■ Taking Wing in the Potomac
Mr. Hayes called the local soil and water conservation office three years ago to discuss what he
could do to better manage his farm in Carroll
County Maryland.
From that phone call, a meeting was initiated
with a local soil and water planner, a local forester,
and a Ducks Unlimited biologist. Since that first
meeting Mr. Hayes has accomplished a great deal of
habitat restoration and watershed protection on a
sixty acre flood plain directly adjacent to Little Pipe
Creek flowing in to the Monocacy River and ultimately the Potomac River.
The flood plain has been farmed much of the
last 100 years or actively grazed the floodplain was
doing little to shade the stream, provide adequate
wildlife habitat or harbor heavy floodwaters as a
floodplain of its size should.
In the state of Maryland there were several
options available to Mr. Hayes to restore and pro-

tect this habitat and under the advice of the
resource practitioners working with Mr. Hayes, he
took advantage of the benefits of the Conservation
Reserve Enhancement Program (CREP) and DU’s
Habitat Stewardship Program.
This proved to be the best option for Mr.
Hayes as it allowed him the maximum flexibility to
restore both the forested and wetland component
of the sixty-acre pasture.
Through CREP trees were planted to jumpstart natural succession on the field and help to
restore the native hardwood forest.
Additional funding was provided by Ducks
Unlimited as a pilot project to supplement planting
material with larger stock trees in order to increase
survivability and reforestation of the pasture. DU’s
private land Habitat Stewardship Program assisted
Mr. Hayes in restore the wetlands across the flood

With the passing of Fred Sperato, Ducks
Unlimited lost one of their most respected leaders and dedicated champions.
Through his wealth of knowledge, experience and years of devoted service, Fred was a
significant factor in the achievement of the distinct and unique standing that Ducks Unlimited
enjoys today.
In memory of all that Fred accomplished for
DU over the years, we are honoring him with a
tribute planned for Sunday April 18, 2004 at
Peerce’s Plantation in Phoenix, MD. In an effort
to raise much needed funds of our Chesapeake
Bay Initiative, proceeds from the event, as well as
contributions from people who are stepping up
as DU Major Donors or upgrading their current
Major Donor commitment, will go toward the
Initiative, in honor of Fred’s name.
All of the Major Donors and Upgrades will
be recognized on a brass plaque that will be fitted to a cairn. The cairn will be erected at
Fishing Bay Wildlife Management Area where
one of our major Initiative projects will be completed. The project will restore 400 acres of
high salt marsh habitat, stabilizing water levels
and hydrology to stages found prior to mosquito
control grid-ditching techniques. The restoration
of permanent and semi-permanent water bodies
will create habitat suitable for aquatic invertebrate communities and SAVs endemic to high
marsh areas. In turn, restoration of high marsh
hydrology is expected to increase the quantity
and quality of habitat available for various avian
species.

s the Ducks Unlimited fiscal
year comes to a close our grassroots income is down about
$15,000 for the state over last year. We
still have several planed spring events
and many chapters are adding new
events “to help off-set this lost.”
DU volunteers and members make
our organization
the envy of the
conservation
world and
together we can
help Maryland
DU reach its
goal.
It takes a lot
of hard work
from our local

DU. As you plan to go to a DU event
consider asking a friend, relative or a
business associate to attend, with your
help, we can dramatically increase
Maryland's DU membership.
Your support can make a difference. New members are an important
part of our continued growth and
DU's future.
We have over 900 projects in
Maryland, we're spending more than
80 cents of every dollar in conservation and reach projects.
However, there is still much that
can be accomplished since we are still
losing wetlands to development and
growth.

Still Going Strong
The longest running
Ducks Unlimited golf event
in the country, the Bobby
Watson Tournament, will celebrate its 31 st anniversary
Monday June 14, 2004 at the
Green Spring Valley Hunt
Club in Owings Mills,
Maryland.
The Chapter was originally called the Green Spring
Chapter for the Club where
the tournament is held.
The tournament has been
at the GSVHC for every one
of its 30 years.
After his untimely passing
in 1990 the Chapter was renamed in honor of the gentleman who started the tournament, Charles B. “Chic”
Allen of Towson, who
served as DU President in
1967 and 1968.
After Chic’s passing in the
early ‘90’s Bobby Watson
took over the reins of the
Chapter and ran it until 2
years ago when he too left us
well before his time.
Since Bobby’s death we
have re-named the Chapter
the Bobby Watson Chapter to
honor Bobby for all of the
time and effort that he put in
the event for “The Ducks”.
The tournament has
raised more than $320,000
for DU during the past 30
years and it is still going
strong.

