The Problem Statement : e-Conversion of the
Paper Based Land Records
• The Ministry has accumulated a large
number of land information records. The
first known Kenyan registration of being
in the 1890’s
• Use of the outdated manual systems,
cumbersome procedures & Practices
• Uncoordinated Land Records Data Sets

Infrastructure and equipment for an e- platform was
very lean.
Non-integration of systems in the various
departments within the Ministry.
Slow adoption of ICTs due to lack of
comprehensive sensitization programme.
Capacity skill levels whereas the Ministry has
highly qualified and technical staff, the levels of e
literacy is still low.
Space Facilities that are not able to host einfrastructure.
Logistical constraints as the registries are in 57
locations countrywide.
Links to Data Sets held by various government
agencies not yet fully developed

6. National Titling Center
 National Titling Centre was operationalized on
May, 2014.
 It was geared towards achieving secure lands
tenure with a capacity to produce 15,000 Titles
per day
