Dear Friends,
It appears to me that the key persons in the Department of
Posts (DoP), have not heard the story of "The hen, who lays a
gold egg every day, but was killed by the greedy owner to
acquire all eggs in one day. And thus lost everything". DoP is
doing the same thing, in the name of promotion of Philately.
The DoP knows that a philatelist will buy anything, which is
issued by them. So they are marketing their products in such
a way, so that they can get every paisa from the philatelists.
For example, we take their issue of Greeting Cards, with
imprinted stamp on the envelope in the year 2000. The idea
was unique and philatelists greeted the idea with full
enthusiasm. As DoP realised that money is flowing in, they
issued more than 100 Greeting Cards within a year. And that
is not all. They actually issued 256 Greeting Cards in a span
of 40 months. And result is - Sale of such cards dwindled. And
today, thousands of such Greeting Cards are lying in dust with
the Department. Philatelists in general are not interested in
collecting such cards.
But this episode, does not taught the rule makers of DoP. Now
they are repeating the same mistake with their product called
'My Stamp' which was issued in February 2011 for ! 150 per
sheet of Postage Stamps of ! 60 only. When DoP realised
that Philatelists are buying Postage Stamps worth Rs. 60 for
! 150, they immediately increased the price of 'My Stamps' to
! 300 per sheet from September 2011. Now at the ePost
Office Portal, DoP is selling same 'My Stamp' sheets at ! 330.
Secondly the DoP has come out with customised printing of
'My Stamp' which will be supplied to the proposer only so
these Customised / Corporate Postage Stamps will not be
available at any post offices. In such situation these stamps
will be sold for heavy premiums which will kill the hobby. DoP
itself is selling new issues of these customized Corporate 'My
Stamp' for ! 700 and ! 500 per sheet from their ePost Office
Portal. Thus we see that Postage Stamps worth !60 is being
sold for ! 700 and ! 500. Now one should visualise - for how
many days and how many collectors would spend !700 for
postage stamps worth ! 60 only. One should also judge - is
this promotion of philately?
The DoP has cornered Sheetlets of 'Surya Namaskar' and
selling them as a pack whose face value is less than ! 750,
for ! 1500 from ePost Office Portal. These sheetlets of Surya
Namaskar are not available from any philatelic bureau except
ePost Office Portal. Is this is a Promotion ?
Lastly promotion of Philately depends on clear and clean
cancellations on Mail, because cancellations are the back
bone of Postal History. And India Post should realise that Ball
- Pen Cancellations kills the postage stamp and enthusiasm
of Philatelists.

Prashant Pandya nominated as State Level Jury at Kerapex2016
Kerapex 2016, 13th Kerala State Level Philatelic Exhibition was
held at Sree Sankara Hall, M. G. Road, Thrissur from 7th to 9th
January 2016. Our President Shri Prashant Pandya was nominated
as member of Jury at Kerapex 2016 state level exhibition by
Department of Posts.
Lecture and Presentation on Philately at Rafi Ahmed Kidwai
National Postal Academy, (RAKNPA), Ghaziabad.
Our President Shri Prashant Pandya was invited to interact with the
Group B officers of Postal Service at the Induction Training
Programme at Rafi Ahmed Kidwai National Postal Academy
(RAKNPA), Ghaziabad on 23rd May 2016. A presentation on
Understanding Philately, Expectations of a Philatelist and
Promotion of Philately was given by him. He was also invited at
RAKNPA to interact with Group 'B' / JTS / STS Officers of Postal
Service on 7th June 2016. A presentation on 'Expectations of a
Philatelists' was given at the Workshop.
Dr. Chandarana Dental Museum
modern era which includes vast array of
toothbrushes, postcards, rare literatures
about dentistry, currency notes featuring
dentists, mythological stories on teeth,
games, artworks and many more things
related to dentistry. A special section for
stamps and philatelic material on dentistry has
also been created in the museum. Dr.
Chandarana's wife Dr. Bhavna Chandarana is
also a philatelist and collecting on Medicine.

Dr. Chandarana Dental Museum, Vadodara
Our members and by profession a dentist father-son duo Dr. Yogesh
Chandarana and Dr. Pranav Chandarana who collects on Dentistry
and Railway theme respectively have set us first dental museum in
the country at Vadodara. Dental Museum, spread over in 1,200 sq.
feet area was inaugurated on 8th May 2016. The museum has
collection of more than a thousand artifacts from ancient dentistry to

On the occasion of 75th anniversary of first
Philatelic Bureau of India a philatelic seminar
was organized by Maharashtra Postal Circle
at Conference Hall of Chief Postmaster
General's Office, Mumbai on 21st June 2016.
The first philatelic bureau in India was opened
on 21st June 1941 at Bombay GPO to cater
needs of philatelists. This was the first
philatelic seminar held by Mumbai Philatelic
Bureau. On the occasion Power Point
presentations based on papers/articles of our
members Shri Ashok Kumar Bayanwala
(Ahmedabad), Dr. Punit Dixit (Nadiad) and
Shri Prashant Pandya (Vadodara) were
presented. Shri Ganesh Sawaleshwarkar,
Postmaster General, Pune Region presented
paper/ Power Point presentation of Shri
Prashant Pandya on 'Devotional Post'.

This is in continuation with your editorial and the judgement at the
philatelic exhibitions. Before exhibiting, exhibitor should read and
understand the rules and regulations, general rules applicable to all
categories (GREVS) and special rules applicable to the subject of
the exhibit. (SREVS). Each category has special rules applicable to
it; Country collection, postal history, thematic, aero philately, postal
stationery etc. A plan page tells the jury about your exhibit and what
is expected. Remember the criteria: 'Show what you say, say what
you show'. You deviate from this and you invite trouble. Irrespective
of number of pages (or frames) there should be only one plan page.
Your subject knowledge and philatelic knowledge must be in depth
and should be exhibited through philatelic items and less through
text. All frames, all pages must be strong right up to the last page.
High marks and the medal level in thematic philately is very difficult
to achieve.
Do not blame Jury, blame yourself if you fail to score higher marks.
Because it is an exhibitor who leads Jury to award marks to your
exhibit.
Before exhibiting prepare a dummy exhibit and show to the senior
philatelists or take the opinion of the Jury Philatelists and rework /
rearrange your exhibit pages and philatelic items. Keep your text
absolutely minimum and up to the point. Always select the best
philatelic items available. Exhibit an appropriate and relevant items
only. Exhibiting very expensive items does not get you higher
award. You must read about the subject of your exhibit very
thoroughly.
Good exhibit takes a time. Last minute preparation which is put to
gather somehow becomes evident when pages are mounted in
frames. All frames must have a pleasing, clean and aesthetic look.
Once exhibited, you must upgrade and reorganize your exhibit
completely, if you are going to participate in the next level of
exhibitions. Since thematic philately is most popular in any philatelic
exhibition and the participants in this category are highest, I suggest
the reference book 'Handbook of Thematic Philately, W.E.J. Vanden
Bold, The British Thematic Association, Cambridge, England. ISBN
9963 579701, English Ed. 1990', which provides a guide towards
thematic exhibiting.

