This year`s FTTH Top 100 list recognizes the shift
This year’s FTTH Top 100 list recognizes the shift of momentum from
fiber-to-the-home deployers to communities.
A BBC Staff Report
T
he broadband industry is growing
and changing – and so is Broadband C ommunities’ annual Top
100 list. In fact, it has grown to two
lists. This issue debuts the FTTH Top
100, which celebrates organizations for
their contributions to “Building a FiberConnected World.” The October 2012
issue will present the MDU Top 100,
which celebrates companies that provide
technology amenities for multifamily
housing. The two lists will overlap, but
separating them allowed Broadband
Communities to track the evolution of
the industry in two different directions.
In the FTTH industry, momentum
is shifting from deployers to communities themselves. This is occurring for
two reasons. First, communities without fiber broadband see that “help is not
on the way,” as Christopher Mitchell
of the Institute for Local Self-Reliance
put it in his article in the May-June issue of Broadband Communities. Large
deployers have reached the final stages
of their planned buildouts, broadband
stimulus funds have all been awarded
and recent changes to the Universal Service Fund rules make FTTH financially
challenging for small deployers.
Second, communities have become
aware – thanks to the broadband stimulus program, to Google’s Fiber for Communities program and to some well-
28
publicized municipal successes – that
they can take active roles in developing
broadband infrastructure. This doesn’t
necessarily mean building public networks, a route effectively outlawed by
a number of states. Alternative paths to
FTTH involve forming public-private
partnerships, negotiating with traditional deployers in nontraditional ways
and encouraging nontraditional deployers (rural electric co-ops, ISPs, tech
companies and others) to build fiber in
their communities. To tip the scales toward fiber, communities are also volunteering to become test beds for advanced
applications and services by using their
broadband networks for smart-grid applications (or vice versa), by sponsoring
application development contests or by
participating in broad-based efforts such
as US Ignite.
Because of this shift to communityled projects, the 2012 FTTH Top 100
list includes not only more community
broadband networks than the 2011
BBC Top 100 but also more organiza-
tions that inspire and help communities
to undertake such projects.
Last year, one such organization,
the Blandin Foundation, was added to
the list. This year’s list also includes the
US Ignite Partnership, Gig.U and the
Institute for Local Self-Reliance, along
with a law firm (the Baller Herbst Law
Group) and a consulting firm (Gigabit
Squared) that focus on helping communities deploy broadband for economic
revitalization.
October’s MDU Top 100 list, by
contrast, will showcase the development
of technology amenities in multifamily housing. Though fiber to the home
is steadily gaining a foothold in the
MDU world – the reason for the overlap
– the MDU Top 100 will include other
broadband technologies as well as solutions for in-building cellular coverage,
mobile-device connectivity, communications with residents, home automation
and other amenities that today’s MDU
residents demand.
About the Authors
The FTTH Top 100 list was researched by Marianne Cotter, Rachel Ellner and Kassandra Kania and overseen by editor Masha Zager, with added research and analysis
from corporate editor Steve Ross. To nominate a company for next year’s FTTH
Top 100 or for the MDU Top 100 in October, email [email protected].

TOP 100
SELECTION CRITERIA
In selecting the FTTH Top 100, the
editors looked for organizations that
advance the cause of fiber-based broadband by
• Deploying FTTH networks that are
especially large or ambitious, have
innovative business plans or are intended to transform local economies
or improve communities’ quality of
life
• Supplying key hardware, software or
services to deployers
• Introducing innovative technologies
that have game-changing potential,
even if they have not yet been commercially deployed
• Providing key conditions for fiber
builds, such as early-stage support or
demand aggregation.
To be listed among the FTTH Top
100, an organization may be based anywhere in the world but must do business in North America. Overall size is
unimportant, as is corporate form – the
list includes government agencies, a tele-

of broadband technologies. For some
companies, broadband represents only a
small part of their business. In making
these selections, the editors considered
how important the organizations are to
advancing true broadband rather than
how important broadband is to them.

