Chatting with the Chair

Introducing the new CEO of Bidgerdii—
Bidgerdii—Mrs Maleeta Richards
Bidgerdii Community Health Services would like to
welcome and introduce Mrs Maleeta Richards as
the newly appointed Chief Executive Officer of
Bidgerdii Community Health Services. Maleeta
comes to Bidgerdii with a wealth of knowledge in
health and has previously worked in the health
sector for the past 10 years in various positions
servicing the Central Queensland region.
Having vast experience as a Manager, and a
Coordinator, Maleeta will be a benefit to Bidgerdii
Health Services. The skills and knowledge Maleeta
can bring to our service will provide a key link to
building partnerships with other organisations both
Government and Non-Government, in working together towards ‘ Closing The Gap’ for better
Indigenous Health outcomes .
Maleeta has previously been an Executive Director
of Bidgerdii, therefore has a great understanding of
the direction Bidgerdii is aiming towards. Maleeta
will focus on the strategic level of our core business
ensuring Bidgerdii is the prime Aboriginal and Torres
Strait Islander Health organisation that will provide
the best comprehensive, holistic and culturally appropriate health services to our Aboriginal and
Torres Strait Islander people in the community and
surrounding areas. Bidgerdii will coordinate various
clinics in Rockhampton, Gracemere, Blackwater and
other surrounding areas within the CQ region, that
are required on a community needs basis.
Maleeta will commence with Bidgerdii Health
Service in her new role at the end of July 2011.
Again, we would like to welcome Maleeta
and look forward to working with her.
VISION STATEMENT
To be the preferred community controlled health
organisation providing holistic primary health
care to the Aboriginal and Torres Strait Islanders
of Central Queensland

QUICK UPDATES:
OATSIH Risk Assessment
In the past Bidgerdii was identified as
being in the Medium to High level for
the Risk Assessment, however, we are
proud to announce that our organisation has now been classified at a Low
Risk level.
A Risk Assessment is a requirement for
‘The Office for Aboriginal and Torres
Islander Health (OATSIH)’.
Who is OATSIH?
OATSIH provides funding for our
organisation to allow us to provide and
to deliver a range of primary health care
and related services. This can also include, funding to create particular positions. Bidgerdii has reporting
requirements from other funding
bodies such as other divisions of the
Department of Health and Ageing
(DOHA), and other Australian
Government Departments, and state
governments.
What is Risk Management?
Risk Management is conducted
throughout the year to ensure that
Bidgerdii Health Services are providing
the services we are funded to do so (by
OATSIH) . This funding also includes—
•
Management Structure
•
Control, Monitoring and Reporting
All reporting procedures must be transparent
and up-to-date. This will provide evidence
that each program area is delivering services
and that outcomes are evident. Bidgerdii is
required to be deemed a safe environment,
this includes all equipment utilised within
the organisation and which is at an acceptable safety standard.
There are 4 levels of Risk Assessment—Low,
Medium, High and Extreme. Bidgerdii Health
Service will continue to ensure that our
organisation will provide the best quality
service to the community, and that staff and
management will continue to put in the
required efforts to keep Bidgerdii at the Low
Risk level.
Restructure & Review of Bidgerdii.
Bidgerdii has recently undergone a review
and restructure under the guidance and
direction of the Queensland Aboriginal
and Islander Health Council (QAIHC) and
the Business Quality Centre (BQC). This
Review was related to current and future
positions at Bidgerdii and a restructure of
the Budget. All identified positions (current
and future) were incorporated into the
newly defined budget to accommodate for
growth within the organisation.
Who are QAIHC?
QAIHC is the peak body in Queensland that
represents, advocates, and supports the
state's Community Controlled Health
Services sector in their delivery of primary
health care to their respective
communities. Additional roles undertaken
by QAIHC include collaborative health
research and educating the wider
community about Aboriginal and Torres
Strait Islander health issues.
Who are the Business Quality
Centre (BQC)?
BQC is a service QAIHC provide in specific
areas. It was identified that BQC were able
to provide quality, professional services in
the areas of Finance, Human Resources, IT,
Shared Procurements and Consultancy
Services that would benefit Bidgerdii.
From the Review and Restructure held by
QAIHC and BQC, it was clearly identified
that Bidgerdii will have a number of positions that will or have been created, made
redundant , altered or slightly modified to
coincide with the core functions of the
service and its structure while aligning
itself with community and organisational
needs. We look forward to working
together with QAIHC and BQC to establish
a professional and tailored system that
suits Bidgerdii. This in turn will allow for
Bidgerdii staff to gain skills and knowledge
in a number of areas, which will ultimately enhance the delivery of Bidgerdii’s
everyday operations. BQC will be
engaged for a period of 12 months.
Expected Outcome
Our goal is to satisfy the requirements of
our funding body to ensure we have
sound Finance/Human Resource and
Governance systems in place. Upon
maintaining satisfactory compliance of
these core areas and responsibilities for a
period of 12 months, Bidgerdii will be in a
better position to justify recouping the
core functions back into the organisation.
With the guidance and support of BQC,
we envisage Bidgerdii achieving this by
30th June 2012.
