Washington Building Congress is a nonprofit ­association made up
of professionals from a variety of disciplines, all with an active
interest or involvement in the Washington Metropolitan Area’s
real estate, design, and construction community. The organiza-
tion was established in 1937 to represent the collective interests of

Dear Members and Colleagues:
It is my honor to present the 60th annual WBC Craftsmanship Awards
special edition of the Bulletin. This year 84 winning entries were
selected from the 288 nominations received. Close to 1,100 industry
representatives gathered in March to individually recognize the work
of over 400 dedicated craftsmen. We also inducted another group
into the Hall of Fame and announced the Star Award winners. Over
10,000 men and women have won Craftsmanship Awards over the last
60 years and there are now 33 members of the Hall of Fame, which
was established in 2008. I want to thank everyone who attended and
supported this significant industry event, especially our outstanding
craftsmen and sponsors. A complete list of current and past winners is available on the WBC
website, www.wbcnet.org.
I also have some exciting news regarding the Craftsman Hall of Fame exhibit to be
housed at the new WBC office. The emotion you feel when you see the induction ceremony
during the awards banquet is what we are planning to convey with an interactive video
wall and tribute. Construction of the space is planned to start this spring with a fall
grand opening. To sustain this noble cause, we need your support. Giving levels are being
established and several firms have expressed interest. Please consider supporting this
initiative. Further information regarding the Craftsman Hall of Fame fundraising campaign
will be announced soon.
I would like to personally recognize the 2016 Craftsmanship Awards Committee, Chair
Nik Salvi (Forrester Construction), Vice-Chair Shawn Fenstermacher (Siemens Industry),
and Board Liaison Julie Forsht (Powersmiths) for a job well done. Thank you also to all
of the judges and volunteers who help make this event run smoothly. The Craftsmanship
Awards and Hall of Fame continue to reach new levels each year and the 2016 program was
another amazing salute to our industry.
The Community Services Committee is holding a Rebuilding Together Workday in
Vienna, Virginia on Saturday, April 30. We are expecting over 40 volunteers to join us
for this special day of giving back to those less fortunate in our community. The June-July
Bulletin will highlight all of the individuals and companies involved with the project and
feature some enjoyable photos from the workday. Special thanks go to the Community
Services Committee, Chair Ken Ellis (Langan), Vice-Chair/House Captain Chris Deraleau
(PS Business Parks), and Board Liaison Pat Mercer (Siemens Industry).
The Membership Services Committee hosted the successful St. Patrick’s member
recruitment event in March at McGinty’s Public House. Over 40 people also attend the
new member orientation breakfast at the WBC on April 1. Thank you to the Membership
Services Committee, Chair Tara McCarthy (TRINITY Group Construction), Vice-Chair
Gary Cooke (Natelco Corporation), and Board Liaison Greg Koger (Holland & Knight) for
their commendable work towards achieving our retention and new member goals this year.
Please mark your calendars now for the 79th annual WBC Golf Outing on Monday,
June 6, at Lansdowne and Belmont golf clubs. Also take a moment to consider the
sponsorship opportunities available for this premiere industry event, considered by many

of another huge milestone: its 95th
anniversary.
The firm was founded in 1921 by
James A. Councilor Sr., who left his
position as head of the Consolidated
Returns Division of the U.S. Bureau
of Internal Revenue (known today as
the Internal Revenue Service) to form
an accounting firm that would assist
companies and individuals with the new
income tax process the government had
recently established.
Since its inception, the firm has
experienced steady and continuous
growth. Over the years, new partners

several times, eventually evolving to its

WBC Craftsmanship Awards
Washington’s Building Industry Gathers to Recognize
the Area’s Outstanding Craftspeople
Over 1,100 members of the DC area’s building industry came together in March to praise
the Washington’s top craftsmen and women at the Washington Building Congress’
60th Annual Craftsmanship Awards celebration. In the past 60 years, more than 11,400
individuals have been recognized for their craftsmanship on over 3,000 winning projects.
“The Craftsmanship Awards program has become one
of the most prestigious events in our industry. It is the only
regional program recognizing the individual contributions of
craftsmen working on jobsites every day,” said John Barron,
WBC’s 78th Chairman of the Board. “As the awards program
has elevated in visibility, WBC’s recognition of quality craftsmanship has continued to move forward.”
Additionally, up to five deserving craftsmen may be nominated by the WBC Craftsmanship Awards Committee and
approved by the WBC Board of Directors to be inducted in the
Craftsman Hall of Fame. There are currently 30 members of
the Hall of Fame, which was established in 2008.
Selection of the Hall of Fame inductees is based on the
number of awards an individual has received, the individual’s time
in the building industry, and other factors that may be relevant.
The night’s three 2016 Hall of Fame inductees were:

