Let’s make 2016 a special
year for Herongate and
Ingrave villages
This edition of our newsletter holds lots of information about forthcoming events for
this summer. What with our busy lives, the recent green belt consultations, a
pending EU referendum, traffic irritations, tragic events around the world, and other
pressures we have had to contend with, now is the time to join together in fun and
celebration.

USING FACEBOOK TO VIEW PARISH COUNCIL INFORMATION
You may be aware of 2 Facebook sites with similar names, currently active within Herongate and Ingrave.
They are:
‘Herongate and Ingrave Parish News’, (HIPNews) web address https://www.facebook.com/
groups/823528831027428/
‘Herongate and Ingrave- Save our Villages’. (HI-SOV) web address https://www.facebook.com/
groups/788394311197472/
It has come to our notice there has been some confusion about who is the administrator for both or either site,
who can use them, what control is in place to monitor information for accuracy etc.
Both sites have the interest of the neighbourhood and residents in mind. However, they do come from two
entirely different sources.
Herongate and Ingrave Parish Council is the source of HIPNews. This Facebook is a Closed Group. On its front
page it states “This page has been set up by the members of the Herongate and Ingrave Parish Council, to help
keep people up to date with local and wider issues and events.
This is the link to HIPNews Facebook
It was started as another method of communicating to residents on affairs and events that directly affect our
neighbourhood. It links from HIPC website, providing information stemming from public meetings, or directly
from Brentwood Borough Council, or Essex County Council, that needs to be shared with the residents. Public
are, of course, entitled to respond to these items. It is not meant to be a debating platform, and for a valid
reason.
All debates and opinions that a Parish Council wish to have or make about council matters, should only be
debated at public meetings, to be minuted and voice recorded, as per the regulations we operate under, ie local
government legislation. Any statements have to be clarified via the Parish clerk.
HI-SOV Facebook is entirely different. On its front page it states: “This group has been put together to inform
local residents of any planned building proposals (Dunton Garden Suburb). Details of any consultations etc.
which will affect Herongate/Ingrave residents & predominantly protect our Greenbelt”. It was created by a
resident/s for the purposes of discussion, chatting, campaigns, and sharing information that may or may not be
totally relevant to the neighbourhood. Like other Facebooks, HI-SOV can be very relaxed, open and vocal. It has
led the Save Our Green belt issue, and a campaign to reduce traffic speed. Some of the comments have been
informative or blunt, some of the expressions ‘fired from the hip’. But, ultimately, members of it are
accountable only to themselves, though overseen by the administrator who manages it.
The problem that has arisen for the Parish Council is, some residents believe that the comments on HI-SOV are
coming from Parish Council, or that councillors should be engaging with HI-SOV Facebook in their official
capacity.
Of course, Parish Councillors who wish to participate on HI-SOV as a resident, have the same right to do so as
anyone else. But it is important to understand that in a professional capacity a Parish Councillor’s comments
would need to be restricted to repeating news items from our own Facebook, HIPNews.
Monthly Parish Council meetings are the forum for public questions, debates and propositions. The Council
welcomes all residents to our meetings; the dates, times and venues are listed on our website and in this
newsletter.

APPOINTED TO H&I PARISH COUNCIL
CHAIRMAN’S REPORT 2016
On February 24th I was co-opted
to join the Parish Council. As a
newly appointed Councillor I
thought I might tell you all a
little about myself as an
introduction to who I am, what
my aims are.
Now 58 years old I have lived in
Brentwood for 22 years and in
Herongate for 18 months. I am
a retired police officer having
served with the Metropolitan police for 30years. I work
part time now as a London Black Taxi driver and as a
Taxi Tour Guide
I love the village and the community feel it has,
and am passionate about our green belt and road
safety. Since moving to Herongate I have supported
my wife Jane in the 20's Plenty Campaign to reduce
traffic speed, and have been active in challenging the
development at Hillcrest.
As far as hobbies and interests go, I am interested in
the history of London, and you can also see me
walking my dog Marley, a cocker spaniel, through the
village and its many green areas.
I am looking forward to working with the Parish Council
promoting local matters whenever I can throughout
the area.
As a Councillor I have been allocated the following
area of responsibility:

