Wabeno School Superintendent Gives
Presentation on School Funding With
an Eye toward the Future
Healthy Schools are a Cornerstone to Economic Development
Forest County-Dr. Kim Odekirk, Superintendent
of the School District of Wabeno Area gave a presentation
at the Forest County Economic Development Partnership
(FCEDP) monthly meeting held at the Armstrong Creek
Community Center last Thursday. Also present was new
Laona Superintendent, Laurie Asher. The meeting was
chaired by FCEDP Vice-President Paul Millan. Millan
stated “Forest County schools have been suffering
declining enrollment and this is causing strains on school
budgets due to the way schools are funded.”
“In school finance, there are some unique
features to revenues, with districts receiving funds from a
combination of federal, state and local sources,” began
Kim Odekirk. Her presentation then encompassed all the
aspects of school funding as well as historical decisions
impacting all state schools including revenue limits. Kim
Odekirk ended her presentation by pointing out that due
to the current structure of school funding that many school
districts have had to utilize referendums for operating
expenses. Laona passed such a referendum in 2010 and
the Wabeno Area district will be seeking support for a
referendum on the ballot in April, 2013.
FCEDP's executive director Jim Schuessler
noted that historically, if a community loses the local
school, the town does not recover. “We can't let that
happen in Forest County,” he added. “By creating new
jobs, diversifying our economy and supporting expanded
retail and enhanced communities we enrich the quality of
life here, give people even more reasons to plant there
roots here.”
The employment picture in Forest County is
improving right now. Although Forest County's August
unemployment rate was the 4th highest in the state, there
are over 100 living wage jobs, with benefits, available at
several businesses in the county.

Lake Lucerne Advancement Association
purchased 950 six to nine inch walleyes from Silver
Springs Hatchery and planted the fish on Tuesday,
October 16th. Sokoagon Chippewa members were
present to help monitor the size as they were released into
the lake.
The Tribe has conducted a thorough study of
Lake Lucerne to determine the future direction of the
planting of various species of fish. They also monitored
the lake for invasive species, and at this point we are
fortunate to have not been invaded by invasives present in
other area lakes.
Be sure to clean your boats!
The Lake
Association has received grant money from the DNR to
pay for the manager of the volunteers who do the work at
the Lucerne boat landing each weekend.

Join the fun at the Northwoods Recreation
Center's (formerly the old high school) First Annual
Crantucky Doe Fest on Saturday, November 17, from
10:00 a.m. until 3:00 p.m. and receive your Doe Buck,
value one dollar, to spend at the many vendors, silent
auction, bake sale, resale of small and big ticket items, or
buy a fry bread taco, to eat indoors for a change, or an
organized tour of the former school for a memory recall.
The NRC has received many requests to re-open
the gymnasium for community use and we have had to
decline due to the high cost of electricity. But! if we can
replace the lights with more efficient lights, we can reopen for the winter season. We need to raise $3,000 to
upgrade the gym lights, which will decrease the current
utility by two-thirds.
We are asking for the community's support to
make this possible while joining neighbors in having fun
finding bargains for the gifting season ahead and to satisfy
your curiosity about what's going on with the old school.
If you are an interested vendor, please call

while tables are still available, and if you would like to
donate new or quality used items for sale or auction, call
Kathy at 715-493-3628.
The cost of a table is $25, and some of the
vendors currently include: Celebrating Home, Thirty One,
Lemongrass Spa, It works! Wrap, and Mary Kay, to name a
few. We also have signed crafters, which include to date,
Hillbilly "Green" Gadgets, Wreath Creations, and
Christmas Crafts.
For our silent auction, we have a snow blower, a
hand-crafted child's playhouse, commercial arcade
games, a fiberglass canoe, a refrigerator, an upright
freezer, a race car bed, and a hand-crocheted queen
coverlet. The resale items have items for camping,
boating, sports, holidays, household, clothes and hunting
gear.

Hosts 4 on 4 Volleyball Tournament
The inaugural Wisconsin wolf season opened
Monday, Oct. 15, 2012. The Department of Natural
Resources will be updating the wolf hunting and trapping
page of its website (dnr.wi.gov -- search “wolf”) with wolf
harvest by zone as wolves are reported. Hunters and
trappers have 24 hours to report harvest. Four wolves
were reported as harvested during the opening day of the
season, one each in Zones 1, 2, 3, and 5. The season runs
until the quotas for all zones are met or until February 28,
2013.

