Dear IPA friends!
2014 metai buvo kupini permainų, kurios, tikiuosi, įneš
naujų vėjų ne tik Lietuvos skyriaus valdyboje, bet ir poskyrių
veikloje.
2013–2014 metais Lietuvos skyrius ir keli poskyriai
šventė įkūrimo 20-mečius. Būti vieniems iš pirmųjų – ne tik
garbė, bet ir didelis iššūkis bei atsakomybė: neišbarstyti to,
kas pasiekta, nepristigti naujų idėjų, kurios trauktų žmones,
lyderių, paskui kuriuos sektų, kuriais tikėtų kiti. Aišku, žvelgiant į kitų šalių poskyrius, turinčius daug senesnes tradicijas,
atrodome labai jauni, tačiau gal tai ir yra mūsų stiprybė – jaunatviškas maksimalizmas, išradingumas, veiklumas mus skatina ieškoti naujų bendravimo ir veiklos formų, nepamirštant
šaknų, pagrindinių vertybių ir tradicijų. Smagu matyti, kad
Tarptautinės policijos asociacijos padangėje yra charizmatiškų lyderių, poskyrių, turinčių veidus, renginių, kurie suburia
nemažai policijos bendruomenės, jų šeimos narių, nepamirštama atsigręžti ir padėti tiems, kam labiausiai reikia paramos
ir pagalbos. Drįsčiau manyti, kad Tarptautinės policijos asociacijos nariai yra aktyviausia policijos dalis, nes greta visuomenės saugumo užtikrinimo funkcijų yra ir noras bendrauti,
keliauti, sportuoti, varžytis su kolegomis ne tik iš Lietuvos, t.
y. išnaudoti visas galimybes, kurias ir siūlo Tarptautinė policijos asociacija. Juk ne vienas mūsų renginys jau įrodė, kad
kolegoms iš Lenkijos, Latvijos, Estijos ir kitų šalių mus skiriantys kilometrai nėra kliūtis susitikti ir bendrauti.
Smagu, kad tokio pobūdžio bendrystė paprastai nutrina bet kokias ribas, skiriančias policijos darbuotojus, ir įrodo,
kad po viena vėliava gali draugiškai gyventi, dirbti ir draugauti
visi, kas iš tiesų to nori. Nes, priklausydami šiai didelei šeimai,
mes gyvename vadovaudamiesi dviem šūkiais: jau daugelį
metų skaičiuojančiu „Servo per Amikeco“ ir dar visai jaunu
„Ginti, saugoti, padėti“.
Ir svarbiausia, tebūnie šie šūkiai Jūsų širdžių dalimi, vedančia į priekį, skatinančia burti bendraminčius ir generuoti
naujas idėjas, kviečiančias kurti ir draugauti po mėlyna Tarptautinės policijos asociacijos vėliava.

The year 2014 was full of changes, which, hopefully
would bring new winds not only to the Board of Lithuanian
Section, but also to the activities of branches.
In 2013–2014, Lithuanian section and several branches
celebrated the 20-th anniversary of their establishment. To
be one of the first is not only an honour but also a huge challenge and responsibility: not to scatter what was achieved,
not to lack new ideas, which would attract people, leaders,
who would be followed by others, who inspire confidence of
others. Of course, looking to the branches of other countries with much older traditions we seem very young. However, may be this is our strength – youthful maximalism, inventiveness, activeness encourage us to seek for new forms
of communication and operation not forgetting our roots,
major values and traditions. It is a pleasure to see that there
are charismatic leaders, branches with faces, events, which
bring together lots of the members of police community,
their families, that it has not been forgot to help to those,
who are in the biggest need for support and help, within the
International Police Association. I would dare to think that
the members of the International Police Association are the
most active part of police, whereas next to the functions of
the ensuring of public safety, there is a wish to communicate, travel, go in for sports, compete with colleagues not
only from Lithuania, i.e. to use all opportunities offered by
the International Police Association. After all, not one of
our events has already proved that the kilometres separating
us from our colleagues in Poland, Latvia, Estonia and other
countries are not the obstacle to meet each other and communicate.
It is great that this kind of community blurs easily all
boundaries separating police officers and proves that everybody, who really wishes, can live friendly under one flag. Inasmuch as belonging to this large family, we live in compliance
with two slogans: “Servo per Amikeco”, which has already
counted lots of years, and still a very young one “defend,
protect, assist”.
And the most important. Let these slogans be a part
of your heart leading you forward, encouraging to bring together like-minded people and generate new ideas, inviting to
create and be friends under the blue flag of the International
Police Association.

Dear members of the IPA!
Mieli TPA nariai!
Nuoširdžiai sveikinu su dar vienu tradiciniu metiniu leidiniu.
Visada smagu pavartyti šį žurnalą, sužinoti svarbiausius
praėjusių metų organizacijos nuveiktus darbus. Ypač dabar,
kai pats asmeniškai galiu skirti mažiau laiko aktyviai TPA veiklai.
Atsižvelgiant į geopolitinę situaciją, įvairių šalių pareigūnų draugystė ir bendradarbiavimas tampa dar svarbesniu
akcentu. Didžiuojuosi žinodamas, kad TPA Lietuvos skyrius
pasirodė esąs vieningas ir kartu su kitų šalių skyriais parėmė
nukentėjusiuosius nuo teroro akto Prancūzijoje, skyrė paramą Ukrainoje sužeistiems pareigūnams. Tai tik įrodo, kad
mes subrendome ir tapome tvirta bei patikima pasaulinės organizacijos dalimi.
Noriu palinkėti ir toliau plėsti policininkų ir kitų pareigūnų akiratį, sudaryti sąlygas pažinti kitas šalis ir jų kultūras,
aktyviai bendrauti ir bendradarbiauti su TPA nariais iš viso
pasaulio.
Pažadu ir toliau aktyviai palaikyti bei remti TPA populiarinamas idėjas.

My sincere congratulations on one more traditional annual publication.
I am always glad to browse through this magazine, to
know the most important works performed by the organisation in the last year. Especially now, when I personally can
spend less time in the active performance of the IPA.
In consideration of the geopolitical situation, the friendship and cooperation of officers from various countries have
become even a more important aspect. I am proud to know
that the IPA Lithuanian Section demonstrated the unity
thereof and, together with the sections of other countries,
supported the victims of the terrorist attack in France and
provided support to injured officers in Ukraine. This only
proves that we have matured and become a firm and reliable
part of the global organisation.
I would like to wish to continue expanding the horizons
of police officers and other officers, making conditions to
learn, to know more about other countries and their cultures,
communicating and cooperating actively with the members
of the IPA from the whole world.
I promise to continue further active supporting of the
ideas promoted by the IPA.

Dear members of the IPA!
Daug metų esu šios organizacijos narys, tad matau, kaip
plečiasi TPA veikla, kaip planingai ir kryptingai dirbama siekiant puoselėti šios organizacijos vertybes, kelti policijos reputaciją ir darbuotojų kultūrą.
Man džiugu matyti poskyrių pirmininkus ir kitus narius, aktyviai dalyvaujančius policijos komisariatų veikloje,
padedančius įgyvendinti darbuotojų idėjas ir siūlymus, sudarančius sąlygas sportuoti ir tobulėti policijos darbuotojams.
Labai svarbu, kad ši organizacija neleidžia pamiršti ir mūsų
veteranų, daug metų atidavusių policijai ir asociacijai.
Palaikau idėją, kad TPA poskyris būtų kiekviename policijos komisariate, nes tai padeda kurti geresnę atmosferą,
puoselėti policijos tradicijas ir vertybes.
Linkiu, kad šis leidinys nuskaidrintų Jūsų kasdienybę,
leistų prisiminti geriausias praėjusių metų akimirkas.

I have been a member of this organisation for long
years, thus I can see how the IPA activities expand, how it has
been planned and purposefully worked in order to enshrine
the values of this organisation, to raise the reputation of the
police and employees’ culture.
I am pleased to see the chairmen of branches and other
members participating actively in the activities of police offices, helping to implement the ideas and suggestions of employees, making conditions to the police personnel to go in
for sports and improve. It is very important that this organisation does not allow forgetting our veterans, who gave lots
of their years to the police and the association.
I support the idea that the IPA branch would be in every
police office, whereas it helps to create a better atmosphere,
to foster the traditions and values of the police.
I wish that this publication would make brighter Your
daily routine allowing to remember the best moments of the
previous year.

TPA 39 KONFERENCIJA VOKIETIJOJE
THE 39TH INTERNATIONAL
CONFERENCE OF IPA IN GERMANY
Potsdamo konferencija
39-osios pasaulinės TPA konferencijos, vykusios 2014
metais, šeimininkai buvo TPA Vokietijos skyrius. Renginiui
pasirinkta Branderburgo žemės sostinė Potsdamas. Čia, viešbučio „Am Templiner See“ Kongresų centre, tris dienas posėdžiavo 64 pasaulio šalių delegatai ir stebėtojai. Atidaryme
dalyvavo ir pasaulinės konferencijos delegatus bei dalyvius
sveikino Brandenburgo žemės Vidaus reikalų ministerijos,
policijos vadovai, TPA tarptautinis prezidentas Pierre-Martin
Moulin ir TPA Vokietijos skyriaus prezidentas Horst W. Bichl.
Aktualijos.
Pirmiausia, konferencija pritraukė nemažai dalyvių dėl
aktualių klausimų, ypač dėl TPA valdymo struktūros pakeitimo. Po ilgų diskusijų už naują struktūrą balsavo didžioji dalis delegatų. Nuo šiol valdyba bus labiau kolegialus organas,
kuriam bus priskirta ir didesnė atsakomybė už pasirinktos
veiklos koordinavimą. Pagal naują struktūrą, įsteigiama administracijos vadovo pareigybė, viceprezidentų pareigybės pervardijamos į komisijų pirmininkų.
TPA prezidentas Pierre-Martin Moulin kalbėjo apie TPA
organizacijos atsinaujinimo ir plėtros būtinybę, pozityvių santykių su visuomene, politikais vystymą. Prezidentas paminėjo
ir vizito Lietuvoje metu organizuotus susitikimus su Lietuvos
Respublikos Seimo Pirmininko pavaduotoju A. Sysu, tuomečiais vidaus reikalų viceministru Elvinu Jankevičiumi, Lietuvos policijos generaliniu komisaru Sauliumi Skverneliu, kitais
policijos vadovais, TPA Lietuvos skyriaus 20-mečio iškilmes.
Tarptautinis prezidentas akcentavo kaip negatyvią vidinę
kovą organizacijoje, dalies TPA vadovų nenorą keistis, naujovių baimę.
TPA tarptautinis generalinis sekretorius Georgios Katsaropoulos informavo apie šalis, turinčias potencialo ir iniciatyvų dėl ateityje galimų TPA nacionalinių skyrių steigimo. Tai
Kolumbija, Panama, Kamerūnas, Filipinai, Albanija.
TPA generalinio sekretoriaus padėjėjas Stephen Crockard kalbėjo apie TPA ženklo, emblemos apsaugą. Pastebėta
netoleruotina tendencija: tikintis naudos, TPA ženklas įterpiamas į komercinių organizacijų reklamines brošiūras, interneto
svetaines, nors tai neatitinka TPA tikslų ir siekių.
Informavo, kad TPA svetainė ne kartą atakuota programišių, tad kvietė visų šalių atstovus atkreipti dėmesį į TPA
svetainių saugumą.
TPA tarptautinė viceprezidentė Gal Sharon įteikė Metų
trofėjų už aktyvią veiklą Rumunijos skyriui. Informavo, kad
2015 metais Larnakoje (Kipras) vyks jau tradiciniu tampantis
renginys – nacionalinių skyrių socialinių komisijų pirmininkų
tarptautiniai mokymai, iš dalies finansuojami TPA.
Kees Sal, 3-iasis viceprezidentas, profesinės komisijos
pirmininkas, pristatė policijos pareigūnų mainų programą, pasaulinį jaunųjų policijos pareigūnų seminarą bei Arthuro Troopo pasaulinės stipendijos nugalėtojus, tarp kurių – ir šiaulietė
Laura Zaleskienė.
Generalinio sekretoriaus padėjėjas Wolfgang Gabrutsch
pristatė naujo vieningo TPA nario pažymėjimo – plastikinės
kortelės pavyzdį. Kasmet keičiami TPA nario pažymėjimai
skirsis spalvine gama, o standartą kasmet pateiks TPA NVB.
Renginio pabaigoje Kazachstano, Juodkalnijos ir Makedonijos skyriai, pritariant konferencijos dalyviams, buvo priimti į TPA.
2015 metais pasaulinis TPA kongresas vyks Larnakoje
(Kipras).
Potsdam Conference
The host of the 39-th World IPA Conference, which
was held in 2014, was the IPA German Section. The capital city of Brandenburg Land – Potsdam – was selected for
the event. Here, in the Congress Centre of the Hotel “Am
Templiner See”, delegates from 64 countries of the world
and observers participated in the meeting. The heads of the
Ministry of the Interior of the Land of Brandenburg, police
head officers, the International president of the IPA PierreMartin Moulin and the president of the IPA German Section
Horst W. Bichl participated in the opening ceremony.
News and Topicalities
First of all, the conference attracted lots of participants
due to topical issues, especially concerning changes in the
management structure of the IPA. After long discussion,
the vast majority of delegates voted for the new structure.
Since then, the board will be a more collegial body, which will
hold more responsibilities for the coordination of selected
activities. According to the new structure, the position of an
administration manager has been established, the positions
of vice-presidents have been renamed to the chairmen of
commissions.
The International president of the IPA Pierre-Martin
Moulin spoke about the necessity to renew and develop the
IPA organisation, the development of positive relations with
the society, politicians. The International President mentioned also the meetings with the deputy chairman of the
Parliament (Seimas) of the Republic of Lithuania Mr A. Sysas, the Vice-minister of the Ministry of the Interior of the
Republic of Lithuania at that time Mr Elvinas Jankevičius,
the Lithuanian Police Commissioner General Mr Saulius
Skvernelis, other police leaders arranged during the visit in
Lithuania in the celebration of the 20-th anniversary of the
IPA Lithuanian Section.
The International President emphasised the unwillingness of some IPA leaders to change, the fear of innovation as
a negative internal fight within the organisation.
The IPA International Secretary General Mr Georgios
Katsaropoulos informed about the countries with potential
and initiatives to establish in future possible IPA national sections. It was Colombia, Panama, Cameroon, the Philippines,
Albania.
The IPA Assistant International Secretary General Mr
Stephen Crockard spoke about the protection of the emblems of IPA. An intolerable tendency was noticed: pursuing
some benefits, the IPA emblem was inserted in promotional
brochures of some commercial organisations, websites, contrary to the objectives and aims of the IPA. He informed
that the IPA website was several times attacked by hackers,
therefore he invited the representatives from all countries to
pay more attention to the security of the IPA websites.
The IPA International Vice-president Ms Gal Sharon
handed the Trophy of the Year for Active Performance to
Romanian Section. She informed that in 2015, in Larnaca
(Cyprus, there will be held the event, which becomes traditional, – the international training of the chairmen of social
commissions partially financed by the IPA.
Mr Kees Sal, the IPA International 3-rd Vice-president,
the Chairman International Professional Commission, introduced the Police Officers’ Exchange Program, the World

31-ame TPA skyriuje narių daugėja, 23-iuose – mažėja.
2013 m. TPA socialiniuose renginiuose dalyvavo 155
tūkst. narių, iš jų 18 tūkst. keliavo; daugiau nei 48 tūkst. narių
dalyvavo sportiniuose renginiuose.
Pasiekimai
Tarp organizuojančiųjų daugiausiai renginių ir aktyviausiai juose dalyvaujančiųjų TPA narių TOP 3-tuke yra ir Lietuvos skyrius. Lyderiais tapo Rumunijos ir Italijos skyriai.
Lietuvos skyriaus fotografas Artūras Bartkus buvo pripažintas absoliučiu nugalėtoju vienoje iš fotografijos konkurso kategorijų. Šioje kategorijoje dar viena jo nuotrauka laimėjo 2-ąją vietą.
Dar vienam Lietuvos skyriaus fotografui Orlandui Butkui buvo skirta nominacija „Už nuopelnus“.
Šiaulių apskrities VPK poskyrio narė Laura Zaleskienė
laimėjo A. Troop stipendiją ir 2015 metais turės galimybę kelti kvalifikaciją Gimborno mokymo centre.
Pastaraisiais metais aktyvi Lietuvos skyriaus veikla vis
labiau pastebima tarptautiniuose TPA konferencijose ir kongresuose. Todėl kaskart, įsižiebus ekranuose raidėms „Lithuania“, apima ypatingas jaudulys dėl mūsų skyriaus geriausių
žmonių, kurių išradingumu, veiklumu, noru draugauti ir padėti visuomet didžiuojuosi. Ir gaila, kad to jausmo negaliu
fiziškai perduoti Jums.

Šiauliai Laura Zaleskienė.
Mr Wolfgang Gabrutsch, the Assistant Secretary General, introduced the example of a new IPA membership certificate – a hard plastic card. Every year the IPA membership
cards will differ in their range of colours, and the standard
will be presented annually by the IPA PEB.
At the end of the event, the sections of Kazakhstan,
Montenegro and Macedonia were incorporated into the IPA
with the consent of the participants of the conference.
In 2015, the World IPA Congress will be held in Larnaca (Cyprus).
Interesting Statistics
The number of members in the 31-th IPA Section increases, and it decreases in 23 sections.
In 2013, 155 thousand of members participated in the
IPA social events, 18 thousand of them travelled; over 48
thousand of members participated in sports events.
Achievements
Lithuanian section is in the top three of the IPA members organising the most of events and participating the
most actively in them. Romanian and Italian sections became
the leaders.
Mr Artūras Bartkus, the photographer of Lithuanian
Section was recognised as the absolute winner in one of the
categories of the photography competition. His other picture won the 2-nd place in this category too.
One more photographer of Lithuanian Section Mr Orlandas Butkus was awarded in the nomination “Of Merit”.
Ms Laura Zaleskienė, the member of Šiauliai County
PHO Branch, won the scholarship of A. Troop and will have
an opportunity to improve her qualifications in Gimborn
Training Centre.
In recent years, the active performance of Lithuanian
Section was more and more noticeable in the international
IPA conferences and congresses. Therefore every time, when
the letters “Lithuania” light up, a special excitement for the
best people of our section, overwhelms our hearts. We are
so proud of their inventiveness, activeness, willingness to be
friends and help. And it is a pity that I cannot physically convey you this feeling.

