you. Bring your questions and planning notebooks for information, insight, and advice.
Apps to Leverage Your Time (Room 103) - Do you see those folks walking around with smart phones
and iPads who appear to be well-organized and digitally versed? Come get some technological pointers
and the low-down on key apps that will help you get started and keep moving swiftly down the virtual
highway.
Family Readiness Overview (Room 104) - Are you maximizing the resources of the Guard's Family
Readiness office for your people? Come learn more about all the assistance and services available.
Officer Professional Development (Room 105) - Career enhancing information from the office that is
responsible for helping you plan your career!
Session 2, 1345 - 1415 hrs
funding Your Education (Room 101) - Let's face it–education is expensive, but there are ways to
cut costs and supplement your war-chest with grants and loans. Don't spend your money if there is an
alternative. This session may pay for itself!
Unit Legislative Activities (Room 103) - Your unit is the best way to reach out to congressmen and
state legislators. This class will teach you what is allowed and how to do it effectively. Start being a prized
asset to your command and your legislators!
Physical and Mental Wellness (Room 104) - Come learn about the important balance of ensuring
wellness.
EANGUS (Room 105) - The Enlisted Association of the National Guard of the United States is a key player in
giving a national voice to Guard issues. If you aren't a member, you aren't pulling your weight in the most
important fight the Guard is fighting – protecting our force structure and our benefits. Come learn how
you can become part of fighting the fight.

Command Information Support (Room 101) - Ever struggle to find presentations on topics that your
soldiers and airmen need to learn more about? First Command has a bank of valuable presenters and
subjects that will make your command information classes first class!
Insurance 101 (Room 103) - Are you and your family covered? When are benefits paid? Will I have enough
money in time to cover funeral costs? Which is better – term or life? Can I keep my NGAT insurance after I
retire or separate from the National Guard? Come get the answers to these and more critical questions.
TXNG Family Support Foundation (Room 104) - Resources for Your Troops and Families - The Family
Support Foundation has provided over $1,000,000 in emergency financial assistance, medical and dental
financial assistance, and financial education to soldiers, airmen, and families over the last ten years. Come
learn how the Foundation can assist your soldiers, airmen, and families.

WHAT IS NGAT ALL ABOUT?
Founded in 1959, the National Guard Association of Texas has
served the needs and advocated the interests of Texas Guard
personnel, their families, friends, and supporters of the nation’s
defense from across the state. We are a combined Association
of officers and enlisted sharing in the journey for all Soldiers,
Airmen, and Sailors across the state of Texas. NGAT is “your
voice” both on Capitol Hill in Washington DC and at the State
Capitol in Austin. NGAT also offers a group life insurance policy
for the welfare of the members of the Texas Military Forces
as well as term and whole life insurance policies for family
members.
For the past 56 years, the organization has grown from a
few hundred members who met at Camp Mabry to a total
membership of over 30,000. Membership in NGAT is open to
any member of the Texas Military Forces and those Texans who
support the aims and goals of the Association.
Program. The Board is elected by delegates of the Association's
membership at the Annual Conference held in March each year.
NGAT’s Executive Committee includes the President, the
President-Elect, the Vice President, and the Secretary-Treasurer.
The board appoints an Executive Director to manage the dayto-day affairs of the Association under the board’s general
direction. Today, NGAT employs a full-time staff of four and is
organized into several service areas: Membership and Benefits,
Insurance, and Meetings and Marketing.
Since its formation, NGAT has striven to represent all the
members of the Texas Military Forces, both officer and
enlisted, in the area of legislation and service, to preserve and
perpetuate the history and traditions of the National Guard.
Do you remember when...
•
A guard member was provided $10,000
of life insurance, and it would only pay when
you were at drill or annual training?
•
You could only visit the commissary 24 times a year and had to get your commissary card punched during each visit?
•
You were paid in cash at the end of Annual Training by the
pay officer and you only got paid once a quarter for drill?
Our younger soldiers and airmen probably don’t remember the
above, but there are many who are still around that remember
those days. The National Guard has come a long way in a
short period of time! The changes we have seen over the years
just didn’t happen. They are a result of a combined effort of
NGAT, NGAUS, EANGUS, and others that promote legislative
action to enhance both unit readiness and quality-of-life for our
personnel and families.
The National Guard Association of Texas is governed by a board
of directors. The board members represent the major units
of the Texas Military Forces and include special constituency
directors, representing Retirees and the Family Readiness

