Brief Historical Background
Barangay Talahib, formerly known
as Lomboy got it’s name sometime when
the late Tito R. Espinosa became the
Municipal Mayor Talahib was the former
Mayor’s moniker when addressed by his
closed associates. Later Talahib became
Barangay Espinosa, when an assassin
gunned down Tito Espinosa who died in Quezon City in 1995.

GEOGRAPHIC PROFILE
Geographic Location
Barangay Espinosa is bounded by
Masbate Pass in North, Barangay JT
Fernandez in South, Barangay Ibingay in
East and Barangay Bagumbayan in West.
Land Area
Barangay Espinosa has a total land area of 31.3748 hectares representing
0.16% of the total land area of the City of 18,789.23 hectares.

Land Use Trend
As reflected on table 1, land use trend of the barangay is dedicated to only
to government and residential with 55.63% share and 13.92% share respectively.

The demands of the growing population of barangay Espinosa would lead
to the development of commercial establishments and sprouting of new houses
for residential purposes.

Political Subdivision
Barangay Espinosa is an urban
barangay which is composed of eight (8)
puroks.
Osmeña
Colleges
almost
occupies half of Purok 1 and 2. The
National Food Authority is also located in
Purok 4. Puroks 3-7 are mostly residential
areas. Purok 7 is a residential area known
as “waterworld” because it is near the sea
and fishponds owned by private individuals. Every purok is administered by one
(1) councilor with purok presidents in all barangay programs and activities.
Natural Characteristics (Soil
Physiography and Slope)
Type,
Of the total land area, Barangay
Espinosa like that of other barangays in
the city is characterized to have a
physiography and slope in the level of
gently sloping to undulating to rolling to
moderately steep. Bolinao Clay and
Hydrosol are the common type of soil in
the area.
Hydrosol is generally characterized by a brackish aqueous horizon or
surface water ranging in depth from 5 to 100 centi meters or more depending

Most of the purok in the barangay have access to Level III water source.
Only in Purok 7 is not yet supplied by the Masbate-Mobo Water District because
of its distance. Its residents depend on water peddlers, which sell P7.00 per
container, to supply their consumption. At low tide, they sourced-out water from
Barangay Bantigue, which can be reached by boat. No springs or river is present
to provide for their water needs.
Natural Resources
Barangay Espinosa is along the coastline, and its coastal resource is
considered one of its resources. However, due to rampant throwing of garbage in
the coast, it is slowly deteriorating. Years before, its coast has mangroves but
has been depleted due to lack of awareness on environmental management of
the residents.

DEMOGRAPHY
Population Size, Number of Households and Population Growth
As of 2005, the total population of the barangay is 339 with 742
households. It has a mean household size of 5 members. It is the third highest in
population among the barangays in the city following Barangay Nursery and
Barangay Ibingay respectively. Annual population growth rate runs on 0.033% in
2000-2005 and 0.016% in 2005-2010.

The table above showed that Purok 07 has the highest household
population with 232 members. On the other hand, Purok 02 has the lowest with
133 household members.

The table above showed that the barangay has relatively high population
who are active in the labor force comprising of 1473 members as compared to
the young population who are considered to be dependents.

Population Density
The actual population density of the barangay is 10,398 for 2005. By the
year 2010, it is projected to increase at 26,025.98 persons per square kilometer.
This is due to the rise of economic activity, hence populace opt to reside in this
barangay.
Fertility: Child-Woman Ratio
Fertility rate refers to the number of children that the average woman will
have in her lifetime.
Barangay Espinosa has a 0.54% or 54 children aged 0-4 to women of
reproductive age (15 to 49 years old) child to woman ratio. This ratio reflects that
fertility among women is relatively high. This scenario would reflect that there will
be a significant increase in the population with more women are capable of
conception vis-avis giving birth.