OF THE YEAR
Kiekvienas Asociacijos suvažiavimas yra įvykis – kiekviename sprendžiami tarytum besikartojantys, tačiau būtini
klausimai, tuo pačiu kiekvienas yra skirtingas, nes organizacija auga, keičiasi ir jos veikla, atsiranda naujų problemų, galima pasidžiaugti vis kitais pasiekimais.
2014 m. kovo 29 d. įvykęs 12-asis Tarptautinės policijos
asociacijos Lietuvos skyriaus suvažiavimas įsimintinas tuo,
kad tai ir pirmą Asociacijos veiklos Lietuvos dvidešimtmetį pažymintis renginys. Šiame suvažiavime ir jubiliejiniuose
renginiuose dalyvavo tarptautinis prezidentas Pierre-Martin
Moulin (Šveicarija), delegacijos iš Latvijos, Estijos, Lenkijos,
Rusijos ir Gruzijos.
Prezidentas Vytautas Pliuskus įžanginiame žodyje suvažiavimo delegatams sakė: „Per tuos du dešimtmečius
susiformavo nemažai gražių TPA veiklos tradicijų, atsivėrė
didelės tarptautinio bendradarbiavimo galimybės, išsikovojome autoritetą policijos bendruomenėje, į TPA veiklą įsijungė daug jaunų žmonių“. Prezidentas pacitavo tarptautinio prezidento Pierre-Martin Moulin atsiųstus sveikinimo
žodžius Lietuvos skyriui: „20 metų – kokia perspektyva! Tai
realizuota jaunystė ir pilna galimybių ateitis. Tai amžius, kai
rizika ir nuotykių troškimas veda mus į priekį, o ne stabdo
dėl per didelės patirties“. Lietuvos skyriaus prezidentas Vytautas Pliuskus suvažiavime sakė: „Šitas jau įgytos patirties,
pirmaisiais žingsniais padarytų ir jau ištaisytų klaidų bei dar
neatsiradusio nuobodulio ir inercijos derinys yra tai, ką šiandien turime ir ką linkiu sau ir visiems išsaugoti!“
Prezidentas savo pranešime ne tik konstatavo tai, kas
padaryta, bet ir kvietė atsakyti į klausimus: ar pasiekėme
pagrindinių organizacijos tikslų; ar per pastaruosius trejetą metų visi respublikinės valdybos nariai buvo iniciatyvūs,
teikdami pasiūlymus bei prisiimdami atsakomybę už rezultatus; kokios yra objektyvios galimybės skatinti aktyvesnę poskyrių veiklą ir ar jomis pilnai pasinaudojome? Prezidentas
padėkojo tiems asociacijos poskyriams, kurie 2013 metais,
kaip ir ankstesniaisiais, buvo aktyvūs daugelyje TPA veiklos
sričių: tęsė ar užmezgė naujus tarptautinius ryšius, dalyvavo
sporto varžybose, organizavo renginius asociacijos ir jų šeimų nariams, vyko į pažintines užsienio keliones, domėjosi
Lietuvos istorija, tradicijomis, grožėjosi gamta aktyviai dalyvaudami renginiuose.
Respublikinės valdybos veiklos bei finansinės ataskaitos buvo patvirtintos suvažiavimo delegatų balsų dauguma.

Every congress of IPA is an event where a great variety
of urgent, but different problems are solved. Organization
is growing, its activity changes, new problems occure, but we
can feel vicarious pleasure with our achievements. The 12 th
Congress of IPA Lithuanian section is memorable because
it is the first event that signified the 20 th anniversary of
our Association. The international president of IPA PierreMartin Moulin (Switzerland), guests from Latvia, Estonia,
Poland, Russia and Georgia participated in these anniversary
events. The President of IPA LS Vytautas Pliuskus in his
introductory speech mentioned: “During these two decades
we created a lot of really nice traditions of IPA activity, now
we have huge possibilities of international cooperation, we
gained the authority among police community, IPA attracted great number of young people”. President quoted the
greeting of the International President of IPA Pierre-Martin
Moulin: “20 years, what a perspective! It is an age of accomplished youth and a future full of promises. It is still an age
where risks and adventures push us to dare rather than hold
back with prudence”. Vytautas Pliuskus said that the combination of experience that we have gained, mistakes that we
have made and corrected, dullness that had not appeared
yet and inertia is what we have today and what we have to
save for future generations. The President V. Pliuskus also
mentioned what was done and also invited everybody to
answer the questions: have we achieved the main goals of
our organization; were all the members of the Board proactive and responsible for their activity; how we can encourage
the Branches to be more active? The President V. Pliuskus
thanked those Branches of IPA LS that were go-head in a lot
spheres of IPA activity: continued or affiliates international
connections, took part in sport competitions, organized
events to the members of IPA, visited foreigh countries,
were interested in the history and traditions of Lithuania.
The financial and activity report of National Board were approved by the majority of votes. 46 delegated elected Vytautas Pliuskus the President of IPA LS for the third threeyears term. The new audit commission was elected (Headof
commision – Algis Kojala, deputy – Sigitas Petkevičius).
Also the new Board was elected and the number of its
members was reduced to 8. During the first session, vicepresidents were elected: 1st – Ramūnas Matonis, 2nd – Rasa
Stasiulaitienė, 3rd – Rimas Leleckas. The IPA LS Secretary
General was elected Vytautas Jasiulevičius, the assistant of

Vilma Ancikevičienė and Artūras Žemaitaitis.

and had the meetings with Commisioner General of Lithuania Police Saulius Skvernelis, the Vice Minister of Ministry of Internal Affairs Elvinas Jankevičius, the Deputy of
Chairman of Parliament Algirdas Sysas, the Chief of Vilnius county police headquarters Kęstutis Lančinskas.

After the congress the celebrations continued in the
restaurant “Belmontas”. Most speakers stressed that in 20
years Association has matured and became a serious force
that unites the most proactive police officers. The participants of celebrations were entertained by national band
“Sutaras” and group “Roand Band”. Gala evening was
crowned with a huge cake with fireworks.

narių skaičių, Prezidento pasiūlymu, sumažino iki 8. Pirmajame simboliniame posėdyje išrinkti TPA LS viceprezidentai:
1-uoju tapo Ramūnas Matonis, 2-ąja – Rasa Stasiulaitienė,
3-iuoju – Rimas Leleckas. TPA LS generaliniu sekretoriumi
išrinktas Vytautas Jasiulevičius, o generalinio sekretoriaus
padėjėju išrinktas Vidas Sabonis. TPA LS valdybos nariais
taip pat išrinkti Saulius Skvernelis, Vilma Ancikevičienė ir
Artūras Žemaitaitis. Į suvažiavimą bei dvidešimtmečio renginius atvykęs
TPA prezidentas Pierre-Martin Moulin (Šveicarija) susitiko
su policijos generaliniu komisaru Sauliumi Skverneliu, vidaus reikalų viceministru Elvinu Jankevičiumi, Seimo pirmininkės pavaduotoju Algirdu Sysu, Vilniaus apskrities vyriausiojo policijos komisariato viršininku Kęstučiu Lančinsku.
Po suvažiavimo „Belmonto“ restorane įvyko iškilmingas vakaras, į kurį buvo pakviesti svečiai, o taip pat dalyvavo
dauguma suvažiavimo dalyvių. Daugiau nei 100 susirinkusių
svečių neliūdėjo – TPA prezidentas Pierre-Martin Moulin už
nuopelnus TPA apdovanojo Ramutį Oleką, Petrą Liubertą,
Ramūną Matonį, Algį Kojalą, Jolantą Žepnickienę. Lietuvos
policijos generalinis komisaras Saulius Skvernelis 1-ojo laipsnio policijos pasižymėjimo ženklu „Už nuopelnus“ apdovanojo Zitą Gaižauskienę ir Vytautą Jasiulevičių, o padėkos
raštais – Rolandą Šepetį, Rytį Kosciušką ir Sigitą Petkevičių.
Visi kalbėję pasidžiaugė, kad per 20 metų asociacija
subrendo, tapo rimta jėga, vienijanti aktyviausius policijos
darbuotojus. Vakaro dalyvius linksmino tautiška kapelija „Sutaras“ ir
grupė „Roand Band“. Šventinį vakarą vainikavo fejerverkų

BRANCH AGAIN
2014 m. birželio 13–15 dienomis Karklėje (Klaipėdos r.), stovykloje „Žilvitis“, vykęs 17-asis TPA LS sąskrydis
pritraukė gausiausią TPA narių būrį per pastaruosius metus
– apie 1300 narių su šeimomis.
Nors oras nelepino, sąskrydžio dalyviai neliko nusivylę. Tris dienas ant jūros kranto vyravo geros emocijos, puiki
nuotaika ir tradicinė TPA aura.
Pirmąją popietę Karklės stadione išdygęs palapinių
miestelis dūzgė visas tris dienas. TPA nariai vėl stebino išmone, gebėjimais ir išskirtiniais patiekalais.
Šeštadienio rytą, 38-ioms komandoms išsirikiavus prie
estrados, iškilmingai pakeltos TPA ir Lietuvos vėliavos paskelbė sąskrydžio pradžią. Sveikinimo kalbas sakė TPA Lietuvos
skyriaus prezidentas Vytautas Pliuskus, policijos generalinio
komisaro pavaduotojas Renatas Požėla, Klaipėdos apskrities
policijos viršininko pavaduotojas Silvijus Baranauskas. Svečiai džiaugėsi, kad Tarptautinė policijos asociacija išlaiko senas ir kuria naujas tradicijas, kad sąskrydžiai sukviečia didelį
būrį esamų ir buvusių policijos darbuotojų iš visos Lietuvos.
Sąskrydyje dalyvavo gausios komandos iš Lenkijos, Latvijos ir Estijos, atvyko svečių iš Ukrainos bei Gruzijos. Jie
buvo sužavėti renginio masiškumu, dalyvių svetingumu ir
nuoširdumu. TPA Latvijos skyriaus prezidentė Ilze Ungure
sakė, kad lietuviški sąskrydžiai jau peržengė šalies ribas ir gandai apie juos sklinda net kaimynėse šalyse. Tai rodo ir gausus
TPA narių, atvykusių iš svetur, skaičius.
Kaip visuomet, daugiausiai emocijų ir aistrų kėlė meniniai komandų pasirodymai. Šių metų tema – „Neptūnas
2014“. Komisija, įvertinusi komandų pasirodymus, pirmąją
vietą skyrė Raseinių, antrąją – Kaišiadorių, o trečiąją – Šiaulių
poskyriams. Apdovanoti buvo ir ant prizininkų pakylos nepalypėję, bet puikiai pasirodę Ignalinos, Kalvarijos poskyriai ir
svečiai iš Latvijos, sugebėję išmokyti tautinės dainos ir draugus iš Lietuvos.
Specialus prizas už drąsą, ryžtą ir šokio judesius skirtas
Rokiškio komandos jauniausiam nariui Arminui, sužavėjusiam tiek komisiją, tiek visus sąskrydžio dalyvius.
On 13-15 June 2014, the 17-th IPA LS Gathering was
held in the camp “Žilvitis” in Karklė (Klaipėda District). The
event attracted the most numerous squad of the IPA members
in the last years – about 1300 members with their families.
Notwithstanding that the weather was not very nice,
the members of the Gathering were not disappointed. Good
emotions, excellent mood and the traditional IPA aura prevailed three days on the sea shore.
The tent township, which emerged in the stadium of
Karklė in the first afternoon, hummed all three days. The IPA
members again surprised with their notions, abilities and exceptional dishes.
On Saturday morning, 38 teams lined up next to the
stage and the IPA and Lithuanian flags were raised. Thus the
beginning of the Gathering was announced. The congratulation speeches were delivered by Mr Vytautas Pliuskus, the
IPA LD President, Mr Renatas Požėla Deputy Police Commissioner General, Mr Silvijus Baranauskas, the Deputy Chief
of Klaipėda County Police. The guests were glad that the International Police Association maintains old and creates new
traditions, that gatherings convoke lots of present and former
police workers from the whole Lithuania.
Numerous teams from Poland, Latvia and Estonia participated in the gathering, guests came from Ukraine and
Georgia. They admired the mass character of the event, the
hospitality and sincerity of participants. Ms Ilze Ungure, the
President of the IPA Latvian Section said that Lithuanian
gatherings had already overstepped the borders of the country
and rumours about them spread even in neighbouring countries. This is also demonstrated by the abundant number of
the IPA members arriving from abroad.
As always, the most of emotions and passions were
caused by the artistic performances of teams. The topic of
this year was “Neptune 2014”. The Commission having assessed the performances of the teams, awarded the first place
to Raseiniai, the second – to Kaišiadorys, and the third – to

Šeštadienio vakarą baigė fantastiškas grupės ILEX koncertas, o nuotaikingoje diskotekoje poros sukosi iki paryčių.
Susumavus rezultatus paaiškėjo, kad antri metai iš eilės
sąskrydžio nugalėtojais tapo Marijampolės poskyrio komanda, aplenkusi gerokai gausesnius Kauno ir Vilniaus poskyrius.
Marijampoliečiams įteikta nugalėtojų taurė, diplomai, medaliai ir simbolinis didžiulis šampano butelis.
Na, o 2015 metais visi, negalintys gyventi be bendrystės
dvasios, kurią skleidžia TPA sąskrydžiai, yra laukiami Pagėgiuose. Čia draugišką ir smagią atmosferą kurs renginio šeimininkas Šilutės poskyris.
Šiauliai Branch. Awardedwere also the branches of Ignalina,
Kalvarija and guests from Latvia, who did not climb the podium, however performed very well. The guests from Latvia
even managed to teach their friends from Lithuania to sing the
national song of Latvia.
A special prize for bravery, strength and dance movements was awarded to Arminas, the youngest member of
Rokiškis team, who fascinated the commission and all participants of the gathering.
That Saturday night was finalised with the fantastic concert of the band ILEX, and couples danced till dawn in a convivial discotheque.
Having summarised the results, it became clear that for
the second year in row, the winners of the gathering became
the team of Marijampolė Branch, having left rather far behind
the best branches of Kaunas and Vilnius. The cup of winners,
diplomas, medals and a huge symbolic bottle of Champaign
were awarded to the team from Marijampolė.
Well, everybody, who cannot live without the spirit of
communion, which is spread in the IPA gatherings, is welcome
in 2015 in Pagėgiai. Here, a friendly and joyful atmosphere will
be created by the Branch of Šilutė.

2014-ieji kaip niekad gausūs poskyrių jubiliejų, ypač
gana solidžių. Kartu su Lietuvos skyriumi net šeši poskyriai minėjo 20-ies metų įkūrimo sukaktis. Būti vieniems iš
pirmųjų – ne tik garbė, bet ir iššūkis bei atsakomybė. Neišbarstyti to, kas jau pasiekta, nepristigti naujų idėjų, kurios
trauktų žmones, turėti lyderių, paskui kuriuos sektų kiti ir
kuriais tikėtų. Na, o kad nepamirštume nė vieno, kviečiame
pasigrožėti šventinių renginių kaleidoskopu.
The year 2014 was as never ever rich with anniversaries,
especially the significant ones. Even 6 branches celebrated
their 20-th anniversary of establishment together with Lithuanian Section. It is not only a big honour, but also a challenge
and responsibility to be one of the first. Not to lose what
has been already achieved, not to lack of new ideas, which
would attract people, would have their leaders followed and
trusted by others. In order to remember everyone and not
to forget anyone, we invite to enjoy the kaleidoscope of the
festive events.
Marijampolė. 1994 m. sausio 7 d. įvyko šio miesto
poskyrio steigiamasis susirinkimas. Pirmininku tapo Aleksandras Mitrofanovas. Tais metais į Marijampolės poskyrį
įstojo 42 nariai. Šiandien jame – 151 narys.
Marijampolė. On 7 January 1994, the Incorporator’s
Organisational Meeting of this Branch was held. Mr Aleksandras Mitrofanovas was elected to be a chairman. 42 members
joined Marijampolė Branch that year. Today, there are 151
members.
2014 m. sausio 17 d. į linksmą ir nuotaikingą poskyrio
20-metį rinkosi ne tik TPA LS valdybos nariai, pirmasis TPA
LS prezidentas Ramutis Oleka, Alytaus, Vilkaviškio, Kalvarijos, Lazdijų poskyrių pirmininkai, Marijampolės poskyrio
nariai, bet ir kolegos iš kaimyninės Lenkijos – Balstogės
asociacijos poskyrio pirmininkas Radoslav Skubina, Suvalkų
asociacijos poskyrio pirmininkas Pavel Syberskij bei senas ir
gerai pažįstamas TPA bičiulis Slavomir Zrajkovski.
Aktyviausiems poskyrio nariams įteiktos prezidento
Vytauto Pliuskaus padėkos, o šventės šeimininkų laukė ne
tik gausus dovanų, linkėjimų lietus, bet ir siūlymas sekti kitų
poskyrių pavyzdžiu ir surasti galimybę įkurti TPA LS Marijampolės poskyrio muziejų. Poskyrio valdyba atminimo
suvenyrais apdovanojo ilgamečius narius, jau 20 metų brandinančius ir įgyvendinančius asociacijos idėjas.
Alytus. Šio miesto poskyrio laikrodis pradėjo tiksėti
1994 m. balandžio 18-ąją. Tai buvo ir yra vienas iš gausiausių TPA poskyrių. 2014 m. balandžio 30 d. jo pirmininkas
Dainius Blažys dėkojo visiems: nariams, jų artimiesiems,
svečiams, padėjėjams – už paramą, iniciatyvumą, geranoriškumą. Būtent šiomis puikiomis savybėmis grįstas Alytaus
poskyrio kelias jau 20 metų veda viena kryptimi: tarnauti
draugaujant...
Kelių iniciatyvių alytiškių dėka sukurtas poskyris kasmet
ieško naujų būdų atrasti draugystę, ją puoselėti ir saugoti. Per
tuos metus poskyrio nariai sutiko daug gerų žmonių, norinčių siekti bendrų tikslų, puoselėjančių kultūrinius ir profesinius ryšius, kūrybiškai ir optimistiškai žvelgiančių į gyvenimą. Džiugu, kad noriai dalyvaujama renginiuose, lankomasi
kaimynėse šalyse, skatinamas bendravimas ir bendradarbiavimas. Ir svarbiausia – ištiesiama pagalbos ranka, kai to labai
reikia. Alytaus poskyris ne pirmi metai globoja šio miesto kūdikių namų sutrikusio intelekto vaikučių grupės „Nykštukas“
vaikus, prisideda prie jų dvasinės ir materialinės gerovės.
On 17 January 2014, not only the members of the IPA
LS Board, Mr Ramutis Oleka, the first President of the IPA
LS, the chairmen of Alytus, Vilkaviškis, Kalvarija, Lazdijai
branches, the members of Marijampolė Branch, but also the
colleagues from the neighbouring Poland – Mr Radoslav Skubina the Chairman of Bialystok Association Branch, Mr Pavel
Syberskij, the Chairman of Suwalki Assocation Branch as well
as Mr Slavomir Zrajkovski, our old and well known IPA mate,
gathered in the cheerful and vivacious 20-th anniversary of
the Branch.
The most active members of the Branch were awarded
with the honourable mentions of the President Vytautas Pliuskus, and the hosts of the celebration could enjoy the shower
of numerous gifts, presents, greetings, as well as it was suggested to them to follow the example of other branches and
to find a possibility to establish the Museum of the IPA LS
Marijampolė Branch. The Board of the Branch awarded with
commemorative souvenirs the long-time members, who had
already matured and implemented the ideas of the Association
for 20 years.
Alytus. The clock of this city branch started ticking on
18 April 1994. It has been one of the best branches of the
IPA. On 30 April 2014, Mr Dainius Blažys the Chairman of
the Branch, thanked everyone: the members, their families,
guests, assistants – for the support, initiatives, goodwill. The
way of Alytus Branch based on namely these excellent features
leads in one direction: Service through Friendship (Servo per
Amikeco)...
Every year, the Branch incorporated by several initiative
residents of Alytus searches for new ways to discover friend-

Solidžios sukakties proga alytiškius sveikino TPA LS

Vilkaviškis. Šis poskyris veikia nuo 1994 m. kovo 3 d.
Tuo metu jame buvo 12 narių. Šiandien, po 20 metų, – 47
nariai. Daugiau nei pusė – į atsargą išėję pareigūnai, aktyviai
dalyvaujantys sąskrydžiuose, organizuojantys tradiciniu tapusį boulingo turnyrą. Poskyrio jubiliejus buvo proga vilkaviškiečiams pasidalinti gražiais prisiminimais, ateities planais ir
svajonėmis, apdovanoti pačius kūrybiškiausius narius.

of the Branch met lots of good people willing to pursue common targets, enshrining cultural and professional relationships,
looking at life creatively and optimistically. It is delighting that
events have been willingly attended, the neighbouring countries have been visited, communication and cooperation have
been encouraged. And the most important – a helping hand
has been handed wherever it is really needed. Alytus Branch
has patronised the group of babies’ impaired development
“Nykštukas” (Hop-o’-my-thumb) in the county’s baby home
for several years. The members of the Branch have contributed to the children’s mental and material well-being.
The residents of Alytus were congratulated on the occasion of the significant anniversary by Mr Vytautas Pliuskus, the President of the IPA LS, colleagues from Kalvarija,
Marijampolė, Lazdijai and the guests from Poland.
Vilkaviškis. This Branch has operated since 3 March
1994. It had 12 members then. Today, 20 years later, the
Branch joins 47 members. Over one half of them are retired
officers participating actively in gatherings, organising a traditional bowling tournament. The anniversary of the Branch
was the occasion to the residents of Vilkaviškis to share their
nice memories, future plans and dreams, to award the most
creative members.
Panevėžys. 2014 m. lapkričio 28 d. 20-metį šventęs Panevėžio poskyris išlieka vienas iš gausiausių, po TPA vėliava
buriančiu didelį būrį tarnybą jau palikusių kolegų. Prieš 20
metų Vytautas Vyšniauskas, Stanislovas Domkus, Eugenijus
Vencevičius, paskatinti tuomečio TPA LS prezidento Antano Kalinos, įkūrė Panevėžio poskyrį. Tada jo narių bilietų
numeriai tebuvo iš dviejų skaitmenų.