Minnesota
A ruffed grouse hunter in northern Minnesota
shot and killed a wolf he said was charging at him and his
dog, according to the Minnesota Department of Natural

Collection on Display
During the month of October, the David Brezovar
Memorial Display case at the Crandon Public library contains
a whimsical collection of reading figurines by Friend of the
Library and retired teacher/librarian Gerianne Whitney of the
Wabeno area. Gerianne has collected these figurines over
many years and from many places with one of her favorite
being the Mother Goose figurine, one of the first that she
bought, because she loved to teach reading to children.
Gerianne has about 200 figurines in her collection and the
library has a good sampling of these currently on display.
Each figurine features someone reading including people,
animals, Shrek (who is reading to his kid) along with many,
many others.

The Wabeno Education Association is hosting a 4
on 4 Volleyball Tournament on November 9-10 at Wabeno
High School.
Teams may enter in the following divisions: Girls
grades 7-8, 9-10, 11-12 or open for our more seasoned
athletes. We will also have a coed option available as long
as the team consists of a minimum of 2 girls. Coed teams
will be divided into grades 9-10, 11-12 and open. The
entry fee of $40.00 must be received by November 1.
Each division will receive 4 individual 1st and 2nd
place medals. Registration forms are available in your
High School Office.

$3.00 for adults and $2.00 for children over 8.
Concessions will be available both days. All proceeds will
go towards the W.B. &E. Tobin Scholarship which is

Members of Wabeno American Legion Sylvan
Post 44 were busy again.
To begin-- plans, blueprints and permits were
gathered for the new Menards pole barn located on
property across from Veterans War Memorial Park in
Wabeno The sound of work followed with buzzing saws,
trees falling, brush stacking and logs being removed. The
noise of heavy equipment, cement trucks and the final
noise of carpenters'tools completed the building, which
will store military vehicles and equipment to maintain the
park.
The Legion is proud to acknowledge everyone
who has been a part of this tedious and wonderful

The Alzheimer's Association Maintain Your Brain
campaign suggests these self-care measures may help
protect your mind:
Head injuries increase the risk for AD. To protect
your head, wear a seatbelt and use safety helmets.
Challenge your mind with puzzles, crafts or
reading-anything that requires thinking, reasoning and
learning.
Get medical care if you suffer from chronic
stress, insomnia, depression or other mental conditions.
Excess stress hormones damage the
hippocampus, an area of the brain that shrinks in AD. Try
relieving stress with meditation, yoga or relaxation
exercises.
If you smoke, kick the habit, smoking interferes
with blood flow and oxygen to the brain.
Exercise vigorously on most days, physical
activity increases blood flow to the brain and improves
mental agility and alertness.
Early evidence suggests eating foods rich in
vitamins B, C and E as well as folic acid, and eating fish
once a week, may reduce the risk.
Stay socially active. Researchers have found
that people who maintain positive relations with others
and participate in social events have a lower risk.
Our best hope for fighting AD is preventing or
delaying the disease, and that calls for maintaining good
overall health now.

