say thank you for allowing the opportunity, placing
the trust and bestowing the honor on me to lead the founding of the PHKAN.
I would like to share with you the meaning of the PHKAM emblem. Its many symbols
remind us of our core values and the mission the Academy is set to achieve.
.
- the “AN” logo at the centre stands for “Academy of Nursing”, the organization dedicated to the
advancement of the nursing profession. It was used by the Preparatory Committee and is
retained for use by the formal establishment.
-
the lamp at the top is the symbol of Florence Nightingale. As you would have already knew,
today is International Nurses Day, also Florence Nightingale’s birthday.
As the enduring symbol
of the nursing profession, it represents Nightingale’s virtues - kindness, gentleness, courage, and

unswerving devotion to duty.
-
It reminds the profession of its core values and society’s
expectations of quality nursing care. The lamp is glowing, i.e. the values and standards are not
static – they advance along with the times.
the open book at the bottom represents the pursuit of knowledge. Through research and
education, we have to constantly seek and apply new theories and technology to our practices.
the leaves signify life and growth, as well as connectivity - the collaboration among nursing
specialties of the fourteen academy colleges.
The Hong Kong Academy of Nursing is the professional association established to govern
nursing practices in Hong Kong. It is set up with two key objectives: first, to help nurses; and
second, to help those they serve. It is to lead growth and advancement of the nursing profession,
and promote collaboration and solidarity among nurse specialties. Secondly, it promotes the
highest professional, ethical and governance standards in partnership with the Government and
other professional bodies to provide nursing services of excellence to the community. The PHKAN’s
objectives can only be achieved if all of us - nurses, doctors, physiotherapists, academics, government
officials, patient representatives in public or private hospitals - irrespective of our roles and
responsibilities, work in close collaboration and devotion. This spirit of collaboration and fellowship
was demonstrated in full force at the setting up of the PHKAN. I am confident that the Hong Kong
Academy of Nursing, when formally established, will foster and promote this spirit to new heights.
The PHKAN’s current priority is to establish the Academy as a statutory body and along with
it, an ordinance enacted to empower the Academy to endow official accreditation to nursing
professionals. Good progress has been made with the support and facilitation of the Government,
other professional associations and the community. We are hopeful that the enactment process
will start soon. The PHKAN is currently operating from a small office in the old nursing school at
Princess Margaret Hospital. For the Academy to provide educational services and execute
governance duties under its charter, a larger and more befitting facility will be required. In this
regard, your support in any capacity, either financially or through volunteer efforts, will be vital for its
realization.
The inauguration of the PHKAN is just a first step in the long journey towards administering a
statutory organization dedicated to advance the nursing profession for a better and healthier Hong
Kong. I shall remain committed more than ever to supporting the Academy and serving the nursing
profession. And I am confident that I shall have your enthusiastic support for us to reach the many
milestones together. .
Dr. LUM Shun Sui, Susie
President, The Provisional HK Academy of Nursing

Congratulatory Messages
6
On this special occasion marking International Nurses Day, I am pleased to pay tribute to all nurses in
Hong Kong and to warmly congratulate the Provisional Hong Kong Academy of Nursing on its
inauguration.
Over many decades Hong Kong has developed a highly efficient and world-class healthcare system
which provides accessible and affordable healthcare to the entire community. Thanks to the diligence
and devotion of our nurses and all sectors of the healthcare profession, Hong Kong has made
extraordinary advances in public health. Our city is consistently ranked among the best in the world
in major health indicators such as life expectancy and infant mortality.
The selfless dedication and commitment of our nurses had helped to ease the pain of patients, bring
comfort to families in distress, and win the trust and respect of our community. As we recognize the
contributions of nurses around the world, I am pleased to note that the more than 40,000 nurses in
Hong Kong make up the largest sector of our city’s healthcare workforce. The inauguration of the
Provisional Hong Kong Academy of Nursing is further evidence of the profession’s aspirations to
improve and expand through continuing education and promoting excellence. I am confident that our
nurses will keep pace with the ever-changing healthcare needs of our society and I wish you all every
success in your careers.
Mr. LEUNG Chun Ying, GBM, GBS, JP

celebrate a remarkable milestone in the development of the nursing profession in Hong Kong. The
inauguration of the Provisional Hong Kong Academy of Nursing is a result of years of hard work and
commitment, communication and consensus building among nurses and other healthcare
professions. To all of you who advocate the continuing development and advancement of the
nursing profession, who strive to maintain and uphold professional standards of nurses, and who
work for the betterment of our healthcare system, you deserve praise and recognition for your
accomplishments. I am pleased to offer my heartfelt congratulations to the Provisional Hong Kong
Academy of Nursing and to send you my best wishes for future development.

