onny Skinner, PGA teaching professional at River Pointe GC in
Albany, won the Georgia PGA Senior Championship at Ansley
GC-Settindown Creek in Roswell, GA.
By finishing inside the top three (T-3) at the 2012 Senior PGA Professional National Championship, Skinner was already qualified for the 2013
Senior PGA Professional National Championship, October 10-13 in Virginia.
Skinner shot an opening round two-under-par 70, trailing by four
strokes going into the final round. He came from behind, posting a tournament best and final round 65 for a tournament total of nine-under
135, for a three shot win over second place Craig Stevens, PGA teaching
professional at Brookstone G & CC in Acworth, GA, who recorded a
final round of even-par for a six-under-par tournament total of 138.
Coming in third at four-under-par was PGA Life Member James Mason
of Dillard, GA, Mason posted rounds of 70-70.

PGA teaching professional Craig Stevens, from Brookstone
Golf & Country Club in Acworth fired a five under par 67 for
a tournament total of eight under par 208 to win his third E-Z
-GO/ExecGolf Georgia PGA Championship presented by TaylorMade-adidas Golf, Ashworth and the PGA Tour, conducted
at Sea Island Golf Club’s Retreat Course on St. Simons Island.
If there are any available spots left as of Monday, October
14th clubs may bring more than one team. The professional
may not compete on more than one team.

2013 Central Chapter Champions
Stevens previously won the championship in 2001 and 2010.
Stevens’ round tied the low round of the championship. He
made five birdies in his first twelve holes to take the lead and
made pars over his last six holes to hold on for the victory.
He earned $5,000 for his efforts.
2005 Georgia PGA champion, Tim Weinhart from Nuclear
Golf at The Standard Club, shot a two under par round of 70
to finish alone in second place at seven under par. Four-time
Georgia PGA champion, Stephen Keppler of Marietta Country
Club matched Stevens round of 67 to finish alone in third
place at six under par. Second round leader Dano Korytoski
of Orchard Hills Golf Course in Newnan shot a two over par
round of 74 to finish in fourth place. Finishing in a tie for fifth
place were Tommy Brannen of Augusta Country Club and
Gus Barchers of the Country Club of Columbus who were
three under par.
Defending champion, Sonny Skinner of River Pointe Golf Club
carded a two under par 70 to finish alone in 7th place.

Nicole Weller, PGA Named 2013 PGA Junior Golf Leader
Nicole Weller, PGA director of instruction at The
Landings Club in Savannah, Ga., has been named
recipient of the 2013 PGA Junior Golf Leader
Award.
Weller, 41, is the second member of the Georgia
PGA Section to receive the PGA Junior Golf Leader
Award, established in 1988, recognizing the PGA
Professional who is a leader in junior golf and who
reflects the ideals of those who work with youth.
A native of Lakeville, Mass., Weller is a 1994 graduate of Wake Forest University, where she was a member of the
women’s golf team. She turned professional in 1995 and was
elected to PGA membership in 1999. Weller was the 2012
Georgia PGA Horton Smith Award recipient for contributions
to PGA education.
“We are blessed with a talented class of national award recipients who have always represented our Association at the highest
level,” said PGA of America President Ted Bishop. “They have
been natural-born leaders and impact-makers in their respective
fields. Whether it is in the golf shop, on the lesson tee or in
front of community leaders, we are proud that this award class
serves as the gold standard in the industry.”
Recognized both locally and nationally as a youth golf leader,
Weller is a self-published author of “Stick to Sports: Let’s Play
Golf,” (2011), a sticker rewards book for children ages 4 to 8plus, focusing on what Weller said is “rewarding effort, embracing healthy outdoor activities, and challenging individuals to get
into motion.”