MILITARY AFFAIRS REPORT
Over the past several years, the NGAT Board of Directors
has invested a significant amount of money into
supporting Military Affairs' activities. Military Affairs
includes such areas as Unit Distributions, Command
Support Functions, Family Support, TXMF Museum
Support, and Professional Development for the TXMF,
including individual attendance and sponsorships to the
NGAT Conference, EANGUS Conference, and the NGAUS
Conferences. In sum, NGAT provided well over $52,000 in
support of Military Affairs' activities last year.
Last year NGAT spent over $10,000 in support of various
unit activities, including departure and homecoming
ceremonies, professional development and conference
support, and command support functions, including
school graduations, awards, and support for the TAGPEC
program.
The NGAT Board of Directors has especially focused on
developing a professional development program for the
TXMF. A key part of professional development is ensuring
that young soldiers and airmen have the opportunity
to attend professional conferences. For several years,
we have offered a special attendance package for junior
enlisted that reduces the conference cost for two people
to $125, including meals and lodging. Last year twentyone members took advantage of the offer, while this year
only ten took advantage. We also solicit Patriot Sponsors
to completely underwrite attendance for junior enlisted,
and over the last three years we have awarded seven
Patriot Scholarships to our NGAT conference. In addition,
we have arranged professional development breakouts
for our junior officers and junior enlisted at the annual
conference.
NGAT 56th Annual Conference
NGAT also participates as a key player in both EANGUS and
NGAUS. Last year we spent $8,340 in support of EANGUS
conferences and meetings, which included attending both
the EANGUS Area IV Midwinter Conference in Round Rock,
TX and the EANGUS Annual Conference in Phoenix, AZ.
Due to scheduling, two NGAUS conferences—Honolulu, HI
and Chicago, IL—fell in last fiscal year. NGAT spent $25,000
sending delegates to the conferences.
NGAT’s support of family readiness activities is also
significant, though widely unknown. In addition to paying
for the individual awards for the State Family Programs
Office, NGAT provides office support for the Texas National
Guard Family Support Foundation, including individual
grants, loan tracking and servicing, grant reporting, and
general administrative and bookkeeping functions. While
some of this activity is grant-supported, the amount of
in-kind support afforded the Foundation exceeds $10,000
annually.
NGAT will continue to explore ways to expand professional
development opportunities in the Texas Military Forces.