Vadophil, issue no. 144-145, that the serious philately has a role to
play in educating reader is apparent. The Sad Part of your article is a
plight of 86 years Tara Balgopal. Persons responsible for matting
out injustice to her cannot live with clean conscience.

I always look forward to read the Vadophil
which contains interesting articles that greatly
help to improve our philatelic knowledge.
The article on 'Living Personalities on
Commemorative Stamps' July 2016 issue was
an eye opener. I was under the impression that
so far only four such stamps have been
issued. i.e. Mahatma Karve, Sir M.V., Mother
Theresa and Sachin. But I found that three
stamps were issued on the Presidents i.e. Dr
Rajenra Prasad, Dr Radhakrishnan and V. V.
Giri.
Other stamps on living personalities however
do not honour them (commemorate them).
They are there by chance only as that could
have been any other person. It has nothing to
do with their specific contribution to the field
like e.g. Mr Ramakrishna of ITI. So we may not
be correct to include them under 'living
personalities' in the strict sense of the term.
But still they are there is a historical fact.
I had the honour of meeting Shri Borkar, the
Banana Boy, during the World Philatelic
Exhibition and found him a very fine
gentleman. Sorry to learn that he is no more. It
was also quite interesting to know the
background of the issue of Stamp on Welthy
Honsinger Fisher issued on 18 March 1980.

Jan. 2016 No. 144 – 145, and delighted to go
through all its contents. The editorial is nicely
written, the exhibitor must understand and

1914 – 21, Provisional Postal Stationery
In 1914 stamps of K. G. V (1911 issue: 3 p. to 1 Rs.) were
overprinted I. E. F. for use of Indian Forces sent overseas during the
first World War and its aftermath. Likewise, two postcards, ¼ a. and
1½ a., and a postal envelope HALF ANNA were also overprinted
with I. E. F.
Among above postal stationery 1½ a. postcard is very difficult to find
in used condition.An example is shown along with the text. (Fig. 1)

example of envelope with an over printed 1An.

On 30th October 1918, the Turks sustained a
crushing defeat and on 3rd November 1918
Mosul was occupied by the British Forces. At
that time in Iraq, 16 annas were equivalent to 1
rupee and in Turkey 40 Paras were equivalent
to 1 Piastre. On 1st May 1919 the Postal
Administration of Mesopotamia was handed
During the War (1914-18) soldiers on the front line were allowed
Postage Free service with envelopes and postcards either
overprinted or hand printed “ON ACTIVE SERVICE”. Many
organisations such as Y.M.C.A., CHURCH ARMY overprinted their
envelopes “ON ACTIVE SERVICE” for the use of soldiers of I.E.F.
Two such examples are shown here. (Fig. 2 and 3). I.E.F.
overprinted stamps and postal stationery ceased to be valid for
postage on 15th October 1921.
By this time a plenty of “ON ACTIVE SERVICE” overprinted covers
were available. Instead of destroying them, they were put on sale for
soldiers of I.E.F. Army with 1 Anna printed slip affixed on the cover.
On the same slip 20 PARAS in local currency (Mesopotamia) was
also printed. An example of this Provisional Postal Stationery is

over to the civil authorities and thereafter the
gradual withdrawal of the I.E.F. F.P.O.s began.
Turkish stamps of the 1913 series, overprinted
'Iraq in British Occupation' were adopted in
September 1918. The series, additionally
overprinted 'On State Service' was released
for official purpose in 1920-21.
Now the provisional cover is affixed with a dual
currency overprinted lable, in anna and Paras.
Cancellation is “F.P.P. 389 / 5TH / 7 MAR. 19”.
In March 1919, Postal Service of Iraq was
under British Military Control. Therefore, I
believe this provisional postal stationery was
meant for the serving soldiers in Iraq at that
time. It is to be noted that “ON ACTIVE
SERVICE” is retained on the cover.

The process of translating an idea or innovation into a service that
satisfy a specific need and creates value for customer will certainly
welcomed by the customers and they will pay for it. Today innovation
has become an important strategic focus for postal department to
adapt the market changes.
Postal Innovation Study concludes that the postal industry has
made a good start in the innovation management. Nearly all key
postal operators have been diversifying their businesses for years,
especially into the logistics and financial services area.
With more than 155,000 post offices covering remotest corners of
the country, Indian Postal network is the largest in the world. Today
Department of Posts has embraced innovation by diversifying their
services in order to respond to the rapid evolution of consumer
needs and to remain competitive in changing markets.
Prasad, prasada or prasadam is a collective noun for substances often items of food but also water, flowers, grain, ash, powder etc. that have been offered to a deity during worship and which are
subsequently distributed to priests, devotees etc., considered to
have the deity's blessing residing within it which is either consumed
or preserved by worshippers.
In contemporary Hindu religious practice in India, the desire to get
prasada and have darshana is the two major motivations of
pilgrimage and temple visits. Those who are unable to fulfill their
desire for one or more reasons worship the deity from home but do
not get benefit of consuming or receiving deity's blessings in form of
prasadam. Tapping this sentimental feeling of devotees,
Department of Posts came out with an innovative idea of delivering
'Prasadam' of many temples to the doorsteps of devotees making it
convenient and affordable without actually traveling to the temples
or holy places and launched 'Prasadam Post' Service.
Creativity has more to do with how to make marketing and public
relations an integral part of the innovation process.
Kanaka Durga Temple Prasadam, Vijayawada
For the first time in India the Department of Posts, in co-operation
with Sri Durga Malleswara Swamivari Devasthanam, Vijayawada,
made an arrangement to deliver the prasadam of famous Hindu
temple of Goddess Kanaka Durga located in Vijayawada to the
devotees through speed post during the Dussehra (Vijayadashmi)
festival started in October 2001.
Under this scheme devotees who cannot visit the temple during the
festival can get the Goddess' Prasadam and 'Kumkum' (coloured
powder used for social and religious markings in India) delivered at
their doorstep by paying ! 40 at the nearest post office during the
prescribed period just before Dussehra for which a receipt is being
issued by Post Office. After collecting the amount from the
devotees, the same is remitted to Nodal office i.e., Vijayawada HO.
and Vijayawada HO further pays the prescribed amount to the
temple authorities. Temple authorities in turn handovers the Sacred

