Adults and Children with Learning and
Developmental Disabilities, Inc. (ACLD)
held our 2008 “Le Cirque” Dinner Dance on
May 17, 2008 at the Cradle of Aviation
Museum in Garden City. More than 400
corporate leaders, government officials, families
and friends came together to raise muchneeded funds to help us carry out our mission.
ACLD proudly honored James
Buonfiglio of C&B Consulting, a Division of
Gallagher Benefit Services, Inc. with the
Corporate Leadership Award. James has been
a valued strategic partner of ACLD
for many years, providing us with
employee benefit consulting. His
generosity and tireless commitment
to our mission is to be commended.
We were also delighted to
honor Lisa and Lon Goldstein with
the Sibling Leadership Award. Lisa
and Lon have devoted their time and effort
to providing on going support not only to
their brother Jeffrey, but to all of the
individuals we serve.
We were honored to present Dr. Evelyn
B. Holman with the 2008 Excellence in
Education Award. Dr. Holman has worked
closely with ACLD’s Kramer Learning
Center to provide Universal Pre-K to
children in Bay Shore. Her commitment to
access to education for all students in the
district is commendable.
The event was a success with proceeds
totaling over $383,000 in sponsorships, ticket
sales, donations, raffle sales and silent auction.
The money raised will benefit more than
3,000 individuals served by ACLD. Thank
you to everyone for your ongoing support!

Message from
Aaron Liebowitz, Executive Director
At the time I am
writing this we are
all holding our
breath to see how
Congress will act
following the defeat
of the $700B bailout bill for the financial
markets. However this ultimately gets
resolved and if our nation can avert a
financial “meltdown”, I have no doubt that
there are serious reverberations that are to
come. Much of the state revenue upon
which we depend to support operations is
dependent upon the positive performance
of investments made on Wall Street. In
our adult services sector we have become
heavily dependent upon Medicaid which
is a shared state/federal program.
The first wave of the crisis is already
being felt in the difficulty we will have
obtaining financing for new projects – ie.,
larger buildings and group homes. The
state legislature has not reauthorized the
IDA (Industrial Development Agency).
This is the vehicle through which not-forprofits can economically finance capital
projects through the issuance of tax
exempt bonds. Since IDA is not currently
available, we have relied on direct bank
borrowing through bridge loans. As credit
tightens we may have greater difficulty
borrowing and if we do borrow, it will
certainly be at higher interest rates.
I do foresee, even under the direst of
predictions, that our core services (school,
group homes, day programs) will be
preserved. Growth in new areas of service
will be slowed or stopped. One example of
this is our effort to “right-size” our older
larger group homes that house 12-14
individuals. We had approval to proceed
with two such homes to reduce their size
to approximately eight by purchasing
additional houses and spreading the
program to create a more home-like
setting. This is now put on hold.
How the state will handle spiraling
deficits in the coming two to three years
in our specific area of human services is
unclear. We continue to expect modest trends
to our rates to help keep our workforce stable.
Whether there will be other kinds of “cuts”
or “efficiencies” or reductions in service levels
remains to be seen.
Our best and only strategy is to
remain vigilant and prepared. We must
continue to maintain internal discipline
in spending. We have to be efficient and
find where there is waste or duplication of
effort. We absolutely must maintain our
fundraising efforts! It will be our families
and friends who will assist us to manage
through the difficult days ahead.
We have always referred to ACLD as a
“family.” These are times for families to stay
close and to work together. We are fortunate
that we enter troubled times in a position of
strength. With everyone’s understanding,
diligence and hard work, I am certain that
we will weather the coming storm. w

As I write these
words the financial
markets are in a
tumult and the Dow
Jones has dropped
777 points. The
individuals we support, their families, and
our employees are rightly concerned about
how this bodes for future levels of
government funding of ACLD. I am sure
that management is being asked by many of
our stakeholders how this financial crisis will
impact the quality and scope of our
programs and services, as well as their jobs
and lives.
Although I don’t have a crystal ball
with respect to the severity of cuts in
State and local spending for the disabled,
I am absolutely certain that ACLD will
weather this storm with minimal adverse
consequences. I can say this with confidence
because I know we have notable financial
strength. Despite many temptations and
distractions over the last decade, we have
stayed true to prudent and forward-looking
operating principles, first among them being
adherence to our mission “to support the

of the strength of ACLD’s financial
position and condition as well as its riskadverse postures.
• ACLD has enjoyed ten (10)
consecutive years of fiscal surpluses.
• In the last five fiscal years alone,
ACLD’s net assets (net worth) have
grown almost $4 million to
$11,466,164.
• The agency is in an extremely liquid
position with both a positive current
ratio and sizable working capital.

• 100% of ACLD’s short-term
investments are invested directly or
indirectly in US Treasury securities or
high-grade commercial bank deposits.
• ACLD has significant bank lines of
credit which, at the moment, are
entirely unused.
• All of the agency’s long-term
borrowings have been used to build
group homes and other facilities, not
to pay operating expenses. This debt is
all fixed-rate and self-amortizing with
very reasonable interest rates.
• ACLD has never entered into any
risky swap or derivative arrangements
and has not issued any “toxic” auction
rate instruments or utilized nowworthless bond insurance.
• ACLD’s senior management and

tremendous amount of their time and
resources evaluating both the humanbenefit and the cost-benefit of each
and every major program and capital
initiative. Working together we usually
make the right decisions.