Are You Still Registered to Vote?
In May 2011, the Wisconsin Government Accountability Board sent postcard notices to Wisconsin voters who
had registered to vote prior to January 1, 2007, but have not voted in a state or national election since that date. “If you did
not vote in the last Presidential election in 2008, and if you didn't vote in the congressional election in 2010, and if you did
not respond to the postcard within 30 days, you may no longer be in the Statewide Voter Registration System,” warns Mary
Bartelt, the Oneida County Clerk.
In 2011, 240,000 voters statewide were mailed postcards warning them of the pending deactivation of their voter
registration. Some of those voters may have missed the postcard mailing or otherwise not responded in time. If those
voters request an absentee ballot, or go to the polls on November 6, 2012, to vote in the next Presidential election, they will
find their names have been removed from the poll list. Active duty military personnel are exempt from this four-year voter
record maintenance.
Voters may register at any time up to and on the day of the election, but to avoid inconvenience or having to stand
in line on Election Day, previously registered voters who have not voted are encouraged to confirm their registration status
with their municipal clerk. Late registration begins in Wisconsin on October 17, 2012, so would-be voters are encouraged
to take action confirm their registration as soon as possible.
Other considerations may impact voter registration
In order to register to vote in a municipality in Wisconsin, a voter must prove that they have lived in that
municipality for at least 28 days. If a voter is moving between towns or cities during the election cycle, they must return to
their former polling place where they were registered to vote for the election, or request an absentee ballot from the
municipality. If a voter has not been in a single location in Wisconsin long enough to qualify to vote in a city or town, or does
not want to return to the former municipality, they still have a right to vote for president. Questions about residency and
voter registration can be brought to the municipal (village, town or city) clerk. They will confirm a voter's qualifications and
residency status with the Government Accountability Board (GAB).
A photo ID is not required to register or to vote in Wisconsin, but proof of residency is required. A complete list of
acceptable forms of Proof-of-Residency is available on the Wisconsin Government Accountability Board website
(http://gab.wi.gov/elections-voting/voters/registration-voting). The list includes these items that have the voter's current
name and street address:
1.
A current and valid Wisconsin driver license.
2.
A current and valid Wisconsin identification card.
3.
Any other official identification card or license issued by a Wisconsin governmental body or unit.
4.
Any identification card issued by an employer in the normal course of business and bearing a photo of the card
holder, but not including a business card.
5.
A real estate tax bill or receipt for the current year or the year preceding the date of the election.
6.
A residential lease which is effective for a period that includes election day (NOT for first-time voters registering
by mail).
7.
A university, college or technical institute identification card (must include photo), ONLY if the bearer provides a
fee receipt dated within the last nine months or the institution provides a certified housing list to the municipal clerk.
8.
A gas, electric or telephone service statement (utility bill) for the period commencing not earlier than 90 days
before election day.
9.
Bank statement.
10.
Paycheck.
11.
A check or other document issued by a unit of government.
Note: Post Office Box numbers are not considered proof of residence only the full street address. Also, an expired driver's
license cannot be used to register to vote. Currently the DMV is mailing all renewed licenses to the holder, and this may
take 6-8 weeks. Voters who want to use their driver's license to register must have both the proof of renewal form along
with the expired license to register.

Voters may register by mail by filling out the GAB-131 registration form and mailing it to your municipal clerk's
office, or register online at http://myvote.wi.us. You may also register in person at your municipal clerk's office during
normal business hours through the Friday before the election. Registration can also be done at the polling place on
Election Day, but registering before the election to prevent delays.
Updating voter registration
Voters who move their residence or change their name are required to update their voter registration information,
whether they have voted in recent elections or not.