Inauguration of the Provisional HK Academy of Nursing
I would like to express my heartfelt congratulations to the establishment of the Provisional Hong
Kong Academy of Nursing (PHKAN) and the conferment of over 1500 Fellows on 12 May 2012! I had
the privilege to witness the historical pathway of the formation of the PHKAN since the initial effort
that started in 2002. A group of dedicated nurse leaders in Hong Kong have been working diligently
and faithfully to achieve a common goal, that is, the establishment of a HKAN (Hong Kong Academy
of Nursing) with statutory status. The establishment of PHKAN is a step moving closer to this goal.
This movement is important in three ways. First, with the advancement of health care and the
increasing complexity of illness pattern, we need a team of health care professionals who possess
specialized and high level knowledge and skills. The medical doctors have already developed a
mature system for training, accreditation and governing specialty medical practices. Nurses, who
work as partners with doctors in providing comprehensive care to patients from disease treatment to
rehabilitation, should also be equipped with relevant advanced nursing knowledge and skills to form
a strong health care team. Second, the public has high expectations on patient service. And
rightly so, health care is a matter of life and death. The structured training and accreditation of
nursing specialty practice helps to protect the public by ensuring that the services they receive are
delivered by recognized trained competent practitioners. Third, Hong Kong is an international city.
If we wish to maintain our competitive edges in the world, we must excel in all aspects including
economic development as well as human services. Advanced nursing practice is well supported
with postgraduate education, legal protection of the title and clear defined career pathway in
developed countries. The establishment of the PHKAN, and hopefully not too long the HKAN, is a
correct and necessary move for nurses and Hong Kong at large.
I encourage all the nurses in Hong Kong, under the leadership of the 14 specialty colleges and the
PHKAN, to help build a healthier and stronger Hong Kong! Best wishes with the success of the
PHKAN in the years to come!
Dr. Hon LEONG Che Hung, GBM, GBS, JP

Inauguration of the Provisional HK Academy of Nursing
It gives me great pleasure to extend my warmest congratulations to the Provisional Hong Kong
Academy of Nursing on its inauguration – an event that marks a major milestone in the development
of nursing in Hong Kong. I also wish to offer my thanks and appreciation to nurses in Hong Kong
and around the world in celebration of International Nurses Day.
Nursing practice is the very essence of primary health care. Nurses are on the front lines in the
fight against disease in our community and play a pivotal role in risk reduction, medical
preparedness, acute response and recovery work. Over the years, numerous patients have been
restored to health and comforted in illness by the caring, compassionate and expert actions of
nurses in Hong Kong.
With advances in technology and changing socio-demographic dynamics placing increased
expectations on Hong Kong’s nursing community, it is essential that nursing professionals strive to
extend their knowledge and skills to better equip themselves for new challenges. The Academy will
play a vital role in the important mission of promoting and recognizing excellence in nursing and in
fostering closer collaboration between nurses and other healthcare professionals by facilitating the
development of specialist nursing practice and education.
I am confident that with the concerted efforts of its council members, the Academy will achieve
outstanding results in driving the advancement of nursing knowledge and the development of a
world-class nursing workforce in Hong Kong.
Mr. WU Ting Yuk, GBS, JP
Chairman, Hospital Authority

Inauguration of the Provisional HK Academy of Nursing
I would like to convey my heartfelt congratulations to the Provisional Hong Kong Academy of Nursing
(PHKAN) on its inauguration. It is most appropriate that this achievement comes on the International
Nurses Day – a worldwide celebration of the invaluable work and accomplishments of nursing
professionals. I wish to express my sincere gratitude to all nurses in Hong Kong for their innumerable
contributions in the provision of outstanding public healthcare services to the community.
Continuous professional development is an international trend. It is crucial that healthcare workers
keep abreast of new developments in the field and remain competent at all times. The Hospital
Authority has a key role, amongst others, to develop healthcare professionals for Hong Kong. We are
committed to enhancing training opportunities and facilitating career progression for our nurses,
who form the backbone of our internationally acclaimed healthcare system.
The establishment of the Hong Kong Academy of Nursing marks a welcome addition to the group of
professional bodies driving towards the same overarching goals in supporting Hong Kong’s nurses –
promoting and advancing excellence. The PHKAN provides a new platform for developing specialist
nursing practice and fostering synergies with other healthcare professionals. I envisage close
collaboration between the Academy and the Hospital Authority. I extend my best wishes to the
Provisional Hong Kong Academy of Nursing for its future endeavours.