Prasadam to postal authority which is neatly
packed in a box by Department of Posts and
delivered by Speed Post to all the devotees.
The box of Prasadam contains 'Kumkum',
Copper plate and 'Laddu' and pocket size
photograph of the Goddess. Arrangements
were made for the devotees from Krishna,
West Godavari, Guntur, Prakasam, Nellore
and Khammam districts, besides Vijayawada
City at local post offices.
In the year 2001 Department of Posts
delivered about 80,000 Prasadam packages
from Kanaka Durga temple of Vijayawada
earning it ! 24 lakhs of additional revenue.
In the year 2003 the cost of Prasadam was
increased to ! 50 from ! 40. Devotees outside
the state had to pay ! 50 through money order
and the amount was to be sent to the
Devasthanam office of temple.
In the year 2003 Department of Posts
delivered more than 88,000 packets of Prasad
while in the year 2004 more than 146,000
packets, in 2005 more than 150,000 packets,
in 2006 more than 130,000 packets and in
2007 more than 99,000 packets were
delivered respectively.
Sri Raja Rajeshwara Swamy Divya
Prasadam, Vemulawada
Sri Raja Rajeshwara Swamy Devasthanam at
Vemulawada village of Karimangar District in
Andhra Pradesh is one of the ancient and
famous Shivate temples. Vemulawada is
situated at about 11 kms to the North East of
Sirsilla and 36 kms from the Karimnagar. The
presiding Deity – Lord Raja Rajeshwara
Swamy in the form of “Neela Lohitha Siva
Lingam is known for his boundless
benevolence in fulfilling the wishes of the
devotees. This Shrine is popularly known as
'Dakshina Kasi' (Southern Banaras) and also
as “Harihara Kshetram” for their being two
Vaisnava Temples in main Temple complex. A
Dargah within the precincts of the temple
stands as an ample evidence for religious
tolerance, where all devotees offer prayers,
irrespective of caste and creed.
In the year 2002 Andhra Pradesh Postal Circle
made an arrangement to deliver Sri Raja
Rajeshwara Swamy Divya Prasadam by
Postal Service to the devotees. ! 50 was to be

deposited in the post offices by devotees and a packet of Divya
Prasadam containing 25 gm. Sugar Candy, Kumkum, Vibhuti and
small photograph of Sri Raja Rajeshwara Swamy were sent in a
specially designed envelope to the devotees by Department of
Posts. (Fig. 01)
On the launch of the scheme about 3,000
orders were placed on the first day of the
month itself, and the scheme was a big
success.
Ayyappa temple ' Swami Prasadam ' ,
Sabarimala
The Ayyappa temple of Sabarimala the
Western Ghats in South Kerala is a true
example of communal harmony. The main
pilgrimage seasons for Sabarimala starts from
November to mid-January when Mandala
Vilakku and Makara Vilakku festivals are hold.
During the pilgrimage season, thousands of
devotees, from all over the country come to
offer prayer to the Lord and pay homage to
nearby Vavar mosque. Devotees offer
naivedyam or prasadam to the God during the
pooja. At the mosque 'Vibhuti' is given away to
the devotees, who apply it on their forehead.

During Ramadan (Ramazan), the holy month of Muslims, the aroma
of 'Haleem', a delicious non-vegetarian dish, pervades Hyderabad.
As a part of its efforts to diversify and transform itself into a market savvy organization, Department of Posts decided to take up and
deliver 'haleem', a wheat and meat porridge, specially made for
breaking the fast, during the holy month of Ramadan.
In October 2002, for the residents of Hyderabad, the local postal
department launched this service and tied up with Pista House
located at Shalibanda Road, Hyderabad - which cooks up the city's
best-loved haleem to have it delivered all over the city through 20 of
its post offices.
Under this scheme orders were to be placed in advance at the
selected post offices and delivery of fresh haleem cooked under
strictest hygiene guidelines and packed in plastic containers,
properly sealed and labled with specifications like weight, cost and
validity printed on each pack were delivered at the customer's
doorstep via speed post before 'roza' was broken at sunset.
The validity of haleem was not more than for a day after the haleem
is prepared. Prices for the haleem were fixed at ! 50 for 300 grams,
! 85 for 600 grams, ! 110 for 900 grams, ! 140 for 1,200 grams and
! 165 for 1,500 grams.

Astrong liking for sweets is a common factor of
all Hindu Gods and Ayyappa is no exception.
Appam (pancake made with fermented rice
batter and coconut milk) and Aravana
payasam (made of rice, ghee and jaggery) are
the prasadams of the Lord. Devotees who visit
Sabarimala can buy this prasadam from the
counters at the temple. Devotees who could
not visit this holy place were unable to take
benefit of this prasadam.
The Kerala Postal Circle launched a new
service called “Swami Prasadam” through a
tie-up with the Travancore Devaswom Board
on 29th November, 2002 to deliver
Sabarimala prasadam to the doorstep of the
Ayyappa devotees by Express Parcel Post
Service.
To avail the facility of this service, the devotee
had to send ! 150/- by money order or Speed
Post M.O. (Telegraphic M. O., Demand Draft
or Postal Orders were not accepted) to “The
Executive Officer”, Travancore Devaswom
Board, Sabarimala - 689713, Via
Pathanamthitta, Kerala. “Swami Prasadam”
was to be inscribed on the top of M. O. form
and full address of the person to whom the
prasadam is to be sent, was to be written at the
space provided for senders' address. This
facility was available only during the festive
season and money orders were accepted up
to the month ofApril.

Following items of the prasadam were sent to the devotees by
Express Parcel Post under BNPL Scheme in a specially prepared
box having logo of India Post and photograph of Lord Ayyappa
printed on it with “SWAMI PRASADAM” and 'EXPRESS PARCEL
POST” ” inscribed at the top. (Fig. 02 & 03)
A sealed tin of 'Aravana payasam' 250 ml., Appam packed in an
airtight cover: 7 nos., Lord Ayyappa's 'Vibhuti', Malikapurathamma's
manjal and kumkum one packet, Vavar Swamy's pepper and
'Vibhuti' one packet and a small laminated picture of Swami
Ayyappa.
During the second season (2004) the prasadam packet comprised
of `Abhisheka' ghee (10 ml) and sandal paste of LordAyyappa.