LEGISLATIVE COMMITTEE REPORT
The NGAT Legislative Committee had a very active year in FY1314, actively pursuing legislative goals at both the federal and
state level. Several key legislative goals were secured, and NGAT
members were also very active in communicating with our
Congressional delegation.
ORGANIZATION
The organization of the Legislative Committee includes the NGAT
office staff, the Legislative Task Force, the Resolutions Committee,
and the Email/Fax Brigade. The NGAT staff is responsible for
organizing and pursuing a year-round legislative agenda and for
supporting the activities of the other three components. The
Legislative Task Force is comprised of volunteers who pay their own
way to Washington, D.C. and partner with the leadership of the
Texas National Guard in presenting the TAG priorities and initiatives
to the Texas congressional delegation. The Resolutions Committee
reviews resolutions submitted to the Association by the TXMF,
NGAUS, EANGUS, and industry for Association endorsement. The
Email/Fax Brigade responds to NGAT legislative alerts and directly
lobbies members of Congress as constituents.
The Texas National Guard has a Legislative Affairs Office whose
mission is to coordinate legislative activities, develop legislative
priorities, and to respond to Congressional and state legislative
enquiries. The office is headed by LTC Malcolm Warbrick, an NGAT
Life member. NGAT has a close working-relationship with the staff,
and we strive to achieve an integrated and focused legislative
agenda.
In addition to actively working with the Texas Military Forces, NGAT
maintains a close working-relationship with several key legislative
partners. These include the National Guard Association of the
United States (NGAUS), the Enlisted Association of the National
Guard of the United States (EANGUS), and the National Guard
Bureau Office of Legislative Liaison (NGB-LL). We closely monitor the
legislative work of other key military associations, including the
Military Officers Association of America (MOAA), the Association of
the United States Army (AUSA), and the Air Force Association (AFA).
Finally, NGAT works closely with national and state veteran entities
to ensure representation of Guard veterans.
LEGISLATIVE TASK FORCE ACTIVITIES
FEDERAL: At the federal level, most activity continues to be
centered on force structure issues. We continue to support
countering the Army's proposed cuts to Guard force structure
and transfer of Guard combat aviation assets to the active force.
In addition, we are poised to support Texas Air Guard efforts to
modernize platforms and secure new cyber warfare force structure.
Last fall, NGAT hosted a Congressional Delegation Appreciation
reception, which was well attended by members and staff. In
February 2015, NGAT hosted a Congressional Staff Appreciation
reception to reach out to our new members of Congress and their
staffs, as well as our returning delegation and staffs. We will
return to Washington, D.C. in late spring in conjunction with a
proposed visit by TXMF leadership to meet again with members
and staff and to host another legislative reception for the Texas
delegation. We have also sponsored activities during Army and Air
"State of the State" briefings to NGB designed to provide a more
relaxed social setting during these visits that allows both parties
to exchange views outside of a headquarters building.
STATE: While we were expecting an attack on Hazlewood Act
benefits this session, a decision by a federal judge in Houston
in January 2015 has placed the entire program in jeopardy by
opening the benefits up to all veterans in Texas. We are working
with both House and Senate members and staffers to rewrite
the act with language that will secure the benefits, albeit with
amended qualifications and without a legacy component (benefits
will not be allowed to be passed to dependents). Additionally,
we are pursuing legislation to clarify the Association's tax status
regarding state property tax.

to Congress in support of
specific legislation. This past
year Texas ranked second in
the nation in the number of
messages sent to Congress
through the NGAUS website, sending just over 9,800 messages to
members of Congress, a slight decrease from the previous year. This
year we are renewing our goal to generate over 13,000 messages. If
only 1,500 of our members would commit to sending one message a
month, we could reach this goal and hopefully achieve some notable
legislative successes. Watch for email alerts or logon to ngat.org to
keep informed.
LEGISLATIVE WEBSITE

The NGAT legislative website continues to be the primary means of
keeping you informed of critical legislation. We maintain it in-house
and depend heavily on utilizing links to other legislative partners’
websites to keep you informed (they have paid staff to follow
legislation). We have now added Cap Wiz to our website to make the
process of corresponding with legislators simpler and more accessible
to all. In practice, we will continue to route you to either the NGAUS
or EANGUS website for issues of a national nature, but we will draft
our own for Texas-related issues and state legislative issues.