Sportsmen’s Voice Being
Heard in Annapolis

“In a civilized and cultured country wild animals only continue to exist at all when preserved by
sportsmen. The excellent people who protest against
all hunting, and consider sportsmen as enemies of
wildlife, are ignorant of the fact that in reality the
genuine sportsmen is by all odds the most important
factor in keeping the larger and more valuable wild
creatures from total extinction,” — Theodore
Roosevelt.
I saw this quote in the program for the
3rd annual Maryland Legislative
Sportsmen’s Foundation Banquet. Powerful
words spoken by a man with true vision.
In Maryland we have 70 such visionaries, the members of the Maryland
Legislative Sportsman’s Caucus. Formed
in 2001, the caucus was one of the first of
its kind nationally.
The mission statement of the
Sportsmen’s Caucus begins, “The purpose of
the Maryland Legislative Sportsman’s Caucus is to
preserve and promote the traditional rights of
American citizens to recreate, hunt, fish, trap, and
pursue outdoor activities. To conserve, promote and
protect Maryland’s lands, wildlife, and wildlife
habitat for the future enjoyment of all citizens…”
If Theodore Roosevelt could see how far
from his vision we as a country have traveled, he would be asking why it took so
long for such a caucus to come into existence.
However late, the importance is that
the caucus is here now and in only a few
short years, the voice of Maryland’s sportsman is being heard again in Annapolis.
The caucus gains its support from the
Maryland Legislative Sportsmen’s
Foundation.
How have things changed for sportsmen over the last few years? At the foundation banquet last week, Governor
Robert Erlich was named the foundation’s
first “Sportsman of the Year.” Can you
imagine our last Governor receiving such
an award? After several years of sportsmen and more importantly our state’s
wildlife and its habitat being ignored in
Annapolis, the tides have begun to change.
Is it perfect in Annapolis for sportsmen?
Not even close, but at least the winds of
change are slowly beginning to blow in the
right direction.
During the 2003 session the caucus
helped; 1) lead successful efforts to enact a
limited Sunday hunting law that repealed a
280-year old Maryland law, 2) reject a proposal to prohibit bear hunting in Western
Maryland, 3) reject a proposal to ban the
use of leg hold traps, and 4) defer a proposal that could have required “reverse
posting” on private lands.
Currently in the 2004 session our caucus is again at work defeating several bills
aimed at limiting the rights of sportsmen
and wildlife. Bills specifically targeted for
defeat include; 1) a bill to delay the opening of 29,000 acres of state land to public
hunting, 2) another attempt by anti-hunting groups to ban the use of leg hold
traps, 3) a bill to forbid DNR from conducting bear hunts till 2010, and 4) a bill
which seeks to ban certain types of guns
from sale in Maryland.
All of the effort put forth by the caucus and foundation is absolutely tremendous. But the most important factor I saw
at the banquet was the coming together of
all those parties with the good of the environment in the forefront. I once saw a
bumper sticker that read “Sportsmen, the
first environmentalist.” When the socalled “environmentalist” groups join in
with the sportsmen of the state, what a
powerful voice will be heard. One that is
needed to protect the same wildlife and
habitat we are all fighting to preserve. A
voice I must ad is often being lead by the
efforts of Ducks Unlimited.