The past year has seen a considerable amount of
concern over the threat to green belt by development
within the boundaries of Brentwood.
Following Brentwood Borough elections and a change
of administration, residents were invited to participate
in another local development plan consultation
process, to establish what we wanted or did not want,
for the future of housing and development in
Brentwood, especially Herongate and Ingrave.
This consultation is an ongoing process and to date we
are no further forward in knowing what Brentwood
Borough Council’s decision will be regarding the
building of 5600 homes.
Earlier this year we received notice of an intended
Lower Thames Crossing. There were several routes
suggested, and residents were consulted about the
viability of one route over another.
Needless to say many of us were against any crossing
that ran too close Herongate and Ingrave.
The Parish Council have responded to both
consultations, strongly objecting to green belt
destruction, and a Lower Thames Crossing.
Hillcrest’s planning application for flats and carparking at the school, was finally rejected by the
government inspectorate. It was judged to have no
‘special circumstances’ to warrant this development.
Policing has been reduced in Brentwood, including the
removal of our PCSO. However, plans are afoot to
house police contact points in the Town Hall and
library.
Parish Councillors have been allocated areas of
responsibility – see page 17. This means residents
can contact their nominated councillor to discuss
concerns and issues.
The Parish Councillors are looking forward to an
exciting year celebrating the Queen’s 90th birthday. We
hope you can all make the street party – see page 20.

More Progress on the Broadband Front
Since the last Newsletter was published there have
been a number of announcements from Superfast
Essex affecting our area. These include an updated
schedule for the implementation of Superfast
broadband in the various parts of our villages and
some details of possible approaches to the problems
of the more remote areas.
The Schedule:
All parts of our two villages will be provided with a
minimum broadband service of 2 Mbs (megabits per
second) before 2020.
Herongate north and east, will have fibre broadband
available by June 2019. This is a major step forward
because, until this announcement was made, there
were no plans at all for Herongate to be upgraded.
Herongate south will be offered fibre broadband by
the end June 2016. The two parts of Herongate are
defined by the BT cabinet through which your
telephone is connected to the exchange. The two
cabinets involved are, for the south, cabinet 10
(located to the left of Brentwood Road going towards
the A127, adjacent to the Button Farm boundary) and
for the north and east, cabinet 1 (located on the
green at the Billericay Road junction with Brentwood
Road). At the time of writing cabinet 10 has not yet
“gone live” but the fibre cabinet is in position and
cabled up. A poster saying that fibre broadband is
now available will be affixed to the new cabinet to
indicate that, should you wish to, you can now apply
to install superfast broadband from the ISP you
choose.
New possibilities becoming available:
Satellite Broadband
Essex Superfast have combined with Broadband
Delivery UK (the Government Organisation driving
forward the improvement in broadband throughout
the UK) have launched a satellite broadband service
that will become available very soon. The targets for
the service are those businesses and homes that are
unable to take advantage of the present fibre and
copper linked service being currently installed, due
usually, to the remoteness of the location.
Fibre to the Premises:
Essex Superfast has sponsored a pilot project in
eastern Epping District to test the practicality of
linking the broadband service directly to a business
or home; the slow final copper links would be totally
removed using this approach.
The broadband
service resulting can be lightning fast with better
reliability thrown in. The pilot is not so much testing
the technology involved, this is well understood,
rather the economics and practicality of the
approach is under examination. The pilot project will
start to produce results very soon. Provided the
results are as hoped it would not be long before this
becomes an available solution for providing a first
class broadband almost irrelevant of location.
It should be noted that both new possibilities are
likely to be more expensive than the current fibre
plus copper solution.