Panevėžys. On 28 November 2014, Panevėžys Branch
celebrated its 20-th anniversary. The Branch remains one of

a huge number of already retired colleagues. 20 years ago, Mr
Vytautas Vyšniauskas, Mr Stanislovas Domkus, Mr Eugenijus Vencevičius being encouraged by Mr Antanas Kalina, the
President of the IPA LS at that time, incorporated Panevėžys
Branch. Then, the numbers of membership cards had only
two digits.

The participants of the celebration were interested to
hear Ms D. Venslavičienė’s memories about the incorporation of the Branch, the very beginning of its activities, the
creation of traditions. The gathered together members of
the Branch soon remembered the trips, when buses with
the IPA flag travelled on the roads of Europe, meetings
with colleagues, Vytautas’s bitter with a miraculous herb,
successes and failures in gatherings, the Festival of White
Tablecloths and Christmas meetings, Juozas’s bouillabaisse
famous throughout Lithuania, his wife Vilė’s stuffed pike.
Ms R. Stasiulaitienė, the 2-nd Vice-president of the IPA
LS, conveyed the warm congratulations of the President of
the IPA LS. She handed the President’s commendations to
the most active members of the Branch. Guests from other
branches of the IPA wished to grow and live long to the
residents of Panevėžys.
Radviliškis. On 12 December 2014, an extraordinary
meeting of the IPA LS was held in Šeduva Mill Complex
(Radviliškis District). Various and relevant issues were discussed there.
Having finished the discussion about serious topicalities, the members of the meeting were invited to the hall
of Šeduva Mill, where the residents of Radviliškis eager to
get acquainted with their colleagues coming from (almost) all
corners of Lithuania were waiting. A promised fun Christmas
party of the IPA LS and the party of the 20-th anniversary
of Radviliškis Police Association was waiting for everybody.
Indeed, Jazz musicians and the festive environment contributed a lot to the creation of a cosy mood that night. The
hosts of the event Aivaras and Rasa, who appeared on the
scene after work, emphasised that the mentioned place became the object of a huge interest that Friday night, whereas
the most active people of the Police Association gathered
there. The both wise-crackers reminded that it was worth to
belong to the IPA and to live according its rhythm and never
forget that there was one more slogan in our lives: “Servo per
Amikeco“. Moreover, financial crises recurred in the police
every 5 years, it was impossible to avoid them, and the Police
Association in general did not know and did not use the word
“crisis”...
The President of the IPA LS, Mr Linas Pernavas, the
Police Commissioner General, Mr Vincas Urbonavičius, the
deputy head of Šiauliai County Police, Mr Algirdas Toliatas,
the chaplain of the Police of Lithuania made their greeting speeches and even “brief sermons”. Everyone emphasised the significance of this organisation as a factor unifying the police employees and, of course, congratulated on

netruko prisiminti keliones, kai Europos keliais riedėjo autobusai, papuošti TPA vėliava, susitikimus su kolegomis,
Vytauto užpiltinę su stebuklinga žolele, sėkmes ir nesėkmes
sąskrydžiuose, Baltųjų staltiesių šventę ir kalėdinius susitikimus, visoje Lietuvoje garsią Juozo žuvienę, jo žmonos Vilės
farširuotą lydeką. Šiltą TPA LS prezidento sveikinimą perdavė 2-oji viceprezidentė R. Stasiulaitienė. Ji patiems aktyviausiems poskyrio nariams įteikė prezidento padėkas. Augti
ir ilgai gyvuoti panevėžiečiams linkėjo svečiai iš kitų TPA
poskyrių.
Radviliškis. 2014 m. gruodžio 12 d. Šeduvos (Radviliškio r.) malūno komplekse įvyko neeilinis TPA LS suvažiavimas, kuriame aptarti įvairiausi aktualūs klausimai.
O, baigus gvildenti rimtas aktualijas, suvažiavimo dalyviai buvo pakviesti į Šeduvos malūno salę, kur jų laukė radviliškiečiai, nekantraujantys susipažinti su kolegomis, atvykusiais iš (beveik) visų Lietuvos kampelių. Visų laukė žadėtas
smagus kalėdinis TPA LS ir Radviliškio policijos asociacijos
20-mečio vakarėlis.
Džiazuojantys muzikantai, šventinė aplinka išties nemažai prisidėjo prie jaukios nuotaikos kūrimo tą vakarą. Scenoje
po darbų pasirodę renginio vedėjai Aivaras ir Rasa akcentavo,
kad penktadienio vakarą minėta vieta tapo didelio susidomėjimo objektu, nes čia susirinko patys aktyviausi policijos asociacijos žmonės. Abu šmaikštuoliai priminė, kodėl verta priklausyti TPA, gyventi jos ritmu ir niekada nepamiršti, jog visų
mūsų gyvenime yra dar vienas šūkis: „Servo per Amikeco“.
Be to, finansinės krizės policijoje kartojasi kas 5-eri metai, jų
neįmanoma išvengti, o policijos asociacija apskritai nežino ir
nevartoja žodžio „krizė“...
Sveikinimo žodžius ir net „trumpus pamokslus“ išsakė
TPA LS prezidentas, Lietuvos policijos generalinis komisaras
Linas Pernavas, Šiaulių apskrities policijos viršininko pavaduotojas Vincas Urbonavičius, Lietuvos policijos kapelionas
Algirdas Toliatas. Visi kaip vienas akcentavo šios organizacijos, kaip vienijančio policijos darbuotojus vardiklio, svarbą ir,
be abejo, sveikino artėjančių švenčių proga, na, o radviliškiečius – poskyrio 20-mečio proga.
Vakarėlis pažėrė nemažai netikėtumų... Į sceną pakviestiems buvusiems Radviliškio poskyrio pirmininkams Zitai
Gaižauskienei ir Rolandui Venckui teko ne tik prisiminti metus, pašvęstus TPA, bet ir atlikti įvairias užduotis.
Baigus šmaikščiąją dalį, TPA LS prezidentas apdovanojo
iniciatyviausius radviliškiečius ir renginio rėmėjus.

Smagiausia, kad atvykę kolegos atsivežė pakankamai
geros nuotaikos, gražių žodžių ir... dovanų. Tikimės, kad
visi grįžo laimingi, smagūs... Ir kada nors norės vėl sugrįžti
pas mus.
Utena. 2014-uosius Utenos poskyris užbaigė ūgtelėjusios vaikystės, t. y. 10-ies metų, jubiliejumi gausiame užsienio ir Lietuvos draugų, bičiulių būryje. Ankstų rytą laukė
oficialus Utenos apskrities policijos viršininko V. Vaiškūno
priėmimas, dieną – viešnagė „Utenos alaus“ aludarystės pažinimo centre, vakarop – šventė. Į ją susirinko nemenkas
asociacijos rėmėjų būrys, svečiai ir draugai iš TPA Ukrainos,
Čekijos, Lenkijos, Estijos ir Latvijos skyrių, kolegos iš Lietuvos poskyrių, Utenos policijos asociacijos nariai.
Per dešimtmetį Utenos poskyriui ne kartą pagalbos
ranką tiesė apie 30 Utenos ir kitų Lietuvos įmonių ar įstaigų, tad visi rėmėjai buvo apdovanoti vardinėmis dovanomis, specialiai šiai progai išleista knygele „Utenos policijos
asociacijai – 10 metų“. Vakaro staigmena tapo šmaikščios
ir taiklios nominacijos aktyviausiems poskyrio nariams.
Toliau – svečių, kolegų iš kitų TPA poskyrių sveikinimai,
linkėjimai ir dovanos. Vakaronė išsitęsė ir užsitęsė, tačiau
visi ilgai negalėjo išsiskirstyti, nes gausiame bendraminčių
būryje buvo ką prisiminti ir aptarti.
O kolegos iš kitų šalių per keturių dienų viešnagę aplankė Utenos apskrities policiją, alaus daryklą, A. Truskausko medžioklės ir gamtos muziejų, Lietuvos etnokosmologijos muziejų, išbandė lietuvišką pirtį ir virtuvės skonį,
aplankė Vilnių ir Trakus.

The party scattered lots of surprises... Ms Zita
Gaižauskienė and Mr Rolandas Venckus, the chairmen of
Radviliškis Branch, invited on the scene had to remember not
only the years dedicated to the IPA, but also to perform various tasks.
Upon the completion of the quick-fire part, the President of the IPA LS awarded the most initiative residents of
Radviliškis and the supporters of the event.
It was the most exciting that arriving colleagues brought
with them the sufficient amounts of good mood, kind words
and... presents. We hope that everybody returned home happy,
satisfied and glad... and they would like to visit us again one day.
Utena. Utena Branch ended the year 2014 with the 10-th
anniversary with the abundant group of foreign and Lithuanian friends. In the early morning, the entertainment of Mr
V. Vaiškūnas, the head of Utena County Police, was held. In
the afternoon, a visit to Utena Bear Brewing Knowledge Centre, was organised. In the night, the celebration was held. Lots
of supporters of the Association, guests and friends from
the IPA Ukraine, Czech, Poland, Estonia and Latvia sections,
colleagues from Lithuanian branches, the members of Utena
Police Association gathered there.
In the last decade, 30 enterprises and institutions of
Utena and Lithuania handed their helping hands to Utena
Branch, thus all supporters were awarded with nominal gifts
Ignalina. Lapkričio 28 d. veiklos 10-metį švenčiantis
Ignalinos poskyris į renginį rinkosi lydimas gausaus vaikų
pulko, šeimų narių, svečių. Kartu pasidžiaugti švente atvyko kolegos iš kaimyninių Utenos, Zarasų, Molėtų, Anykščių
poskyrių, taip pat iš Kauno, TPA LS valdybos bei Estijos.
Apie poskyrio kūrimąsi įdomiai papasakojo Ignalinos rajono
policijos viršininkas Dainius Šidlauskas. Pristatyti ir visi poskyriui vadovavę pirmininkai. Antrą kadenciją vadovaujanti
Jūratė Pernavienė pasakojo apie pasiekimus, organizuojamus
renginius, lietuviškos etnokultūros puoselėjimą, tradicinėmis
tampančias ir populiarėjančias Užgavėnes, kalėdinius renginius vaikams, gerumo akcijas, draugystę su Estijos skyriumi.
and each of them received a book “Utenos policijos asociacijai – 10 metų” (“Utena Police Association is 10 Years Old”)
issued especially on this occasion. The surprise of the evening was snappy and well-directed nominations to the most
active members of the Branch. Further there were greetings
and congratulations best wishes and presents from guests,
colleagues from other branches of the IPA. The get-together
spindled and lasted rather long time, however no one wished
to leave, whereas everyone had something to remember and
discuss with his/her alter egos.
During their four-days stay, the colleagues from other
countries visited Utena County Police, the brewery, A. Trus-

kauskas’s Hunting and Nature Museum, the Museum of
Lithuanian Ethno-cosmology. They had an opportunity to
try Lithuanian baths and Lithuanian kitchen tastes, visited
Vilnius and Trakai.
Ignalina. On 28 November, Ignalina Branch celebrated
the 10-th anniversary of its operation. The members of the
Branch gathered in the event together with their children,
family members, guests. Colleagues from the neighbouring
Utena, Zarasai, Molėtai, Anykščiai branches as well as from
Kaunas, the IPA LS Board and Estonia came to enjoy the celebration together. Mr Dainius Šidlauskas, the head of Ignalina District Police told interestingly about the incorporation
of the Branch. All chairmen of the Branch, who have ever
taken the chairs in the Branch, were introduced. Ms Jūratė
Pernavienė chairing a second term told about the achievements, organised events, fostering of Lithuanian ethnoculture, traditional Madri Gras festivities, Christmas events
for children, goodness shares and friendship with Estonian
Section.
Mr Vytautas Jasiulevičius, the Secretary General of the
IPA LS, handed the commendations of the President of the
IPA LS to the initiators of the incorporation of the Branch
and the Chairwoman J. Pernavienė. He thanked the Branch
for its active involvement in the IPA family, for the fostering
of ideas.
Mr Linas Pernavas, the Police Commissioner General
of Lithuania, congratulated all members and handed a gift –
the volleyball. The residents of Ignalina received greetings
from their colleagues in Estonia, the representatives of the
neighbouring Utena, Zarasai, Molėtai, Anykščiai branches,
Mr Darius Banėnas, the Chairman of “Kauno miestelis”
(Kaunas Township) Branch. Later, everybody could enjoy
intriguing nominations, games and, of course, a festive cake.
Zarasai. On 25 April, this Branch celebrated its 5-th
anniversary. Members with their families, guests gathered in
the event. Ms Agnė Vanaginskienė, the Chairwoman, was
happy that so many works were performed within 5 years:
the Branch organized events, participated in sports competitions and festivals of other branches. The photographs that
captured the most beautiful and funny moments helped to
remember the way of the Branch. The most active members
were awarded with glass
statuettes. Meanwhile, Mr
Vitalis Kutkauskas, surprising the Chairwoman of the
Branch, handed her a cone
framed in a mirror with the
inscription “The Important Figure” and wished
her patience to manage
the Branch so valiantly for
long years. Soon, the celebration got a very joyful
shade crowned by festive
fireworks.

Zarasai. Balandžio 25 d. šis poskyris šventė 5-erių metų
sukaktį. Į renginį susirinko nariai su šeimomis, svečiai. Pirmininkė Agnė Vanaginskienė džiaugėsi, jog per 5-erius metus
nuveikta išties nemažai: organizuoti renginiai, dalyvauta kitų
poskyrių sporto varžybose ir šventėse. Poskyrio kelią prisiminti padėjo nuotraukos, kuriose įamžintos pačios gražiausios ir šmaikščiausios akimirkos. Aktyviausi nariai apdovanoti
stiklo statulėlėmis. O štai Vitalis Kutkauskas, nustebindamas
poskyrio pirmininkę, įteikė jai veidrodyje įrėmintą kankorėžį „Svarbi šiška“ ir linkėjo kantrybės dar ne vienerius metus
taip šauniai vadovauti poskyriui. Šventė netrukus įgavo labai
linksmą atspalvį, kurį vainikavo šventinis fejerverkas.

POLICEMEN ARE CREATIVE,
UNDERSTANDING AND VALUING
FRIENDSHIP PEOPLE
Sometimes we face difficulties to see things as they are,
whereas our certitude that we know everything about them
prevents us from such seeing. Stereotypes, like badly selected
glasses, distort the picture.
It is especially obvious when we talk about the profession
of a policeman. Before the meeting at Bernardinai.lt editorial office with the representatives of the International Police Association (IPA) Lithuanian Section (LS), I asked my friends, which
qualities come to their minds thinking about the profession of
a policeman. The most common answers were related with the
following qualities: stringency, formalism, austerity, discipline,
perfectionism. Nobody mentioned creativity, conviviality or
friendliness.
A wish to see at least cast a glance at the daily life of
policemen, when they do not wear their uniforms, was the
major motive to invite Ms Rasa Stasiulaitienė, the 2-nd Vicepresident of the IPA Lithuanian section, for an interview. Ms
Rasa Stasiulaitienė has been a member of the association for
long years. We also decided to invite the priest Algis Toliatas, the
chaplain of the Police of Lithuania, who has been a member of
the association for only one year and whose example encouraged even more chaplains in particular locations to join the IPA.
The guests were interviewed and the conversation was prepared to press release by Mr Andrius Navickas.
– Dear, Rasa, first of all, could you please introduce to our readers
what does the International Police Association look like? How this idea seemingly born in England reached Lithuania?
Rasa Stasiulaitienė:
– Sixty-five years ago English Great Britain Police Sergeant
Arthur Troop established the association for the friendship and
encouraging of the international organising of police officers.
The Sergeant dreamed that the principle – Servo per Amikeco
(translated from Esperanto – serve through friendship) – would
become the basis for the policemen’s community.
The International Police Association had to become a
space, where people would not be assessed by rank, sex, colour
of their skin or religion, where professional community would
be a more important joining chain than all differences.
It was also very wise that from the very beginning the IPA
emphasised that it disassociate from any participation in politics
as well as attempt to make pressure on the police departments
of other countries. All members of the association participate in
the association in their free time and do not get any remuneration for such activities.
This allowed to unfold the principles of voluntariness, creativity orienting mostly towards cognitive, cultural, social activities.
– The Reverent Father, Algirdas, you have involved into the IPA activities practically immediately, how did you become a police chaplain? Why?
Priest Algirdas Toliatas:
– In fact, as soon as I learned that such association existed,
I thought that it was very important to me to get involved in it.
I look very seriously to the chaplain’s duties. It is a huge responsibility and also an opportunity to help other people, expand the
field of Evangelisation.
Before I started to communicate with policemen, when I
did not have my chaplain service, I has a rather stereotypic imagination of a policeman: a person stuffed into a uniform, strict
formalist, very efficient and only interested in issues in relation
with his direct work. Very soon, I understood that this was only a
caricature. Now I can bravely state that the vast majority of Lithuanian policemen are sincere, friendly and very creative people
interested in human values and state issues. When I got involved
in the IPA, I discovered even more creative initiatives of police-

nes trukdo įsitikinimas, kad viską apie juos žinome. Stereotipai, tarsi prastai parinkti akiniai, iškreipia vaizdą.
Tai ypač akivaizdu, kai kalbame apie policininko profesiją. Prieš susitikdamas Bernardinai.lt redakcijoje su Tarptautinės
policijos asociacijos (TPA) Lietuvos skyriaus (LS) atstovais,
teiravausi bičiulių, su kokiomis savybėmis jiems pirmiausia
asocijuojasi policininko profesija. Dažniausiai girdėjau šias
savybes: griežtumas, formalizmas, rūstumas, drausmingumas,
reiklumas. Niekas nepaminėjo kūrybiškumo, linksmumo ar
draugiškumo.
Noras bent akies krašteliu pažvelgti į policininkų gyvenimą, kai jie nevilki uniformų, buvo svarbiausias motyvas pasikviesti pokalbio į Bernardinai.lt redakciją Rasą Stasiulaitienę,
TPA Lietuvos skyriaus valdybos 2-ąją viceprezidentę, kuri šiai
asociacijai priklauso jau ne vienerius metus, taip pat dar vos
metus organizacijai priklausantį kunigą Algį Toliatą, Lietuvos
policijos kapelioną, kurio pavyzdys į TPA paskatino įstoti dar
devynis konkrečių vietovių kapelionus.

