What’s News
UBAC has decided to start a monthly
newsletter! The reason for this is to
keep us all connected and up to date
with what is happening in our
company and with our staff.
The newsletter will give you some
“inside info” of what is happening on
our various projects, and we will find
out what our various departments
have been up to.
You will also be able to find staff
related matters here like, who is new,
and who will be leaving, upcoming
events, birthdays, and hopefully some
interesting stories!
In this issue you will find details on
our recent CSI Project, the
professional photographs that were
taken.
We also had our first social gathering
that will be taking place

A Note from Edward....
Hi! and welcome to the first edition of our
monthly newsletter. It’s hard to believe that it is already endOctober..where did the year go? Last year at this
time European leaders had agreed on how to resolve the
Eurozone crisis, Libya’s Muammar Qaddafi was captured and
killed, and UBAC had just commenced our MFIP assignment
with National Treasury. As the threat of a slowing world economy continues as
evidenced by the decreased economic growth rates of India,
Brazil and China, a non-unified Eurozone, an increase in the
number of strikes occurring here in SA, there is no doubt that
the next few months will not be easy. However, organisations
with great and hard working people will strive despite such
hardships. Let us all maintain the high level of effort required
to ensure that we continue to contribute positively to
transformation, service delivery and sustainable growth. Thanks for all your efforts !

SOLVE THE RIDDLE...
Two convicts are locked in a cell. There is an unbarred window high
up in the cell. No matter if they stand on the bed or one on top of
the other they can't reach the window to escape. They then decide
to tunnel out. However, they give up with the tunneling because it
will take too long. Finally one of the convicts figures out how to
escape from the cell. What is his plan?

What is happening in our departments...
Municipal Support
Risk Management
We are currently undertaking a Performance
Audit on the Expanded Public Works
Programme (EPWP) in KZN. A performance
audit is an independent auditing process
aimed at evaluating the measures instituted
by management in ensuring that resources
have been acquired economically, and are
utilized efficiently, and effectively.
The EPWP is a nation-wide programme that is
aimed at the reorientation of existing public
sector expenditure to draw the unemployed
into productive work, so that workers gain
skills while they work, and also increase their
capacity to earn an income.
We are also currently engaged in an IT review
of the Biometrics system at one of our clients. Our focus is on assessing the inherent risks
associated with the Biometric system
including evaluating the adequacy and
efficiency of security controls. The Risk Management guys are
actively pursuing opportunities both
locally as well as Nationally and we
anticipate being successfully
awarded a few engagements to
assist clients with their risk
management needs.
The ultimate objective of the MFIP is to create
and/or build the municipality as an Institution to
plan, implement and manage the work output on
financial management and service delivery.
The key to achieving and sustaining effective
functionality of the Institution are the municipal
officials; who must be equipped to demonstrate the
right knowledge, technical and skills capability to
achieve the results and performance of all
disciplines required of the MFMA.
Currently, UBAC is managing twelve municipalities
through this programme, covering five Provinces.
This programme, which is managed on behalf both
DBSA and National Treasury, commenced in August
2011 and is expected to run over the next two
years. National Treasury, who has a physical
presence in each of these affected Municipalities
through the MFIP Advisors, receives feedback on
monthly progress.
Our Advisors are currently busy with the external
audits at the various municipalities; the sole
objective being to improve the 2011/12 audit
outcome; given of recent that the Auditor General
has taken Municipalities to task for unfavorable
audit opinions.
The MFIP, which incorporates both Institutional and
Financial Support, is clearly a recipe for
Operation Clean Audit.
UBAC enjoys the continued working
relationship with both DBSA and
National Treasury, and remains
committed to availing its undivided
attention and specialist resources to
this invaluable programme.

Our CSI Project - Mariannridge Primary School
Mariannridge is a community situated near Mariannhill, about 10km outside of the Pinetown District.
Mariannridge Primary School was built in 1979, the school was built to accommodate 600 learners, and has over
the years based on the needs of the community, expanded it’s intake to presently accommodate 1500 learners.
UBAC
assisted this school with it’s “Peace Garden” Project. After a bit of “touch and
go” with the rain, the day was a huge success. We spent the day at the
school with some of the local children that attend the school, building
and painting fences, setting up tables and planting flowers. This
garden will be used for education purposes and for the
students to receive counseling in a beautiful, peaceful
environment.
A big thank you to everyone that took the time to assist with this very
worthy project! Great job team!!!

On 28 September 2012, there was a lot of excitement in the office, there was
a hustle and bustle of people running around, putting up pictures and
setting up flowers, ladies doing their hair and touching up their lips, and
gentlemen straightening their ties.