In 2007 amount for Prasadam was increased from ! 150 to ! 210
and the 'prasadam' packet consisted of a sealed tin of 'Aravana
prasadam', a packet of 'Appam' in air tight cover, ''Vibhuti'', sandal
paste, 10 ml of 'abhishekha' ghee, turmeric of the deity of
Malikappuram, a packet of vermillion, pepper of `Vavar Swamy' and
a small laminated picture of Lord Ayyappa. The prasadam packets
were dispatched through registered parcel post. Out of ! 210, ! 10
was used for used for providing 'annadanam' (free meal) to the
pilgrims at the shrine.
Srisailam temple prasadam and sale of yagna tickets
In 2002, Andhra Pradesh Postal Circle of Department of Posts
entered into an agreement with the Shree Giri Vedic Research
Foundation, New Delhi, which organized the yagna (ritual offering of
ghee and herbal preparations into a sacred fire) at the Srisailam
temple, Srisailam, Kurnool district during 9th to 29th January, 2003.
Accordingly, the Department of Posts booked the prasadam orders
at ! 116 and home delivered to devotees by Speed Post through its
network of post offices in Andhra Pradesh. Arrangements were also
made to sell tickets of yagna performed at the Srisailam temple
through post offices.

Kadampuzha Devi temple is a Hindu temple
and pilgrimage center at Kadampuzha in
Malappuram district of Kerala. The temple is
dedicated to goddess Durga Devi.
Kerala Postal Circle introduced service for
distribution of Kadampuzha Sri Bhagawati
Temple Prasadam on 22nd August 2003.
Devotees had to send M. O. worth ! 100 to the
Executive Officer, Kadampuzha Devaswam
Board and prasadam was delivered by the
Department of Posts anywhere in India.
Devi Bhagavathy prasadam, Chottanikkara
Chotttaikkara Bhagavathi temple is a very
famous and ancient temple in Ernakulam
district. It is situated 15 Kms. from Erankulam
(Kochi).
In 2004, the Cochin Devaswom Board and the
Department of Posts has tied up to send Devi
Prasadam to the devotees through Post. To
get the 'Devi Prasadam' by post, devotees has
to send Money Order for !150/- addressed to:
"The Assistant Commissioner, Chottanikkara
Devaswom, Chottanikkara. P.O., Ernakulam,
PIN - 682312, Kerala". The top of money order

Maharashtra & Goa Postal Circle tied up with Shri Siddhivinayak
temple trust, Mumbai for delivery of holy prasadam at the doorstep
of devotees through postal service. Devotees have to visit any post
office in Maharashtra & Goa and tender ! 65 at the counter. Within a
few days, the holy prasadam with blessings of Lord Ganesha will be
delivered at the address provided by devotee.(Fig. 06 and 07)

Under this scheme devotees of Sri Seetha
Ramachandra Swamy can book Prasadam by
paying ! 50 at any nearby post offices during
the prescribed period just before Sri Rama
Navami festival. After collecting the amount
from the devotees, Post Offices issues a
receipt for the amount paid. Collected amount
is remitted to Nodal office i.e., Bhadrachalam
H.O. and Bhadrachalam H. O. further pays the
prescribed amount to the temple authorities.

prasadam containing “Mutyala Talambralu”
(mixture of pearls and rice mixed with turmeric
and saffron), Photograph of deity and laddu
(Sweet) to postal authority which is neatly
packed in a box by Department of Posts and

In year 2004 Department of Posts delivered more than 102,000
packets of prasadam. While in 2005 more than 119,000 packets, in
2006 more than 116,000 packets and in 2007 more than 97,000
packets were delivered respectively.
Lord Shiva prasadam, Varanasi and Ujjain
With the start of holy month of Shrawan in July 2012 the Department
of Posts entered into an agreement with the Kashi Vishwanath
temple of Varanasi and Mahakaleshwar temple of Ujjain to deliver
the sacred 'prasad' from these two temples to the devotees through
Speed Post.

return the postal department would send a packet containing Vibhuti
(holy ashes), Rudraksh (holy beads), a laminated photo of Lord
Shiva and Shiv Chalisa (prayer book) as prasad to the devotees.

Shri Mahalakshmi Temple prasadam,
Kolhapur
The Mahalaxmi temple of Kolhapur is an
ancient temple and one of the Shakti Peethas
also called Dakshin Kashi, dedicated to the
Goddess of prosperity and peace. Shri
Mahalaxmi is locally known as Goddess
Ambabai.
In September 2014 Kolhapur Postal Division
and Mahalaxmi Bhakta Mandal entered in to
an agreement for home delivery of Mahalaxmi
Prasadam through Post.
Devotees can subscribe to the facility by
paying an advance of ! 80 at any post office
and the prasad can be home delivered to any
part of the state through Speed Post. The
prasad pack contains a laminated photo of the
Goddess Mahalaxmi along with dry fruits,
haldi (turmeric powder) and kumkum (red
powder used by Hindu women to make a
round mark on the forehead).

scheme in December 2009 for devotees to send money orders from
anywhere in the country to Tirumala Tirupati Devasthanam (TTD)
jointly with TTD. (Fig. 11 & 12)

Under this scheme Devotees of Lord Balaji can remit donations to
Tirumala Tirupati Devasthanams Hundi through Money Orders from
any Post Office. Money Orders from ! 10 or more can be sent to

Tirupati H.O. pays consolidated Money Order amount through
Cheque to Executive Officer, Tirumala Tirupati Devasthanam on
daily basis. In turn TTD provides the Acknowledgement Card
containing message of Lord Balaji, a pocket size photograph of
Lord Balaji and Goddess Padmavathi , 'Akshatalu' (sacred grains)
with window envelope. The Post Office undertakes the
responsibility of collection of sacred material, insertion, closing,
addressing, labeling, special handling, despatch and delivery of the
sacred material to the Devotees by post. The delivery of the
prasadam takes place in about a week after the money order is sent.
A customized software has been developed by Department of Post
to manage the 'Ashirvachanam' scheme. In 2013-14 more than
28000 money orders were sent to TTD while in 2014-15 more than
32000 money orders were sent.
'Ashirvachanam' scheme has also been extended by A. P. Postal
Circle at (1) Sri Laxmi Narasimha Swamy Temple of Yadagirigutta, a
popular Hindu Temple of Narasimha Swamy, an incarnation Lord