Death Notices
COLLEEN J. CONNORS, was called to her heavenly
home on Friday, October 12, 2012, at her home in the Town
of Freedom. At her bedside were a number of family
members and Pastor Vertein. Her passing comes after a
long and courageous effort to meet the challenges of
numerous health concerns. Throughout the many years,
she maintained an inspirational attitude, enduring with
grace and humor, the limitations and impacts the illnesses
placed in her way. She will be remembered for her great
smile, her humor, and the inevitable response "just fine"
when asked, "How are you doing?"
Her life was filled with joy and purpose as she
participated in the 'auntie parenting' of her nieces and
nephews. She enjoyed being involved in the activities of
her church, serving as Sunday School and youth education
teacher, as well as serving on organizational committees,
planning and helping with church events and dinners as
her health allowed. She embraced her faith in the teachings
of the Lutheran Church, WELS in a confirmation rite in May,
1969. She continued through life, drawing on her strong
faith to guide and comfort her in her trials. She was most
grateful for the faithful visits by Pastor Vertein and his
concern for her spiritual welfare.
Colleen graduated from Wabeno High School and
received her degree in Education after attending Nicolet
Technical College and University of Wisconsin-Oshkosh.
She began her teaching career as a K-12 Librarian,
employed by the Antigo School District before joining the
staff at White Lake School District. Her career was cut short
by the complications of her illness, but she never lost her
desire for teaching 'little ones', be it bible stories, spelling,
reading, or how to play a game.
She was an avid Green Bay Packer fan,
celebrating wins and agonizing over losses. She also
enjoyed the challenge of out-smarting her brothers and
guy friends, endeavoring to be more successful in picking
weekly winners. She loved to read and especially enjoyed
Christian and historical novels. She served on the local
election board for many years.
Colleen was a dialysis patient for 15 years and
during that time was wonderfully cared for by a number of
physicians, nurses, hospital and dialysis unit staff, and
home care givers. Their concerns and special
consideration of her needs surely lead to extending the
years she was able to remain with us, adding much to the
lives of those around her. The love and caring of her family
and dear friends were a great blessing to her.
Colleen was the first born to Dick and Joan
Connors and took on at an early age, the leadership role in
marshalling the comings and goings of her four siblings.
She is survived by her mother, Joan, her sisters, Kim (Billy)
Liddle, Cartersville, GA; Kay (Bruce) Kortbein, Marshfield,
WI; and brothers, Jim (Kay) Connors, Laona, WI; and
Randy (Lori) Connors, Schofield, WI. Surviving also are
nieces and nephews, Nichalos, Michael, and Haley Liddle
and great-neice Adelynne Liddle, Amanda (Luke), Adam,
and Samantha Yocius, Hillary Connors; Deidra, Krista, and
Jenah Connors; step-neice Amy and step-nephew Kyle
Kortbein. Many aunts, uncles, and cousins share in the loss
of her joyful presence.
Colleen was preceded in death by her father,
Richard 'Dick' Connors, Sr., paternal grandparents, William
and Anne Connors, maternal grandparents, Pat and Avis
Johnson, brother-in-law Richard Yocius, uncles, aunt and
cousin.
Visitation and funeral services were held on
Tuesday, October 16. 2012, at St. Paul Lutheran Church,
Crandon, with Pastor Vertein officiating. Burial was in
Trinity Lutheran Cemetery, Wabeno. Weber-Hill Funeral
Home assisted the family with arrangements. In Lieu of
Memorials, Colleen wished that gifts be directed to the
WELS Ministerial Education Endowment. Information
regarding this can be obtained from Pastor Vertein, your
WELS Pastor, or the Connors' family.

went to be with her Lord and
Savior on Thursday, October
11, 2012 with her loving
husband of 56 years and
seven daughters at her side.
She was born on December
31, 1938 in Laona the
daughter of Alexander and
Margaret (Lane) Carter.
Judy married Jerry
Arnold on October 6, 1956 at
the Laona Presbyterian
Church, Laona. She held
several jobs outside the
home and enjoyed making
crafts especially for her family as Christmas gifts, loved
cooking (everything was made from scratch) and
collecting cook books. Judy loved her grandchildren and
great-grandchildren; as family was very important.
She is survived by her husband, Jerry, daughters,
Laurie (Jim) Thomack, New London, Linda (Wayne)
Steffen, Laona, LuAnn Sockett (Dave), New London, Lois
(John) Sales, New London, Michelle (Jack) Zuelzke,
Appleton, Sheila (Brandon) Wolfgram, Clintonville and
Sherri Arnold (Chris), Green Bay, 20 grandchildren and 25
great-grandchildren and sisters-in-law, Pearl Ade, Lucretia
and Phyllis Arnold.
Preceded in death by her parents, Alexander and
Margaret Carter, grandchildren, Crystal and Richard, 3
brothers-in-law, Clifford and Ivan Arnold and Lloyd Buck
and sister-in-law, LaVonne Buck.

RAYMOND "RAY" L. SIMONIS, age 82, Blackwell, passed
away Friday, September 28, 2012 at the St. Mary's Hospital,
Rhinelander. He was born on August 8, 1930 in Stevens
Point, WI the son of Bernard and Dorothy Simonis.
Ray married Marilyn Nowak on June 2, 1951 at St.
Leonard's Catholic Church, Laona. He ran his own bait
business, (Ray's Bait), for many years. Ray was chairman
for the Town of Blackwell for many years. He was an active
outdoorsman, sports fan and liked tinkering on vehicles.
Ray is survived by his wife, Marilyn.
Grandchildren: Denny (Melissa) Simonis, Kari Ponton and
Brett Simonis. Great-grandchildren: Shania and Ryan

was born on August 30, 1932 in Crandon, Wisconsin to
Ralph and Regina (Bulter) Fenske.
She attended grade school in Crandon and
graduated from high school in 1950. Carol enjoyed golfing,
gardening and boating.
Carol is survived by her companion, Donald
Knauf of Clearwater, FL her children, Peggy Feight of
Rhinelander, Kathy Hall of Durham, NC., Michael Feight of
Eau Claire, Ernie (Theresa) Feight of Pinellas Park, FL. and
her step sister Diane Fenske-Joyner of Crandon. She is
further survived by eight grandchildren and five great
grandchildren.
Carol is preceded in death by her parents, a son,
Timothy and a brother, Rhinald "Buck" Fenske.
Upon Carol's wishes there will not be any funeral
services. Rhinelander's Hildebrand-Russ Funeral Home