NGAT LEGISLATIVE PRIORITIES
NGAT continues to provide a concerned and committed voice in Washington and Austin for our National Guard soldiers and airmen, their
families, and Guard retirees and veterans to ensure that they receive benefits for their service, including medical coverage, education,
retirement, veterans advocacy, and employment opportunities.
The politically charged atmosphere in Washington and the continued effects of sequestration and budget-cutting continues to challenge our
Association as it attempts to secure new or expanded benefits while protecting existing benefits. In Austin, continued budget-cutting and
attempts to erode or discontinue educational benefits also present a need to pay close attention to legislative activities during the biennial
session.
The current threat to Army Guard force structure remains serious although the Army's attempt to strip the Guard of its combat aviation assets
has been temporarily thwarted. In this environment, our emphasis remains to avert and avoid any immediate threat to mission and force
structure brought about in a move by the active force to use the Guard as a bill-payer. On the Air side, we support the component's attempt
to modernize the fleet, attract a cyber mission, and even expand Air assets by taking new missions if available. We are committed to enabling
the Adjutant General and the two components to do what is necessary to meet the daily evolving challenges.
We ask our members to remain educated, involved, and ready to respond to any call for action that we send out; it is critical that we
demonstrate wide-spread support to oppose military benefit changes that are inconsistent with service career sacrifices.
In addition to supporting the federal and state initiatives of the Adjutant General,
NGAT is pursuing the following priorities for our members:

FAMILIES
TRICARE: Avert Medicare/TRICARE
payment cut and fix statutory formula to
improve access to care. Protect against
disproportional increases in TRICARE fees.
Provide TRICARE Prime coverage to all
drilling Guard members.
Total Force GI Bill: Raise GI Bill educational
benefit rates to cover at least the average
cost of a public college education and
allow accrual of benefits for reservists who
serve multiple tours of active duty up to 36
months.
Pre-Tax Childcare Expenses: Allow Guard
families to pay childcare expenses on a pretax basis
Pre-Tax TRICARE Payments: Allow
uniformed services retiree beneficiaries,
their family members and survivors to pay
TRICARE enrollment fees and supplemental
insurance premiums using pre-tax dollars.
RETIREMENT
Dental: Provide all Guardsmen coverage
under the TRICARE Dental Program (TDP) to
include an annual dental examination at no
cost to the member and full payment by the
TDP of any dental treatment needed to bring
the member into a Dental Class 1 or 2.
Post Traumatic Stress Disorder Assistance:
Fully fund PTSD/TBI care and research
initiatives. Partner with health care entities
to seek funding for community-based
programs that mitigate, treat and help
overcome the damage of service family post
traumatic stress disorder.
Early Retirement: Credit all post-9/11
active duty service toward Guard early
retirement. Reduce the age a retired
Guardsman can receive military retirement
pay by one year for every two years served
after 20 years.
Duty Points: Remove the annual limit on
inactive duty points that can be applied to
retirement.
Title 32 Benefits Parity: Eliminate the lack
of benefits parity between duty performed
under Title 10 (federal authority) and Title 32
(state authority) by allowing military service
under Title 32 to be creditable for the same
purposes as military service under Title 10.

INSURANCE COMMITTEE REPORT
The NGAT Insurance Program had a profitable year in 2013-14, but the downward trend in outstanding policies
continued unabated. We had a substantial experience refund, but total insurance income was down 11.1% from
2012-13.
Income from our term life insurance fell to $244,885 from $282,141, a decrease of 13.2%. Income from
allotments, reflecting income from active Guard members, fell 14.3% from $181,820 to $155,762. Income from
direct billing, reflecting premiums collected from retired or former Guard members who continue to hold their
policies, declined from $100,321 to $89,123, about 11.2%. One reason for this decrease is that the people who dropped their
insurance, whether due to multiple unpaid premiums, an outdated address, reaching age 65, etc., outnumbered the people who
converted from payroll deduction to direct billing after they left the Guard. We were simply unable to contact a large number
of these people due to bad addresses. Income from insurance conversions, reflecting income from converting existing policies
to other policies, and the sales of new whole life policies declined from $94,026 to $89,411, a decrease of 4.9%. This primarily
reflects the sale of whole life policies for those turning 60 or 65, as well as new policies written for children and grandchildren.
SRP sales again constituted 100% of new sales. There were no unit visits conducted during the fiscal year although we did market
our product in other venues. The number of SRP dates has decreased, and we have scheduled unit visits for next year. Current
term life insurance policy sales have slowed as have insurance conversion sales. As of the end of January 2015, overall cumulative
income is down about 16% compared to the January 2014 cumulative total.
Last year we received an experience refund of $235,078, almost $70,000 more than the previous year and the third largest refund
we have ever had. Since experience refunds are based on the performance of the insurance pool in which we participate, they
cannot be budgeted. This means that the experience refund is essentially a welcomed gift at the end of the insurance year!
We would encourage each of you to re-examine your insurance needs and help us spread
the word about our insurance program. We strongly believe it is an excellent product
for our Guard troops and serves a key role in ensuring immediately available funds for
survivors during a critical time.

