THE OBJECTIVES
The overall objectives of the
Programme are basically to
improve mutual awareness
and understanding of the
respective environmental
agenda of Asia and EU; and
to achieve high environmental
standards in the urban areas
of Asia through exchange of
best practice, expertise and
information between the two
regions.
THE ACTION
The
project, “Sustainable Production
and Consumption as the Longterm Solution to Reduce Urban
Environmental Degradation –
Developing a Reference
Framework for Electrical and
Electronic Products”, or The Action,
intends to establish a reference
framework that will link the roles
and contribution of all stakeholders
in the supply demand chain of
electrical and electronic products
that include manufacturers, retailers
and consumers.

GENERAL PRINCIPLES

1.
Environmental labels and declarations shall be
accurate, verifiable relevant and not misleading.
2.
Procedures and requirements for labels and
declarations shall not be implemented such as to
create unnecessary obstacles to international
trade.
3.
Labels and declarations shall be based on scientific
methodology that is sufficiently thorough to support
the claim and produces results that are accurate
and reproducible.

GENERAL PRINCIPLES OF ECOLABELLING

Information on the procedure, methodology and criteria
used to support labels and declarations shall be
available and provided upon request to all interested
parties.
5.
The development of labels and declarations shall take
into consideration all relevant aspects of the life cycle
of the product.
6.
Environmental labels and declarations shall not inhibit
innovation which maintains or has the potential to
improve environmental performance.

GENERAL PRINCIPLES OF ECOLABELLING
7.
Any Information demands shall be limited to those
necessary to establish conformance with the applicable
criteria and standards.
8.
The process of developing labels and declarations
should include an open, participatory consultation with
interested parties with reasonable efforts to achieve a
consensus throughout the process.
9.
Information on the environmental aspects of products
and services relevant to a label or declaration shall be
available to purchasers from the party making the
environmental label or declaration.

Evolution of Eco-labelling in Malaysia
1992 - Formation of a National Advisory Committee on Eco-labelling
under the national standard infrastructure managed by SIRIM.
1994 - ISO formed the Technical Committee on environmental
Management, ISO TC 207. The National Advisory Committee on
Eco-labelling was changed to Industry Standards Committee on
Environmental Standards.
1996 -
SIRIM QAS International launched the Environmental
Management System Certification Scheme.
1999 - Industry Standards Committee on Environmental Standards
assumed the role of the national mirror committee to TC 207 and
was renamed ISC Z on Environmental Management.