“I am excited about where we are going with the
PGA Youth Golf Development program,” said
Weller. “I see us coming together as an industry in
working with youth, much like what has taken
place in tennis. It is important that we keep the
game fun and affordable for families.”
Weller began her golf career at age 4 through her
father, who engaged his daughter in what she described “as year-round fun and challenging games” by playing
golf at a par-3 course near the family home. “We played and
had a great time,” said Weller. “It was where I began my love
for golf and found that many of the same principles I use today
in teaching and training began through what I experienced as a
young girl. My interest in how to engage youngsters began
when I started babysitting in the fifth and sixth grade.”
At age 9, Weller received her first formal golf lesson from
PGA Professional Bob Day, now a PGA Life member, and a
former head professional at Foxborough Country Club in Attleboro, Mass. Weller was co-captain of the Coyle & Cassidy
High School boys’ golf team in Taunton, Mass., in 1990 and
landed a berth on the Wake Forest University women’s golf
team.
Weller went on to earn a master's degree in sport psychology
from the University of Tennessee (1994) and entered into the
golf industry as an assistant professional at Cherokee Country
Club in Knoxville.
In 2012, Golf Digest recognized Weller as one of the “Top 50
Women Teachers,” and that same year U.S. Kids Golf listed her
on its Top 50 Junior Instructor list. She also has been named to
the Top 50 Growth of the Game Teacher roster by the Golf
Range Association of America.
She quickly gained footing as a successful teaching professional
at Fairways & Greens Golf Center in Knoxville and was president and site director for the LPGA-USGA Girls Golf of Knoxville (2002-2004), growing that program from 15 to more than
80 members.
Weller will be honored during The PGA of America Awards
ceremony Jan. 22, 2014, during the 61st PGA Merchandise Show
at the Orange County Convention Center’s Chapin Theater in
Orlando, Fla.
Weller met her future husband, PGA Professional Ty Weller,
when they were completing PGA membership Level II requirements. After they married, the couple relocated to Savannah in
2005, to The Landings Club, where she leads the golf instruction program. Ty Weller is PGA head professional at the Deer
Creek Course at The Landings Club.
“I am fortunate to have learned about growing the game through
shared ideas from a team of coaches throughout my career that
include many great PGA Professionals,” said Weller. Her list
includes Don Law of Boca Raton, Fla., the 2012 PGA Junior Golf
Leader; Rick Murphy of Greensboro, N.C., (1988 PGA Junior
Golf Leader); Rick Grayson of Springfield, Mo., (2011 PGA Junior
Golf Leader); Brendon Elliott of Deltona, Fla.; and Kris Wilson of
Asheville, N.C., president of The Littlest Golfer Inc. “They all
have helped me be a better teacher,” Weller added.
Weller is a member of the LPGA Teaching & Coaching Professionals Division; a member of the SNAG Golf Advisory Board;
the LPGA-USGA Girls Golf of Savannah Committee; the national
PGA Youth Player Development Committee; the Georgia Junior
Golf Committee and Proponent Group Golf. She is a proud
partner with both Little Linksters and The Littlest Golfer and is a
staff ambassador with The Littlest Golfer. Weller is a U.S. Kids
Weller’s background and education in junior golf, sport psychology, golf fitness and competition have allowed her to provide an all-encompassing program for her students.
“You are constantly learning and working toward developing a
fun and comfortable learning environment for both youths and
their families,” said Weller. “My latest work is helping to begin
a League for Moms while their children are in school. The
hope is to develop ‘clover leaf design’ courses that will allow all
golfers, especially youth and families, the ability to play 6, 12 or
18 holes of golf based on time demand and finances.”
Weller and her husband, Ty, live in Savannah, Ga.
Nicole will be honored during the 2013 PGA of America Awards on
January 22, 2014 in Orlando, FL.

Message from Your Player Development Regional Manager
Team Georgia Captures 2013 PGA Junior League Golf Championship
DULUTH, Ga. -- Team Georgia took home the title in the
2013 PGA Junior League Golf Championship, with a narrow 6
½ to 5 ½ victory over Team California. Team Georgia was the
only undefeated squad in the two-day Championship.
All six teams played one inter-conference competition, with
Team Texas claiming third place overall.
The team format of PGA Junior League Golf features nine-hole
matches with points awarded based on number of holes won,
with coaches able to alternate players every three holes, ensuring all team members play.
The PGA of America and League Golf partnered to create PGA
Junior League Golf, which has experienced a 345 percent increase in participation since 2012. This year, nearly 9,000 juniors, ages 13 and under, competed on 740 teams from 160
leagues throughout June and early July.
Much like other league sports, PGA Junior League Golf participants receive team uniforms with jersey numbers. Matches are
coed, two-person scrambles, which reinforces the team concept and limits the pressure on any one player.
The six teams that qualified for the Championship were divided
into an East Conference (Georgia, Virginia, Massachusetts) and
West Conference (Texas, California, Indiana). Teams played
two competitions within their conference Saturday to determine the winner of each conference.
After both teams went 2-0 in their respective conference competitions on Saturday, Team Georgia and defending champion
Team California were ready for a memorable showdown. After
falling just short in the inaugural PGA Junior League Golf
Championship last year, PGA Professional Chuck Scoggins, the
Captain of Team Georgia, knew his team was ready to play for
the Championship again.
The spectacular play by Team Georgia featured the pairing of
Luka Karaulic and Tommy Suh, who went 8-under par over
nine holes.
Davis Love III, the Honorary National Captain of PGA Junior
League Golf who was on site for the Championship Sunday,
was impressed with the overall play and a huge supporter of
the team golf concept.
PGA Junior League Golf is designed to bring young players together to learn the game among their peers and under the direction of PGA/LPGA Professionals serving as team captains.
Parents are also encouraged to play an active role in the administration of matches and leagues, making the Junior League program a family activity with the capability to create another generation of players to enjoy the game. No previous playing experience is required and players of varied skill levels filled out the
teams.