20’s Plenty Campaign - Report
As you may be aware, there has been a campaign
running for the last year to get Essex Council to
reduce the speed limit within the villages. Many of
you signed a petition last year, which was submitted
to the Highways Panel.
When I took up the role of Co-ordinator for the
campaign, I quite frankly didn’t know where to
begin. So my first port of call was the local Parish
Council who were able to point me in the right
direction in terms of who to approach. I thought
Healthcare was full of bureaucracy, as that is my
background. But I clearly wasn’t prepared for the
Council’s! Wading through who does what and who
you can actually get to talk to was a minefield in
itself. Slowly I have been able to get some people on
board. What I do appreciate now, is why people give
up, there are too many hoops to jump through and
you have to be very persistent. However, the
Casualty Reduction unit proved to be very helpful
and carried out two speed surveys on our behalf,
one in Herongate and the other in Herongate Tye.
These showed speeds that were on average over
30mph, which was not a surprise to me and just
confirmed the very real concerns residents have
about the safety of the villagers. The Parish Council
and Borough Cllrs from various political parties have
also got behind the campaign, which is reassuring.
I attended a meeting with the Local Highways Panel
(LHP). At the meeting, supported by Cllr. Hirst I
explained what I felt was making the villagers feel
unsafe; this included speeding vehicles, narrow
pavements with little or no depth to them, and
HGV’s. I also asked they consider average speed
cameras, flashing ‘wig wag’ warning signs and
variable speed limits outside the school.
Cllr. Johnson who is the Lead for the Panel rejected
the call for a 20mph limit despite evidence being
presented to him, which shows the overwhelming
benefits of introducing such a limit. However, it was
agreed by him to send down an engineer to assess
the main road. This has now been carried out.
Bizarrely, as a result of this site visit, they have
suggested that the residents could give up some of
their front gardens and driveways so that the
footpaths could be widened. This would also involve
moving telegraph poles and lampposts. So they
would be in favour of spending months, maybe
years digging up gardens, moving boundaries and
highway furniture, the cost of which must be
extortionate or they could just paint a few signs with
the number ‘20’ on it!! Much cheaper I would have
thought.
Back to the original request, of 20mph (variable or
otherwise), this would be cheap to implement, is
evidence-based, and works very well on many A roads
in other parts of the country. It actually keeps the traffic
flowing, reduces pollution, considers the needs of all
residents and is compliant with the Disability
Discrimination Act 1995.
It’s sad to say, that LHP, in particular Cllr. Johnson
appears resistant to progress in this regard, and
unfortunately he has the final say. The road is already
at capacity and with the plans for 1000’s of new
houses due to be built around the villages, the new
Lower Thames Crossing and road extension proposal to
link up with the A127, it is inevitable the through traffic
is going to increase substantially
I want to thank those residents/Cllrs. who have helped
with the campaign to date, collecting signatures,
spreading the word and posing for various photos with
Zebras!! Thanks also to Zac the Zebra of the charity
BRAKE and of course the help received from the
nationwide 20’s Plenty. With their help the aim is to
continue putting on the pressure until we are able to all
feel safe going about our business within the villages.

Herongate Village Stores- Costcutters
The opening of the village store in Herongate has
proved to be a busy time for Vichu Manivannan and
his wife Fathima. As all working parents know,
organising a family and managing a business takes a
lot of energy, enthusiasm and planning to make it all
work successfully. So having had previous experience
and knowledge of running a convenience store has
been extremely useful.