INFRASTRUCTURE AND UTILITIES PROFILE
Roads
Only few puroks are adjacent to
concrete city streets such as Mirasol,
Osmeña and Danao Streets. Most of the
puroks are interior and can be reached
using the concreted interior pathways.
The pathway connecting Mirasol Street to
Puroks 1 to 4 is widened to 3 meters to
accommodate tricycle and four-wheel
vehicles. However, due to some problems in the road right of way, portion of this
pathway was not completed. Some pathways connecting to different puroks are
rough and need to be rehabilitated.
Drainage and Sewerage
Natural drain is directly release to the bounded sea of the barangay.
Drainage system is considered narrow and limited in length. In fact, existing
drainage needs further rehabilitation and dredging since some areas are flooded
when heavy rains occur particularly in Puroks 5-7.

Water
Before the operation of Level III,
majority of the residents of the barangay
depends on deep wells. In fact, when
Masbate-Mobo Water District was not yet
on its operation, majority of the urban
residents depend on barangay Espinosa
deep wells. Water peddling is the main
medium of water source to homes. At
present, deep wells of the barangay,
either private or public, still serve the majority of the populace.
The water supply sourced from MMWD is considered to be safe for
drinking. Although there are times when it the water is influenced by a salty taste
or particles due to pollution, it is in general of good quality. For the population
who are dependent on deep wells and shallow wells, proper care must be
exercise to make it safe for drinking. Since, the barangay is surrounded by sea,
limestome formations where calcium carbonate is the major content, the water is
definitely not potable. Other susceptibility of water is the pollution caused by
activities of man and animals. These sources of water are utilized for domestic,
agricultural and industrial purposes of the populace.
As reflected on table 6, 15% or 110 households don’t have access to safe
water. This is a minimal reflection of the population who are more likely to be
vulnerable to water-borne diseases.

Electricity
Majority of the populace enjoy power
connection from MASELCO, round the clock.
However in the interior part of the barangay found
mostly in Purok 7 (water world area), there is no
power source.

Communication
Some residential houses and most commercial establishments still
subscribed from telephone communication served by PLDT. Cellular phone users
are enjoying signal from Globe, Touch Mobile, Smart, and Talk and Text. PILTEL
and SMART main telecommunication equipment are located in this barangay.
Internet Service Provider (ISP) powered by PLDT is existent. Philippine Postal
Office served the mailing activity of those who still avail the snail mails.
Two local cable companies offer cable TV connection, which proffer at
least 40 channels. For households who cannot afford these, GMA 7 and ABSCBN can be viewed vividly in their television at home. Music, news and other
radio programs can also be listened from local radio stations. Thus,
communication is highly accessible in this barangay.
Transportation
Almost all modes of land transportation are present in the barangay.
Tricycle is available anytime at cost of Php 6.00 as of 2006, within the urban
center.

ENVIRONMENT PROFILE
Solid Waste Management
Solid wastes within the barangay
are primarily composed of domestic
wastes such as food waste, leaf litters,
and non-biodegradable materials like
plastics, cans, boxes, etc.
The garbage collection of Masbate
City is roaming everyday to collect the
garbage on every purok of the barangay.
However, in some areas like Espinosa
Interior, which is not accessible by the
garbage truck collector, the residents dispose in open pit and burn these wastes
practically at their backyard. There are also some households who practice
recycling and composting.

SOCIAL PROFILE
The programs of the city government are geared towards poverty
reduction. Developmental social programs and projects are being conceive to
provide quality education, better health care, security, and empowering all
sectors of the society.
Education
The greatest challenge of the
Department of Education is to provide
quality education among children in
elementary and secondary level with the
cooperation of the LGU. It may seem
elusive but it can be achieved through
provision of programs and projects
anchored on academic excellence and education for all.
Espinosa Primary School is the only primary school present in the
barangay. This is a newly-constructed school which is operating for five years
now. As of 2005, this school doesn’t offer yet grade level six. It caters to children
6-12 years old. However, there are children above 12 years old who still avail
elementary education. This school is complemented with1: teacher-classroom
ratio and approximately 1:27 teacher-pupil ratio. Performance indicators of the
elementary school also reflect that it has a participation rate of 76.58%,
graduation rate of 85.96% with almost 0% drop-out rate. Other indicators are
found on table 13. Other children from this barangay go to Jose Zurbito Sr.
Elementary School or Amancio Aguilar Elementary School
The facilities of Espinosa Primary School in terms of its classrooms are
good which were constructed by the DPWH, LGU-Masbate City and Chamber of
Commerce. However, other school facilities that are deemed necessary for the
total development of the children are lacking. Absence of library room, industrial
arts, agriculture and H.E. rooms, laboratory, school clinic and insufficiency of
toilets are setbacks in the educational system of the school. Thus, there is a
need to install/construct such facilities in order to provide better learning and
hands-on experience of the lessons being taught to the school children.
A private tertiary school is also located at the barangay. Osmeña Colleges
is one of the oldest colleges in the province owned by Peliño family. Aside from
the elementary and secondary education, it also offers four degree courses such
as education, commerce, secretarial and computer related subjects. They also
offer masteral courses for Education and Public Administration.