What being A D/U Committee Member Has Meant To Me

Meade Chapter Committee Chairman
I started out in the Meade Chapter as a
regular member and from there took on a
committee job as Banquet Chairman.
I acted in that position for 5 years and in
2001 the current Committee Chairman
(George Jones) and a few other committee
members came to me and asked me to be the
next chairman in the chapter.
I knew it would mean more commitment
from me and after talking to Chip Heaps
(our Regional Director) I accepted the position.
First I set some goals for myself. I
believed we could have better events if we
put more butts in the seats.
It took me some time to convince the
rest of our committee we could do better
and provide the best bang for our buck by
keeping the ticket price down to attract more
people.
I finally convinced them and in 2002 and
we had the biggest event Meade Chapter has
ever had.
We had the most people and generated
more money for the ducks than we ever had
before.
It was the first sold out event we had
ever had and the formula for success was,
keeping the ticket price down and the event
was held at Bass Pro Shops in Arundel Mills
Mall.
In my time as Committee Chairman I
have seen a lot and learned even more about
what Ducks Unlimited is doing to help preserve what every outdoorsman has learned to
hold dear to our hearts.
What our mentors have trained us about
the outdoors, Ducks Unlimited has taken to
the next level.
My passion started as a young adult
before I had children.
Then I found new joy in teaching my
children about wildlife and nature.
Some of the dearest memories in my
heart were generated spending time with my
son hunting ducks and geese in Maryland on
the Eastern Shore.
The crowning moment of my time so far
with Ducks Unlimited was being invited to
Washington DC to witness our President Of
the United States George W. Bush jr. sign a
bill into law. The bill was the, "North
American Wetlands Conservation Act."
In that one moment seeing our President
only a few feet away from where I was sitting, I felt a new sense of purpose! All of a
sudden it all made sense to me.
The efforts we are making are not in
vein! We are making the difference. Now,
every time I see a duck in flight or, some
ducklings following their mom on a pond I
feel proud.
Through my efforts and the efforts of
Ducks Unlimited members all of the United
States and Canada, some other guy is going
to be telling his child about the ducks and
geese.
I can only pray the legacy will live on
after I am gone!

You pay a one time fee of $60 which covers the fee to MVA and also a small fee
to Maryland DU. Once you get your tags, you renew your registration as you normally would, with no additional fees. If you are purchasing a new vehicle, just let
your dealership complete your application as they normally would ... your DU tags
will carry the same expiration date as your regular tags.

DUCK AND GOOSE CALLING CONTEST
The Federalsburg Volunteer Fire Company is hosting a "Federalsburg Sportsmen
Show" on Saturday March 13, 2004. Located at 208 North University Avenue in
Federalsburg, MD. Vendor space is available. An 8X8 booth that includes a table and
chairs is $20. Electricity is availbe also for an extra $5. You must supply your own
power cord. All non-profit organizations are free of charge.
Duck and goose calling contest information: Contest is open to anyone who has
never won any organized contest that required an entry fee. Jr division is for
anyone under the age of 16. Sr division is for 16 years of age and up.
Registration is at 11am and contest to start at noon with the Jr division first.
Prizes will be awarded for 1st through 3rd in each category. 1st prize in Sr goose
and duck is a Benelli Nova shotgun.

Tickets for the 6th Annual Gunpowder Chapter of Ducks Unlimited Sportsman Raffle are now available for purchase. Your contribution of $20.00
will give you 30 chances to win. Again this year we have an exciting collection of guns to award the lucky winners. Also this year you will have your choice
of the gun of the day or $200.00.
The raffle will be conducted during APRIL 2004. All tickets will be assigned randomly. (Specific numbers may not be requested.) If purchasing ticket(s) through the mail, the ‘DUCKS’ have requested that you send a self-addressed stamped envelope, so we can return your ticket
stubs. (More than 5 tickets requires two (2) stamps.) Your ticket is good for every day of April 2004 and you could win more than once during the month. The winners will be determined by the Maryland STRAIGHT three-digit nightly lottery drawing. The lucky named ticket
holder will be notified by phone and given the choice of the gun of the day or $200.00 as soon as possible. If you choose the gun you will

thought, I jumped up, and
although it took two shots,

the goose. “Didn’t think
you were gonna get him”
says Steve.
“I knew I had Chris to
back me up” I told him.
After that, it seemed as if
we couldn’t get a Canada
goose to come within 50
yards of us! As we continued to laugh and call at
birds we ended up with
some nice shots and some
more not so nice shots.
The ducks gave us some
more looks and in all, we
took 5 mallards. But not
without another event that
will keep this hunt in our
memory for ever! Steve
had Chris and I just about
ready to fall over from
laughing when all of a
sudden he looks up and
presumes, they were close
enough to shoot. Well,
Steve says “Get ‘em” and
we come up to shoot and
realize the ducks are about
60 yards out on their
approach and quickly flare
off! “Nice work on calling
the shot Steve”, I say with
a huge smile on my face!