– Gerbiama, Rasa, pirmiausia skaitytojams plačiau pristatykite,
kaip atsirado Tarptautinė policijos asociacija? Kaip ši, regis, Anglijoje,
gimusi idėja pasiekė Lietuvą?
Rasa Stasiulaitienė:
– Prieš šešiasdešimt penkerius metus anglų Didžiosios
Britanijos policijos seržantas Arthuras Troopas (Artūras
Trūpas) įkūrė policijos pareigūnų draugystės ir tarptautinio
organizavimo skatinimo asociaciją. Seržantas svajojo, kad
principas – Servo per Amikeco (išvertus iš esperanto kalbos –
tarnauti draugaujant) – taptų policininkų bendrystės pagrindu.
Tarptautinė policininkų asociacija turėjo tapti erdve, kurioje žmonės nebūtų skirstomi pagal rangą, lytį, odos spalvą
arba religiją, kur profesinis bendrumas būtų svarbesnė jungiamoji grandis nei visi skirtumai.
Išmintinga buvo ir tai, jog nuo pat pradžių TPA pabrėžė,
kad atsiriboja nuo bet kokio dalyvavimo politikoje bei bandymų daryti spaudimą kitų šalių policijos departamentams, visi
asociacijos nariai jos veikloje dalyvauja laisvalaikiu ir negauna
už tai jokio atlygio.
Tai leido išsiskleisti savanoriškumo, kūrybiškumo principams, orientuojantis daugiausia į pažintinę, kultūrinę, socialinę
veiklą.
– Kunige Algirdai, Jūs įsitraukėte į TPA veiklą praktiškai iš
karto, kai tapote policijos kapelionu. Kodėl?
Kun. Algirdas Toliatas:
– Tiesą pasakius, kai tik sužinojau, kad tokia asociacija
egzistuoja, pagalvojau, kad man labai svarbu į ją įsitraukti. Labai rimtai žiūriu į kapeliono pareigas. Tai didžiulė atsakomybė ir kartu galimybės padėti žmonėms, plėsti Evangelizacijos
lauką.
Kol nebendravau su policininkais, neturėjau kapeliono
tarnystės, turėjau gana stereotipinį policininko įvaizdį: žmogus, įspraustas į uniformą, griežtas formalistas, labai dalykiškas ir besidomintis tik tuo, kas susiję su tiesioginiu darbu.
Labai greitai supratau, jog tai tėra karikatūra. Dabar jau galiu
drąsiai sakyti, kad didžioji dauguma Lietuvos policininkų – tai
nuoširdūs, draugiški ir labai kūrybingi žmonės, kuriems rūpi
vertybės, valstybės reikalai. Kai įsitraukiau į TPA, atradau dar
daugiau kūrybinių policininkų iniciatyvų. Beje, prieš kurį laiką Vilniuje lankiausi parodoje, kurią sudarė vien tik policijos

sistemai priklausančių žmonių darbai. Mane sužavėjo ne tik
profesionalumas, bet ir didžiulė temų įvairovė, kūrybiškumas.
– Kalbate labai entuziastingai, bet gal galėtumėte plačiau paaiškinti, kuo užsiima TPA nariai? Ar jai priklauso tik policijos sistemos
žmonės? Kaip jie randa laiko bendroms veikloms?
Kunigas Algirdas Toliatas:
– Seniai esu padaręs išvadą, kad labiausiai laiko trūksta
tiems, kurie nieko nedaro. Mano galva, žmonėms šiandien
dažnai trūksta ne tiek laiko, kiek vaizduotės ir bendražygių, su
kuriais bet kuri veikla džiugina.
Nors asociacijos nariams sumanymų tarsi netrūksta, labai
tikiuosi, kad atgarsio sulauks ir idėja, kurią jau kurį laiką bandau
plėtoti kaip policijos kapelionas, o TPA čia galėtų būti nuostabus bendražygis. Turiu galvoje prasmingų sekmadienių iniciatyvą. Jos esmė: pakviesti policininkų grupes iš įvairių Lietuvos
vietų sekmadienį su šeimomis atvažiuoti į Vilnių ir prasmingai praleisti laiką. Aišku, kaip kunigas, viską siūlau pradėti nuo
dalyvavimo Eucharistijoje Šv. Ignoto bažnyčioje. Čia kas sekmadienį meldžiamės ir už policijos narius, visus rūpesčius. Po
Mišių visi kviečiami į agapę – bendrystės vaišes. Joms yra labai
patogios patalpos. Galima ne tik užkąsti, bet ir pasikalbėti, pabendrauti su specialiai pakviestu svečiu ar svečiais. Labai norisi,
kad visi atvykusieji turėtų galimybę plėsti akiratį, sužinoti ką
nors naujo ir svarbaus. Po bendrystės Šv. Ignoto bažnyčioje galėtų tęstis speciali kultūrinė programa: galima aplankyti įdomią
ekspoziciją muziejuje, pasižiūrėti kino filmą ar spektaklį, galima
sutarti su gidais ir jie parengtų originalią ekskursiją po miestą.
Labai norėčiau, kad tokie prasmingi sekmadieniai taptų
kassavaite LPA iniciatyva. Aišku, paskui galima būtų ieškoti ir
naujų įdomių sprendimų. Pavyzdžiui, galima būtų rengti tokius
sekmadienius ne tik Vilniuje, bet įvairiose Lietuvos miestuose,
kur tik atsirastų kūrybinga iniciatyvinė grupė, turinti noro ir
galimybių kolegoms parodyti visus savo miesto turtus.
– Kapeliono aktyvus įsitraukimas neišgąsdins kiek toliau nuo tikėjimo esančių TPA narių?
Rasa Stasiulaitienė:
– Kol kas tikrai negąsdina. Veikiau stebina, nes tie, kurie
buvo toliau nuo Bažnyčios ir turėjo susidarę įvairių neigiamų
įvaizdžių, pabendravę su kapelionu nustemba, jog kunigas gali
ne tik smerkti, mokyti, bet ir draugiškai bendrauti, išklausyti.
Aišku, nemanau, kad būtų prasmingos vien tik religinės TPA
iniciatyvos, mums svarbu tiesti tiltus tarp įvairių pasaulėžiūrų
žmonių, auginti bendrystę, nepaisant skirtumų. Kapelionas,
mano supratimu, tai puikiai supranta ir nebando primesti to,
kas galėtų išgąsdinti žmones.
Kunigas Algirdas Toliatas:
– Stengiuosi bendrauti su visais, kurie tik turi noro, ne
tik su policininkais, kurie yra praktikuojantys katalikai. Aišku,
labai svarbu nepaleisti ir jų, padėti jiems gyventi visavertį sakramentinį gyvenimą, pasiūlyti dvasinę literatūrą, tačiau, mano
įsitikinimu, kapeliono pareiga padėti visiems, kurie supranta,
kad be vertybių gyvenimas nuskursta.
Nenoriu būti kunigas, kuris atsakinėja į klausimus, kurie
dar niekam nekilo. Siekiu, kad pirmiausia žmonės suprastų
klausimų svarbą, ir tada jie jau galės patys spręsti, kiek tie
atsakymai, kuriuos stengiuosi įauginti į savo gyvenimą, jiems
priimtini, kiek – ne. Tai ilgas ir sudėtingas kelias ir jame labai
svarbu bendrystė ir tarpusavio pasitikėjimas. Būtent todėl labai vertintu TPA veiklą, nes žmonių ryšiai labiausiai bręsta
kartu veikiant.
men. By the way, some time ago I visited an exhibition in Vilnius,
where were exposed only the works of people belonging to the
police system. I was fascinated not only by professionalism, but
also a huge variety of topics, creativity.
– You speak very enthusiastically, but could you please to explain
more in detail what do the members of the IPA do? How do they find time
for joint activities?
Priest Algirdas Toliatas:
– A long time ago, I made a conclusion that people, who
did not do anything, had the least time. I think, nowadays people lack not as much time as imagination and comrades-in-arms,
with whom any activities are fun.
Although it is likely that the members of the association do
not lack any ideas, I hope very much that the idea, which I have
already tried to develop for some time as a police chaplain will get
approval and support, and the IPA would be there an excellent
comrade-in-arms. I mean the initiative of meaningful Sundays.
The essence thereof is to invite some groups of policemen from
various places of Lithuania to come with their families on Sunday to Vilnius and to spend the time meaningfully. Of course,
as a priest I suggest to start everything from the participation in
Eucharist at St. Ignatius Church. We pray every Sunday here also
for the members of the police, all concerns. After the Mass, everyone is invited to agape, the feast of communion. We have very
convenient facilities to such feast, suitable not only to have some
meals but also to talk, communicate with a special invited guest
or guests. We wish very much that all coming people would have
an opportunity to expand their horizons, to learn something new
and important. After the communion at St. Ignatius Church, a
special cultural program could be continued: you can visit an
interesting exposition at a museum, to watch a movie or play, it is
possible to arrange a special novel tour around the city.
– Will the active involvement of the chaplain not discourage the IPA
members, who are a bit further from religion?
Rasa Stasiulaitienė:
– So far, anyone has not been discouraged. Perhaps it is
rather surprising, because people, who were further from the
Church and had various negative images, are surprised, having
communicated with the chaplain, that the priest may not only
condemn, preach, but also communicate friendly, listen carefully.
Of course, I do not think that only the religious initiatives of
the IPA would be meaningful, it is important to us also to build
bridges between people with different worldviews, to grow communion despite differences. In my opinion, the chaplain understands it very well and does not attempt to impose anything,
what could discourage people.
Priest Algirdas Toliatas:
– I strive to communicate with everyone, who only has a
desire, not only with policemen, who are Catholics practitioners.
Of course it is very important not to lose them too, to help them
to live a comprehensive sacramental life, suggest spiritual literature, however, in my opinion, the duty of a chaplain is to help
everyone, who understands, that the life becomes poor without
any values. I do not wish to be a priest, who answers the questions, which have not been asked by anybody yet. I strive that
people would firstly understand the significance of questions
and then they will be able to decide themselves, how much these
answers, which I strive to implement in my life, are acceptable
to them, and how much they are not acceptable. It is a long and
complicated way, and the community and mutual trust are very
important in it. This exactly why I appreciate so much the IPA
activities, because the relations of people mature the most, when
they act together.

Finally we succeeded! Perhaps these words would reflect
the best the results of the IPA members, who love photography.
Even at the very beginning of its activities, Lithuanian Section
started to get together photography lovers – amateur photographers – held competitions and arranged exhibitions, participated
in all international competitions organised by the IPA, where the
works of our photographers were well noticed and appreciated.
However the year 2014 was the most successful! Mr Artūras Bartkus, the member of Šiauliai Branch, won two diplomas in the IPA
international competition for the free theme pictures and became
a winner in this category, and Mr Orlandas Butkus, the representative of “For Merits”.
It is amusing that namely Mr. A. Bartkus was recognised to
be an absolute winner of the both categories also in the competition organised by Lithuanian Section, which best works were presented to the international competition. We are very pleased to
emphasise that all participants of the competition held by Lithuanian section actually deserved to be noticed therefore, in addition
to the already mentioned works, the commission selected to the
international competition also the works of Rimantas Benaitis,
Algimantas Čiža, Rimas Leleckas, Robertas Rukas, Steponas Urbonas, Rimantas Čepulis, Džeraldas Kriščiūnas, Ligita Urlikienė,
Dovilė Skliaustienė, and Olegas Ivanovas.
A spectacular exhibition exhibiting the best photographs
was organised and opened at the Police Department under the
Ministry of the Interior of the Republic of Lithuania on 22 September. Here, Mr Vytautas Pliuskus, the President of the IPA
Lithuanian Section, handed the international awards to Mr A.
Bartkus and Mr O. Butkus as well as the wards of the national
competition. “A stereotype that the complex service usually upstages creativity was proven unfounded, – said in the opening of
the exhibition Mr Andrius Surgailis, the Chairman of the Assessment Commission. – It was especially exciting to notice both the
lyricism and professional approach to the daily life of the police
through the prism of artistry in the free theme”.
The time came to know closer the best photographers of
the year. When and why the photography became the part of
their lives, what is the most important in their photography and
their life – let them speak for themselves.
Mr Artūras BARTKUS, the member of Šiauliai Branch,
the chief investigator of Šiauliai County PHO Internal Investigation Unit:
– I think that an idea and the discovery of yourself, your
touch are the most important in photography, and how to implement it – there are technical issues, which are not complicated
to learn. When I was approximately ten years old I familiarised
myself with the basics of film photography, I became friends
with digital photography five years ago. Looking at
a picture, I always seek for something more, than
the first things cached by eyes, therefore I feel very
big satisfaction, when I manage to penetrate and
I thing I guess the author’s encrypted idea. Now,
almost everyone can shoot, therefore it seems easy
to assign quickly yourself to photographers. However, I think that everyone, knowing where the
shooting button is located, should be self-critical
and self-demanding. You have to learn yourself.
Try, seek, make mistakes and discover. I am fond
of sports themes – there are lots of not acted, real
emotions, although the beginners need to come
to terms that lots of their shots may be not very
Pagaliau pavyko! Ko gero, šie žodžiai geriausiai atspindėtų TPA narių fotomėgėjų rezultatus 2014-aisiais. Dar pačioje veiklos pradžioje Lietuvos skyrius pradėjo burti fotomėgėjus, rengti konkursus ir parodas, dalyvavo visuose TPA
tarptautiniuose konkursuose, kur irgi nelikdavo nepastebėtas. Tačiau 2014-ieji buvo patys sėkmingiausi! TPA tarptautiniame konkurse Šiaulių poskyrio narys Artūras Bartkus už
nuotraukas laisva tema (open category) pasisėmė du diplomus
ir tapo šios kategorijos nugalėtoju, o panevėžietis Orlandas
Butkus gavo specialų diplomą „Už nuopelnus“.
Smagu, kad ir Lietuvos skyriaus organizuotame konkurse, kurio geriausi darbai ir buvo pateikti tarptautiniam
konkursui, būtent A. Bartkus buvo pripažintas absoliučiu
abiejų kategorijų nugalėtoju, o O. Butkus tapo pirmos vietos laimėtoju. Džiugu, kad Lietuvos skyriaus konkurse dalyvavo ir buvo verti būti pastebėti faktiškai visi dalyviai, todėl
ir tarptautiniam konkursui komisija atrinko, be minėtų, ir
Rimanto Benaičio, Algimanto Čižos, Rimo Lelecko, Roberto Ruko, Stepono Urbono, Rimanto Čepulio, Džeraldo
Kriščiūno, Ligitos Urlikienės, Dovilės Skliaustienės, Olego
Ivanovo darbus.
Iš geriausių fotografijų suformuota įspūdinga paroda buvo atidaryta Policijos departamente prie Lietuvos
Respublikos vidaus reikalų ministerijos rugsėjo 22 d. TPA
Lietuvos skyriaus prezidentas Vytautas Pliuskus čia įteikė
tarptautinius apdovanojimus A. Bartkui ir O. Butkui bei nacionalinio konkurso apdovanojimus. „Stereotipas, kad sudėtinga tarnyba teisėsaugoje neretai užgožia kūrybiškumą,
pasirodė nepagrįsta, – parodos atidaryme sakė vertinimo
komisijos primininkas Andrius Surgailis.
– Buvo ypač įdomu pastebėti ir lyriškumą laisvojoje
temoje, ir profesionalo požiūrį per meniškumo prizmę į policijos kasdienybę.“
Atėjo laikas artimiau susipažinti su geriausiais metų
fotografais. Kada ir kodėl fotografija tapo gyvenimo dalimi, kas svarbiausia fotografijoje ir gyvenime – tegu kalba
jie patys.
Artūras BARTKUS, Šiaulių poskyrio narys, Šiaulių
apskrities VPK Vidaus tyrimo poskyrio vyriausiasis tyrėjas:
– Man atrodo, kad fotografijoje svarbiausia yra idėja
ir savęs, savo braižo atradimas, o kaip tai įgyvendinti – jau
tik techniniai dalykai, kuriuos išmokti nėra sunku. Su juostinės fotografijos pagrindais susipažinau būdamas maždaug
dešimties, su skaitmenine susidraugavau prieš penkerius
metus. Žiūrėdamas į nuotrauką, visada ieškau daugiau,
negu tai, kas pirmiausia krenta į akį, todėl labai didelį pasitenkinimą jaučiu, kai įžvelgiu ir, manau, atspėju užšifruotą
autoriaus mintį ar idėją. Dabar kone visi gali
fotografuoti, todėl lyg ir jaučiasi galintys save
greit priskirti fotografams. Bet aš manau, kad
kiekvienas, žinantis, kur yra fotografavimo
mygtukas, turi būti kritiškas ir reiklus sau. Reikia mokytis pačiam. Bandyti, ieškoti, klysti ir
atrasti. Pats mėgstu sporto tematiką – čia daug
nesuvaidintų, tikrų emocijų, nors pradedantiesiems reikia susitaikyti, kad sugadintų kadrų
irgi pakaks! Domiuosi gamtos fotografija – čia
atrandu daug ramybės, grožio, spalvos ir formos harmonijos. Neįsivaizduoju laisvalaikio
be fotografijos, nors turiu ir kitų pomėgių –
mėgstu slidinėti kalnuose, skraidau paraspar-

niu. Viliuosi skraidymą ir fotografavimą artimiausiu metu
sujungti – noriu ir su kitais pasidalinti tuo nepakartojamu
pojūčiu, kai pamatai, kokia graži žemė, kai į ją pažvelgiame
atidžiau, kitu rakursu. Kai tapau policijos asociacijos nariu,
su kolega ir šeimos nariais bei Radviliškio poskyriu vykome
į Utenos ir Radviliškio „Konferenciją ant vandens“. Tada ir
pamačiau, kokius puikius renginius organizuoja TPA ir kiek
daug kolegų juose galima sutikti.