Inauguration of the Provisional HK Academy of Nursing
On behalf of the Hong Kong Academy of Medicine, it gives me great pleasure to extend my warm
congratulations to the Provisional Hong Kong Academy of Nursing (PHKAN) on this auspicious
occasion of its inauguration.
Nursing care is a very important and indispensable part of the healthcare services for the community
in every country. We have over 40,000 registered and enrolled nurses in Hong Kong. As other
healthcare professionals, nurses need to be well trained and carry out life-long learning as long as
they are in the profession, in order to maintain good standard of their services to society. I am glad
to see the formation of PHKAN whose objectives, among others, are to promote the advancement of
the art and science of nursing and to foster the development of continuing nursing education. With
these noble objectives, PHKAN could certainly contribute to the improvement of healthcare in our
community.
I would also like to pay tribute to the members of the PHKAN Preparatory Committee who have been
working very hard since 2007 to plan and prepare for the formation of PHKAN. Without their
dedication and efforts, we would not be able to see the birth of PHKAN.
On this special occasion, I congratulate the Hong Kong Academy of Nursing again, and wish to extend
to them my best wishes for every success in its future endeavors.

Inauguration of the Provisional HK Academy of Nursing
I am pleased to extend my warmest congratulations to the Provisional Hong Kong Academy of
Nursing Limited (PHKAN) on its inauguration.
Under the changing socio-economic environment and technological developments, nurses are
expected to recognize and respond to a plethora of new demands arising from an ever-changing and
increasingly complex healthcare system. The nursing profession is transforming to define its own
distinct character, its own kind of specialized knowledge and professional goals and standards.
The establishment of the PHKAN is an important initiative to path the way for the Hong Kong
Academy of Nursing to promote excellence in nursing and health care in Hong Kong through
regulating specialist nursing practice and education. The inauguration of PHKAN today has added
special meaning to the celebration of the International Nurses Day – the birthday of Florence
Nightingale who once said: “Let us never consider ourselves finished nurses… we must be learning all
of our lives.”
It requires vision, drive for excellence and strong support from the profession to establish the Hong
Kong Academy of Nursing. On this joyous occasion of the inauguration of the PHKAN, I would like to
pay tribute to Dr. Susie Lum, President of PHKAN and all her colleagues for their remarkable
contributions and continuous efforts towards founding the Hong Kong Academy of Nursing. I also

memorable event.
I believe nursing is truly one of the most noble professions and am proud to be a nurse specialized in

Inauguration of the Provisional HK Academy of Nursing
I wish to extend my heart-felt congratulation and appreciation to all who contributed to the
formation of the Provisional Hong Kong Academy of Nursing Limited (PHKAN) at this important
moment of inauguration.
Hong Kong has begun its direction and journey to nursing specialization since 1991 with the
concerned effort of the then Hospital Services Department and Department of Health. The clinical
career path of nurses has progressed from the establishment of nurse specialist posts in 1992 to a
higher level of nurse consultant post in 2008. This cornerstone of establishing the PHKAN certainly
marks the come of age of the nursing specialization in Hong Kong.
The advanced nursing practice gears towards meeting the ever escalating societal needs of the ageing
population and evolving chronic diseases as well as the transformation from revolutionary medical
technology. It is timely and essential for Hong Kong to have an Academy of Nursing to safeguard the
quality of advanced nursing practice, to concert the multispecialty efforts for the betterment of the
health for all and to lead nursing at the forefront of global excellence.
At this important International Nurses Day, we profess to uphold our healing and caring culture. I am
confident that the PHKAN will be the momentum for a quantum leap for our profession towards
quality care.

Over the years, the nursing profession has been playing a key role in the delivery of health care
services for the population of Hong Kong. The need for a continued commitment in education and
development of the standards of practice of nursing is vital. The mission to establish the Academy
of Nursing to promote excellence in nursing and health care in Hong Kong is most timely. I look
forward to our close collaboration in the years to come.
My best wishes go to all members of your Council. May this milestone mark the beginning of
further success and accomplishment of the nursing profession in Hong Kong.