Tirumala Tirupati Devasthanam Special Entry Darshan tickets
Andhra Pradesh Postal Circle and Tirumala Tirupati Devasthanam
has entered into an agreement for the issuance of ! 300 special
entry darshan tickets of holy temple Tirumala up to one month in
advance, which facilitates a devotee to book the ticket even from a
remote area. This scheme was officially launched on 5th January
2015. Tirumala-Tirupati Devasthanams ticket booking counter was
inaugurated at the General Post Office atAbids, Hyderabad.
Pilot project of offering TTD's darshan tickets through nine post
offices across five districts of Andhra Pradesh and Telangana was
launched in December 2014. Now this service has been
commenced in 95 Head Post Offices and 2 Sub Post Offices in
Andhra Pradesh and Telangana.
Post office delivers mail to God
A post office located near the famed temple of Sabarimala, a Hindu
pilgrimage center located in the Western Ghat mountain ranges of
Pathanamthitta District is a unique post office and one of its main
tasks is to deliver letters to God. This post office may perhaps be the
only one in the country which doesn't work round the year. It comes
alive during the Mandalam festival covering 41 days from November
15 to December 26, the Makaravilakku from January 1-14 (Makara
Sankranti) and 10 days during Vishu in April. During this period it
functions six days a week from 8 am to 8 pm.
The post office mostly gets invitation cards for weddings, social
functions and shop openings etc. addressed to Lord Ayyappa to
seek divine blessings. Letter boxes kept in the temple complex gets
unusual mails with postcards, envelopes etc. It was reported in
news that many a times while clearing the letter boxes postal staff
finds number of lost and found driving licenses, PAN cards, ATM
cards, Voter cards etc. from the letter boxes and post office staff
mails them to concerned individuals.
Another feature of the post office is the special pictorial cancellation
which depicts eighteen divine steps leading to the sanctum
sanctorum of the temple, which is available only when post office
remains open (Fig. 13 and 14). Eighteen steps that lead to the
Ayyappa temple have been figuratively called Ponnu
Pathinettampadi. These steps are divine in all aspects. According to
a popular belief, the first 5 steps symbolize the five human senses
(Panchendriyas - signify the `mortal' nature of one's body) - vision,
hearing, smell, taste and touch. The following 8 steps symbolize the
eight ashtaragas - kama, krodha, lobha, moha, madha, maltsarya,
asooya and dhumb (desire, anger, avarice, lust, pride, unhealthy
competition, jealousy and boastfulness). The next three symbolize
for three gunas; nature born qualities i.e. satva, ( perspicuity,
discernment) , rajas (activity, enjoyment) and thamas (inactivity,
stupor). Last two steps symbolize vidya (knowledge) and avidya
(ignorance). Those who cross all these steps are believed to
achieve "Punyadarshan".

'GOD JAL' Sacred water of Godavari River
(Godavari Pushkara Jalam) through
Department of Posts: New Facet of
Devotional Post.
India is a country of innumerable sacred rivers
and rivulets. Such rivers have become
teerthas (Holy Place) and these teerthas have
the reputation of washing away the sins of the
sinners. Godavari, the longest river in the
peninsular India, is considered very sacred by
Indians especially by people of Andhra
Pradesh, Telangana and Maharashtra states.
The Skanda Purana (Medieval religious
literature in Sanskrit) contains an elaborate
account of the holiness of the Godavari. The
river originates in Sahyadri Mountains
(Brahma Parvatam) in the Western Ghats,
about 18 km from Nasik and Triambakam in
Maharashtra and forms into a huge lake near
Gangapur. It then embraces several
tributaries on its way towards East and then
towards south and finally joins Bay of Bengal
in coastal Andhra Pradesh. The river flows
through the states of Maharashtra, Telangana
andAndhra Pradesh.
Pushkaram or Pushkaralu (in Telugu),
Pushkara or Pushkar (in Sanskrit) is an Indian
festival dedicated to worshipping of rivers.
Pushkara or Pushkar is derived from the
element of Push (Pushti) meaning
nourishment and Kara means one who does it.
Pushkara is the energy that nourishes. With
reference to the sacred rivers, Pushkara
means the one who energize the rivers and
provide spiritual purification.
Godavari Pushkaralu is a festival of River
Godavari happens once in 12 years. This lasts
for a period as long as the Jupiter remains in
Leo Zodiac sign. The first 12 days of Godavari
Pushkaram is called Aadhi Pushkaram and
the last 12 days is called Anthya Pushkaram.
Last year it started from 14th July 2015 and

ended on 25th July 2015 and it was the 'Maha Pushkaram' which
comes once in every 144 years.

Godavari Mahapushkaram is once in a life time opportunity and
devotees to have a holy dip in Godavari River. It is believed that a
holy dip in Godavari enhance one's spiritual, mental and physical
abilities and helps to cleanse the inner selves, wash out the evil
tendencies and open up a path for a righteous living. This year
Godavari Pushkaram pilgrims from all over the country had a holy
dip in Godavari River but many could not fulfill their desire for one or
other reason.
Department of Posts also launched 'My
Stamp' on the regional theme of 'Godavari
Mahapushkaram 2015' on 14th July 2015.
Two Meghdoot Postcards and twelve special
covers were also released on “Godavari
Mahapushkaram” during the festive season.
Andhra Pradesh Postal Circle took an initiative to supply the sacred
water of Godavari to the devotees who could not physically visit and
have a holy dip in the Godavari River. Bottles of purified sacred
water of Godavari River christened 'GOD-JAL' (Godavari Pushkara
Jalam) duly purified and bottled as per ISI standards were delivered
at the door steps of devotees at the cost as ! 20/- per bottle. These
bottles were made available at 95 head post offices, 2,360 sub post
offices and 13,611 branch post offices of Andhra Pradesh &
Telangana from 15th to 25th July 2015. (Fig. 15)

Department of Posts had tied-up with an ISI Certified water
purification and bottling company to make the river water drinkable
through reverse osmosis process and to supply the 'GOD-JAL' in
500 ml bottles. The water drawn from the Godavari River was
purified by 18-stage purification process to comply with the Bureau
of Indian Standards before getting bottled. The government of AP
had permitted Department of Posts to draw water from the river for
this purpose. (Fig. 16).
Arrangements were made to place online orders for 'GOD-JAL', the
sacred water at website of A. P. Postal Circle www.appost.in/eshop
by devotees till 14th July 2015. Residents of Andhra Pradesh and
Telangana were able to book the orders through local post offices.
Specially printed Money Receipts were issued for orders booked at
Post Offices. (Fig. 17)
Domestic orders except Andhra Pradesh and Telangana were
delivered through Speed Post while orders from foreign countries
were delivered through WorldNet Express. For domestic orders !
157 were charged towards the delivery charges per bottle. Orders
booked within the state of Andhra Pradesh and Telangana were
delivered free of cost. Purchases from abroad were to be made
using American Express or Diner Cards only. Rajahmundry H.O.
was identified as the nodal point for dispatches of all orders received
for 'GOD-JAL'. Andhra Pradesh Postal Circle sold around 8 lakhs