The pre-school need of children ages 0-6 is provided by the two day care
workers who hold morning and afternoon sessions. Other children avail
preparatory education at private preschool situated in different barangays.
Although, the barangay is a poblacion one, the accessibility of elementary
and secondary education poses a main problem of the barangay. Barangay
Espinosa has 177 children (6-12 years old) or a proportion of 31.70 who are not
attending elementary education. For secondary or high school, a total of 148
children ages 13-16 years old or a proportion 42.90% who are not attending
secondary education. This concern is brought about by poverty wherein families
with income below their basic needs cannot afford to pay the expensive fees the
school is collecting.

Literacy
The barangay is considered to have a “high level of education” with a
literacy rate of 94.80%. This implies that most constituents have the ability to
read and write. Of the 4637 total population of 10 years old and above, 5.20%
are not literate or 129 individuals are not able do simple reading and writing.
Basic literacy course under the Alternative Learning System (ALS) is the DepEd
program in cooperation with the city government to address illiteracy in the
barangay.

Health
Barangay Espinosa has one (1) Barangay Health Station (BHS) with one
(1) midwife and two barangay health workers assigned to monitor and conduct
immediate health services of the residents. Barangay health personnel are
assisted by doctors, nurses and dentist from the city once a month to carry-out
medical services and implement health programs and projects. The health
station/center is equipped with table and cabinet. This signifies that lack of basic
health apparatus and equipment as well as medicines are the main problem of
the barangay’s health sector.
Other residents usually sought medical care and attention at private
hospitals like Clinica San Juan Clinic and Masbate Medical Group Hospital
(MMG) and at the Masbate Provincial Health Office; all are located in the
poblacion. Most of the programs of the city health are accessed in the barangay
health station like immunization and “operation tuli” (circumcision).
Morbidity rate of Barangay Espinosa falls at 0.2% or 350/1000population
and Mortality rate is 0.5% or 20/1000 population.

Malnourished children are very minimal in the barangay as reflected on
the CBMS. It has a malnutrition rate of 5.50%. Majority of the children below 5
years old in this barangay are healthy and have sufficient food and nutrition
intake.

Health is likewise concern with the use of contraceptive among couples in
Barangay Espinosa. The barangay has 709 couples. Of the said number, only
119 couples are practicing family planning methods. Among the enumerated
methods below, the majority use the pills. The pill is only used by female partner.
Other family planning methods used by couples in the barangay are enumerated
in table 20.
With small number of couples engaged in family planning method as then
data reflected, there is a big possibility that the population will continuously
increase. Thus, advocacy on responsible parenthood, proper care for children,
etc. is needed. This is necessary to help parents realize their important roles to
their families.

Out of 709 households in 2005, only 138 or 18.60% do not have access to

that their community is situated near the sea where they can just discriminately
release their human waste. On the other hand, households in Purok I and VI
have more households with access to sanitary toilet facilities.