People asked for these services and we are going to
offer them.”
When customers request specific products Vichu and
Fathima try to stock them. Whether you are looking
for a particular brand or new line, wine or bread, tin
goods or fresh, just ask and every effort will be made
to stock it next time. All you have to do is write it down
or take a photo of the label and leave your request
with the staff.
Vichu and Fathima opened their first store in Ilford in
2010. But the lure of countryside and joining into
community life encouraged them to move out to
Hanging Hill Lane in 2011, then Herongate in 2015,
with 2 new Costcutter stores. Today the whole family
live close to their businesses too.
“A village shop is important to everyone locally. It is
there for their convenience and it is our aim to meet
their needs. But passing trade is also important. We
want to serve these customers too.”
“I love the quiet of the area compared to Ilford.
Walking in the woods with our 2 children, especially at
bluebell time is lovely. I love bluebells” Fathima said.
“Our children have settled in well to the local school.
Having my mum, Kadijah, to help us look after the
house and children is a real bonus. We can put a lot
of energy into running our business to a high
standard, knowing our home-life is well organised by
mum.”
There will be a lot of local events in Herongate and
Ingrave during 2016; Queen’s 90th birthday
celebrations, hog roast, flower shows and so on.
Vichu and Fathima are keen to be there and look
forward to their family participating in these
community get-togethers.
Fathima said “We feel part of the community now”

Vichu and Fathima endeavour to offer a good service
to their customers, which in their view is a priority.
The Post Office unit in Herongate’s village shop will
soon change hands from its existing owner, and will
be also managed by Fathima and Vichu. Keeping the
Post Office service is vital to our community and
Fathima is aware of this so looks forward to this new
venture.
The residents want to keep the village shop. Driving
into Brentwood for milk or bread, tea bags or postage
stamps, isn’t always an option or practical. A number
of residents no longer drive so carrying shopping on a
bus is difficult. Vichu and Fathima are keeping the
shop as well stocked as possible. So let’s do what we
can to keep it viable for them. Use it or lose it!

New dog microchipping laws from April 2016.
Dog owners are reminded that they should have microchipped and registered their pet since a new law came
into force on 6 April 2016.
The new law is part of the Microchipping of Dogs (England) Regulations 2015 and makes it compulsory for all
dogs over the age of eight weeks to be fitted with microchips, registered to an approved database and for the
details on the chip to be kept up to date.
The microchip is the size of a grain of rice and will be officially registered with an approved microchip database,
which holds information about the dog and its owners contact details.
Failure to get your dog microchipped and registered could result in you being issued with a notice giving you 21
days to get your dog chipped. If this isn't complied with, this could result in a £500 fine.
The new measures are to help protect dogs that may become lost or stolen as well as to tackle vicious or illegal
dogs.
You can get your dog microchipped by going to your local veterinary practice, or for free when you book an
appointment with the charity Dogs Trust (visit www.chipmydog.org.uk/have-your-dog-chipped-for-free/events-bylocation/ ).
Brentwood Borough Council's Chair of the Environment and Housing Management Committee, Councillor Chris
Hossack, said: "Microchipping gives peace of mind to dog owners that your pet will be returned home if they
ever become lost or are stolen. Collars and tags can become lost or removed, but microchipping is a permanent
way of identifying your pet.
These new rules also aim to deter thefts and help vets to contact owners in emergency situations - we are
urging owners to keep their contact details up to date.”

Victim Support need your help!
We need volunteers to help us offer
our service.
Dear Neighbourhood Watch Co-ordinator / Member
,
Brentwood Community Print (BCP) provides a safe and
caring environment for people in recovery from mental
ill health.
We need your help. Victim Support also work in
partnership with Essex Police. The Victim Support
charity is built on our volunteers - without them we
couldn't continue to do all the positive work for
victims of crime.
Through our print and graphic design business we
deliver supportive work-skills training helping people to
get their lives back. People suffering from anxiety and
depression often feel they have nowhere to turn
having low self- esteem and lacking confidence. BCP
helps people to re-integrate into the community,
empowering them to re-discover their talents through
involvement in the day-to-day work of our print shop.
We offer emotional support and advice to victims
suffering as a result of crime. As a Victim Support
volunteer, you will be trained to support victims from
the first time you meet them until they feel strong
enough to move forward on their own. You will listen
to their concerns and make sure that their needs are
met. If you can spare four hours a week of your time
to help us, you will be providing a valuable service to
your community.
Over one third of the people who have received
support from BCP are now in employment and no
longer dependent on state sickness benefit.
You don't need qualifications or previous experience
of this kind of work to volunteer for Victim Support.