Sunkių nusikaltimų tyrimo
valdybos viršininkas:
– Menas nuo vaikystės
buvo šalia. Trys broliai ir
sesuo augome tautodailininko šeimoje – tarp aliejiniais
dažais kvepiančių paveikslų,
didžiulių medžio skulptūrų. Vyresnysis brolis Arvydas, atsidavęs aktorystei, jau
antroką mane nusitempė į
teatrą. Jaunimo teatre suvaidinau ne vieną vaidmenį, o paskutinėje klasėje ragavau ir režisieriaus duonos. Gavęs pirmą moksleivišką atlyginimą, nusipirkau naują kino kamerą
ir ėmiausi kino miniatiūrų. Sulaukęs trisdešimties, pradėjau
fotografuoti. Fotografavau viską, ką įmanoma. Po kiek laiko
pajutau, kad šie kasdienės fotografijos rėmai pradėjo mane
slėgti. 2006 metais fotografiją ėmiau vertinti kaip meną.
Darėsi įdomu įsiklausyti į supančią aplinką, pajausti emocijas, sustoti ir pastebėti tai, ko prabėgomis nepastebi, ieškoti naujo požiūrio, netikėtų rakursų, pastebėti, užfiksuoti
ir vaizdais perteikti emocijas. Fotografijai yra labai svarbi
mintis, idėja, kuri dažnai būna pusiau užslėpta fotografuotos aplinkos emocijoje. Nepriimu jokių užsakymų – fotografuoju tai, ką noriu, neretai fotografuoju mane supančią
nuotaiką – ji gali būti spalvotai šilta, nuotaikinga arba juodai balta su pateikta mintimi, ar šviesos grafika. Pradėjus
fotografuoti gamtos vaizdus, vasara man nustojo buvusi
gražiausiu metų sezonu – ištisai rami saulėta diena tapo fotografiškai nuobodi, bet metų laikai tapo įdomūs įvairove.
Nors gyvenimas gražesnis ir nuotaikingesnis spalvotose fotografijose, minties gilumas ryškesnis nespalvotose.
Dalyvauju mėgėjų fotografų veikloje, esu Panevėžio
fotografų draugijos pirmininkas, bendraminčių randu policijos bendruomenėje. Dirbu kriminalinėje policijoje vyresniuoju komisaru, todėl fotografija man yra savotiška meditacija gamtoje. Parodose dalyvauju nuo 2008 metų, esu
surengęs tris personalines, dalyvavau šešiose, septyniose
parodose. Tris kartus tapau atskirų nominacijų prizininku
Lietuvos pareigūnų rengtose fotografijų konkursuose, du
kartus – tarptautiniuose policijos asociacijų konkursuose.
Pavyko sukurti Panevėžio apskrities vyriausiojo policijos
komisariato nuotraukų galeriją, įpratinti kolegas kolektyvinių įvykių nuotraukas laikyti ne asmeniniuose kompiuteriuose, o dėti į tam reikalui sukurtą vietą. Taip visi kartu
kuriame bendruomenės fotoarchyvą, fotodienoraštį. TPA
narys esu nuo 2011 metų. Beje, čia mane atvedė ne darbinės
mintys, o būtent šis mano hobis.
good! I am interested in the photography of nature – I find here
lots of peace, beauty, the harmony of colours and forms. I cannot imagine my leisure time without photography, however I
also have other hobbies – I like mountain skiing, paragliding. I
hope to join flying and photography in the nearest future – I wish
to share with other that unique sensation, when you see, what
a beauty is the land, when it is observed more carefully, from
another point of view. When I became a member of the Police
Association, with mu colleague and our family members as well
as the members of Radviliškis Branch we went to the “Conference on the Water” of Utena and Radviliškis. There I saw, what
the excellent events are organised by the IPA and how many colleagues could be met there.
Mr Orlandas BUTKUS, the member of Panevėžys City
Branch, the Head of Panevėžys County PHO Criminal Police
Serious Crime Investigation Board:
– Art has been always near me since the very childhood. My
three brothers and sister, we grew up in the family of a folk artist
– among fragrant oil paintings, huge wooden sculptures. My older
brother Arvydas, devoted to the art of acting, brought me to the
theatre when I was a second grader. I plaid a lot of roles in the
youth theatre, and in the final year at school I even tried the bread
of director. Having received my first schoolboy’s remuneration,
I bought a new cinema-camera and started to film movie miniatures. At the age of thirty, I started to take pictures. I took pictures
of everything possible. After some time I felt that such framework
of daily photography started to depress me. In 2006, I began to
appreciate photography as art. It became interesting to listen carefully to surrounding environment, to feel emotions, to stop and
notice the things, which you cannot notice in hurry, to seek for a
new approach, unexpected points of view, to notice, and record
and to reveal emotions in images. An idea is very important in
photography. It is usually hidden in the emotion of the shot surroundings. I do not accept any orders – I take photographs of
what I wish, usually I take photographs of the mood surrounding me – it may be colourful and warm, vivacious or black and
white with a presented idea or the graphics of light. Having begun
to take photographs of the views of nature, summers, for me,
stopped to be the most beautiful season in a year – a completely
calm sunny day became photographically boring, however the seasons of a year became interesting for their variety. Notwithstanding that the life is nicer and more convivial in colour photographs,
the depth of an idea is brighter in black and white photography.
I participate in the activities of amateur photographers, I am
the chairman of Panevėžys Photographers’ Society, I find likeminded people in the community of police. I work in criminal
police as a senior commissioner, therefore photography is some
kind of meditation in nature for me. I have participated in exhibitions since 2008, I have arranged three personal exhibitions,
participated in six, seven exhibitions. Three times I was awarded
in different nominations in the photography competitions held by
the officers of Lithuania, two times – in the competitions of the
international police associations. I managed to create the gallery
of the photographs of Panevėžys County Police Head Office, to
accustom my colleagues to keep the photographs of collective
events not in their personal computers, but to place them at the
place created especially for that purpose. Moreover, all together
we create the photo archive, the photo diary of the community. I
have been a member of the IPA since 2011. By the way, not working ideas, but namely my hobby brought me here.

2014 m. gegužės 24–27 dienomis TPA LS Kaišiadorių
poskyrio delegacija svečiavosi Hame (Vokietija), kolegų iš šio
miesto TPA 50-mečio šventėje.
Kai kurie iš kolegų vokiečių ne kartą dalyvavo mūsų
poskyrio renginiuose, be to, jie dažnai lankosi mūsų šalies
vaikų globos namuose, skiria jiems labdaros.
O kai kurių kolegų iš Hamo veidai buvo išties seniai
matyti – prieš dešimtmetį, kai gausi kaišiadoriškių delegacija
lankėsi Hamo poskyrio 40-mečio renginyje.
Šiųmetėje šventėje dalyvavo Hamo valdžios, policijos
ir kalėjimo įstaigų atstovai, atvyko svečių iš kitų Vokietijos
miestų, taip pat Liuksemburgo, Lenkijos. Ir, žinoma, Hamo
TPA nariai.
Šventinė vakaronė vyko nuostabiame parke, aukštai,
„ant stiklinio dramblio nugaros“, įrengtame restorane, iš kur
atsiveria išskirtiniai miesto apylinkių vaizdai. Vakaro metu kolegos sulaukė daugybės sveikinimų, visus džiugino programa,
o labiausiai – galimybė pabūti ir pabendrauti su kolegomis iš
kitų šalių.
Viešėdami Hame Kaišiadorių poskyrio nariai aplankė
įdomias vietas, susipažino su policijos ir kalėjimų pareigūnų
darbu. Ir Hamo zoologijos sode dalyvavo renginyje, kur TPA
poskyrio nariai įsipareigojo globoti alpaką.
Kaip visuomet, nė nepajutome, kaip prabėgo viešnagės
laikas. Atsisveikindami sutarėme ir toliau tęsti gražias bendravimo tradicijas.
On 24-27 May 2014, the delegation of the IPA LS
Kaišiadorys. Branch visited Hamm (in Germany), the 50-th
anniversary of the colleagues IPA from this city.
Some of German colleagues have several times participated in the events held by our branch, moreover, they
usually visit Children Foster Homes in our country, give
them charity.
The faces of some colleagues from Hamm were really seen rather long time ago – a decade passed since the
numerous delegation from Kaišiadorys visited Hamm and
celebrated together the 40-th anniversary.
The representatives of Hamm authorities, police and
prison institutions attended the celebration this year. Guests
arrived from other cities of Germany, as well as from Luxemburg, Poland. And of course, the members of Hamm
IPA were present there.
The festive get-together was held in a beautiful park,
in a restaurant located high, on the top of the “back of
the glass elephant” with exceptional exciting views of the
city surroundings. During the party, colleagues got lots
of greetings, congratulations, everybody enjoyed the programme and the most of all – the possibility to stay and
communicate with colleagues from other countries.
During their visit in Hamm, the members of
Kaišiadorys Branch visited interesting places, familiarised
themselves with the work of police and prison officers.
They participated in the event in the Zoo of Ham, where
the members of the IPA obligated themselves to take care
of alpaca.
As it always happens, we even did not noticed how the
time of the visit passed. Saying farewell to each other, we
agreed to continue further the nice traditions of cooperation.

ON THE ROUTE FROM KALVARIJA
TO KELMĖ
2014 m. gegužės 15–16 dienomis TPA LS Kelmės poskyris sulaukė kolegų iš Madonos (Latvija), Suvalkų (Lenkija)
ir Lazdijų bei Kalvarijos poskyrių.
Kelmės rajono policijoje svečiai domėjosi pareigūnų
socialinėmis garantijomis, tarnybos sąlygomis, korupcijos
problemomis. Kelmiškiai svečius supažindino su komisariato
padaliniais, jų darbo specifika. Atvykusieji ypač susidomėjo
Operatyvaus valdymo poskyrio veikla, šiuolaikišku pajėgų
valdymu, atnaujinta vaizdo stebėjimo sistema.
Kelmės rajono savivaldybėje išgirdome pasakojimą apie
bendradarbiavimą su rajono savivaldos institucijomis, bendrus projektus.
Vėliau visi, lydimi Kelmės poskyrio pirmininkės Vilmos
Ancikevičienės, išvykome į ekskursiją po Tytuvėnų regioninį

klausėmės Mišių, po jų – įdomių pasakojimų apie vienuolyną.
Vėliau visų keliautojų laukė linksmi, saldūs, įvairiaspalviai malonumai Šiaulių šokolado muziejuje.
On 15-16 May 2014, the IPA LD Kelmė Branch welcomed colleagues from Madona (Latvia), Suwalki (Poland) as
well as Lazdijai and Kalvarija branches.
The guest of Kelmė District Police were interested in
social guarantees to officers, service conditions, corruption
problems. The officers of Kelmė showed the units of the police office, explained their work specifics. The visitors were
especially interested in the activities of the Operative Control
Unit, the management of modern forces, the renewed video
surveillance system.
In Kelmė District Municipality, we heard a story about
cooperation with the municipal institutions of the district,
joint projects.
Later we all accompanied by Ms Vilma Ancikevičienė,
the chairwoman of Kelmė Branch, went to the tour to the Regional Park of Tytuvėnai. We visited the church of Tytuvėnai
and the Monastery recovering after the fire. We listened to the
Mass in Palendriai St. Benedict Monastery, after – interesting
stories about the monastery. Later all travellers enjoyed funny,
sweet, colourful pleasures in the Museum of Chocolate in
Šiauliai.
After some relax, we arrived at Lithuanian Military Air
Force Aviation Base, where we could familiarise ourselves with
the operation thereof, the mission of NATO Air Police, its
tasks, aims and objectives. A pilot described us vividly the gear
and equipment, which they used. We could talk with pilots
from Poland and the United Kingdom, moreover, we had an
opportunity to take a look at Polish fighter jets MIG-29 and
English Eurofighter Typhoon.
Traveling from the Aviation Base, we visited our colleagues in the State Border Guard Service Šiauliai Frontier
District IPA LD Branch, we also visited Šiauliai County Police
Museum, Šiauliai Aušra Museum Chaimas Frenkelis’s Villa.
Those two days passed quickly. However, it became clear
that it was possible to become such friends within this short
period of time that you did not wish to part. The laugh of colleagues, their smiling faces will remind that we are the members of the big IPA family. Although separated by borders,
but united by profession and friendship. Certainly, we are very
thankful to our colleagues in Kelmė for the unforgettable impressions.
Kiek atsikvėpę, atvykome į Lietuvos kariuomenės karinių oro pajėgų aviacijos bazę, kur buvome supažindinti su jos
veikla, NATO oro policijos misija, jos uždaviniais, tikslais bei
siekiais. Pilotas vaizdžiai papasakojo apie naudojamą ekipuotę, įrangą. Galėjome ne tik pasikalbėti su Lenkijos ir Jungtinės
Karalystės lakūnais, bet ir apžiūrėti lenkų naikintuvus „MIG29“ ir anglų „Eurofighter Typhoon“.
Keliaudami iš aviacijos bazės, užsukome pas kolegas iš
TPA LS Valstybės sienos apsaugos tarnybos Šiaulių rinktinės
poskyrio, apsilankėme Šiaulių apskrities policijos muziejuje,
Šiaulių „Aušros“ muziejaus Chaimo Frenkelio viloje.
Greit prabėgo tos dvi dienos. Bet ir per jas, pasirodo,
įmanoma taip susidraugauti, kad nesinori skirtis. Dar ilgai
skambėsiantis kolegų juokas, šypsenos veiduose primins, kas
esame didelės TPA šeimos nariai, kuriuos gal ir skiria sienos,
bet vienija profesija ir draugystė. Be abejo, dėkojame kelmiškiams už nepamirštamus įspūdžius.

IN VILNIUS
When we brought the delegation of our Polish colleagues
from Łomża Branch to the Palace of the Grand Dukes of
Lithuania, they looked surprised at us and could not believe –
even several years ago there were only excavations, and now
they could see the beautiful palace. They were surprised even
more by the fact that all halls of the museum were full of visitors of various age, with whom we travelled through various
epochs reviewing the most significant historical moments.
With our colleagues we travelled to the Presidential Palace, Vilnius University, St. the bell tower of the Church of St.
John, the Gates of Dawn.
Exhausting heat complicated the sightseeing, however
meanwhile we came to a cosy café on the bank of the Riv-

KOLEGOS IŠ LOMŽOS VILNIUJE
Kai atvedėme kolegų lenkų iš Lomžos poskyrio delegaciją prie Valdovų rūmų, jie nustebę žiūrėjo į mus ir negalėjo
patikėti – dar prieš keliolika metų čia vyko tik kasinėjimai, o
dabar iškilo gražiausi rūmai. Dar labiau juos stebino pilnos salės įvairaus amžiaus lankytojų, su kuriais keliavome per įvairias
epochas, apžvelgdami svarbiausius šalies istorinius momentus.
Su kolegomis nukeliavome ir prie Prezidentūros, Vilniaus universiteto, Šv. Jonų bažnyčios varpinės, Aušros vartų.
Alinanti kaitra sunkino norimų objektų lankymą, tad pačiu laiku priėjome jaukią kavinukę ant gaivios Vilnelės kranto.
Cepelinai ir lietuviškas alus taip pat tapo aptarimų objektais.
Mums buvo smagu pasimatyti su senais pažįstamais kolegomis, sužinoti naujienas apie jų šalies policijos veiklą, baltai pavydėti socialinių garantijų, aptarti ateities planus. Na, o svečiai
iš Lenkijos, prieš išvykdami, pakvietė vasarą dalyvauti tarptautiniame baidarių žygyje Narev upe Lomžos apylinkėse. Gal ir
nuvažiuosim – mes galime.
THE VISIT OF COLLEAGUES
FROM GERMANY
Promoting the international and cultural cooperation of
police officers nd new practices between the European police
structures, the members of Lazdijai Branch invited to Lithuania colleagues from Germany.
On 3 April, the members of IPA EGGE visited Druskininkai Police Office and, on 4 April – Lazdijai Police Office.
The list of guest included Mr Johannes Schütze, the Chief
Officer of Höxter (North Rhine-Westphalia Germany), Ms
Katharina Wegge, Ms Bianca Beine and Mr Tomas Beine, the
officers of patrol services.
The guests visited Vilnius, Trakai, Druskininkai and Alytus. Good practices were shared and crime investigation rates
were compred during the meeting.
The guests introduced German Police System and the
activities thereof, told about their social guarantees, were interested in the criminological situation in Druskininki and
Lazdijai.
Mr Johannes Schütze, the Chief Officer of Criminal Police, emphasised that the trade of narcotic, psychotropic substances and arms trafficking were the main concern in their
territory. This meeting gave an opportunity to learn about the
activities of German Police, and the guests could familiarise
themselves with our police activities.

Lazdijų poskyrio nariai, populiarindami tarptautinį ir
kultūrinį policijos pareigūnų bendradarbiavimą ir naujas praktikas tarp Europos policijos struktūrų, į Lietuvą pakvietė kolegas iš Vokietijos.
Balandžio 3-iąją Druskininkų policijos komisariate, o balandžio 4-ąją Lazdijų policijos komisariate lankėsi TPA EGGE
nariai Vokietijos Driokslerio miesto Hioksterio (NordheimWesfalen Germany) policijos komisariato kriminalinės policijos viršininkas Johannes Schütze, patrulinės tarnybos pareigūnės Katharina Wegge, Bianca Beine ir pareigūnas Tomas
Beine.
Svečiai aplankė Vilnių, Trakus, Druskininkus, Alytų. Per
susitikimą pasidalinta gerąja patirtimi, palyginti nusikalstamų
veikų ištyrimo rodikliai.
Svečiai supažindino su Vokietijos policijos sistema ir veikla, papasakojo apie socialines garantijas, domėjosi kriminogenine padėtimi Druskininkuose bei Lazdijuose.
Kriminalinės policijos viršininkas Johannes Schütze pabrėžė, kad jų regiono prižiūrimoje teritorijoje didžiausią susirūpinimą kelia narkotinių, psichotropinių medžiagų ir ginklų
prekyba. Šis susitikimas suteikė galimybę sužinoti apie Vokietijos policijos veiklą, o svečiams – susipažinti su mūsų policijos veikla.

KLAIPĖDOS POSKYRIUI
AWARD “FOR ACTIVE
PERFORMANCE IN THE POLICE
AND IPA” TO KLAIPĖDA BRANCH
Šis apdovanojimas, įsteigtas TPA LS prezidento Vytauto
Pliuskaus iniciatyva, kelerius pastaruosius metus neginčijamai tapo svarbiausiu apdovanojimu. Įsitikinome: teisingiau
šį apdovanojimą skirti ne TPA nariui konkrečiam žmogui, o
juridiniam asmeniui – TPA LS poskyriui, po to, kai valdyba
kolegialiai įvertina jo veiklos dinamiką, aktyvumą, įvairiapusiškumą. 2014 m. LS valdyba be didelių svarstymų šią nominaciją skyrė Klaipėdos miesto poskyriui. Neeiliniame suvažiavime gruodžio 12 d. LS prezidentas apdovanojimo ženklą
ir pustrečio tūkstančio litų priedą įteikė Klaipėdos poskyrio
pirmininkui Genadijui Kazakovcevui.
Šia proga – trumpa pažintis su Klaipėdos poskyriu.
Be ko nebūna aktyvios veiklos? Bet kokioje bendruomenėje bene svarbiausias yra bendraminčių branduolys, todėl
ir Klaipėdoje tik tada, kai aplink poskyrio pirmininką susibūrė aktyvūs, įvairių pomėgių turintys Sigetomas Olšauskas,
Artūras Tamkevičius, Steponas Urbonas, Gedas Sakalauskas,
veikla įgavo naują pagreitį. Tuomet poskyrio valdyba suprato:
reikia ne tik formalių veiklos planų, bet ir užsidegimo, pačių
narių aktyvaus dalyvavimo juos realizuojant.
S. Olšauskas ėmėsi iniciatyvos vis daugiau rašyti asociacijos svetainei apie poskyrio gyvenimą, ir tai skatino vis daugiau narių įsitraukti į organizacijos veiklą.
Skaityti vis naujas žinias, papildytas iškalbingų nuotraukų, buvo įdomu ne tik klaipėdiečiams. Tai buvo pasakojimai
apie vis įvairesnius renginius: Joninių nakties dviračių žygį,
plaukimą baidarėmis žemyn Minija, tradiciniu tapusį rudens
pradžios dviračių žygį į Juodkrantę ir Nidą, teminius pėsčiųjų
žygius, kalėdinius renginius, šaudymo turnyrą.
Nutarta kurti poskyrio paskyrą facebook tinkle, ir tai pasiteisino: čia skelbiama informacija apie renginius, sveikinami
poskyrio nariai gimtadienio ar kitomis svarbiomis progomis.
Ar buvo galima abejoti, jog klaipėdiečiai pajėgūs suorganizuoti tradicinį tarptautinį vasaros sąskrydį? Likus dar
nemažai laiko iki sąskrydžio, Lietuvos skyriaus susirinkime
dalyvavęs S. Olšauskas pateikė gerai parengtą renginio vietos
ir programos pristatymą. Aišku, vėliau poskyrio pirmininkui
This award established on the initiative of Mr Vytautas
Pliuskus, the President of the IPA LS has indisputably become the most important award for the several recent years.
We have already been ascertained: it is fairer to award this
price not to a particular person, the member of the IPA, but
to a legal entity – the branch of the IPA – after the Board collegially decides the dynamics of the activities, the activeness
and the versatility thereof. In 2014, the LS Board gave the
nomination to Klaiprėda City Branch. In the extraordinary
meeting, on 12 December, the President of the LS handed
the awards as well as the premium in the amount of two and
a half thousand Litas to Mr Genadijus Kazakovcevas, the
Chairman of Klaipėda Branch.
On this occasion – a brief introduction of Klaipėda
Branch.
What is necessary to operate actively? Perhaps, in every
community the most important is the nucleus of alter egos.
Therefore the activities in Klaipėda gained new acceleration
only, when the Chairman of the Branch was surrounded by
active people with various hobbies: Mr Sigetomas Olšauskas,
Mr Artūras Tamkevičius, Mr Steponas Urbonas and Mr Gedas Sakalauskas. Then the Board of the Branch understood: it
was necessary to have not only formal plans of activities, but
also enthusiasm, the members’ participation in the realisation
thereof.
Mr S. Olšauskas undertook the initiative to write articles
to the website of the Association about the life of the Branch,
and this encouraged more and more members to get involved
into the organisation’s activities.
Not only the members of Klaipėda Branch were interested to read the news supported by picturesque photographs.
These were the stories about various events: the Midsummer
Night Bike Ride, Canoeing down the River Minija, traditional
Early Autumn Bike Ride to Juodkrantė and Nida, themed
walking tours, Christmas events, shooting tournament.
It was decided to create the Branch’s account on Facebook, and it was really successful: here is published informa-

tion about events, greetings and congratulations to the members of the Branch on their birthdays or on other occasions.
Was it possible to doubt that the residents of Klaipėda
are able to organise a traditional international summer reunion? A rather considerable time before the reunion,
Mr S. Olšauskas, who participated in the meeting of the
Branch, presented the well prepared presentation of the venue and programme of the event. Of course, later Mr G. Kazakovcevas, the Chairman of the Branch, and the rather big
team had to do a lot of organisational work! Further information about the gathering is available in the next story of the
publication, however it is necessary to state here that namely
this well organised, the biggest event of the year perhaps put
the main emphasise deciding about the winner of the award
“For active performance in the police and IPA”. It is not less
important that we are sure: the residents of Klaipėda are going to maintain the set good pace in the future!
G. Kazakovcevui ir nemažai komandai teko nuveikti didžiulį
organizacinį darbą! Apie sąskrydį išsamiau – kitas šio leidinio
pasakojimas, tačiau čia būtina paminėti: būtent šis gerai suorganizuotas didžiausias metų renginys uždėjo bene pagrindinį
akcentą sprendžiant apdovanojimo „Už aktyvią veiklą policijoje ir TPA“ laimėtoją. Ne mažiau svarbu, kad esam tikri:

Sutapo, kad, būnant stažuotėje Stokholme, pasiekė džiugi žinia apie TPA tarptautinio vykdomojo biuro sprendimą
man skirti Arturo Troop stipendiją 2015 metams. Todėl, tik
pasirodžius TPA Informacijos ir edukacijos centro (IBZ)
Gimborno pilies (Vokietija) seminarų programai, išsirinkau,
mano manymu, šiuo metu labai aktualią temą: „Policijos veiklos pasikeitimai ekonominiu sunkmečiu besiplečiančioje Europoje“.
Vasario 23 d. atvykus į Gimborną, iškart užplūdo jaukumo ir bendrystės jausmas. Po kelių atokvėpio minučių jau
įžengiu į seminaro vietą – pastatą šalia Gimborno pilies, kuriame įkurtas didžiausias konferencijų kambarys. Smagiai nusiteikęs seminaro vadovas Sean Hannigan pristatė seminaro
programą ir dalyvius iš septynių šalių: Rumunijos, Šveicarijos,
Nyderlandų Karalystės, Airijos, Vokietijos, Velso ir Lietuvos.
Dalyvių amžius – nuo 31-erių iki 76-erių.
Gimborno dvasia policijos pareigūnų širdyse tvyro nuo
1969 metų, kai ši pilis buvo paruošta ir pritaikyta seminarams.
Kai kurias tradicijas – pasisėdėjimą bare su naujais draugais,
vaflių valgymą, linkėjimus storojoje Gimborno centro knygoje – galima pajusti net išsiskirsčius seminaro dalyviams. Tuomet konferencijų salę okupuoja garsusis „Kelno jazz band“,
kurių repeticijos prilygsta koncertui...
Prasidėjus seminarui, lektorius iš Šiaurės Airijos Peter
Connoly apžvelgė viešojo saugumo užtikrinimo priemones
bendruomenių lygmeniu, t. y. kaip, atlikus nesaugių vietų
analizę, priimti teisingus sprendimus ir pasirinkti efektyvias
saugumo priemones.

vaidmenį ugdymo įstaigose (Bosworth projektas) – kaip bendrauti su „sudėtingais“ mokiniais, davė daug praktinių patari-

THE WAY TO GIMBORN
It so coincided, that during the internship in Stockholm, happy news reached me. The IPA Executive Bureau
decided to give me the scholarship of Arthur Troop for the
year 2015. Therefore, as soon as the programme of seminars
of the IPA Information and Education Centre IBZ Schloss
Gimborn (Germany) was published, I selected, in my opinion, the most relevant nowadays topic: “Policing Change in
an expanding Europe within contracting economies”.
On 23 February, having arrived to Gimborn, I was immediately flooded with the sense of comfort and community.
After several minutes of respite, I entered into the venue of
the seminar – the building next to Gimborn Castle, where the
largest conference room was equipped. Mr Sean Hannigan,
the seminar leader, in good mood introduced the programme
and participants of the seminar. The participants were from
seven countries: Romania, Switzerland, the Kingdom of
Netherlands, Ireland, Germany, Wales and Lithuania. The
age of participants ranged from 31 to 76.
The spirit of Gimborn has lived in the hearts of police
officers since 1969, when this castle was prepared and facilitated to seminars. You may feel some traditions – sitting
in a bar with new friends, eating of waffles, greetings in the
thick book of Gimborn Centre – even when the participants
of a seminar have left. Then the conference hall is occupied

mų, kaip prakalbinti priešiškai nusiteikusį mokinį, pristatymą
iliustruodamas šmaikščiais, o kartais ir pravirkdančiais filmuotais kadrais.
Lektorius Brian Kennedy iš Šiaurės Airijos apžvelgė
istorinius policijos susikūrimo šalyje momentus, esminius
taktikos ir strategijos pokyčius. Pasirodo, būti policijos pareigūnu šioje šalyje išties pavojinga. Puikiai kolegą papildęs
B. Kennedy-Bill Duff, buvęs kriminalinės žvalgybos pareigūnas, akcentavo kriminalinės žvalgybos pareigūnų bendradarbiavimą su viešosios policijos pareigūnais, dirbančiais
arčiausiai žmonių, arčiausiai bendruomenių, kurių turima
informacija apie asmenis būna ypač naudinga.
Po to vykome į Kelno viešojo administravimo universitetą, kur profesorė Ulrike Neuhoff kalbėjo apie Europos
nedarbo problemas, apie imigrantų bėdas, diskutavome, kaip
policija galėtų pagelbėti nusivylusiai, krizės apimtai visuomenei.
Po paskaitos turėjome progą aplankyti Kelno centrinėje
traukinių stotyje įsikūrusią policijos nuovadą. Čia dirbantis
TPA narys papasakojo apie kasdienį darbą, parodė apklausos
kambarius, DNR ir pirštų atspaudų pavyzdžių ėmimo patalpas, laikino sulaikymo kameras.
Policijos seržantas iš Mančesterio Rob Stenhouse apžvelgė naująją policijos taktiką, naudojamą sulaikymams, kovinei savigynai. Kalbėjome apie pasipriešinimų policijos pareigūnams daugėjimą, diskutavome apie pareigūnų saugumą
užtikrinančias priemones: kameras ant pareigūno drabužių,
policijos automobiliuose, elektrošoko naudojimą, savigynos treniruotes, savarankišką sportinę ir sveiką gyvenseną.
R. Stenhouse pristatė ir TPA Savigynos taktikos grupę (IPA
Defensive Tactics Group).
Paskutinis lektorius – profesorius Dr. Hans See iš
Frankfurto universiteto, sukaupęs ypač didelę patirtį ekonomikos raidos srityje, pasakojo apie ekonominės krizės padarinius, imigraciją, stambius ekonominius nusikaltimus.
Džiaugiuosi, kad, bandydama laimėti A. Troop stipendiją, gavau galimybę dalyvauti tokiame seminare, plėsti žinias
ir pasaulėžiūrą. Juk išgirdus apie kai kurias didžiųjų Europos
šalių problemas, iš tikrųjų supranti, kokie mes, lietuviai, esame laimingi. Be to, tikiuosi, kad seminaro įspūdžiai dar ilgai
neišblės, o su įgytais draugais palaikysime ryšius.

At the beginning of the seminar, Mr Peter Connoly,
the lecturer from Northern Ireland, reviewed public safety
ensuring measures on the level of communities, i.e. how to
take right decisions and select efficient safety measures having performed the analysis of unsafe places.
Mr Sean Hannigan was talking bout the role of a community officer in educational institutions (Bosworth Project) – how to communicate with “complicated” pupils, gave
lots of practical advises how to conjure up a hostile student,
illustrating his presentation with witty and sometimes making
to cry film clips.
Mr Brian Kennedy, the lecturer from Northern Ireland,
reviewed the moments of police establishment in the country, the essential changes in tactics and strategies. It turned
out, that it was really dangerous to be a police officer in this
country. Mr B. Kennedy-Bill Duff, the former officer of the
Criminal Intelligence, emphasised the cooperation of criminal intelligence officers with public police officers working
closer to people, communities, whose available information
about persons was especially useful.
Then we went to the Public Administration University
of Cologne, where Professor Ulrike Neuhoff talked about
the unemployment problems in Europe, troubles of immigrants; we also discussed how could police help to the disappointed society in crisis.
After the lecture, we had an opportunity to visit the
Police Station located in the Central Railway Station of Cologne. The member of the IPA working here told about his
daily routines at work, showed the rooms of interviewing,
interrogation, DNA and fingerprint sample taking facilities,
temporary detention cells.
Mr Rob Stenhouse, the Police Sergeant from Greater
Manchester Police reviewed new police tactics used in arrests,
combat self-defence. We were talking about the increase of
the numbers of the cases of resistance to police officers, discussed about the measures ensuring officers’ safety: cameras
on the clothes of police officers, in police cars, using of electroshock, self-defence workouts, and an independent sportive and healthy lifestyle. Mr R. Stenhouse also introduced the
IPA Defensive Tactics Group.
The last lecturer – professor Dr. Hans See from Frankfurt University – having collected a huge experience in the
area of economics development, told about the effects of
the economical crisis, immigration, big economical crimes.
I am happy that attempting to win the scholarship of
A. Troop I got an opportunity to participate in such seminar,
to expand my knowledge and worldview. After all, when you
hear about the problems of the major European countries,
you actually understand how much we, Lithuanian, are happy.
Furthermore, I hope that the impressions of the seminar will
not fade for a long time and we will keep relations with new
friends.

KINDNESS DOES NOT COST MUCH
Susibūrę po mėlyna TPA vėliava, stengiamės padėti tiems,
kuriems bet kokia parama yra svarbi. Galbūt nesame labai gausūs, galbūt net nelabai turtingi... Bet 55 mūsų poskyriai vienija
daugiau nei 3 500 narių, ir mes gebame puoselėti pagrindines

Alytus. 2014 m. nominacija „Metų geradaris“ atiteko
Alytaus poskyriui, kurio nariai globoja šios apskrities sutrikusio
vystymosi kūdikių namų grupę „Nykštukas“. Joje auga devyni
vaikučiai. Policijos pareigūnai juos dažnai aplanko su lauktuvėmis: guašu, piešimo ir spalvotu popieriumi, flomasteriais, lietuviškomis pasakomis, kitomis knygutėmis ir, svarbiausia, sauskelnėmis. Tačiau didžiausias šių vaikučių noras – kad svečiai
paimtų juos ant rankų, apkabintų, pažaistų, pasisodintų ant kelių ir kartu paskaitytų knygutę. Tai sujaudina iki širdies gelmių.
Utena. 2013 m. Utenos poskyris inicijavo socialinę kalėdinę akciją „Nudžiuginkime Utenos vaikų globos namų auklėtinius“ ir pakvietė apskrities policijos darbuotojus aukoti pinigų.
Už juos buvo nupirktas ir Kūčių išvakarėse vaikų globos namams padovanotas LED televizorius.
2014 m. Utenos poskyrio iniciatyva neužgeso ir virto akcija „Nudžiuginkime senelius“: 50 poskyrio narių, Utenos apskrities VPK darbuotojų, dėka šio miesto socialinės globos namų
gyventojai gruodžio pabaigoje jau galėjo džiaugtis nauju LED
televizoriumi.
Radviliškis. Šio poskyrio iniciatyva rugpjūtį, subūrus kelis socialinius partnerius – Lietuvos policijos profesinę sąjungą,
valstybės įmonę „Šiaulių regiono keliai“, Šeimos labdaros ir paramos fondą, trys daugiavaikės šeimos, kurios stengiasi dorai
auklėti vaikus, skiepyti jiems geriausias žmogiškąsias vertybes,
buvo pakviestos į nepaprastą popietę policijos komisariate.
Pirmiausia ir mažiems, ir dideliems buvo pravesta išskirtinė ekskursija po komisariatą. Po jos laukė vaišėmis nuklotas
stalas.
Be to, šeimoms įteikti dovanų čekiai mokykliniams reikmenims įsigyti, saldžių ir naudingų dovanų, drabužių ir avalynės.

Having got together under the blue flag of the IPA,
we strive to help others, people who need our support, to
whom any support is very important. Perhaps we are not
very famous, perhaps even not very rich... However, our 55
branches unite over 3 500 members and we are able to cherish the major human values, be friendly, to lend a helping
hand wherever it is really needed.
Alytus. In 2014, the nomination “Benefactor of the
Year” went to Alytus Branch, which members patronised
the group of the county’s baby home with impaired development “Nykštukas” (Hop-o’-my-thumb). Nine kids are grown
there. Police officers often visit them with presents: gouache,
drawing and coloured paper, felt-tip pens, Lithuanian tales,
other books and, the most importantly, disposable diapers.
However, the biggest wish of these children is to be taken
on hands, cuddled by the guests, to play with them, to sit on
their knees and to read a book together. This is exciting to
the depth of the heart.
Utena. In 2013, Utena Branch initiated a social Christmas campaign “Let us cheer children at Utena Children Foster Home” and invited the workers of the county police to
donate money. A LED TV set was bought for the donated
money and presented to the children foster home on Christmas Eve.
The initiative of Utena Branch did not fade in 2014 and
it became the campaign “Let us bring joy to old people”:
thanks to 50 members of the branch, the employees of Utena PHO, the residents of the social foster home of the city
could enjoy a new LED TV set at the end of December.
Radviliškis. In August, on the initiative of this branch,
having got together several stakeholders Lithuanian Police
Trade Union, the state enterprise “Šiaulių region keliai”
(Roads of Šiauliai Region), a Family Charity and Support
Fund – three families with many children pursuing to educate
honestly their children, to develop their best human qualities
were invited to a remrkable afternoon at the police office.
First of all, an exceptional tour around the police station was held to the little and big visitors. After the tour, the
guest were welcomed at a buffet table.

turėjo patikti ne tik vaikams, bet ir jų tėvams.
Kalvarijos. Šio poskyrio nariai antri metai ištiesia pagalbą
tiems, kuriems to labai reikia. 2014 metais, prieš didžiąsias
šventes, trims sunkiai besiverčiančios daugiavaikėms šeimoms
buvo įteiktos dovanų kortelės, akcijos rėmėjų dovanos ir
suruoštos vaišės, labiausiai nudžiuginusios mažuosius.

and useful gifts, clothes and footwear.
In December it was decided to present an opportunity
to enjoy a good time at Šiauliai Entertainment and Leisure
Centre “Impuls” to three more families with many children.
It became clear that the heads of two such families were
women ringing up three or four children, who were the best
students at school. Therefore, on the opinion of the police
officers, such “relaxing motivation” at swimming pools and
in saunas had to please not only children, but also their parents.
Kalvarijos. The members of this branch lend their
helping hand to those, who needed it the most, for the second year. In 2014, before the major holidays, three families
with many children living in reduced circumstances received
gift cards, presents from the supporters of the campaign and
could enjoy the regale, which pleased the most the little ones.

Tęsiant ilgametes tradicijas, 2014 m. balandžio 12 d.
Molėtuose surengtas TPA Lietuvos skyriaus 11-asis salės futbolo turnyras.
Be praėjusių metų nugalėtojų Vadovybės apsaugos departamento (VAD) komandos, kovoti dėl geriausiųjų vardo
norėjo dar keturios komandos: Viešojo saugumo (VST) ir
Valstybės sienos apsaugos (VSAT) tarnybų, Šiaulių ir Kauno
apskričių VPK poskyrių.
Turnyro dalyvių pasirengimą rodo tai, kad vyrai išties
nemažai laiko skiria šiai sporto šakai. Todėl tik sužaidus paskutines rungtynes paaiškėjo prizininkų trejetas. O 2014
metais turnyro nugalėtojų taurė liko praėjusių metų čempionams – VAD komandai. Antrąją vietą iškovojo VSAT, trečiąją – Šiaulių apskrities VPK komanda.
Rezultatyviausiu turnyro žaidėju pripažintas Šiaulių komandos žaidėjas Egidijus Dabužinskas. Geriausiu turnyro
vartininku išrinktas VST komandos atstovas Edgaras Velička. Naudingiausiu žaidėju pripažintas Renatas Balvočius iš
Kauno komandos.
Komandos nugalėtojos ir labiausiai nusipelnę žaidėjai
apdovanoti prizais.
Buvo aptartos ir tolesnės turnyro perspektyvos: jį kasmet organizuos vis kita komanda. Tikimasi, kad tai pritrauks
daugiau ir įvairesnių dalyvių. Na, o 2015 metų turnyto estafetę perėmė Kauno apskrities VPK.
Continuing the longstanding traditions, on 12 April
2014, in Molėtai, there was held the 11-th Indoor Football
Tournament of the IPA Lithuanian Section.
In addition to the last year winning team, the VIP Protection Department (VPD), four more teams wished to compete for the name of the best players: the tams of the Public
Security Service (PSS) and the State Border Guard Service,
the PHO Branches of Šiauliai and Kaunas counties.
The readiness of the participants of the tournament
was demonstrated by the fact that the men really devoted lots
of their time to this sport. Therefore, only having plaid the
last match, the three winners became clear. Also in 2014, the
Cup of the Winners of the Tournament remained with the
champions of the last year – the VPD team.
The Top Scorer of the tournament became Mr Egidijus
Dabužinskas, the player of Šiauliai team. The Best Goalkeeper of the tournament was Mr Edgaras Velička, the representative of the PSS team. Mr Renatas Balvočius from Kaunas
team was acknowledged to be the Most Valuable Player.
The winning teams and the most valuable players were
awarded with prizes.
The further perspectives of the tournament were also
discussed: every year it will be organised by a different team.
It is expected that this would attract more various players.
Well, the baton of the tournament in 2015 was taken over by
Kaunas County PHO.

TAIKLUMĄ DEMONSTRAVO ŠAULIAI
2014 m. gegužės 10 d. UAB „Zala Arms“ šaudykloje,
Anykščių rajone, jau penktą kartą rinkosi septynių TPA LS
poskyrių nariai su šeimomis, rėmėjai ir svečiai. Jie buvo pasiryžę varžytis dėl „TPA LS taikliausio šaulio / šaulės“, „TPA
LS taikliausios komandos“ ir „TPA LS taikliausio svečio“
vardo. Ir, be abejo, visus įgudusius šaulius labiausiai masino
pereinamoji taurė – „TPA LS taikliausių šaulių lyderis“.
Varžybose pasiryžo dalyvauti 53 suaugusieji, atstovavę
septynioms komandoms, ir septyni vaikai.
Atidarant šventę, Utenos poskyrio pirmininko Rimo
Lelecko žodžius palydėjo trys senovinės patrankos šūviai:
„Už Lietuvą“, „Už Tarptautinę policijos asociaciją“ ir „Už
varžybų dalyvius ir organizatorius“.
Dalyviams teko išmėginti akies taiklumą ir rankos tvirtumą dviejose rungtyse po 10 šūvių: iš 35 m į 60×60 dydžio
taikinį ir iš 50 m į šerno siluetą. Lyderių lygoje buvo leidžiama
šaudyti ne tik su atvirais šautuvų taikikliais, bet ir su optiniais
ar kalimatoriais. Mažieji šauliai šaudė iš orinio šautuvo.
14 azartiškiausių medžiotojų rungėsi neįskaitinėje „tupinčios varnos“ rungtyje: šaudant kulkomis reikėjo numušti
po dvi statmenas stendines lėkšteles. Šios rungties nugalėtoju
tapo R. Leleckas, greičiausiai numušęs visas lėkšteles.
Suskaičiavus rezultatus paaiškėjo, kad abiejų rungčių įskaitoje svečių komandoje neaplenkiami buvo Nerijus Ridikas
(UAB „Zala arms“), surinkęs 128 taškus, Benediktas Rūkas
(Utena), surinkęs 126 taškus, ir Egidijus Krasauskas (UAB
„Zala arms“), surinkęs 125 taškus.
Pirmą kartą į tokias varžybas susirinko net 12 moterų.
Geriausiai sekėsi Irenai Pinkevičienei (Utena) – ji surinko 87
taškus, vienu tašku atsiliko Jūratė Leleckienė (Utena), o Aistė
Jankauskaitė (Lazdijų VSAT poskyris) surinko 82 taškus.