MEMBERSHIP COMMITTEE REPORT
Annual membership has decreased since last year and remains
abysmal. At the end of February 2014, just prior to last year's
Annual Conference, we had 291 active annual members, 111
retired/former Guard annual members, and 103 TXSG annual
members, totaling 505 annual members. This year, as of the end
of February, we have 266 active annual members, 60 retired/
former Guard annual members, and 31 TXSG annual members,
totaling 297 annual members. We do get a considerable number
of members who renew their dues during the annual conference,
causing our current numbers to rise slightly.
In NGAUS, our membership percentage remains the worst in the
nation. Last year we had only 35 active members, 171 active
life members, and 186 retired life members. In EANGUS, our
membership has remained constant, but low. At the end of 2013,
we had 430 members, compared to 426 at the end of 2013. Texas
ranked 31/54 in total members, but 50/54 in percentage of force
who are members.
We encourage all NGAT members to assist us in expanding
membership to the next generation of Guard soldiers and airmen.
Currently, our life membership stands at 30,129 members
compared to 30,028 in February of last year. In general our life
membership base is very old, so we lose a considerable number
of members every year due to death. Our new life membership
numbers have picked up again after a slack year following two
years of very strong growth. Last fiscal year we had 218 new
life members. So far this fiscal year we have added 97 new life
members.
Our membership in national organizations remains overall poor.

FACILITIES COMMITTEE REPORT
The Facilities Committee is tasked with overseeing the repair and
maintenance of NGAT buildings and purchasing necessary office
equipment. It is also responsible for planning the future development of
NGAT real property.
NGAT owns adjacent lots on Crawford Avenue, both of which have office
buildings. NGAT occupies one of the buildings and leases the other
building. Currently the lease on the rented building is a month-tomonth lease, giving us predictable rental income and flexibility for future
planning.
The combined lots give us over 1/3 acre in total real estate, which is
sufficient space to build a new office building after meeting all building
code and parking requirements.
During the year, the committee continued assessing facility options. We
received an unsolicited offer for the purchase of our two properties, and
we promptly hired an appraiser to get an in-depth appraisal of the properties. At the same time, we began searching for possible property
locations and considered one as far away as Round Rock. Ultimately, the appraisal was far in excess of the offer, adding a new dimension to
our deliberations.
Currently, we are considering the possibility of renovating both properties, but moving from our current building to a much renovated and
expanded building next door; the plan being to lease our current building. However, we are still in the exploration phase.
As we reported before, while remodeling and relocating is certainly feasible, building costs have risen dramatically and building timelines
extended. The committee and the Board remain adamant that any activity must be affordable without incurring risk which might adversely
impact Association operations.
We will continue to gather estimates, monitor the business climate, and be ready to move forward with a recommendation to the Board for
approval when we believe conditions warrant such a move.

(10) years of the annual dues rate, regardless of age.

