The South Boston Waterfront (SBW) Sustainable
Transportation Plan (STP) considered several
transportation improvements to alleviate
congestion in the South Boston neighborhood and
to provide additional access to the waterfront. One
proposed enhancement was modification of
current access restrictions along the South Boston
Bypass Road (SBBR). The SBBR is currently limited
to commercial traffic only from the I-93 Frontage
Road system to West Service Road in recognition
of maritime industrial businesses that depend on
dedicated truck routes to support their operations,
which are key to the distribution of goods and
services throughout New England.
The SBBR/HOV Pilot Program consists of:

In addition to the temporary SBBR access
restriction modifications, the Pilot Program will also
include access modifications to portions of the
current High Occupancy Vehicle (HOV) system. The
proposed HOV modifications are an attempt to
enhance access to the South Boston Waterfront
area only during the Pilot Program. Temporarily
lifting the restrictions along a portion of the HOV
system, currently underutilized, will provide an
alternate route for traffic destined for Logan Airport
to avoid unintended consequences associated with
trips not originating or destined for South Boston
using the SBBR to access the airport.

Massachusetts State Police will be
strictly enforcing restrictions on the SBBR.
Failure to comply may result in a moving violation
and a fine of $50 per infraction.