Mahamaham 2016 Prasadam, Kumbakonam
The Masimaham is an annual event that occurs in the Tamil month
of Masi (February– March) in the star of Magam in Kumbakanom in
Tamilnadu. Once in twelve years, when the planet Guru (Jupiter)
enters Simha (Leo) sign a larger festival called Mahamaham
(Kumbh Mela festival) is celebrated at Mahamaham tank located at
Kumbakonam. This once in a 12-year gala event was celebrated
from 13th to 22nd February 2016 at Kumbakonam. Hindus consider
taking a holy dip at the Mahamaham tank on the day of Mahamaham
as sacred. Vast crowds gather at Kumbakonam to have a dip in the
tank, along with saints and philosophers. All the rivers of India are
believed to meet at the tank on this day and a purificatory bath at this
tank on this day is considered equal to the combined dips in all the
holy rivers of India.
In February 2016, during the Mahamaham 2016, Department of
Posts entered into a tie-up arrangement with the Department of
Hindu Religious & Charitable Endowment to make available
Mahamaham theertham (sacred water) and prasadam to devotees
through post offices all over India. Devotees had to register their
names and address for getting the prasadam through post offices by
remitting ! 150 in any post office having e-payment facility all over
India up to 29th February 2016. Biller ID created for making epayment was 6367 (HR&CE). For the first time e-payment facility
was made available for the prasadam service by Department of
Posts. (Fig. 20 and 21)

Pandharichi Waari Mobile Post Office new facet of Devotional
Post Service by Department of Posts
Vitthala temple of Pandharpur in Maharashtra is the main center of
worship of Vitthala or Vithoba, believed to be a form of Lord Krishna
or Vishnu and Pandharichi Waari is an annual pilgrimage to pay
tributes to Lord Vitthala in Pandharpur. The word 'Waari' in Marathi
literally means 'to visit at regular intervals'. This Waari is held during
the months of June and July, starting on Jyeshta Vada Ashtami from
Alandi and culminates at Pandharpur a distance of more than 205
Kms, on Ashadhi Ekadashi, the 11th day of Ashadha. 'Waarkaris'
(Devotees) start their journey by foot carrying the palkhis (palanquin
processions) carrying the paduka (foot prints) of famous saints of
Maharashtra, most notably Dnyaneshwar and Tukaram. This
tradition is more than 700 to 800 years old.
This annual pilgrimage has an important socio-cultural significance
and to facilitate the communication service amongst the Waarkaris,
Pune Postal Region for the first time opened a unique Pandarchi
Waari Mobile Post Office during the pilgrimage between 28th June
2016 and 16th July 2016. The Pandharichi Waari Mobile Post
Office, and extension counter of Alandi Devachi Post Office, housed
in a Mail Motor Service Van of Department of Posts accompanied
the Waari from Alandi on 28th June 2016. Postal facilities viz. sale of
postage stamps, mailing of ordinary letters, Registration, Speed
Post booking, Money Order Service, My Stamp facility etc. will be
made available in Mobile Post Office. M. O. receiving facility for the
devotees was also available against production of identity proof.
(Fig. 24, 25, 26) The Mobile Post Office halted at all the scheduled
halts of the Waari, listed in the 'Waari Palkhi Sohala'. It reached at
Pandharpur on 15th July 2016.
Special Cancellation for each day of eighteen-day pilgrimage
depicting the 'Sprit of Waari' was made available at the Mobile Post
Office with name of each halt. (Alandi Devachi, Pune, Saswad,
Jejuri, Walhe, Lonand, Taradgaon, Phaltan, Barad, Natepute,
Malshiras, Velapur, Bhandishegaon, Wakhari and Pandharpur).
On this occasion Pune Postal Region also released a set of 15
picture postcards depicting memorable moments of Wari and a set

of 5 picture postcards depicting images of
postage stamps issued on well-known saints
of Maharashtra viz. Sant Namdeo, Sant
Eknath, Sant Tukaram and Sant
Dnyaneshwar and the Dnyaneshwari. All
these saints and the Dnyaneshwari are
revered by the waarkaris.

Ganga Jal through post offices
To deliver the holy water from the Ganges at
the doorstep of every Indian across the length
and breadth of the country using the vast
postal network, India Post launched
distribution scheme of Ganga Jal through post
offices as well as through “ePost Office Portal”
from 10th July 2016. For this purpose, the
Ganga Jal is being sourced at Rishikesh and
Gangotri (the origin of the Ganges).
Recyclable bottles are available in two sizes,
200ml and 500 ml. The cost a bottle sourced
from Rishikesh is !15 for 200 ml and ! 22 for
500 ml. The one sourced from Gangotri is ! 25
for 200 ml and ! 35 for 500 ml. (Fig. 27 and 28)

Efforts were made to introduce Prasadam
Service for Lord Jagannath temple, Puri in
association with Jagannath temple
administration in 2003 and Prasadam of
Badrinath temple in the form of Blessings from
Dev Bhumi in association with the Uttaranchal
Tourism Development Board in 2005.
Probably Prasadam service were not
launched at both the places due to unknown
reasons.
Recently Uttar Pradesh Postal Circle has
planned to deliver 'prasadam' from the historic
temples of Banke Bihari, Radha Raman and
Radha Vallabh in Vrindavan, Kirshna
Janamsthan and Dwarkadish in Mathura and
Radha Rani Mandir in Barsana. Pilot project is
already launched in Mathura for delivery of
'prasad', in Western UP and NCR.

“KRISHNA JAL”, Sale of Krishna Pushkar Jal through Post
Offices
Krishna pushkaralu occurs once in twelve years. It is a festival of
river Krishna which lasts for 12 days. The auspicious occasion of
Krishna pushkaralu is going to begin from 12thAugust 2016.
After the successful distribution of 'GOD-JAL' during Godavari
Pushkaram last year, Andhra Pradesh Postal Circle is now set to
supply 500 ml. bottles filled with water from Krishna river for ! 30
during this festival. The department of posts has already begun
bookings of 'KRISHNA JAL' through the post offices in Andhra
Pradesh and Telangana state. Customers can also book the orders
through AP post website www.appost.in/eshop at ! 50 per bottle.
Delivery charges for online orders are ! 75 (up to 200 km), ! 104
(201 – 1000 kms), ! 138 (1001 – 2000 kms) and ! 161 (2000 kms

existence or new services have been added
by Department of Posts. Readers are
requested to provide information if any
available with them.
Devotional post is a new subject, perhaps first
time important features of these services are
brought out in this article. The subject needs to
be explored in depth. To collect examples of
these services need an effort and patience.
This subject has opened new avenue to the
collectors of Modern Indian Postal History and
examples of devotional post will help them in
building a unique collection.

State Level Philatelic Exhibitions:
Kerapex 2016, Thrissur
13th Kerala State Level Philatelic Exhibition was held from 7th to 9th
January 2016 at Sree Sankara Hall, M. G. Road, Thrissur. The
exhibition was inaugurated by Hon'ble Minister for Co-operation,
Khadi & Village Industries, Kerala Shri C. N. Balakrishnan in
presence of MLA of Thrissur Shri Therambil Ramakrishnan,
Postmaster General, Central Region, Kerala Smt. Sumathi
Ravichandran, Director Postal Services, Central Region Shri S.