offering services there in summer 2012. Google originally conceived the Kansas City build as an open-access network but
recently indicated that it expects to act as the service provider,
at least at the outset; it obtained video franchises for the relevant jurisdictions and FCC approval for an IP set-top box.
Google has also said Kansas City will be an experimental test
bed for new services. One of these may be Google’s YouTube,
once a home for uploaded cat videos and now in the process
of becoming a true competitor to traditional pay-TV service.
YouTube’s support for 4K (ultra-high-definition) video and its
investment of $100 million in original content may put it on
a path to becoming fiber-to-the-home’s long-sought killer app.

Key Products: Video service, including IPTV; local and

community Intranet, delivered over an FTTH network
Summary: The only community-owned, all-fiber-optic network in Louisiana, LUS Fiber recently made news by introducing 1 Gbps service – making Lafayette, La., a member of an elite
group of U.S. cities. Like all Internet speeds provided by LUS
Fiber, the gigabit service is symmetrical, so businesses can enjoy
1 Gbps both upstream and downstream. LUS Fiber, which is
operated by Lafayette Utilities System, a department of the local municipal government, reached a major financial milestone
this year by becoming cash-flow positive. Just three years after the network began serving its first customer, managers say
LUS Fiber now brings in enough revenue from selling services
to pay its operating expenses and make some debt repayments,
although it is not expected to be profitable until 2015. Reaching
this milestone so soon is an early indicator that communityowned networks, such as this one, can be successful.

vived an era during which most independent ISPs collapsed. In
2010, Google chose Sonic.net to manage its “beta” FTTH network in Stanford University faculty housing. When Sonic.net
began deploying FTTH technology, it prioritized its buildout
in neighborhoods where it already had high demand for its advanced DSL service and it could deploy relatively inexpensively.
The company quickly won acclaim for offering 1 Gbps Internet
service for $70 per month – a price-performance ratio unheard
of elsewhere in the United States. Currently, it is expanding

Key Products: Test beds for next-generation networks,
applications and services
Summary: For much of the last decade, communities tried to
attract the attention of next-generation broadband deployers
with varying degrees of success. By far the largest and most
concerted such effort is the University Community Next Generation Innovation Project, known as Gig.U. Launched in 2011,
Gig.U is a nationwide coalition of about three dozen research
universities and their surrounding communities. It seeks to accelerate the deployment of ultra-high-speed networks in those
communities by aggregating demand, providing test beds for
next-generation services and working to remove barriers to deployment. Ultimately, Gig.U participants hope to make the
United States more competitive in developing the next generation of ultra-high-speed network services and applications.
Gig.U issued a request for information in late 2011, and its
members then began detailed discussions with potential deployers. Deployments at the University of Maine and the University of Florida have been announced, and $200 million in
funding has been secured for up to six additional projects.

next-generation broadband services
Summary: To spur the development of next-generation broadband applications, the US Ignite Partnership was launched in
June 2012. The Partnership was formed with leadership from
the National Science Foundation (NSF) in response to the Administration’s call to ensure all Americans have access to the
information and tools necessary to thrive in a 21st-century
economy. This group will foster the creation of novel applications and digital experiences with the goal of transforming
health care, education and job skills training, public safety, energy and advanced manufacturing. As coordinator and incubator of this ecosystem, US Ignite aims to accelerate the adoption of next-generation networks. The initiative makes use of
advanced technologies developed through the NSF’s Global
Environment for Network Innovation (GENI) program and by
US Ignite’s commercial partners. Software-defined networking
provides flexibility for the new applications, and symmetric,
ultra-fast connections provide speed. The US Ignite Partnership
is an independent nonprofit funded through member organizations and works collaboratively with its partners to implement a
Fiber-To-The-Home
multi-pronged strategy. The partnership has already entered into
agreements that will take its efforts to 25 cities across the country. More than 15 commercial partners have agreed to be part of
the US Ignite Partnership, including telecommunications and
network powerhouses and local, single-community efforts.