SHOOTERS DEMONSTRATED THEIR
MARKSMANSHIP
On 10 May 2014, in the shooting-range of the UAB
“Zala Arms” in Anykščiai District, the members of seven
branches of the IPA LS with their families, supporters and
guests gathered for the fifth time. They were determined to
compete for the name of the best marksman/woman of the
IPA LS, the best sharpshooting team of the IPA LS and the
best sharpshooting guest of the IPA LS. And, without any
doubts, all skilful shooters were interested the most in the
challenger cup – the Leader of the Best Marksmen of the
IPA LS.
53 adults representing seven teams and seven children
decided to participate in the competition.
Opening the event, the words of Mr Rimas Leleckas,
the Chairman of Utena Branch, were followed by three shots
from an ancient cannon: “For Lithuania”, “For the International Police Association” and “For the Participants and Organisers of the Competition”.
The participants had to try the accuracy of their eyes
and the strength of their arms in two events, 10 shots in each:
from the distance of 35 m to the target of the size 60×60 and
from the distance of 50 m to the silhouette of a wild boar. In
the League of Leaders, it was allowed to shoot not only with
open rifle sights, but also using riflescopes or collimators.

had to knock down two perpendicular stand plates. The winners of this contest was Mr R. Leleckas, who was the quickest
to knock down all plates.
Having calculated the results, it became clear that Mr
Nerijus Ridikas (the UAB “Zala arms”), who had collected
128 scores, Mr Benediktas Rūkas (Utena), who had collected 126 scores, and Mr Egidijus Krasausaks (the UAB “Zala
arms”), who had collected 125 scores, were unrivalled in the
calculation of the results of the both events.
Even 12 women participated in the competition for the
first time. The most successful was Ms Irena Pinkevičienė
(Utena) – her score was 87, Ms Jūratė Leleckienė (Utena)
scored only one point less, and Ms Aistė Jankauskaitė (Lazdijai SBGS Branch) scored 82.
Mr Olegas Jakovlevas (Police Department) won the first
prize in the men team having collected 117 scores, the second
was Mr Tadas Urbanovičius (Kupiškis), having scored 105,
the third one was Mr Rolandas Griškonis (Lazdijai SBGS),
with 103 scores.
10 shooters started their fight for the challenger cup
at the line of the Group of Leaders. Mr R. Leleckas, who
scored 127, was unrivalled again. Mr Algis Kojala (Police
Department) was very near to the title of the winner. He
had collected 123 scores. As well as Mr Stasys Įimanauskas
(Panevėžys), who scored 120. However in 2015, they will return to the competition again, whereas the shooter can become the owner of the cup only having won it three times.

342 scores (of 450 possible) became the winner of the competition. The second was the team of Vilnius County PHO,
having collected 310 scores, and the third one was the novice of the competition – the team of Lazdijai SBGS Branch
scoring 277.
When everyone became more or less hungry, they could
enjoy salmon soup and military buckwheat porridge with
venison.
Meanwhile, the residents of Utena elaborate the idea to
include such competition into the list of international events
in the year 2015 and finally to welcome guests from other
sections of the IPA.

varžybas, nes šaulio nuosavybe taurė gali tapti tik tam pačiam
šauliui ją iškovojus tris kartus.

Šilutės poskyriui) nusprendė pasiplaukioti po Rusnės salą
supančią Nemuno deltą, „kur vanduo kuria gyvenimą...“
Šioje vietoje upės atsiskiria ir įteka į Kuršių marias.

21 baidarės virtinė pajudėjo pasroviui Vorusnės upe,
kuri įteka į Skatulę ir pasiekia Kuršių marias. Čia galėjome
pasigrožėti marių platybėmis ir horizontą juosiančiomis Kuršių
nerijos kopomis. Daugeliui buvo nuostabu, kad marios tokios
plačios, bet seklios... Vietomis gylio nepakako net baidarėms –
teko išlipti ir seklumas įveikti pėsčiomis.
Atsipūtę, pasistiprinę, pasigrožėję aplinka, tęsėme
kelionę mariomis, kol pasiekėme įtekančią Rusnaitę. Čia teko
irtis prieš srovę. Irdamiesi Pakalnės upe, pasiekėme pradinį
maršruto tašką.
Grįžę pasistiprinome šašlykais ir sodybos šeimininkės
ką tik išrūkyta šviežia žuvimi. Kitą dieną laukė Ventės ragas, Lietuvos Venecija vadinamas Mingės kaimas, tad namo
grįžome kupini gerų emocijų.

At this point the rivers break up and flow to the Curonian Lagoon.
The cavalcade of 21 canoes moved downstream the
River Vorusnė, which flows into the River Skatulė and reaches the Curonian Lagoon. Here we could admire the vastness
of the lagoon and the dunes of the Curonian Spit surrounding the horizon. Lots of use were surprised that the lagoon
was so wide but so shallow... In some places the depth was
not sufficient even for canoes – we had to walk there.
Relaxed, refreshed, having admired the environment,
we continued our travel on the lagoon until we reached the
river Rusnaitė inflowing into the lagoon. Here we had to
go against the current. Rowing along the River Pakalnė, we
reached the initial point of our route.
When we returned, we enjoyed shashlik and fresh fish
just smoked by the hostess. Next day we went to Ventė Horn,
Mingė Village, which is called Lithuanian Venice, then enriched with the best emotions we returned home.

Liepą, sulaukę savaitgalio be lietus, nusprendėme
aplankyti vieną iš gražiausių Lietuvos kampelių – Aukštaitiją.
Kelionės pradžia – Anykščiai. Čia apžiūrėjome Antano
Baranausko klėtelę, Vienuolio memorialinį namą-muziejų.
Mediniame apžvalgos bokšte prie Šeimyniškėlių piliakalnio
pašaudėme iš lanko. Ir kaip be Puntuko akmens, stebuklingų
ąžuolų prie jo, Laimės žiburio ir Anykščių Šv. Apaštalo evangelisto Mato bažnyčios, iš kurios bokšto atsiveria stulbinanti
miesto panorama?
Siaurojo geležinkelio muziejuje išgirdome jo istoriją,
pasivažinėjome dviračiais ant bėgių, drezina.
Sėdę į mūsų laukiantį traukinuką, ilsėdamiesi šnekučiavomės, tačiau ramybę sutrikdė... vietiniai plėšikai. Laimė,
taikiai su jais susitarus, pavyko pasiekti gražųjį Rubikių ežerą
ir grįžti į Anykščius. Juk kitą dieną laukė vasaros rogučių smagumai ir karklų labirintai.

the most beautiful corners of Lithuania – Aukštaitija.
The first sightseeing of our trip was in Anykščiai. Here
we visited Antanas Baranauskas’s Granary, Vienuolis’s Memorial House-museum. On a wooden observation tower
near Šeimyniškėliai Mound we enjoyed archery. And how
could we pass the Mound Puntukas, the miraculous oak
next to it, the Light of Happiness and Anykščiai St. Mathew
Apostle Church, from the tower of which you can see a wonderful panorama of the city?
In the museum of a narrow railway we heard its history,
rode bikes along rails, and tried a railcar.
Having taken our seats
in a small train, we had some
rest, enjoyed nice conversations, but suddenly our peace
was interrupted by... local robbers. Fortunately, having peacefully negotiated with them, we
managed to reach the beautiful Rubikių Lake and return to
Anykščiai. Next day we enjoyed

THE FIRST ORIENTEERING
COMPETITION
1993 metais įsikūręs Kauno poskyris nusprendė 2014
metų renginius dedikuoti poskyrio 20-mečiui. Vienas iš jų –
birželį surengtos orientavimosi varžybos.
Jose dalyvavo Kauno poskyrio nariai su šeimomis.
Varžybos vyko Ąžuolyno ir Vytauto parkuose, dalyviai turėjo
įveikti apie 3,5 kilometro ir surasti 16 kontrolinių punktų,
išsimėčiusių miškingose ir kalvotose parkų teritorijose,
pasislėpusių urbanizuotoje miesto dalyje.
Vėliau, dalindamiesi įspūdžiais, sportininkai kalbėjo,
kad nuotaikingai užmaskuotos ir koduotos užduotys ne
vieną privertė pasukti galvą, ar teisinga kryptimi bėgama.
Pasibaigus varžyboms, suskaičiuoti asmeniniai ir
komandiniai (3 vyrai ir 1 moteris) rezultatai. Jie parodė, kad
geriausiai Kaune orientavosi Kriminalistinių tyrimų valdybos komanda. Ji ir buvo pripažinta nugalėtoja. Antrąją vietą
iškovojo Organizuoto nusikalstamumo tyrimo valdyba,
trečiąją – Žaliakalnio policijos komisariato (PK) komanda.
Geriausius asmeninius rezultatus parodė Egidijus Leliašius
(Dainavos PK) ir Evelina Leliašiūtė (Viešosios tvarkos valdyba). Tikimės, kad šios netradicinės policijai varžybos 2015-aisiais pritrauks dar daugiau dalyvių.
Kaunas Branch established in 1993 decided to dedicate
the events in 2014 to the 20-th anniversary of the Branch.
One of them was the orienteering competition arranged in
June.
The members of Kaunas Branch together with their
families participated there. The competition was held in
Oakwood and Vytautas parks. Participants had to overcome
about 3.5 kilometres and find 16 checkpoints spread out in
wooded and hilly territories of the parks and hidden in the
urbanised part of the city.
Later we shared our impressions, sportsmen were talking that the cheerily disguised and coded tasks sometimes
made them to think hard, whether they were running in the
right direction.
At the end of the competition, personal and team (3
men and 1 woman) scores were calculated. They showed that
the best orientation in Kaunas demonstrated the team of the
Criminal Investigation Board. It was recognised as the winner. The second prise was won by the team of the Organised Crime Investigation Board, the third – by the team of
Žaliakalnis Police Office (PO). Mr Egidijus Leliašius (Dainava PO) and Ms Evelina Leliašiūtė (Public Order Board)
demonstrated the best personal results. We hope that such
unconventional to police competition will attract even more
participants in 2015.

THE MEMBERS OF ŠILALĖ BRANCH
IN BUDAPEST
ŠILALIŠKIAI BUDAPEŠTE
Pirmosiomis gegužės dienomis šio miesto poskyrio nariai, kelionių aistros pagauti, nusprendė aplankyti Budapeštą,
o pakeliui užsukti į Slovakijos Žemuosius Tatrus.
Pirmosios kelionės dienos nuovargis vakare nugulė į
minkštas lovas kalnų papėdėje, tad kitą rytą pakiliai nusiteikusi
kompanija pajudėjo Vengrijos link. Užsukome į Estergomą,
žvilgtelėjome į didžiausią šalies bažnyčią – joje krikštytas ir
karūnuotas pirmasis Vengrijos karalius Šv. Steponas.
Matėme daugybę vietovių ir miestelių, išlaikiusių vengrišką dvasią ir architektūrą, klaidžiojome siauromis vingiuotomis gatvelėmis. Prieš pat Budapeštą apžiūrėjome garsųjį
Marcipanų muziejų, skanavome vengriško guliašo, vyno.
On the first days of May, the members of this ranch
being caught by a passion for travel decided to visit Budapest
and to visit Slovak Low Tatras on the way.
The tiredness of the first day of the trip laid down in
the evening in soft beds at the foot of the mountains. Thus,
next morning the company in goods spirits moved towards
Hungary. We turned to Esztergom to see the biggest church
of the country. The first king of Hungry St. Stephen was
baptised and crowned there.
We saw lots of sightseeing places and townships, which
maintained Hungarian spirit and architecture, wandered out
on the narrow and curvy streets. Just before Budapest, we

visited the famous Marzipan Museum, tasted Hungarian
goulash, vine. In the evening we went to a wonderful tour by
boat on the Danube.
We spent a significant amount of time in this one of the
most interesting capital cities of Europe. We were walking
on the streets of the old town, admired colourful churches,
ancient monuments, cosy outdoors cafes, the magnificent
Hungarian Parliament.
We visited the castle ensemble, the Fishermen’s Bastion, the Royal Palace and the Church of the Virgin Mary,
where the ceremonies of crowning and wedding of Hungarian kings were held. We saw the Heroes’ Square and
Városliget Park.
Our impression laid down in photo-albums and we are
planning other trips.

O vakare Budapešte mūsų laukė įspūdinga ekskursija laivu
Dunojaus upe.
Šiai vienai iš įdomiausių Europos sostinių skyrėme nemažai laiko. Vaikščiodami senamiesčio gatvėmis, grožėjomės
spalvingomis bažnyčiomis, senoviniais paminklais, jaukiomis
lauko kavinukėmis, didingu Vengrijos Parlamentu.
Apžiūrėjome Budos pilies ansamblį, Žvejų bastioną,
Karalių rūmus ir Dievo Motinos bažnyčią, kurioje vykdavo
Vengrijos karalių karūnavimo ir vedybų ceremonijos, matėme
Didvyrių aikštę ir Varošligeto parką.
Įspūdžiai sugulė į nuotraukų albumus, o mes planuojame
kitas keliones.
May is the time for travelling to the most of IPA
branches. Thus, the residents of Elektrėnai with their families decided to visit the capital city of the country, to learn
more about the history of Lithuania hidden in old underground catacombs an ancient ruins.
In the catacombs of Vilnius Cathedral, the participants
of the tour listened to the guide’s telling about the people
honoured by Grand Duchy of Lithuania and church buried
there, bout the fortune of the cathedral and its catacombs in
different times.
The members of the Association did not miss the opportunity to visit the Palace of the Grand Dukes of Lithuania. Guided by a guide, they viewed numerous findings of
the palace, expositions reflecting historical functions of the
residence and recreated historical representative interiors.
After the tours, in the afternoon, the team and the small
family members did not hurry home – they went to the natural shelter, where they enjoyed excellent spring weather, delicious food and sincere communication.

Gegužė daugeliui TPA poskyrių – kelionių metas. Tad ir

Asociacijos nariai nepraleido progos aplankyti Lietuvos
valdovų rūmų, lydimi gidės, apžiūrėjo gausius rūmų radinius,
ekspozicijas, atspindinčias istorinės rezidencijos funkcijas ir atkurtus istorinius reprezentacinius interjerus.
Po ekskursijų, dienai įsibėgėjus, kolektyvas bei mažieji
šeimų nariai namo neskubėjo – patraukė į gamtos prieglobstį,
kur mėgavosi puikiu pavasario oru, skaniais valgiais ir nuoširdžiu
bendravimu.
In 2014, the Sunday after Easter, our Festival of White
Tablecloths was sunny, warm and full of the best mood.
While we were waiting for those, who were late, Juozas
prepared to cook a fish soup, his wife Vilė helped him.
Meanwhile sitting men were discussing and analysing the
national peculiarities of Lithuanian fishing. Women were talking about travels and impressions. No one felt sad or lonely
in this ntural oasis fostered by the hosts of the homestead –
dremers had their corner to dream, speakers – to discuss,
gourmets shared advices with Mr Normantas, the barbecue
chef chosen for that day.

ATVELYKIS PRIE BALTŲJŲ STALTIESIŲ
2014 m. Atvelykis, mūsų „Baltųjų staltiesių“ šventė,
nepagailėjo saulės, šilumos ir geros nuotaikos.
Kol laukėme vėluojančiųjų, Juozas ruošėsi virti žuvienę,
jam talkino žmona Vilė.
Tuo metu susėdę vyrai diskutavo ir analizavo nacionalinius lietuviškos žvejybos ypatumus. Moterys kalbėjo apie
keliones ir įspūdžius. Liūdinčių šioje sodybos šeimininkų
išpuoselėtoje gamtos oazėje nebuvo – svajotojai turėjo kampelį
pasvajoti, oratoriai – padiskutuoti, gurmanai dalino patarimus
tądien šašlykų kepėju paskirtam Normantui.
Buvo prisiminti ir išėjusieji Anapilin. Vienas iš jų –
amžinatilsį Vytautas Vyšniauskas, poskyrio įkūrėjas, tradicijų
kūrėjas ir puoselėtojas.
Kasmet pirmąkart atvykstančius į „Baltųjų staltiesių“
šventę asociacijos narius įprasta pašventinti, kad prisiekę
šventėje dalyvautų kasmet.
O po krikštynų visų laukia atrakcionai, margučių ridenimas, žuvienės ir šašlykų ragavimas, šokiai ir apdovanojimai.
Padėkoję svetingajai Danguolei, grįždami namo, lydimi
besileidžiančios saulės, visi galvojome apie tą patį: kuriant naujas tradicijas, reikia saugoti ir geriausias iš senųjų, kurios suburia
įvairaus amžiaus kolektyvo narius.
Those who went out in Beyond were also remembered.
One of them was Mr Vytautas Vyšniauskas, the incorporator
of the Branch, the person who started, created and fostered
the traditions of the Branch.
After the Christening everybody could enjoy attractions,
roll Easter eggs, taste the fish soup and shashlic, dances and
awards.
Having thanked the hospitable Danguolė, on the way
home, accompanied by the setting sun, we all were thinking
about the same: creating new traditions, it is necessary also to
save the best of the old ones, which get together the members
of the team of various ages.

PAVASARINĖ KELIONĖ Į VILNIŲ
Gal kas ir sakys, kad Pasvalio poskyris išsiruošia į keliones
kitų pramintais takais, tačiau dar nė vienas poskyris nesimėgavo
kelione tikrojo pavasario dieną – kovo 8-ąją. Būtent tądien
pasvaliečiai nusprendė pasinerti į Kaziuko mugės linksmybes.
Aplankę Prezidentūrą, apžiūrėję ten archeologinių radinių
ekspoziciją, šalies Prezidentės kabinetą, nuvykome į Lietuvos banko centriniuose rūmuose įsikūrusį Pinigų muziejų. Jo
interjerą puošia kompozicija, sukurta iš sunaikintų Europos
Sąjungai priklausančių valstybių popierinių pinigų banknotų.
Pinigų istorijos salėje visų laukė įdomi informacija, kuo gi
seniausiais laikais įvairiuose kraštuose buvo atsiskaitoma už

SPRING TRIP TO VILNIUS
Perhaps someone may say that Pasvalys Branch is going
to the trip by other elsewhere, however, so far, anyone branch
did not enjoy a trip on the true spring day – the 8-th of March.
Exactly on this day, the residents of Pasvalys decided to dive
into the funs of Kaziukas Fair.
Having visited the Presidential Palace, seen the exposition of archaeological findings, the office of the President of
the Coutry, we went to the Museum of Money situated in
the central building of the Bank of Lithuania. The interior
thereof is decorated with the composition made of destroyed
paper money banknotes of the member states of the European Union. In the hall of the history of money we received
the information bout the instruments of payment in ancient
times, about the evolution of money, the methods of minting
of coins. Seated at a computer terminal, we had an opportunity to check the knowledge conveyed by the guide and to
make a banknote.

Prisėdę prie kompiuterinio terminalo, turėjome galimybę pasitikrinti gidės perduotas žinias ir pasigaminti banknotą, vieną
muštinį.
Valdovų rūmuose apžiūrėjome senąsias pilies sienas,
menančias valdovų laikus. Eidami iš salės į salę, nors trumpam
galėjome įsivaizduoti didikų laikus, grožėtis juos supusia prabanga, įsivaizduoti soste sėdintį valdovą.
Na, o po visų ekskursijų atsidūrėme Kaziuko mugės
kvapų ir garsų pasaulyje, iš kurio, kaip ir privalu, grįžome nešini
lauktuvėmis.
In the Place of the Grand Dukes of Lithuania we saw
the old walls of the castle remembering the times of grand
dukes. Going from one hall to another we could imagine for
short time the nobility times, admire the luxury surrounding
them, imagine a grand duke sitting on the throne.
Well, after all excursions we appeared in the world of
flavours and sounds of Kaziukas Fair, from which, as it must
be, we returned with presents to those, who were waiting for
us at home.