On behalf of the Hong Kong College of Paediatricians, I have great pleasure in conveying my heartiest
congratulations to the inauguration of the Provisional Hong Kong Academy of Nursing.
Indeed, the inauguration of PHKAN marks an important and significant milestone for the
development of professional nursing in Hong Kong. Paediatricans have always worked very closely
with our nursing colleagues. I have been most appreciative of the co-operation and harmonious
partnership between our College and various Paediatric nurses and midwifery organizations. We
have worked together in providing a high quality medical service to children in Hong Kong.
Throughout these years, countless barriers have been overcome through our unbreakable bond, as
well as our unwaning support and unwavering trust to each other. Adverse circumstances and
challenges have never held us back in serving our community. We are truly proud of our nurses for
their dedication and professionalism in patient care. The future commitments of the PHKAN to
uphold the highest professional standards of ethical integrity and competence, through education,
training, accreditation, and examinations, will unquestionably further advance the quality of health

It is with every great pleasure that I offer my congratulations to the inauguration of the Provisional
Hong Kong Academy of Nursing as this symbolizes the professional development of nursing in Hong
Kong.
Having been in the health care sector for more than three decades, I have witnessed the
transformation and development of our medical services. Being a major partner in health care
industry, nurses have worked hand in hand with doctors and allied health professionals to provide
high-quality clinical services to our patients. Nursing colleagues always serve patients enthusiastically
and professionally with their caring hearts, their technical skills together with scientific and
inquisitive minds. No matter how busy they are, they put patients first. I highly appreciate that
nursing staff all endeavour to provide the best clinical services to our patients, and I am very much
thankful and proud to have our nurses with us.
Having worked for the Academy of Medicine myself for sixteen years, I understand very much the
implication of setting up the Academy of Nursing. The inauguration of the PHKAN is by far the most
important milestone in the nursing professional development. With the objectives of fostering the
continuing nursing education, promoting the advancement of the art and science of nursing, and
enhancing the collaboration among nursing and health care practitioners, I am very confident that
the PHKAN can constitute more fruitful achievements in the near future and our nurses will become
more specialized, professional and caring. Ultimately, our patients and the people of Hong Kong will
benefit. I wish the PHKAN every success in all future activities, and continue to grow and flourish in
the years ahead.

Nursing in Hong Kong has gone a long way since 1893, when the Nethersole Nursing School was first
founded by the London Mission. At the beginning, nurses were trained through a system of
apprenticeship. It lasted for almost a century until the establishment of the Hospital Authority in
1990. Since then, we have moved major steps towards promoting nursing excellence through
higher level of professional education, training and development. Nursing nowadays entails the
heart of care pivoted by professionalism. Nurses have become the pillar of quality in health care.
And now in 2012, we are most delighted to celebrate the inauguration of the Provisional Hong Kong
Academy of Nursing. Congratulations!

followed by midwifery training, then administration after her extensive clinical practice in QMH OT
and USU, KH, QEH and Tsan Yuk. In early 70’s, shortly after becoming CNO of QMH, she was

Ms. Rose CHEN
The Provisional Hong Kong Academy of Nursing has admitted Ms. Lydia Cheung, JP as Honorary
Fellow. Ms. Chen succeeded Ms. Lydia Cheung as Nursing Director in 1988 and retired soon after
the establishment of the Hospital Authority in 1992. Ms. Chen started her nurse training in QMH in
1951 and was specialized in Theatre Nursing. Upon her return from the UK, she designed training
programs for theatre nurses in 1959 which marked the start of early specialist nurse training. She
then became a nurse administrator and commissioned the Princess of Wales Hospital (PWH) and
became its Chief Nursing Officer in 1983. Shortly after the establishment of PWH, Ms. Chen was
promoted to Regional Nursing Officer and later as Nursing Director in 1988. Throughout the years,
the Nursing Director had been the ex-officio member of the Hong Kong Nursing Board (i.e. Nursing
Council of HK) and HK Midwives Board (i.e. Midwives Council of Hong Kong). In 1988, the Director
of Health Dr. Thong had formally handed over the chairmanship to nurses, and Ms. Rose Chen
became the first elected Chairman of the Hong Kong Nursing Board and Chairman of the Hong Kong
Midwives Board from 1988 until her retirement in 1992. Autonomy had also come with
accountability - Ms. Chen was the first nurse attending the LegCo meeting and answering nursing
related issues at the meeting.
*************************************************************************************
Ms. Margaret WONG, MBE
The Provisional Hong Kong Academy of Nursing has admitted Ms. Margaret Wong as Honorary Fellow.