Important Changes to the Local Bus
Service Network in Essex from 10th
April 2016
From the 10th April 2016 there will be important
changes to many of the routes, timetables and service
numbers of bus services in Essex.
Passengers, particularly those using the bus to go to
school or work, are strongly recommended to check
for the revisions using the National Traveline Service,
available at: www.travelinesoutheast.org.uk shortly
before undertaking their journey, so that they are
aware of any changes that have been made.
The majority of dedicated school contract services,
which are not open for use by the general public will
not be affected.

108 YEARS OF FOOTBALL IN HERONGATE & INGRAVE
On the 12th March 2008, through the auspices of the Brentwood Gazette and its parent publication the Essex
Chronicle, Herongate and Ingrave issued a challenge. Could any other village in Essex boast both Cricket and
Football teams with a combined history of over 250 years? This claim was never challenged and our “record”
has now risen to 274 years of Sport in our villages; 108 years for Herongate Athletic Football Club (HAFC) and a
truly remarkable 166 years for Herongate and Ingrave Cricket Club (HICC).
Nothing stays still these days, none more so than Sport, and the time when team sheets would be hand-written
and posted on the wall of the Green Man, Old Dog or Boars Head are long gone. It is now the unholy trinity of
texts, twitters and tweets that brings teams together for their weekend performances.
There have been a few highlights since 2008, HAFC have achieved the Football Assoc. Charter Standard Club
status, and developed a Saturday Soccer School. HICC were instrumental in staging the very successful Fete
that supported the Olympic Torch being carried through our villages; another Sport related feat that few other, if
any, villages in Essex can lay claim to.
Important though it is to look forward and anticipate, it is also good to sometimes look back and reflect on the
past and the sporting roots that have been planted in our villages over so many decades. To this end we are
reproducing below a photograph of the Ingrave & Herongate team for the 1922/3 season (note the footwear –
there hardly seems any difference between the players and spectators). Despite the age quite a lot is known
about this particular team; all of the players’ names and in some instances their address and occupation.

Gareth Nicholson, Head of Communications at Essex
Police, said: “With the huge growth we’ve seen in people

accessing services from councils to GPs online, it’s
obvious that people need to be able to access police
services online too. If the crime is happening now or
you’re in danger, we still need you to call 999, but
reporting a crime or a road traffic collision can now be
done more conveniently than ever before. We want
people who don’t need us in an emergency to think
carefully about how they contact us and whether the
information they’re looking for is already online because
that gives officers more time to fight crime."
Online reporting went live on the same day that six police
station front counters – South Ockendon, Brentwood,
Loughton, Epping, Rayleigh and Canvey – have closed to
the public. Assistant Chief Constable Maurice Mason said:
“I want to reassure people living in those towns that the
commitment to keep them safe remains our absolute
priority. The closure of public front counters will have no
effect on our local patrols and ability to respond to calls for
help. Our job is to remain at the heart of our communities,
but every expensive and outdated building which isn’t wellused by the public means fewer officers on patrol stopping
crime and helping vulnerable people.

BEWARE NUMBER PLATE THIEVES IN OUR AREA
Many car number plates have been stolen from the
Villages of Herongate and Ingrave recently. Between
February 1 and March 1 there have been seven
stolen from vehicles in Thorndon Avenue, Peartrees,
Rectory Lane, Whitby Avenue, The Chase and
Brentwood Road. This is a crime that has increased
since Automatic Number Plate Reading (ANPR)
cameras have been in use, to detect vehicles used in
crime. Crimes listed might be burglary, theft, driving
off without paying for fuel, drug dealing, as well as
traffic offences.