ACLD is Honored to Dedicate the ACLD Memorial Path in Memory
of Michael L. LiCalzi
On Monday July 14, 2008 we dedicated the
ACLD Memorial Path in Honor of Michael
LiCalzi, son of Greg and Carol LiCalzi. Greg
has served on ACLD’s Board of Trustees for
the past seventeen years and is an integral
part of the ACLD family. His son Michael
gave his life in service to the United States in
Iraq in 2006. Michael is truly a hero and we
were honored to join his family to celebrate
his life and dedicate this lasting tribute to his
memory. Michael was remembered during
the ceremony by Reverend Garrett Long,
S.M. and Brother Richard Hartz, S.M. of
Chaminade High School where Michael was
a student leader until his graduation. w

The Community Comes Together
to Make a Difference in the Lives of Children!
We are proud to announce that from April-September 2008, we have raised $140,000 including cash and
pledges for the realization of The Children’s Center for Learning and Recreation at Bay Shore.
We still need your help! We have a long way to reach our goal, but we are confident that with your
help we will make this wonderful dream a reality!

Terry and Auleen Gardner made a commitment to help ACLD raise much needed funds
to make The Center for Learning and Recreation at Bay Shore a reality.
Along with their daughter and son-in-law, Megan and Michael Concannon, they hosted a
cocktail reception on April 6, 2008 to kick-off the Capital Campaign for this very
worthwhile endeavor. With the support of the Bay Shore Chamber of Commerce, the event
was a great success. The reception was attended by more than 150 individuals from the Bay
Shore community including public officials, business owners, families, ACLD staff and
friends. This event raised $40,000 and the Concannon and Gardner Families went on to
raise an additional $40,000 to move us
closer to our goal.

Daniel Kaplan, age 11, collected cans all summer and donated $70 to support ACLD’s children.
The staff of the Kramer Learning Center has been critical to the success of many of our
fundraising endeavors. They have gone into the surrounding communities to seek items for
events, secure raffle prizes or make others aware of the important work we are doing with
children. Several staff throughout the agency have made pledges or donations to the
campaign totaling more than $30,000. The staff continues to collect loose change and have
raised more than $150 to date throughout this initiative.
Declan Quinn’s Bar and Restaurant hosted ACLD’s 1st Annual Family Fun Day
on May 10, 2008. This event featured wonderful food from many local restaurants who
generously donated to this important event. The event was attended by more than 100
people who enjoyed great food, a petting zoo, a bouncer, cotton candy, a clown, live music, a
DJ and games. The event was made more exciting by a visit from The Bay Shore Fire
Department in their truck and a performance by Special Sauce.
This event was a labor of love for our committee of businesses, families and staff and
raised more than $13,000. We would like to extend a special thanks to Dan Kitson and all
the guys who participated in “Cinco de Mustache” which raised more than $8,000 for this
event. We would also like to thank the many family members who worked tirelessly to
make this event a success.

ACLD’s Sunset Sail was held on July 17, 2008 aboard the beautiful Lauren Kristy.

First Phase of The Children’s Center for Richard J. Kessler, D.O.,
ACLD’s Medical
Learning and Recreation is a Success
Although it is our intention to build a state of the art school at our newly acquired Greenwood
Road property, we have wasted no time in using this property to provide services to children
now. Phase one of our project is well underway and includes an ever-growing After-School
Therapeutic Recreation program. These students age 6-18 had previously been receiving
services at The Kramer Learning Center where the facility had been designed for three to five
year olds. They now have a full gym, outdoor facilities and plenty of room for activities. We
also continued our strong partnership with The Great South Bay YMCA by providing a
location for their summer teen camp. Over 100 teens gathered at the Children’s Center every
day this summer to participate in the YMCA Camp program. We look forward to keeping you
abreast of our expanding supports and services. w

In the May/June 2008 issue of the NADD
Bulletin, Dr. Laurie Charlot reported on a
retrospective review of 198 consecutive
admissions to the in-patient Mental
Retardation/Developmental Disabilities
psychiatric unit at the University of
Massachusetts Medical Center in
Worcester. Many of the patients were
described as having mood and behavior
problems or experiencing mental status
changes secondary to non-psychiatric
medical problems. These conditions
included gastric reflux, constipation,
urinary tract and ear infections, dental
pain, skin infection, sleep apnea and side
effects of psychotropic medication.
Undiagnosed or poorly managed
hypothyroidism and diabetes also
accounted for some behavioral problems.
Identification of these medically based
behavioral problems not only leads to
better care and more prompt relief of
suffering, but also the avoidance of
ineffective and potentially harmful
psychiatric treatments.
These findings underscore the
crucial need for integrated medical care,
particularly between primary care
physicians and psychiatrists. Only in a
health center that offers comprehensive
primary and specialty care can such
integration be promoted and practiced. At
such centers integrated care is assured by
the use of a single patient medical record,
easy access of formal and informal specialty
consultation, clinical team case discussions
and multispecialty collaboration in the
creation of medical protocols. w

Providing Future Security for Your Loved One with a Developmental Disability
ACLD's Community Trust was established in 1997 in response to the needs and concerns expressed by families about
the future of their loved ones. It is a Special Needs Trust with six Trustees responsible for its oversight. We offer
options for both families looking to safeguard funds for an individual as well as for an individual with a disability who
may have assets of his or her own. Because the ACLD Community Trust is a Special Needs Trust, assets placed in the
Trust will not jeopardize the individual's eligibility for government assistance programs, such as SSI and Medicaid.

The Family and Friends Tree
Help ACLD fill the leaves of the Family and Friends Trees. Our trees offer