Inauguration of the Provisional HK Academy of Nursing
Princess Margaret Hospital.
During her years as a nurse administrator, Ms. Wong had experienced
changes of the health care system with unprecedented challenges: industrial actions, closure of
maternity homes, influx of refugees, the change from Medical and Health Department to Department
of Health and the Hospital Authority. Ms. Wong became the Nursing Director in 1992, at the midst
of turbulence. Her strong leadership and perseverance had smoothed out the transition, resolved
lots of conflicts, and most importantly gained the trust from both nurses and the government. Her
efforts were duly recognized by the authorities resulting in increased resource allocation to the
nursing sector and the creation of additional senior positions. She was also awarded MBE in 1992.
With the strong request from the Director of Health, Ms. Wong extended her retirement in 1993 and

Ms. Paula CHOY, JP
The Provisional Hong Kong Academy of Nursing has admitted Ms. Paula Choy, JP as Honorary Fellow.
Ms. Choy began her career in nursing in 1957 when she completed her nursing and midwifery
training at the Nethersole Hospital in Hong Kong. After graduation, Ms Choy went to the U.K. to
further her studies in district health and nursing management. Ms. Choy became the Chief Nursing
Administrator and the principal of the School of Nursing in the Nethersole Hospital and the United
Christian Hospital (UCH) in 1982. During that time, Ms. Choy strived to achieve the mission of
'hospital without wall' at UCH and helped to develop the hospital into a community hospital, where
community health service centers were set up in local communities to promote disease prevention,
health education and health maintenance and arouse people's health consciousness. It was also at
this time when community nursing was first introduced into nursing training programs, and
community nursing training officially started. In 1990, the health care system in Hong Kong
experienced changes, and Ms. Choy was invited by the Medical and Health Department to help with
the establishment of the Hospital Authority and became a board member before her early
retirement in 1992. After retirement, Ms. Choy devoted her time in enhancing the levels of health
care and health care management in Mainland China. In 1998, with the support from the Health
Department in Guangdong province, Ms. Choy started her first project of developing a community
health service center in Ching Yuan as an extension of a local hospital in conjunction with nurses
training. After years of hard work in Ching Yuan, the community health service center has now been
successfully established, and this project has become the model case of community health service
center set up in other cities in China. Now the project has been recognized by the World Health
Organization (WHO) of Western Pacific Region and the Health Bureau of China. Over the past 50
years, Ms. Choy has made significant contributions to the nursing profession both in Hong Kong and
Mainland China, and it is her philosophy to continue sharing her experiences and knowledge with
other people, because she believes that 'it is more blessed to give than to receive'.

Ms. Moyna WONG
The Provisional Hong Kong Academy of Nursing has admitted Ms. Moyna Wong as Honorary Fellow.
Ms. Wong started her nurse training in QMH in 1951. After graduation in 1953, she studied
midwifery in Kowloon Hospital and completed the certified midwife training in UK. Upon return to
HK from her no-pay study leave, she resigned from the Government and joined the HK Sanatorium
and Hospital in 1958 and started the new maternity service. In 1960, Ms. Wong moved to Kwong
Wah Hospital where she stayed until her retirement as the Chief Nursing Officer of the five Tung Wah
Groups of Hospitals in 1993. During her 33 and a half years of service in KWH, Ms. Wong had
initiated numerous training programs, such as premature baby care training and many specialist
training programs for nurses. To meet service demands, Ms. Wong had introduced many nursing
services, including antenatal classes, intensive care, renal, orthopaedic, geriatric, and community
health. Apart from hospital services, Ms. Wong had initiated the Well Women’s Clinic in 1990 which
aimed at providing one-stop screening service for all common cancer conditions for women. With
the establishment of the Hospital Authority in 1990, Ms. Wong had worked closely with staff groups
and hospital administration to smoothen the transition of management hand-over to the HA. Upon
her retirement in 1993, Ms. Wong devoted herself in the setting up of a nursing degree program in
HKU SPACE. Two years later, the BSN program established its firm footing and was incorporated into
the Faculty of Medicine. She has left the service in 1996.