like a horse for calling a

Steve’s jokes and stories, to
the shots and retrieves
from Zayda. I always look
forward to hunting with
Steve because I know that
no matter what, he’ll keep

Administration Supports Wetlands Protection
Memphis, TN, December 18,
2003 – The Bush Administration
took a significant step towards
continued protection of wetlands
by declaring that there would be
no new rules to affect the historical protection of wetlands under
the federal Clean Water Act.
In the statement,
Environmental Protection
Agency Administrator Mike
Leavitt announced that the decision reaffirms and bolsters protections for wetlands and wildlife
habitat in the United States.

Executive Vice President, Don
Young stated, “For nearly three
years, the staff and volunteers of
DU have provided important science-based input to issues related
to the January 2001 Supreme
Court decision, known as
SWANCC, that affects wetland
protection.
DU looks forward to continuing our work with the White
House, EPA, the Army Corps of
Engineers, and others to fulfill
President Bush’s commitment to
bolster protection of wetlands.”
Wetlands protection under
the Clean Water Act has been a
concern for many sportsmenconservationists since the
Supreme Court issued the
SWANCC decision, which,
depending upon agency interpretation, could accelerate losses of
isolated wetlands and small bodies of water.
“DU is very pleased with the
Bush Administration’s decision
to maintain this important component of federal wetland protection,” says DU President,
John Tomke.
“Protection of key habitat
areas for waterfowl is central to
the mission of DU and critically
important to North America’s
migratory bird populations. This
is a victory for efforts to conserve, restore, and manage critical breeding areas for waterfowl.”
This much anticipated
announcement comes just four
days after President Bush met
with Tomke and other conservation leaders to discuss major
issues facing the wildlife conservation community.
During that meeting, DU’s
president raised the importance
of protecting isolated wetlands
through the Clean Water Act to
ensure healthy waterfowl and
other wildlife populations, and
emphasized it as a critical issue
to hunter-conservationists and
other outdoor enthusiasts across
the United States.
“We applaud the
Administration’s wetland protection decision,” says Young.
“There are still some outstanding
issues, including pending cases
before the Supreme Court with
regards to the Clean Water Act.
Therefore, we will continue
to devote time and attention to
this topic in an effort to conserve and protect this country’s
critical wetland resources.”

The Central MD Chapter of
DU closed 2003 with another
banner year and in continuing to
search for additional revenue
streams, elected to host their 2nd
annual ‘Ladies Event’. On
February 21st, the CMC hosted
185 paying attendees to a rousing
night of Bingo featuring
Longaberger baskets. The crowd
left satisfied after 21 games of
Bingo, raffles and door prizes
and in the end, the CMC raised
over $4,000 ‘for the ducks’. Many
thanks must be extended to our
underwriters and donors, as well
as to our hard working committee. All had a great time and it
appears this event format has
legs. Look for a date in early 2005
for the 3rd annual CMC Bingo,
as the committee has already
voted to continue the tradition.

as a more cost effective measure than excavation of large

waterfowl production has

and wetlands conservation group in North America. The Organization has
conserved more than 10 million acres of wetlands and related habitats in North
America.
Ducks Unlimited officials said there is still much more work to be done.
North American wetlands continue to disappear at the rate of 100,000 acres
per year.
Chaney Enterprises of Waldorf has been involved with Ducks Unlimited in
Corporations for Conservation, a program in which Ducks Unlimited works
with business and industry to protect the environment.
A strong commitment to conservation is what brings the people of Chaney
Enterprises and Ducks Unlimited together, company official said. Chaney
Enterprises officials said they are able to provide a real-life example of conservation to communities throughout Maryland by reclamation practices, such as
the creation of wetlands. Chaney’s other conservation practices include ground
water recharge and improvement of water quality.
For those ongoing efforts and its support of Corporations for conservation,
Chaney Enterprises was honored at the recent Ducks Unlimited Charles County
annual banquet.
Chaney officials said they are proud to be honored by Ducks Unlimited and
look forward to a fruitful relationship to come through the Corporations for
Conservation program.

miles of riparian vegetation
and hundreds of acres of

More than 8500 acres
have since been afforested
and approximately 6000 acres
have been permanently protected to enhance water quality and wildlife habitats.
Noteworthy is the success
that the partnership has had
in enlisting support from volunteers who have collected
over 9 tons of native tree
seeds, thus preserving genetic
stock that would otherwise be
lost.
The Partnership illustrates the great potential of
public-private collaboration in
restoring the Potomac River
and one of the nation’s most
critical watersheds.