STELLA MAJEWSKI, 95, of Goodman, passed away
Tuesday, October 16, 2012 after 6 days at the Maryhill
Manor, Niagra. Visitation will be held on Friday, October19
from 5-7:00 p.m. at St. Stanislaus Kostka Catholic Church,
Armstrong Creek, with a Prayer Service at 7:00 p.m. and
visitation will also be on Saturday, October 20 from 1011:00 a.m. at the church. Funeral Mass will follow at 11:00
a.m. Interment will be in the Pine Hill Cemetery. Weber-Hill
Funeral Home is assisting the family. Online condolences

New law that prohibits cell phone
use for many teen drivers takes
effect on November 1
A new state law that prohibits drivers with an
instruction permit or probationary license—which
includes many teenagers—from “using a cellular or other
wireless telephone except to report an emergency” while
driving takes effect on Nov. 1. A driver violating this
restriction on cell phone use is subject to a forfeiture of
$20 to $40 for a first offense and $50 to $100 for a
subsequent offense within a year.
“We hope that the new law will deter teenagers
and other inexperienced drivers from using their cell
phone while behind the wheel, which can be a dangerous
distraction,” says Wisconsin State Patrol Maj. Sandra
Huxtable, director of the Wisconsin Department of
Transportation’s Bureau of Transportation Safety. “In a
national study, 43 percent of 16 and 17-year-olds said they
have talked on a cell phone while driving, and 40 percent
of teens up to age 17 said they have been in a car when the
driver used a cell phone in a way that put themselves or
others in danger.”
According to Major Huxtable, cell phone use can
distract a driver’s attention from traffic and road
conditions. “Distracted driving is a problem even for
experienced drivers. But it often is even more hazardous
for teen drivers who are not experienced,” she says.
“Traffic crashes kill more teenagers in Wisconsin and the
rest of the nation than any other cause of death. And
distracted driving is a factor in many of these crashes.”

Administration reports that 11 percent of all drivers under
the age of 20 involved in fatal crashes were distracted at
the time of the crash. This age group has the largest
proportion of drivers who were distracted.
Although the law will affect many teen drivers, the
cell phone restrictions also apply to other drivers with a
Wisconsin probationary license, such as:
· Drivers licensed in other countries
· Persons with suspended or revoked instruction permits
or probationary licenses
· New state residents who have fewer than three years of
driving experience
· New state residents under the age of 21
· New state residents who surrender a license that is
expired for more than six months
Wisconsin law also prohibits texting while driving
for all motorists of all ages. To prevent distractions from
cell phone use and texting while driving, the State Patrol
advises all drivers to:
· Turn off your phone or switch to a silent mode.
· Use voice mail to tell callers that you’re driving and will
return the call as soon as possible.
· If you absolutely need to use your cell phone to call or
text, pull over to a safe area.
· Ask a passenger to make a call or text for you.
Cell phone use and texting are just two of many
types of distractions that increase a driver’s risk of causing
a crash or failing to avoid one, according to Major
Huxtable.
“Every time you drive, you are legally and morally
responsible for safely operating a potentially
destructive—and even deadly—force,” she says. “That’s
why driving requires your undivided attention. Any lapse
in attention to traffic or road conditions is a grave danger
to you, your passengers and everyone else on the road.