• Wayne Radke – Finishes
• Edeline Bush Rhodes, III – Electrical

During the evening, the crowd was informed of plans for
a new exhibit coming to WBC’s new office, designed to honor
the now 33 members of the Craftsman Hall of Fame (see page
27). A fall grand opening is planned for the exhibit which will
feature an interactive video wall.

induction ceremony is what we are planning to convey with the
Hall of Fame tribute at the new WBC office,” said WBC Past
Chairman and Foundation Chairman Tamara McNulty.

fundraising campaign will be available soon.
This year, WBC received 288 nominations in 10 trade
categories from site work to finishes. With the participation
and support of 175 volunteer judges, teams of evaluators went
out in early January to evaluate all of the nominated projects.
The evaluations were compiled, results tallied, and 84 winning
entries were identified based upon the judges’ scoring. (A complete listing of the winning projects follows, and a complete list

Very few companies had winning craftsmen on more than
one or two projects, however craftsmen from Freestate Electrical Construction Co. and VarcoMac Electrical Construction
Co. were awarded for four projects and craftsman from three of
Miller & Long DC, Inc.’s projects received praise.
Clark Construction Group, LLC was general contractor
on 17 projects; DAVIS Construction was general contractor on
nine projects; and Clark/Smoot/Russell, A Joint Venture was
general contractor on seven projects.
Following the selection of the award winners, a separate
group of Star Award evaluators representing different
perspectives and disciplines within our industry was selected
to independently evaluate the Star Award nominees. Seven
outstanding entries were recommended for this distinction
for demonstrating the highest level of quality and exceeding
the awards criteria to achieve a level defined as “Exceptional.”
From these, the Star Award winners for Visual Excellence,
Technical Excellence and Excellence in the Face of Adversity

This year, the Star Award for Excellence in the Face of
Adversity was awarded to the team of Josh Craig, Ronnie
McFee, Joe McNaughton, Sammy Rojas, Bill Smith, and
Mikolaj Zak with AlphaSteel/SteelFab, Inc. for Structural
Steel Framing at The National Museum of African American
History and Culture.
Chris Brown, Amado Cortez, Mike Dickerson, John
McCarthy, Vern Quesenberry, and Tim Ruff with Ruff
Roofers, Inc. were honored with the Star Award for Technical
Excellence for their Thermal and Moisture Protection work on
The Gunston Hall Mansion Roof Replacement.
Finally, the Star Award for Visual Excellence was
presented to Jeff Benac, John Burroughs, Carrol Gayle, David
Holmes, and John Yeatts with AOC Construction Division for
the Plumbing at The Thomas Jefferson Building Sprinkler
System, West Main Pavilion, First Floor.

After a required creative review at the
end of its marketing contract, Digestive
Disease Week® (DDW) has rehired
Frost Miller (FM) to develop promotional
materials for the next three events, starting with DDW 2017. Digestive Disease
Week is the world’s largest gathering of
physicians, researchers and academics in
the fields of gastroenterology, hepatology, endoscopy and gastrointestinal
surgery, attracting more than 14,000
GI professionals. It is sponsored by the
American Association for the Study of
Liver Diseases (AASLD), American
Gastroenterological Association (AGA)
Institute, American Society for Gastrointestinal Endoscopy (ASGE), and Society for Surgery of the Alimentary Tract
(SSAT). FM, an integrated marketing
agency, will design print and digital
advertisements, registration brochures,
direct mail, on-site programs and other
promotional materials. Previously, FM
helped rebrand DDW to present a more
cohesive image to its constituents and
the industry at large.
Additionally, FM was selected
to handle digital promotion for the
Electronic Transactions Association’s
annual event for the payments technology industry—TRANSACT 16. FM will
develop the strategic digital marketing plan and implement a campaign
that includes social media and mobile

Questar Properties selected Lendlease to provide construction management services for of 414 Light Street, the
ultra-luxury 44-story apartment tower
on Baltimore’s Inner Harbor.In March,
Questar, Mayor of Baltimore Stephanie
Rawlings-Blake, local business leaders,
and Lendlease gathered at the project
site to host a groundbreaking ceremony,
to mark the beginning of construction.
Upon project completion the project will
be among the tallest in Baltimore.
The project site is rich in Baltimore’s history and was once home to the
McCormick Spice factory. However, for
more than 20 years the project site was
being underutilized, serving as a parking
lot. The new tower will have 394-units,
six-levels of above-grade parking, over
12,000-square-feet of retail space on the
first floor, rooftop amenities such as a
pool, grill, gym, and pet spa. The project
is targeting LEED-Silver certification