The number plates stolen are targeted to be easily
used on cars of same make, model and colour, eg
Ford Fiesta, blue. The only way a police officer can tell
if the number plates should be on a particular vehicle
is by cross checking with chassis data. To do that
would mean stopping and searching the vehicle;
beyond the scope of an ANPR of course.
Secluded roads, dark driveways, poorly lit streets all
help the thieves to get away with what seems an
irritating crime, but which in fact leads to serious
offences. Ingrave seems to be taking the brunt of this
at the moment, and out of habit it might be targeted
again by the same villains.
To stop your number plates being stolen use anti-theft
screws to attach your plates, as slowing down the
theft as a deterrent could be the difference between
waking up to no plates, or not losing them this time.
Thieves want to ‘hit and run’ quickly when they are up
to no good.
Neighbourhood Watch might be able to offer more
advice on this topic and any other criminal matters
that you are concerned about

HAZARD WARNING! OFF-ROAD BIKERS
CAUSING CONCERN.
There has been a spate of off-road bikers, on
scramblers, motor bikes or quad bikes, racing around
the lanes and bridleways, footpaths and pathways.
They are a hazard!
These oafs are riding across countryside churning up
the ground, alarming walkers and dogs, who are out
enjoying the quietness of the rural side of Herongate
and Ingrave. They are rude and inconsiderate and
they are breaking the law. The vehicles have no
number plates, so tracking them back to owners is
problematical. Police have been called out many
times. Herein lies the problem, by the time the police
arrive, albeit as soon as possible, the riders are long
gone and nothing to show who they are!
But many of us have cameras at the ready, on phones
or iPads as well as the traditional sort. If you witness
these louts, take a photo, pass it to the police by
contacting 101, who will provide directions of who to
send them to. If you have CCTV or a dashcam which
happens to record them whizzing noisily past, pass
that on too. Importantly, if you know who the riders
are, call 101 or use www.essex.police.uk/doitonline
and report them.
Remember, to get to the off-road sites the riders use
public roads; it is very likely there is no insurance on
any of the bikes

ALL SAINTS OPEN DAY
Date: June 25th 2-4pm
The church of All Saints stands on rising ground
overlooking the Thames plain at the junction of the
London to Southend and Brentwood to Tilbury roads.
It is built almost entirely of brick. The chancel, nave,
tower, north and south transepts and north chapel
date from the last quarter of the 15th century. The
south chapel and porch were added during the first
quarter of the succeeding century. An interesting and
possibly unique feature of the church is the pair of
two-storeyed transepts, supposed to have been the
living quarters of chantry priests.
Come and visit this beautiful local landmark and enjoy
some tea and cakes!

CITIZENS ADVICE IN BRENTWOOD
TOWN HALL
CRICKET CLUB NEWS
Every Tuesday there is a Citizens Advice desk open
inside the Town Hall – 10am to 3pm. This facility is in
addition to the long standing office in Crown Street.
Another new season is about to start and
Herongate and Ingrave Cricket Club is set for
another great year.

The club has placed a great emphasis on our Colts
section as it is the future of the club and a superb
environment for children and teenagers of the
villages to meet and engage in a truly great game!
We meet for training every Tuesday from 4.30 for
Colts until 7pm for the adults. The training is
informal but with expert coaching for all ages and is
also a good opportunity for parents to meet and
socialise
at
the
club
house.
Weather permitting Tuesdays have often seen over
100 villagers gathering, truly a great weekly social
event in its own right. Often there are bbqs and you
will struggle to drag your kids home!
The club is always looking for adults to join as well
so if you fancy a game please come down on a
Tuesday and introduce yourself.

During 2015 the Parish Council received a grant
from Essex County Council Community Initiative fund,
for planters to be placed around the villages. This
was a worthy idea, but in the end proved difficult due
to maintenance costs. A decision was taken to use
the funds for new benches to replace worn ones on
the cricket green, and additional benches on Button
Common. So look out for them and enjoy a moment
sitting and contemplating our lovely villages.