Mappex-2016, Indore
12th Madhya Pradesh State Level Philatelic Exhibition was held at
at Pritam Lal Dua Auditorium, Regal Chauraha, South Tukoganj,
Indore from 5th to 7th February 2016. Exhibition was inaugurated by
Dr. R. S. Kureel, Vice Chancellor of Dr. B. R. Ambedkar University of
Social Sciences in presence of Dr. D D Bhawalkar, Retired Sr.
Scientist, Raja Ramanna Centre for Advanced Technology, Shri
Ajay Kumar Roy, Postmaster General, Indore Region, Ms. Priti
Agarwal, Director Postal Services, Indore and Mr. Dinesh Chandra

Punpex 2016, Chandigarh
3rd Punjab State Level Philatelic Exhibition was held at DAV
College, Sector 10, Chandigarh from 6th to 9th February 2016.
Exhibition was inaugurated by the Adviser to the Administrator, UT,
Chandigarh, Mr. Vijay Dev in presence of Shri R. S. Dhaliwal,
President, Chandigarh Group of Colleges, Shri B. C. Josan,
Principal D. A. V. College, Chandigarh, Ms. Achla Bhatnagar, Chief
Postmaster General, Punjab Postal Circle, Chandigarh, Ms.
Manisha Bansal Badal, Director Postal Services (HQ), Ms.
Meenakshi Yadav, Director Postal Services, Chandigarh Region
and Ms. Radhika Dhir, SSPO, Chandigarh. A Carried Cover on
Indian Dak Runner was also released on the occasion. Covers were
carried on foot by postal runner dressed in ancient Dak Harkara
uniform from exhibition venue to delivery destination Chandigarh
GPO. Eleven Special Covers were released during the exhibition.
Utsav-2016, New Delhi
8th Delhi State Level Philatelic Exhibition was organized from 15th
to 17th February, 2016 at National Science Centre, New Delhi.
Exhibition was inaugurated by Shri Sanjeev Thapar, Member (PLI),
Postal Services Board. Five Special Covers were released during
the exhibition.

International Fleet Review Special booklet (folder)
Commemorative stamp on International Fleet Review was released
by President of India Shri Pranab Mukherjee at Visakhapatnam on
6th February, 2016. On this occasion Andhra Pradesh Postal Circle
issued a booklet (folder) in commemoration of past President's
Fleet Reviews titled “AIKYA”. The booklet contains write ups,
photographs and images of stamps brought out on the occasion of
past President Fleet Reviews. The booklet was released by
Member (Planning), Postal Services Board, Mr. Shekhar Kumar
Sinha in presence of Mrs. Sharda Sampath, Postmaster General,
Visakhapatnam, Mr. M. Sampath, Postmaster General, Vijaywada
and Commodore Amit Vikram on 7th February 2016 at the function
held at Visakhapatnam. The booklet was priced at ! 325.
Mahamaham Prasadam by Post
During the Mahamahm (Kumbh Mela festival) at Kumbakonam,
arrangements were made to deliver Mahamaham theertham
(sacred water) and prasadams to devotees through post offices all
over India. Pack of prasadam containing the Mahamaham
theertham, vibuthi, kumkum of 12 Siva temples and 5 Vaishnavaite
temples located in and around Kumbakonam, sugar candies and a
book on the history of Kumbakonam temples was made available at

published in this issue).
My Cancellation – New Service launched by India Post
India Post has launched 'My Cancellation' service which allows the
customer to get a special cancellation with a special message for
the specific occasion along with a personalized 'My Stamp'. My
Cancellation will be available only for those who order a minimum of
100 sheets of My Stamp on the same theme. My Cancellation facility
will be offered for !1,500. First ever My Cancellation was issued by
Tamilnadu Postal Circle along with My Stamp to well-known stamp
dealer and philatelist of Chennai Mr. V. Ethiraj on the occasion of
wedding of his son Ramesh. ‘My Cancellation’ was provided on 1st
January 2016 on the wedding invitation envelope affixed with My

Regional meeting of Philatelic Congress of India at Jaipur
Regional Meeting of Philatelic Congress of India was held at Rotary
Hall, Opp. St Xavier's College, Church Road, Off M. I. Road, Jaipur
on 28th February 2016. The event was hosted by Philatelic Society
of Rajasthan. A Special Cover on Philatelic Seminar, depicting
Postage Stamps of the erstwhile Princely States of Rajputana and a
Special Cancellation bearing the text "Stamp Collection / Preserve
Heritage / Philatelic Seminar" was released on the occasion by Lt.
Col. Sri D. K. S. Chauhan, Chief Postmaster General, Rajasthan
Postal Circle. After the regional meeting a Seminar on Thematic
Philately was conducted by Shri Rajesh Kumar Bagri, PCI –
Thematic Chapter.
Platinum Jubilee of India's first Philatelic Bureau at Mumbai
The Department of Post completed 75 years of active philatelic
activities or service to philatelists in India on 21st June 2016. The
first philatelic bureau in India was opened on 21st June 1941 at
Bombay GPO to cater needs of philatelists. Bombay Philatelic
Bureau was the only bureau in India, functioning alone for more than
7 years. On 15th August 1948, nine philatelic bureaux were opened
in different state capitals of India, viz. Calcutta, Cuttack, Delhi,
Lucknow, Madras, Nagpur, Patna, Shillong and Simla vide Postal
Notice no. 31, dated 6.8.1948. Today Philatelic Bureau at Mumbai
GPO is the India's largest Philatelic Bureau and also functioning as
International Philatelic Bureau in the country. There are around 100
foreign deposit account holders from various nations at this bureau.
It also has 4,948 domestic account holders.
In order to celebrate the Platinum Jubilee of Mumbai Philatelic
Bureau, a philatelic seminar was organized by Maharashtra Postal
Circle at Conference Hall of Chief Postmaster General's Office,
Mumbai on 21st June 2016. This was the first philatelic seminar held
by Mumbai Philatelic Bureau. Philatelic talk were given by Shri
Rajan Jayakar and Shri Vispi Dastur of Mumbai. Power Point
presentations based on papers/articles of Shri Ashok Kumar
Bayanwala (Ahmedabad), Dr. Punit Dixit (Nadiad) and Shri
Prashant Pandya (Vadodara) were also presented. A Special Cover
was also released to commemorate the occasion.