Teaming Up To Make Every Backyard Count

Partnering is a key to
Ducks Unlimited’s success
in achieving its restoration
goals in the Potomac River
watershed.
As one of the six
organizations constituting
the Potomac Watershed
Partnership, DU has the
unique opportunity to
share educational resources
and outreach efforts with
other non-profit and governmental organizations.
In the upper Potomac,
many of DU’s projects
focus on re-vegetating
riparian areas and encouraging best management
practices that ultimately
protect downstream wetland habitat.
In addition to supporting numerous successful
projects in rural areas, the
Ducks Unlimited MidAtlantic Field Office is
spearheading a PWP campaign to connect to suburban and urban landowners.
To educate a wide audience about the importance
of backyard land stewardship to their local waterways and wetlands, the
partnership recently held
an educational forum on
conservation landscaping.
This workshop focused on
techniques aimed at
improving water quality
and reducing the spread of
problematic invasive plants.
The diverse audience of
over 100 attendees included representatives from
homeowners associations,
local nurseries, landscape
designers, master gardeners, community planners
and members of other
environmental organizations.
Discussion focused on
the wisdom that backyard
gardens not only provide a
beautiful setting for a
home, they also play an
important role in the
health of the surrounding
environment.

Maryland waterfowlers
may be in for some changes
for next hunting season
depending on how legislation in the Maryland
General Assembly fares,
and how the regulatory
process at Maryland
Department of Natural
Resources (DNR) moves.
Via the Maryland DNR
comes a proposal from the
United States Fish and
Wildlife Service regarding
controlling the number of
resident geese in Maryland.
One proposal would
allow the bag limit to be
raised from 5 to 8 birds.
This would be in line with
many other states in the
Atlantic Flyway, most
notable our neighbor to the
north Pennsylvania.
The second proposal is
much more drastic. The
second proposal would
allow hunting on August 1,
allow the use of unplugged

492 is a bill that deals with
waterfowl outfitters and
waterfowl hunting guide
licensing. The bill in
essence will define an outfitter and a guide, set fees,
set minimum qualifications
to obtain a license, criteria
for the issuance and denial
of a license, and grounds
for license suspension and
revocation.
While most people do
not like the government
setting regulations, a law
like this would go a long
way in ensuring that paying
clients have some protection and that these standards will help prevent
some of the less ethical, fly
by night individuals from
engaging in waterfowl guiding.
HB 492 was heard in
the MD House
Environmental Affairs
Committee and had no
opposition. A similar bill
last year passed in the
Senate and never was heard
in the House.
Senate Bill 59 is of
major importance for all
waterfowlers, especially
those who are getting started or who cannot afford a
lease or club. SB 59 deals
specifically with blind site
licensing and squatters.
The bill has two purposes.
The first part would allow
riparian landowners to
license their property for 3
years at a time instead of
every year. Several problems arose when service
men and women were
called up to head overseas
and the spouse of the service member was unaware of
the licensing requirement.
The second part would
mandate that those who
show up for the squatter’s
day lottery have a previous
hunting license.
In the past, certain individuals would bring family
members and work staff to
stand in line to draw a
number for the lottery. This
would hopefully prevent
such action and give all
waterfowlers a fair chance
to obtain a blind site.
While the bill was in the
senate committee, so
amendments were added
that would have removed
some counties from squatter access. Sportsmen of
Maryland are currently
working with members of
the general assembly to
remove those amendments
and pass the original bill.

With a growing population,

damage, fouled waters, and
nuisance complaints at
parks and golf courses.
The general consensus
at a stakeholder meeting
held by DNR was that an
August season would be
difficult because of weather, lack of harvested crops,
and potential landowner
conflicts. Regardless of
what regulations are adopted, Maryland hunters will
be asked to step up and kill
more resident geese.