Congratulations go out to Chuck Scoggins for the fine job he did in
coaching his team to victory in the National PGA/JLG Championship
held at TPC Sugarloaf September 6th – 8th. This is a great example
of the many benefits in hosting a PGA/JLG team at your facility.
Chuck Scoggins (pictured left) is the director
of instruction at Hamilton Mill Golf Club in
Dacula, Ga. During his tenure at one of the
Atlanta metro area’s most challenging private
clubs, Scoggins has lead his junior teams to
over 34 tournament victories and has had
more than 32 current and former students
go on to compete in NCAA athletics, with a
total of 24 athletic scholarships. With more
than 20 years in golf instruction, Scoggins is
an expert in golf instruction and game improvement for players
of all levels and is certified in Launch Monitor technology and
club-fitting.
Scoggins received the North Chapter Georgia Junior Golf
Leadership Award in 1999 and 2006, and received the Georgia
PGA Junior Golf Leadership Award in 2000. In 2007, 2008,
and 2009 he was also named as one the Top 50 Junior Instructors in the country by U.S. Kids Golf and was named the as one
of the Top 50 US Junior Masters in 2010. In 2012, Scoggins
was named the PGA Junior League Golf Captain of the Year
and most recently, in 2011 and 2013, he served as Captain of
the National Champions PGA Junior League Golf.
A lifelong golfer, Scoggins became an official PGA Member in
1996 and has devoted his professional career to teaching young
athletes the game of golf. Scoggins received his Bachelors of
Arts degree from Wingate University in 1983 and currently
lives in Dacula, Ga. with his wife, Michelle, and two sons, Leland and Hogan. Outside of work, he enjoys spending time
with his family and playing golf.

eight players will represent Georgia in the 2013 Southworth
Senior PGA Professional National Championship in Leesburg,
Virginia October 10-13, 2013.
The winner of the 2013 Senior PGA Professional National
Championship earns $20,000 out of the $285,000 tournament
purse. The Top-70 finishers (plus ties) after the second round
will advance to the weekend. The top 35 finishers in the National Championship earn a berth in the 75th Senior PGA
Championship presented by KitchenAid, May 22-25, 2014, at
Harbor Shores in Benton Harbor, Mich.

Looking Deeper
The more you study the Rules, the more you come to realize that
they are all linked and work together to resolve any conceivable situation on the golf course. The adjacent photograph illustrates the
importance of knowing the Rules.
Initially, you see that the player’s ball has come to rest adjacent to a
tree root. Looking deeper, you realize that the area surrounding the
ball is covered by plastic netting. Looking even deeper, with the aid
of a tee, you discover that there are other tree roots situated just
beneath and behind the ball.
Let’s examine each of these items in reverse order of discovery. For
the hidden roots, Decision 13-2/27 [Probing Near Ball for Tree
Roots] advises that it is permissible for a player to probe the area
around his ball with a tee or the like to see if his club would strike a
root in the course of making a stroke. Such probing is permitted
provided the lie of the ball, area of intended stance or swing or the
line of play is not improved (Rule 13-2) and the ball is not moved
(Rule 18-2).
The manmade plastic netting is there to protect and promote the growth of grass. By Definition, the netting is an immovable obstruction because it cannot be removed without causing damage. The applicable Rule for relief from this netting is Rule 24-2
[Immovable Obstruction]. This Rule affords the player relief without penalty from an immovable obstruction when a ball lies in or
on the obstruction, or when the obstruction interferes with the player’s stance or the area of his intended swing. In this case, the
plastic netting interferes with the lie of the ball, the player’s stance and the area of his intended swing.
At this point, it would appear that the player is entitled to free relief from the plastic netting under Rule 24-2. However, looking
deeper into this Rule, you encounter the Exception that states, in part, “A player may not take relief under this Rule if … interference by anything other than an immovable obstruction makes the stroke clearly impracticable ….”
When it comes to golf, everyone is different in terms of size, strength, and ability. Thus, what may be “clearly impracticable” for
one player, e.g., a high-handicapper, may be relatively easy for another player, e.g., a Tour player. Therefore, it is necessary to
look even deeper, this time into the mind of the player! Given the situation in the photograph, the question to be answered honestly by the player would be: “If the plastic netting was not there, how would you play the ball?”
If the player answers, “I wouldn’t play the ball due to the nearby roots”, then the Exception takes over because the player has reasonably determined that interference from the roots makes the stroke clearly impracticable. However, the player could then proceed under Rule 28c [Ball Unplayable] incurring a one-stroke penalty by dropping away from the roots within two club-lengths of
the spot where the ball lay, but not nearer the hole. If the dropped ball then ends up away from the roots, but still on the plastic
netting, the player could subsequently obtain relief without penalty from the netting under Rule 24-2.