Mead Witter Grant
Earlier this year, the Crandon Public Library
received a $5,000 grant from the Mead Witter Foundation.
The funds were specifically to be used to purchase
circulating print materials allowing us to update our adult
and juvenile non-fiction collections. If you haven't stopped
in the Library lately, plan to stop in and take a look at our
new items.
Labels for Education
The Crandon Public Library is now a dropoff
location for the Crandon PTO's Labels for Education
promotion.
Some popular “Labels for Education”
products that may be in your home include Pepperidge
Farm Goldfish, Campbell's Soup, Post Cereals, V8, and
Dannon products. The Crandon PTO uses the “Labels for
Education” points for free educational equipment.
New Seating Areas
Thanks to a generous donation from the Crandon
Public Library Foundation, the Library has added
additional public seating areas on the main floor and
purchased additional chairs for our programming areas.
The seating areas on the main floor feature tables for
laptop and/or study use. The Crandon Public Library
Foundation is an active 501(c)(3) organization that helps
fund specials projects and programs that are beyond our
library budget. Tax-deductible donations to the Crandon
Public Library Foundation are accepted any time. Please
contact the Library if you are interested in supporting the
Crandon Public Library Foundation.

October is Breast Cancer
Awareness Month
October is nationally recognized Breast Cancer
Awareness Month and the Forest County Health
Department wants you to know the facts on breast cancer,
and what you can do to prevent it.
Breast cancer is the second leading killer of
American women followed by lung cancer. Other than
skin cancer, breast cancer is the most common type of
cancer among women in the United States today. Any
woman can get breast cancer with chances increasing as
a woman gets older.
However, with increased use of mammography
screening and self-breast exams, breast cancers are
detected earlier in their development when they are more
treatable. Discovering breast cancer early gives you a
much greater chance of complete recovery. Yet two out of
five Wisconsin women 50 and older did not get a
mammogram last year. Don't let fear stop you from getting
regular check-ups.
A mammogram is an x-ray picture of the breast. It
can find breast cancer that is too small for you, your
doctor, or nurse to feel. Studies show that if you are in
your forties or older, having a mammogram every 1 to 2
years could save your life. Getting a mammogram every
year is part of staying healthy after you turn 50.
If all women over 50 followed guidelines for
regular annual mammograms, the number of deaths
could be reduced by 30 percent and the lives of 13,000
women could be saved annually, according to the
American Cancer Society.
Ask your doctor or nurse about getting a
mammogram.
If you need financial assistance in
obtaining a mammogram, you may be eligible for the
Wisconsin Well Woman Program (WWWP). The WWWP is
available to women age 45-64, based on income. If you
are a Forest County resident and are interested in finding
out if you are eligible, please call Deb Bellamy, RN at the

The DNR's weekly law enforcement summary includes
the following report:
Conservation officer Sam Hunter of Park Rapids
took a call from a grouse hunter who had shot a timber
wolf that was chasing his hunting dog. The dog ran back to
the hunter with the wolf on its heels. The hunter shot the
wolf at about 8 yards with bird shot as it was coming
directly at him/his dog. Proper measures were taken by
the hunter to notify the DNR and enforcement action was
not necessary. It was a frightening experience during a
grouse hunting trip that will not soon be forgotten."
Killing a wolf to protect livestock or pets is legal
throughout Minnesota at any time of year, provided the kill
is reported to the DNR within 48 hours.
Following the animal's removal from protections
of the federal Endangered Species Act, Minnesota,
Wisconsin and Michigan have scheduled fall hunting and
trapping seasons for wolves.
Minnesota's wolf hunting season starts Nov. 3,
the same day as the deer firearms hunting opener. The
Minnesota hunt was challenged in court.

Stitchin' Sisters donate to the
Crandon Lions

recent Lions meeting, Lion Mike presented a check for the Food for the Mind project.
At the October 15th meeting of the Crandon Lions Club, held at Beachside Bar
and Grill, the knitting group, Stitchin' Sisters, presented over 70 hand-knit or chrcheted
hats, scarves, mittens or sets, valued at over $4,000, to be distributed with the winter
jackets supplied by the Lions to people in the area in need of winter clothing.
The donation was in response to a very generous donation by the Lions to the
Food for the Mind project. Food for the Mind donates children's books to county food
pantries to encourage reading by and to the children who accompany their parents to the
food pantries. To have a book of their own brings joy to a child. These books make a big
difference in the children's reading skills and love of learning.
Stitchin' Sisters, who donated their time and yarn for this project, are Norma
Anderson, Belva Houle, Sue Cronce, Chris Hosler, Marilyn Collins, Alyce Papapetru,
Rose Schuenemann, Roxanne Sprehe, Donna Papak, Reverend Barbara Bolz, Pat
Schultz and Winnie Krueger.
This project is a good example of organizations working together for the good of
the whole community.