Indian Philatelic Fraternity lost three well known personalities
We regret to inform you the sad demise of three well known
personalities.
Shri Chitta Ranjan Pakrashi (C. R. Pakrashi), well known artist and
leading stamp designer, passed away on 16th March 2016 at the
age of 95. He produced some brilliant stamp designs that now form
a proud part of our philatelic heritage. He designed about 54 stamps
from 1956 to 2008. Stamps issued on the occasion of 2500th
Buddha Jayanti in 1956, Jai Bangla stamp issued in 1973, INPEX
stamp issued in 1982, Stamp on J.R.D. Tata issued in 1994 were
designed by Shri Pakrashi.

postal auction catalogues with economically
priced lots which helped several philatelists to
develop their collections.
We convey our heartfelt condolences to the
bereaved families and pray the almighty God
to give their family members all the strength to
bear the blow and may their departed soul rest
in peace.
Shri Shankarlal Lohia of Nagaur passed away on 17th March 2016.
He is known to all senior philatelist especially collectors of Postal
Stationery and Postal History. He was oldest stamp dealer of postal
history and postal stationery items from Rajasthan. Credit goes to
him for finding and deciphering Steamer Service Postmarks. He
was also a good writer of Marwari traditional poems. His book on
Marwari Poems was also published.
Shri Satish Misra (b. 1st August 1957) well known stamp dealer and
auctioneer passed away on 20th June 2016. Satish Misra's name
need not require introduction to senior philatelist. He was a true
philatelist, thorough gentleman, helping person and a genuine

A trip to the past and present...

Japan Postal Museum, Philatelic Museum and Yokohama Kitte-Kan
Few months back during my business trip to Japan I had an
opportunity to visit Japan Postal Museum, Philatelic Museum and
Yokohama Kitte - Kan (Stamp Museum / Philatelic Bureau).
Japan Postal Museum
The Japanese postal system is renowned for its efficiency and
punctuality. If you're interested in knowing how this convenient
service became what it is today, you simply have to visit the Japan
Postal Museum, located on the ninth floor of Tokyo Skytree Town.
Though opened on 1st March, 2014, the Postal Museum Japan,
traces its origins back to the Yuubin Hakubutsukan (Postal
Museum) founded in 1902 as part of the commemoration of the 25th
anniversary of Japan's entry into the Universal Postal Union.
Postal Museum Japan is a unique museum housing a huge amount
of historical collections related to postal services and
communications of mainly 19th and 20th Century. The museum has
an exhibition area, message theater and event space and a letter
lounge. More than 400 reference materials are displayed and about
330,000 postage stamps across the world are mounted in lined
panel drawer type frames. Oldest automatic postage stamp vending
machine of 1904, Embossing Morse telegraph machine of 1854,
letter sorter, array of old letter bins and mail bags, postal uniforms,
cancellations, old mail boxes, telephone and telegraph instruments
and many such array of paraphernalia of the bygone era's postal
system are exhibited in the Museum.
One wonderful attraction at Japan Postal Museum is Picture
Postcard Creator. Visitor can transform him / herself into a postman
by putting his/her face in the frames available on the screen of
computer and click his/her photo and print the picture post card. Per
visitor only one picture postcard is allowed. Another attraction is
Stamp Pond. On the big TV Screen children can select the theme or
country and can view stamps on different countries on the screen as
per the selection made.
Museum Shop for the gift items and Museum Post Office are also
housed in the Museum. One can mail the letter from the museum

mailbox is also installed at the exit of the
Museum. Admission fee of 300 Yen (150 Yen
for Students) which is worth spending to have

Philatelic Museum
The Philatelic Musuem at Mejiro, Tokyo
founded in April 1996 is solely dedicated to
Philately and stamp collecting. It was a dream
of late Mr. Mizuhara Meiso, first president of
the Japan Philatelic Society to set up philatelic
museum for the development of philately. The
museum was constructed after his death. He
could not see the Museum which was built by
his own money in the land donated by him.
The museum is four-storeyed stone building
with the basement for parking.At the entrance,
just beside the door, there is a copper
sculpture mounted on a stone, depicting an
elderly philatelist and a girl. The man has an
album on his knees, looking at the stamps with
a magnifying glass, perhaps explaining
something to the girl, just like the late

Mizuhara, who was very earnest to talk on collecting to the young
people. Stamp dealers' booths are also available at ground floor
from where philatelists can purchase philatelic items.
On the first floor, there are two zones. Exhibition zone is a great wall,
all covered with the Map of the World, made of iron and a detailed
map of Japan. In front of the wall several standing frames for
stamps, are nicely arranged according to the theme. The exhibition
in this zone is changed every three months according to the year
schedule. The gift shop offers frames and albums for collectors, as
well as postcard reproductions of notable stamp designs. In the
Shop Zone, you will see the new issues of the world, as well as old
issues of many countries or of Japan. You can also buy philatelic
accessories and publications. On the second floor there is an office
of the Museum and a Library Zone, where you can read philatelic
books and magazines, some freely, others through the librarian.
There are about 10,000 books and 1,000 magazines. There is a
wooden box with small drawers known as a 'Card catalog', which
used to reside in all libraries before the advent of computers. This
card catalog contains information about publications available in the
library. A separate area is secured for the late Mizuhara Meiso's
memorial. Here his work room is reproduced with his desk, chair and
philatelic accessories. Mr. Mizuhara's collections are stored
according to titles of the collections and the copies of exhibits are
stored separately. Awards and Certificates of Mr. Mizuhara are also
displayed in one corner. On the third floor there is large room for
exhibitions and lectures.
I found one thing interesting at museum. A gift is given to the visitor
whose birth date matches with the current year's stamp issue
programme of Japan. Workshops on "Experience! Stamps paint",
Japanese paper collage using used stamps are also held every third
Sunday at the Museum. Some collages made of used stamps are
also displayed at one corner of the museum.
Admission to the museum is 200 Yen for adults, 100 yen for children,
and free for the disabled. There is no charge to enter on the 23rd of
every month, known as “fu-mi no hi”, or “Letter-Writing Day.” (If the
23rd falls on a Monday, the museum's regular day off, admission is
free on the 24th.)
Yokohama Kitte - Kan (Stamp Museum)
Yokohama Kitte – Kan is a stamp museum (philatelic bureau)
located outside of Yokohama Central Post Office. In Japanese
language kitte means stamp. When I entered in the premises the
staff greeted me with a smile and a friendly Hello. I was impressed
with display of stamps in a systematic manner. Dummy Stamps of all
available philatelic issues were displayed on the notice board with
product code. One has to fill the small form available at counter with
code number and quantity for buying philatelic stamps. Philatelic
Stamps available at the shop are stored in a cabinet in such a way
that one can easily find any issue with its code number. Surprisingly
the bureau remains open from 11.00 am to 8.30 pm on weekdays,

from 11.00 am to 6.30 pm on Saturday and
from 11.00 am to 4.00 pm on Sunday. On the
day of stamp release it remains open from
9.00 am to 8.30 pm !
I stayed there for about 20 minutes and within
the span of 20 minutes, 5-6 customers came
to the bureau, selected the stamps they
wanted to buy and with in couples of minutes
went back.
Can we dream such service at our philatelic
bureaux?
