Bridges
Balfour Beatty Infrastructure can tackle highly complicated

Highways
When the state of Texas needed a contractor to handle
one of the largest public works project in U.S. history,
it turned to Balfour Beatty Infrastructure and its joint
venture partners. A single segment of the 49-mile stretch
of highway and toll road on Texas State Highway 130
called for 14.4 million cubic yards of earthwork, 120 bridge
structures and 220,000 square yards of concrete pavement.

Rail systems
Balfour Beatty Infrastructure provides bridges, underpasses,
paving, grade crossovers and various infrastructure for rail
systems. Our work on the Downtown Seattle Transit Tunnel
– a $90 million contract that included a retrofit for light
rail – helped us win the prestigious Marvin M. Black award
for excellence in partnerships. Having Balfour Beatty Rail,

Tunnels
We have some of the most sophisticated processes in the
field for creating tunnels. Our joint venture work on the
4,200-foot New Crystal Springs Bypass Tunnel is designed
to bring water to millions of residents in San Francisco
and the Bay Area’s Peninsula region. The job called for
a custom-built boring machine with a 12-foot diameter,
designed to cut through all kinds of materials, even rock.

Water and wastewater treatment plants
Balfour Beatty Infrastructure has experience in large-scale
water and wastewater infrastructure projects. Examples
include the company’s largest self-perform contract ever:
construction of the $207 Vineyard Surface Water Treatment

The Southwest Region office of Balfour Beatty
Infrastructure, Inc. serves Texas, particularly the major
metro areas of Houston, Austin and Dallas. The Southwest
teams specialize in complex phased highway projects for
public works agencies.
Balfour Beatty Infrastructure is recognized as a structure
and concrete-paving specialist in the Southwest Region.
The teams provide construction services for existing
highways, as well as new alignments. They are also experts
in constructing retaining walls and railroad structures.
Balfour Beatty Infrastructure received safety honors for
its work on Texas highways. Every year since 1994, the
Associated General Contractors of Texas (AGC) has honored
the company for its safety record. The AGC also awarded
the company the Texas Award for Project Cooperation in
2007 for its partnership on construction of the I-35 and
State Highway 121 interchange.

Water and wastewater infrastructure projects are a major
emphasis of the Western Region. Our long list of contracts

HIGHWAYS
Work on existing highways
The wear and tear of America’s highways requires constant
attention. Balfour Beatty Infrastructure does more than just
repave and repair. We’re also experts in traffic control. We
realize that it’s not possible to perform all tasks at 2 a.m.
While we’re reconstructing a stretch of highway, count
on us to manage the traffic and cause as little impact as
possible to normal flow.

Structures
Our experience in bridge demolition and construction
is extensive. A project for the Ohio Department of
Transportation completed in 2008 called for the construction
of 17 bridges, one cut-and-cover tunnel, 32 cast-in-place
walls and 17 ramps (along with 43 lane miles of highway).
We’re experts in constructing cast-in-place retaining walls
or reinforced earth walls – whatever it takes to complete
the work.
Balfour Beatty Infrastructure finishes the project with a
minimum of disruption to motorists’ normal routine.
Major projects
Balfour Beatty Infrastructure performed a complex $113
milllion highway expansion of Route 405 passing through
Culver City, one of the most important traffic arteries serving
greater Los Angeles. During the course of the project, the
team also managed traffic in the heavily congested area.
The U.S. 70 Goldsboro Bypass on the outskirts of Goldboro,
NC, involved construction of nearly four miles of four-lane
divided roadway and 16 bridges for the North Carolina
Department of Transportation.
In central Ohio near Columbus, teams undertook a four-year,
$130 million project that involved new fly-over ramps to
replace the old cloverleaf-style at the intersection of I-270
and SR 161.

transportation needs or fluid transfer. But tunnels can have
daunting engineering challenges. A contractor needs an

TUNNELS
Flexibility is one of our predominant strengths. When faced
with especially difficult challenges, we have the option of
designing and modifying our own equipment. We can either
purchase the concrete segments that line the inside of the
tunnel, or manufacture them ourselves – whichever proves
more cost-effective for a given job.
Balfour Beatty Infrastructure is the expert at tunneling into
conditions of all kinds: clay, rock, organic, sand. Our team
can handle tough challenges that other companies won’t
touch, such as boring into mixed face. The equipment we
use supports the walls of the tunnel during drilling, so there
are no dips in the road above.
Narragansett Bay
In a joint venture with M.L. Shank Co., Balfour Beatty
Infrastructure completed a major sewerage system upgrade
for the Narragansett Bay Commission in Rhode Island.
The Combined Sewerage Overflow tunnel relieves the
massive storm flows that once sent billions of gallons of
untreated water into area waterways. The project called
for construction of a storage tunnel 26 feet in diameter and
more than 16,000 feet long.
Seattle Bus Tunnel
Balfour Beatty Infrastructure expanded and retrofitted the
Downtown Seattle Transit Tunnel, a project that won
the prestigious Marvin M. Black partnering award. The
company also retrofitted the tunnel to handle the latest
light-rail technology.
Dorchester Tunnel
The $146 million Dorchester Tunnel in Boston, a contract
with the Massachusetts Water Authority, was another
joint venture with M. L. Shank Co. The 11,000-foot tunnel
receives storm water runoff that empties into a pump

organic material and gravel at a rate of 48 feet per day.
New Crystal Springs Bypass Tunnel
Balfour Beatty Infrastructure and M.L. Shank began work in
2009 on the New Crystal Springs Bypass Tunnel for
the San Francisco Public Utilities Commission. The 11-footdiameter tunnel stretches 4,200 feet. It is desgined to
accommodate a pipeline that carries water to residents of
San Francisco and the Bay Area’s Peninsula region.

Our company boasts a long list of water and wastewater
infrastructure projects, including the largest self performed
contract in our history: construction of the Vineyard Surface
Water Treatment Plant in California. The Sacramento County
Water Agency tapped Balfour Beatty Infrastructure for
the $207 million project. In addition to the plant itself, the
company built the agency’s Freeport Water Intake Facility.
The Folsom South Canal Connection project in Northern
California includes construction of two plants that pump
100 million gallons per day. The $93 million project calls
for two electrical substations, more than 3,700 linear
feet of steel pipeline, 20 miles of fiberoptic cable and
associated roadways.

The Dry Creek Wastewater Treatment Plant, including
construction of an ultraviolet disinfection system and
demolition of chlorine gas facilities.
The Roseville Water Treatment Plant in Roseville, CA, which
increased capacity from 60 million gallons per day to 100
million. Balfour Beatty Infrastructure finished the job ahead
of schedule.
The expansion and upgrade of the E.A. Fairbairn Treatment
Plant near Sacramento, CA, which boosted capacity from 80
million gallons per day to 160 million.
Waterworks modernization, along with a new pumping
stations for the City of Cleveland.
The Broad Run Water Reclamation Facility, near the
Potomac River, has a process stream cleaner than the
tributary into which it discharges. Fru-Con built the plant,
which is one of the first wastewater treatment plants in the
world to feature synthetic membrane bioreactor, activated
carbon filtration and ultraviolet light technology.
The $88 million Sunnyside Wastewater Treatment Plant
project in Lake Stevens, WA, which includes a wastewater
intake, an aeration system and an ultraviolet disinfection.
The $67 million Red Bluff Pumping Station and Fish Screen,
which include an intake and pumping plant to irrigate
150,000 acres of California farmlands from the Sacramento
River. The fish screen aids in the migration of salmon,
steelhead and sturgeon.