Social Welfare
Improved quality of social services is one of the major concerns of the city.
It aims to provide all the essential needs of the people particularly to those who
are underprivileged. Social services are geared to reach even the remotest
barangay of the city. Services such as family counseling, gender and
development, pre-marriage counseling, day care services, senior citizens, and
self employment assistance and emergency assistance are provided.
On one hand, for the children’s welfare, two (2) day care centers are
presently existent in the barangay with two (2) day care workers found in Purok I
and Purok VII respectively. One section has 30 enrollees and the other one has
25 enrollees. There are three community organizations present in the barangay.
These are Women’s Organization, Senior Citizen and Youth Organization
(MCYC). These organizations remained strong and continue to help in
empowering women and youth alike and support to elders. However, there are
residents who are affiliated with various religious/family organizations stated in
the religious sector of the SEP.
Intervention to persons with disability is also a main concern of the social
welfare. The barangay has a total of 44 physically challenged individuals.

Housing
Based on Community Based Monitoring System, the actual count of
household belonging to informal settlers in this barangay is only 1.20% or 9 out
of the 709 households. It shows that majority of the residents own their houses,
others are renting.

On the other hand, there are 37 houses made of makeshift materials.
Presence of such houses in the barangay is an indication that the residents do
not have durable housing within the next five years. Barangay Espinosa has a
proportion of 4.20% households living with makeshift materials.
The barangay has many boarding house which serve as a temporary
home for students from other municipalities of the province going to college
because of its proximity to Osmeña Colleges and Southern Bicol Colleges.

Protective Services
To maintain the peace and order of Barangay Espinosa, it has about 7
police personnel or “barangay tanod” and the Barangay Unified Force (BUF).
BUF is deployed to augment the barangay’s protective services particularly at
night. These police personnel are only equipped with nightstick (batuta)
paraphernalia. Hence, the barangay officials should purchase additional police
paraphernalia to effectively implement the peace and order within the barangay.
Barangay Espinosa has an organized barangay justice system
represented by their corresponding Lupon. The presence of barangay justice
system shows that crimes committed by individuals can be easily settled at the
barangay level. This is mirrored by the very low crime rate of 0.10%.

Sports and Recreation
One of the programs of the city government is to provide recreational
facilities in every purok for the development of the youth. It is also a mechanism
that will veer them away from vices.
The barangay has various recreational facilities which can be accessed by
the populace like basketball court, billiard hall and videoke bar. Other
recreational place residents go to is Masbate Sports Complex and Masbate
Social Center which is located in its closest neighbor barangay, JT Fernandez.
The common sport played by the youth and adults alike is basketball. This
activity and other form of recreation encourage the people to be more productive,
thus spared them from drug addiction and other delinquent activities particularly
on the youth.
Religion and Culture
The people of barangay Espinosa is predominantly Roman Catholic. St.
Anthony de Padua and Iglesia Ni Cristo, located in two adjacent barangays, cater
to their followers. A chapel for Basic Ecclesiastical Community (BEC) is located
in Purok 3. Adjacent to this chapel is a sister’s convent. There are many
residents who are affiliated with church’s organizations like Divine Mercy,
Couples for Christ Family Ministries, Neo Catechumenal Way, Mother Butler, and
Catholic Women’s League
The barangay celebrates its annual fiesta in honor of Our Lady of Fatima
during the 27th and 28th of February. Numerous activities are initiated to attract
visitors from other barangays. The traditional coronation of selected matron, lady
and baby queens are one of the highlights of the event. The traditional dancing
which is the long-awaited event of the ladies and gentlemen follows after the
coronation. This is often the rendezvous of sweethearts and the venue for
courtship.

ECONOMIC PROFILE
Employment
Majority of the residents are
working in the government or employed in
private institutions. Some are skilled
workers
working
in
construction,
machinery, craftsmen, and similar jobs.
Some of them prefer to work in the city
and province while others chose to work
in urban areas like Manila, Cebu and
Legazpi.
Unemployment rate of Barangay Espinosa constitutes 23.50% or 256
members 15 years old and above who are active in the labor force with Purok 7
obtaining a highest percentage of 18.55% while Purok 3 has the lowest with
6.06%.
This data on unemployment reflects that there few livelihood and job
opportunities are tendered for the residents of barangay Espinosa. In addition,
the residents who should be active in the labor force may be lacking in skills
needed for work.