137th ANNUAL NGAUS CONFERENCE
10-13 September 2015
Nashville, Tennessee
Make plans to attend the 137th Annual NGAUS Conference in Nashville, TN. Music City
is prepared to share with you some good ole southern hospitality, great music, lots of
information and a chance to see old friends and make some new ones.
All conference events will be under one roof in the Gaylord Opryland Resort and Conference
Center. You will find plenty of food, shopping and fun right near the resort. Start the
conference off by hopping on a Harley and taking a ride to the legendary "Jack Daniels
Distillery" in Lynchburg, TN. If you enjoy a slower pace, hit the links at the Gaylord Springs
Golf Links where you will find Scottish style links in a par-72 layout offering 18 holes bordered
by limestone bluffs and wetlands. For those attending the Company Grade mixer be
prepared for some fun at the Wild Horse Saloon.
During the day you'll hear from guest speakers from the Pentagon and Congress, learn about
the state of the Army and Air Guard and discover the latest products and services in the
largest defense-industry trade show that caters to the National Guard. At the conference you
will enjoy the Governors Reception in the exhibit hall offering you good food, music and a
better opportunity to visit the exhibits. If you're a runner don't miss the Fun Run that will be held on the resort grounds. To top off the
conference, after the States Dinner you will be entertained at the venue that made Nashville famous with a private show at the Grand
Ole Opry.
But no matter how great a conference is, MEMBERSHIP IS STILL THE KEY! Did you know that our NGAUS membership numbers continue
to be the lowest of the 54 states and territories? By not participating through membership, Texas is sending the message that we are
content in letting all the other states and territories carry our weight; however, this thinking is not representative of Texas, nor of Texans.
We need your voice, so NGAT has slashed prices for NGAUS dues. We hope that by lowering the
cost, membership will become more affordable for you to join. NGAT will cover the discounted
amount, but hurry because this special will expire 20 March 2015.

TEXAS NATIONAL GUARD
FAMILY SUPPORT FOUNDATION
The Texas National Guard Family Support Foundation is a 501(c)(3)
tax-exempt charitable organization founded in 2004 by National
Guard members and former members to provide support for the
needs of members and families of the Texas Military Forces. The
Foundation also sponsors activities and programs to honor and
memorialize Guard member's service and sacrifice. The Foundation
works closely with the Texas National Guard Family Programs Office
to identify specific individual needs.
Since its founding in 2004, the Foundation has distributed over
$1,150,000 in emergency relief grants and interest-free loans to Texas
National Guard Soldiers and Airmen. Types of financial assistance
include providing funds for rent/mortgage, utilities, food, medical
premiums and co-pays, and other quality of life necessities. Often
assistance is provided to the spouse or family of a deployed soldier or
airman.
The Foundation has also distributed over $150,000 in support of
other activities, including funding families to attend unit departure
and arrival ceremonies, donating funds to veterans' parks, hosting
youth symposiums and youth camps, providing logistic support to
Texas Military Forces community outreach events, delivering food to
needy Guard families, sponsoring spouses to attend family readiness
symposiums and conferences, and hosting statewide family
readiness conferences.
The Foundation is an all-volunteer organization
governed by a Board of Directors. Administrative
and bookkeeping support is provided by the National Guard
Association of Texas, and numerous volunteers generously donate
their time and talent to represent the Foundation and to reach out to
the community at large to support the Foundation.
Funding for the Foundation programs come from donations made
by caring individuals who wish to support the Texas Military Forces
and their families, and from grants from private and public entities.
The Foundation has a variety of Sponsorship Programs designed
to fit all those who may wish to donate. If you or someone you
know is interested in helping the Foundation through a donation of

protection does

there are many expenses that are

cover all the expenses for your family.
• While in the Guard, take out the group term
life insurance policy. It is payroll deductible
and affordable even after leaving the Guard.
You may keep this policy until age 65. This
policy usually pays within 24 hours. It acts
as an interim policy to provide funds for the
funeral and family until SGLI proceeds are
received.
• Enroll in the whole life policy, for members
age 18 to 65, with coverage ranging from
$2,500 to $100,000. Whole life insurance lasts
the rest of your life, the premium remains the
same and it accrues cash value.
