Thank you for joining us to celebrate Best Buildings 2012. We look forward to
honoring the winning projects that represent the best in commercial construction
in our state. In addition, AGC-NM Building Branch is proud to present three new
recipients with the prestigious S.I.R. Award: Maria Guy, Shad James and Tony Thomas
Thanks to your support of Best Buildings last year, the proceeds were used by AGC’s
education foundation NMBEC to establish the AGC Opportunity Assistance Fund
for ACE Leadership High School which provides emergency assistance to students
facing an unforeseen financial obstacle which may force a student to drop out of
school.
This year the proceeds will once again support the important work of NMBEC
(New Mexico Building Education Congress), including the priority workforce
development initiatives of AGC Members.

History of the AGC SIR Award
Skill. Integrity. Responsibility.
The SIR Award started in the AGC Nevada Chapter.
AGC of America then adopted it as a national award in
the late 1960s. The award is a statuette patterned after
a Norman Rockwell painting entitled “The Spirit of
Construction.” It depicts a construction worker holding
a set of plans in one hand and rolling up his sleeves with
the other in preparation of doing his part to build
America.
The letters “S-I-R” stand for “Skill, Integrity, and
Responsibility,” the cardinal principles of AGC. The SIR
Award is not presented on an annual basis. Nominations
are submitted to the AGC chapter office in the form of a
recommendation. The award is presented when the AGC
Board determines that there is a worthy candidate.
Recipients of this prestigious award from AGC-New
Mexico Building Branch have all played significant roles
in our state.
Past SIR winners have included three former U.S.
Presidents: Gerald Ford, Ronald Reagan, and George
H.W. Bush. On the national and local level, recipients
have also included Congressmen, educators, leaders of
industry, design professionals, public owners and others
who have made a significant positive impact on the
construction profession. Awards have also been
presented to Colin Powell, General Norman Swartzkopf,
and Kirk Fordice, Governor of Mississippi and past
National AGC President.
AGC- NM Building Branch presented its first SIR Award
in 1973 when it honored Dr. Richard Clough, former
AGC contractor and professor of Civil Engineering at the
University of New Mexico. Two pioneers of construction
in New Mexico in the 20th century have also been
recipients. In 1979, on the eve of their 90th birthdays,
Charles Lembke and O.G. Bradbury were honored with
SIR Awards by the New Mexico Building Branch. Both
were founding members of the chapter in 1948.
AGC-NM Building Branch is proud of all
SIR Recipients past and present:
1973 - Dr. Richard Clough, UNM Civil Engineering
Professor, for his work in establishing ‘construction
option’ program in Civil Engineering Department
1973 - Joseph Long, Albuquerque architect, for his
work in establishing dialogue among owners,
contractors, and architects on fair bidding and
contract award procedures
1974 - Dr. Milt Garrett, UNM Professor of Industrial
Education, for his work in vocational training through
implementation of “World of Construction”
curriculum for use by industrial arts instructors
1975 - Oscar Murry, retired superintendent, for his work
in the construction of the Children’s Barn at Rio Grande
Zoo, an industry-wide effort orchestrated
by AGC-NM Building Branch to replace previous barn
destroyed by fire; project won AGC of America Public
Relations Achievement Award
1978 - Frank Bridgers, P.E., Albuquerque mechanical
engineer (Bridgers and Paxton), who was a pioneer
in the research and use of solar energy in buildings
1979 - Charles H. Lembke and O.G. Bradbury,
distinguished contractors and charter members of
AGC-NM Building Branch
1980 - Robert J. Schmidt, FCSI, UNM’s Architect’s
office, for his work nationally and locally on construction
specifications
1982 - Charles Lembke, first president of AGC-NM
Building Branch and past National AGC Treasurer
1982 - Thomas P. Ryan, Chapter President in 1971 and past
chairman of the National AGC Manpower Committee;
selected National AGC Committee Chairman of the Year
1982 - M.B. “Pete” Ford, Chapter President in 1972 and
1973; member of National AGC Industry Advancement
Program Committee; Member of Construction Industries

1982 - David M. McCoy, AGC-NM Building Branch
Executive Director for 12 years, during which time the
chapter won National AGC Awards including Cashman
Trophy, Chapter of the Year, and three Public Relations
Achievement Awards
1983 - W. Stanley Davis, National AGC Chapter President
of the Year in 1979; two-term president of AGC Western
Chapters; Chair of AGC Collective Bargaining Committee;
Member of Construction Industries Commission
1983 - Leslie F. Baker, Past Chapter President; National
AGC representative on AGC-AIA Documents Review

1983 - Bill McMillin, retired Superintendent of Building &
Planning Department, Albuquerque Public Schools, for his
cooperative working relationships with contractors over a
long career
1985 - Garlan Bryan, AIA, for his outstanding contributions
to the construction community through his service on
boards and commission leading development of codes and
standards; long-time judge for AGC Best Buildings
1989 - Robert J. Stamm, Past Chapter President; recipient
of many awards from the community and educational
institutions for his philanthropic work
1989 - J. Howard Mock, Past Chapter President; National
AGC President in 1997; served on many state and national
committees
1995 - Glenn Sears, Professor of Civil Engineering at UNM,
for contributions to construction education
1998 - J.B.Pruett, Past Chapter President; Member of
Construction Industries Commission
