The meeting was called to order by the Chairman, B. Beebe, on March 20, 2012 at 5:41p.m. The Chairman asked for the
count of members in attendance, 257 were indicated as present by E. Oliver. This constitutes a quorum to legally conduct
the business meeting. The Chairman welcomed everyone present and recognized Charlie Tomek for attending his 51st
Annual Meeting, he then asked D. Leigh to provide the Invocation.

Let’s face it. Running a credit union is not the same as it was 60 years ago.
(Truth is it’s not the same as twenty or even ten years ago either!) Sixty
years ago, this credit union – with its seven members and $35 in assets –
began operating as Fort Hood Federal Credit Union with a single desk
and a borrowed calculator in the Fort Hood comptroller’s office. By the
end of 1953, just six short months later, we had grown to 457 members and
$24,660 in assets; there were $23,055 in loans on the books; and our income
was just shy of $372. From these humble beginnings, our credit union has
grown into a community-chartered organization with over $130 million in
assets and over 18,000 members.
Take yourself back to 1953 and imagine – or remember! – how things were.
Basic savings accounts and basic loans were pretty much the order of the
day. Fast forward 60 years to today’s credit union and see the dramatic
changes that have occurred:

As you may know, each director on the board is a credit union member – just
like you. We are each democratically elected by the members. Our service is
completely voluntary. That’s right. We don’t get paid. So why do we serve?
Because we have each decided to take “active participation” to the next level.
Like you, we care about Texas Partners. We have our savings here. We have
loans here. We have friends who are like family here. We have a vested interest
in making sure our financial institution operates smoothly, adheres to high
ethical and fiduciary standards, and stays true to the “people helping people”
philosophy that is at the core of the credit union movement.
“People helping people” is what we are all about. Your credit union’s staff and
directors meet regularly to plan, implement and measure success. In 2013, you
will see the results of our collaboration through innovative products, services,
and tools to meet your financial goals.

President’s Report
On May 19, 1953, the National Credit Union Association
issued charter number 8676 to a credit union being
formed in Fort Hood, Texas to serve the civilian and
non-appropriated fund employees working or stationed
there. Two weeks later on June 4, a group of 53 potential
members met to establish the foundation of Fort Hood
Federal Credit Union. Tonight we celebrate them for
bringing us all together.
Sixty years and two name changes later, one truth remains:
the driving force behind this – and every – credit union is
the active participation of the members.

Starting with Bank Transfer Day in November 2011 and
continuing through 2012, thousands of people across the
nation started to notice this difference too. People woke
up to the realization that they deserved better than to
be taken advantage of by big banks. It took the banks
making it clear that they intended to make a profit at the
customers’ expense.

As a financial cooperative, we are a united group of
people working together so that each person achieves
their financial goals. That’s why active participation is key.
It’s not always easy to do, is it? Between our busy lives,
families and finances, it is sometimes tempting to only
worry about ourselves or to stay on the sidelines rather
than jump into the action. But all of you managed to
resist those temptations and make it here tonight to be
engaged in your credit union and to celebrate our 60th
anniversary. That is what brings us together.

As a result, the number of people “catching on” to the
credit union difference has soared over the past year.
To put things into perspective, between third quarter
2011 and third quarter 2012, credit unions across Texas
experienced impressive growth, including:
• The percentage of credit unions with increasing assets
grew from 73.8 percent to 78.9 percent.
• A sign of growing consumer confidence, loan growth
increased 7.1 percent in Q3 2012, compared to a 2.8
percent in Q3 2011.
• While consumers were borrowing more in 2012, they
continued their strong savings habits. Total savings
in Texas credit unions increased 5.7 percent in Q3
2012, compared to 7.9 percent in Q3 2011.
• Membership in Texas credit unions jumped from 7.7
million to 7.956 million.

boast about successes Texas Partners Federal Credit
Union had in 2012:

Our assets grew by $9,378,321 to a total of $130,296,373.
We made 2,398 loans for a total of $22,285,901.
Savings increased by $9,118,090 for a total of $119,046,340.
And we welcomed 1,614 new members.
For our own part in the national credit union cooperative
effort, Texas Partners has focused on increasing financial
literacy in the community, fundraising for the local
children’s hospital and the families it serves, and providing
low cost personal loans to help families fund back-toschool and holiday activities.
We ask for your continued active participation for the
next 60 years! And in return, you can be sure you will see
all those things that bring us together: personal service,
exceptional financial education efforts, and an unwavering
commitment to you, our members, throughout the years.

Supervisory Committee Report
The Supervisory Committee is charged under the Federal Credit Act to see that your officials
and staff are carrying out the plans, policies and procedures for which they are responsible.
While the Supervisory Committee performs many audit functions, Credit Union Resources,
Inc. of the Texas Credit Union League was employed to conduct an annual internal audit
and a compliance audit in order to meet specific needs of the credit union. Both were
performed as of December 31, 2012.
All of the audits conducted found the overall records and
operations of the credit union to be in very good condition.

The Texas Partners Supervisory Committee continues to meet on a
regular basis to review policies, procedures and the various audits that
are performed. These audits are also reviewed with management.
The Internet becomes commercial, opening the
door for AOL, Prodigy, and CompuServe.

“Debbie” Arsenault has been a member of Texas Partners since 1977. For the past three years, she has served on the board of directors. Prior to
that, she volunteered on the supervisory committee for 5 years (2003-2008); serving as its chairman for three of those years. Debbie retired in 2011
after more than 38 years in federal service including working as a supply representative, budget analyst, stock fund manager for the installation,
and financial analyst. Her last position was that of Financial and Program Analyst for MSE G8 Resource Management at Fort Hood. Debbie’s
volunteer work also includes serving as president of the American Society of Military Comptrollers at Fort Hood (2006 & 2007) and sitting on the
board of directors for the Home and Hope Shelter. She resides in the countryside south of Killeen where she enjoys spending time with friends,
family and neighbors. She enjoys reading, cooking and traveling.

“Bill” Beebe has been a member of Texas Partners since 1987. Since 2004, Bill has volunteered on the board of directors, serving as chairman
for the past three years. Bill was employed at Central Texas College for over 29 years; he retired in 2010 while holding the positions of Deputy
Chancellor and College Contracting Officer. He has a bachelor’s degree in business and a master’s degree in management. Bill has been involved
in the local community having served on the board of directors for Communities in Schools, on the Goodwill executive committee, and as the
Texas district president for the Exchange Club.