TRADICINĖS UŽGAVĖNĖS

On 1 March 2014, Ignalina Branch invited everybody
to a traditional Mardi Gras Festival in Meironys (Ignalina
District). Guests from Kaunas, Vilnius, Molėtai and Utena
branches came here, a strong covey of the 9-th Riflemen
Team of the Colonel Pranas Saladžius and a numerous team
of the members of Ignalina Branch.
There was not even a flavour of winter at all. So, pursuing to ensure that the spring would be not lazy, we attempted
to invite it as much as we could.
While the fans of ice fishing tried to catch the fish of
their lives, all others wearing masks hurried to the village to
awaken from winter sleep. Only those, who were wearing
masks, could participate in the procession – other had to cook
and wait for hungry ones.
Having returned to the camping place, everybody enjoyed traditional Mardi Gras foods and songs, bided farewell
to Morė (Gavėnas), tried their strengths in various contests,
exchanged presents and calculated the fishermen’s catch.
Having summed up the results, it became clear that the
winner of the first place was the team of the Criminal Police,
the winners of the 2-nd place were the Veterans, and the 3-rd
was the Team of Ruffs.
2014 m. kovo 1 d. Ignalinos poskyris pakvietė visus
į tradicinę Užgavėnių šventę Meironyse (Ignalinos r.). Į
ją sugužėjo svečiai iš Kauno, Vilniaus, Molėtų ir Utenos
poskyrių, atvyko stiprus Pulkininko Prano Saladžiaus Šaulių
9-osios rinktinės šaulių būrelis ir gausus pačių ignaliniečių
kolektyvas.
Žiemos nebebuvo nė kvapo, tai, kad pavasaris nesugalvotų tinginiauti, stengėmės kaip įmanydami jį prisišaukti.
Kol poledinės žūklės aistruoliai bandė pagauti savo gyvenimo žuvis, visi kiti, pasipuošę kaukėmis, skubėjo į kaimą iš
žiemos miego kelti. Eitynėse galėjo dalyvauti tik pasidabinusieji kaukėmis – kitiems likimas lėmė prie puodų triūsti, vaišes
taisyti ir alkanų laukti.
Sugrįžus į stovyklavietę, pasisotinus tradiciniais
Užgavėnių patiekalais ir dainomis, liko tik su More (Gavėnu)
atsisveikinti, įvairiose rungtyse jėgas išbandyti, dovanomis apsikeisti ir žvejų laimikius suskaičiuoti.
Susumavus rezultatus paaiškėjo, kad 1-ąją vietą iškovojo
Kriminalinės policijos komanda, 2-oji atiteko Veteranams,
3-ioji – Pūgžlių komandai.

Rungčių buvo pačių įvairiausių: lietuviškai keikėmės,
supomės, kovojome ir kasas pynėme. O iš vietinių Ignalinos
poskyrio gaspadinių dar gavome kiaušinienės su šonine ir
raugintais kopūstais, karšto vyno ir kitų gardumynų.
Būdami svetingi neišleidome svečių tuščiomis –
simboliškai vietinių skanėstų įdėjome. Netušti ir svečiai
atvažiavo, dovanos ir mieli žodžiai pylėsi kaip iš gausybės
rago.
The contests were various: we cursed in Lithuanian,
rocked, fought and braided hair. Moreover, we got fried eggs
with bacon and sauerkraut, hot vine and other delicacies from
local hosts of Ignalina Branch.
Being hospitable we did not allow anybody to leave without any presents – we gave symbolically to everybody some
local dainties. Guests left with presents, gifts and kind words
flowed like from the horn of plenty.

CHILDREN WERE SUCCESSFUL
2011 m. vasarą TPA LS Vilniaus poskyrio iniciatyvinė
grupė pirmą kartą organizavo vaikų poilsio stovyklą policijos darbuotojų vaikams. Ieškodami jiems patogių sąlygų
gyventi ir ilsėtis, galvodami apie patrauklų ir prasmingą
stovyklos modelį, vaikų poilsio organizatoriai tarėsi su
Beižionių (Elektrėnų savivaldybė) vaikų globos namais.
Suderinę idėją su reikalingomis institucijomis, šie
vaikų globos namai jau penktą kartą atvers duris vasaros
svečiams – Vilniaus poskyrio narių vaikams.
Anot stovyklos iniciatoriaus Gintaro Bagužio, buvo labai svarbu nesuklysti pirmą kartą organizuojant stovyklą –
kad stovyklautojai nenusiviltų ir norėtų į Beižionis dar
kartą.
Stovykla įdomi tuo, kad į ją renkami skirtingos patirties paaugliai ir jaunimas. Tam, kad vaikai turėtų ko vieni
iš kitų pasimokyti, kartu su policijos darbuotojų vaikais
stovyklauti kviečiami ir vaikų globos namų auklėtiniai bei
pasaulio dziudo čempiono, policijos komisaro Svajūno
Polikevičiaus treniruojami jaunieji sportininkai.
Pirmoji stovykla Beižionyse organizuota dviem pamainomis vaikams nuo dešimties iki šešiolikos metų, kitais
metais pamainų padvigubėjo, todėl stovyklos organizatoriams teko galvoti, kaip suplanuoti poilsį, kad jis būtų įdomus
dešimtmečiui, šešiolikamečiui ir net tam, kuris sumanys
likti dar vienai pamainai. Stovyklos programoje – žaidimai,
susitikimai su įdomiais žmonėmis, vaidinimai, diskotekos,
proto mankštos ir fizinės treniruotės, maudynės ne per toliausiai esančiame ežere.
In summer 2011, the initiative group of IPA LS Vilnius
Branch organised a children’s holiday camp to the children
of police employees for the first time. Seeking for convenient conditions to live and relax for children, thinking bout an
attractive and meaningful model of the camp, the organisers of the children rest negotiated with Beižionys (Elektrėnai
Municipality) Child Care Home.
Having agreed the idea with required authorities, this
children’s home opens its doors to guest – the children of
Vilnius Branch members – for the fifth time.
According to Mr Gintaras Bagužis, the initiator of the
camp, it was very important to avoid making mistakes organising the camp for the first time – in order to satisfy the
campers and they would like to return to Beižionis next time.
The camp was interesting, because teenagers and young
people collected in have different experiences. In order to
make an opportunity for children to learn something new,
the pupils of the child care home and young athletes trained
by the world judo champion Svajūnas Polikevičius were invited to the camp together with the children of the police
employees.
The first camp in Beižionys was organised in two shifts
to children from ten to fifteen years old. Next year the number of shifts increased twice. Therefore the organisers of the
camp had to think, how to plan the rest and entertainment
in order to make it interesting to a child, who is ten, and to
a sixteen year aged teenager and even to a boy or a girl, who
may decide to stay for one more shift. The programme of

the camp included games, meetings with interesting people,
performances, discos, mental stimulations and physical exercises, bathing in a not too distant lake.
The children lived in the well equipped rooms in
Beižioniai Child Care Home renewed using the means of the
Norwegian Fund. They could use modern sports and entertainment halls, a kitchen, they spent their time in a neat spacious yard with a pond. The excellent environment, camp
leaders and events attract children to come back to the camp
every year. And this have already happened for four years.

THE TRIP OF ROKIŠKIS BRANCH
TO SWEDEN
Vaikai gyveno norvegų fondo lėšomis atnaujintuose
Beižionių vaikų globos namuose puikiai įrengtuose kambariuose, naudojosi moderniomis sporto ir pramogų salėmis,
virtuve, laiką leido erdviame tvarkingame kieme su tvenkiniu.
Puiki aplinka, stovyklos vadovai ir renginiai kasmet traukia
vaikus į stovyklą sugrįžti. Ir taip jau ketveri metai.
In November 18 members of IPA LS Rokiškis branch
arranged the trip by ferry Ryga – Stockholm. After the arrival
to the capital Latvia - Ryga, the travelers visited the mosts
prominent places of the city – Church of St. Peter, Ryga Cathedral, the House of cats with two black cats on the towers.
In the evening, after settling down in ferry, the travelers met
the morning observing a great variety of islands of different size that were passed by. When Stockholm that is situated on 14 islands was reached, everybody went to the Old
town. Everyone was fascinated by the narrow streets full of
turists, small shops and coffe houses. Being “traditional turists”, members of IPA LS Rokiškis branch visited magnificent Kings palace, the Great Church, passed by the Nobels
Museum, the sculpture of St George and dragon, visited the
Vasa Museum, where admired the ship that was lifted from
the bottom of the sea after 333 years. The trip as usually was
very short, but the impressions remained for a long time.

ROKIŠKĖNŲ KELIONĖ Į ŠVEDIJĄ
Lapkričio mėnesį 18 TPA Rokiškio poskyrio narių
susiruošė į pažintinę kelionę keltu Ryga–Stokholmas. Atvykę
į kaimyninės Latvijos sostinę Rygą, rokiškėnai aplankė pačias
žymiausias šio miesto vietas – Šv. Petro bažnyčią, Rygos
katedrą, Kačių namą su dviem juodais katinais ant bokštelių,
gėrėjosi puošniais Melngalvių rūmais.
Vakarėjant sulipę į keltą, keliautojai rytą pasitiko
stebėdami įvairaus dydžio salas, pro kurias buvo plaukiama.
Pasiekę Stokholmą, kuris išsidėstęs 14 salų, visi patraukė
į Stokholmo senamiestį. Ši miesto dalis žavėjo siauromis
gatvelėmis, pilnomis turistų, mažomis parduotuvėlėmis ir
kavinukėmis. Būdami „tradiciniais
turistais“, rokiškėnai aplankė didingus Karalių rūmus, netoliese esančią
Didžiąją katedrą, praėjome pro Nobelio muziejų, Šv. Jurgio ir drakono
skulptūrą, nuvyko į Vaza muziejų, kur
grožėjosi iš jūros dugno iškeltu laivu,
pragulėjusiu po vandeniu 333 metus. Kelionė, kaip visada, buvo labai
trumpa, tačiau jos įspūdžiai liko ilgam.

Vargu, ar kas gali paneigti, kad TPA nariai kūrybiški, noriai organizuoja netradicinius renginius ir juose dalyvauja.
SPARTAKIADE OF CHILDREN
AND MOTHERS
VAIKŲ IR MAMYČIŲ SPARTAKIADA
2014 m. gegužės 2-osios popietę Motinos dienos proga
Šiaulių apskrities policijos asociacija organizavo mamų ir vaikų
spartakiadą.
On 2 May 2014 in the afternoon on the occasion of the
Mothers’ Day, Šiauliai County Police Association organised a
spartakiade for mothers and children.
Sportively spirited Šiauliai Police mothers with their children gathered in a stadium. Over 20 children gathered in the
stadium. The youngest participant had just turned one year old,
the oldest – nine.
As we know, it is difficult to separate children and mothers, thus all contest were adapted to couples.
Having congratulated their mothers, the participants of
the spartakiade started to build sand castles, then – to decorate
them using pebble, dandelion flowers. Next there were held
funny sports relays.
The pleasant sunny afternoon was bettered by the programme prepared by an illusionist and the colleague Vaidas Kazlauskas with his Border Collie breed pet Redi – the only dog in
Lithuania going to work. Sausages are given to the dog as a salary. Redi with the colleague German Shepard Argus quickly felt
themselves cosy in the event and immediately won everybody’s
sympathies both by their performance and suaveness. Three
hours of the afternoon passed quickly. All participants of the
event were awarded with IPA medals and sweets. And the children promised to congratulate their mothers also on Sunday.
Į stadioną rinkosi sportiškai nusiteikusios Šiaulių policijos
mamos su atžalomis. Susirinko daugiau nei 20 vaikų. Mažiausiai
dalyvei buvo tik ką suėję metukai, vyriausiajam – devyneri.
Kaip žinome, vaikai ir mamos sunkiai atskiriami, tad visos rungtys buvo pritaikytos poroms.
Pasveikinę mamas, spartakiados dalyviai ėmėsi statyti
smėlio pilis, paskui – jas dekoruoti. Akmenukais, pienių žiedais.
Toliau laukė linksmos sportinės estafetės.
Smagią saulėtą popietę paįvairino iliuzionisto parengta
programa ir kolega Vaidas Kazlauskas su borderkoli veislės
augintine Redi – vieninteliu Lietuvoje į darbą einančiu šunimi,
kuriam atlyginimas mokamas daktariška dešra. Redi su kolega
vokiečių aviganiu Argu šventėje greitai pasijuto saviškiais ir tiek
pasirodymu, tiek lipšnumu tuoj pat užkariavo visų simpatijas.
Trys popietės valandos prabėgo greit. Visi šventės dalyviai buvo apdovanoti TPA medaliais ir saldainiais. O vaikai
pažadėjo mamas pasveikinti ir sekmadienį.

RUNNING AFTER KITES
Having heard about the unconventional events in the district, the members of the IPA Joniškis Branch strive to participate in them. Thus on the 9-th of May, the Day of Europe, the
sky of the city was coloured by kites announcing the festival of
TPA LS Šiaulių poskyrio inf.
BĖGANTYS PASKUI AITVARUS
TPA Joniškio poskyrio nariai, išgirdę apie netradicinius
renginius rajone, stengiasi juose dalyvauti. Štai ir gegužės 9-ąją,
Europos dieną, šio miesto padangę nuspalvino aitvarai, skelbiantys apie jau tradicine tapusią aitvarų šventę „Skrydis 2014“.
Margaspalvėje dalyvių eisenoje Joniškio poskyrio nariai
nešė ir savo aitvarą su ryškia TPA simbolika.
Jie dalyvavo ir sodinant aitvarų medžio sėklą.
Visų nuotaika buvo puiki, nepaisant to, kad po pietų
prapliupo lietus ir keliskart lūžo TPA simbolika pasipuošęs
aitvaras. Pagaliau pakilęs, jis išskraidino į dangų ir policijos
pareigūnų svajones.

In the colourful procession of participants, the members
of Joniškis Branch also carried their kite with bright symbols
of the IPA.
They participated planting the seed of the tree of kites
too.
Everybody’s mood was excellent despite that the rain
started that afternoon and the kite with the IPA symbols was
broken several times. Finally it took off and brought to the
skies the dreams of police officers.

GERIAUSI ŠALYJE
Kupiškėnus visi pažįsta kaip poledinės žūklės Kupiškio
mariose organizatorius. Tačiau šįkart TPA Kupiškio poskyrio
komanda metė iššūkį dar 10 Lietuvos komandų, dalyvavusių
šalies vėžių gaudymo ir virimo varžybose.

THE CRAYFISH CATCHERS FROM
KUPIŠKIS ARE THE BEST
IN THE COUNTRY
The citizens of Kupiškis are famous as the organisers of
ice-fishing in Kupiškis Lagoon. However this time, the team
of the IPA Kupiškis Branch challenged 10 Lithuanian teams
participating in crayfish catching and boiling competition.
Like every year, crayfishes were caught in the night only
from the shore or from a boat and... crayfishes were caught
only using scoops and crayfish traps – it was forbidden to
catch crayfish by hands!
The members of the Police Association Team “Crayfish
112” Vidas Bartasevičius, Linas Dovydėnas and Arūnas Žiūra,
often improving their skills in various waters caught the most
crayfishes of all – 684 crayfishes of 4504 and thus became the
winners of the competition. Thus, this time the blue IPA flag
flattered in completely unconventional competition.
Kaip ir kasmet, buvo vėžiaujama naktį, tik nuo kranto
arba valtyje ir... vėžiai gaudomi tik samtukais ar bučiukais –
jokių rankų!
Policijos asociacijos komandos „Vėžys 112“ nariai Vidas
Bartasevičius, Linas Dovydėnas ir Arūnas Žiūra, dažnai tobulinantys įgūdžius įvairiuose vandens telkiniuose, pagavo daugiausiai – 684 vėžius iš 4504 ir tapo šių varžybų nugalėtojais.
Tad mėlyna TPA vėliava šįkart plevėsavo visiškai netradicinėse
varžybose.

MONTABALL COMPETITION
IN BIRŽAI AGAIN
On 24 May, upon the invitation from Biržai Branch, the
members of Panevėžys County branches gathered in the park
of Mantagailiškis Manor. They were interested in the competition of Monteball, which has already become traditional. Before the competition, participants visited Biržai Regional Park,
toured sinkholes, the Badger Cave’s geological trail, the caves
of a Fox and a Cow, Geologists’ Pit.
Having returned to the manor, the competition began.
The principle of the game in this manor is to kick a monteball to the pits in the park’s meadow making as less number
of kicks as possible. The game does not require any special
training, it is good to play both to young people and to senior
ones. Therefore everybody was immediately fascinated by the
Monteball. Biržai Branch pursued to arrange a nice feast not
only to the participants of the competition but also to the numerous fans, thus lots of activities were offered also to them.
They could lift weights, participate in a contest wearing a very
non-traditional wooden footwear.
As it has been commonly accepted, the feast ended
awarding the winners. Mr R. Lapėnas, the Chairman of the
Branch was happy that more and more participants come to
the competition every year. Every participant leaves the competition full of the best impressions and the sincere sense of
communion.

BIRŽUOSE – VĖL MONTEBOLO
VARŽYBOS
Gegužės 24 d. Biržų poskyrio kvietimu į Mantagailiškio
dvaro parką rinkosi Panevėžio apskrities poskyrių nariai. Juos
sudomino jau tradicinėmis tampančios montebolo varžybos.
Prieš varžybas dalyviai aplankė Biržų regioninį parką, apžiūrėjo
jo smegduobes, Barsuko olos geologinį taką, Lapės ir Karvės
olas, Geologų duobą.
Sugrįžus į dvarą, prasidėjo varžybos. Šio dvaro žaidimo
principas: įspirti montebolo kamuolį į parko pievoje įrengtas
duobutes, atliekant kuo mažiau spyrių. Žaidimas nereikalauja specialaus pasirengimo, jį gali žaisti ir jaunimas, ir senjorai. Todėl montebolas iškart sužavėjo visus. Biržų poskyris
stengėsi surengti smagią šventę ne tik varžybų dalyviams, bet ir
gausiems sirgaliams, tad jiems irgi netrūko veiklos. Jie kilnojo
svarsčius, dalyvavo rungtyje, avėdami labai netradicinį medinį
apavą.
Kaip dera, šventė baigėsi komandų apdovanojimais.
Poskyrio pirmininkas R. Lapėnas džiaugėsi, kad kasmet į
varžybas atvyksta vis daugiau dalyvių, kurie išvažiuoja kupini
gerų įspūdžių ir nuoširdaus bendrystės jausmo.

FROM THE IPA...
I think, that the majority of the IPA members would
agree that phenomena of various nature may be observed
under the skies of the IPA. However, it turns out, that sometimes the Police Association plays an important role... finding
your other half and starting a family. We also found such
“IPA family”. This is the family of Ms Dovilė SkliaudytėMiesčionaitė, the Chairwoman of the Branch of Lazdijai
Unit of the SBGS, and Mr Marius Miesčionaitis, the Chairman of Kalvarija Branch. We were very curious, what was
the contribution of the IPA in the history of this couple,
therefore we asked them to answer us several questions.
– Did the IPA play any, at least the smallest, role in the history
of your acquaintance and marriage?
Dovilė:
– We got acquainted in the gathering of the South-West
Police in 2005 in Kalvarija District. Although my husband
thinks that he remembers me from the IPA gathering, which
was held one year ago in Rumšiškės. Somewhy the biggest
impression on him was made by my clothes, which I was
wearing for the cultural programme. Then I was a member
of Alytus Branch.
Marius:
– Without any doubts, the police community, including
the IPA, assisted to the creation of our family. Being a young
and active police officer, I participated practically in all organised gatherings. There I met Dovilė.
– Is it hard to live in one family to two chairmen of branches?
Dovilė:
– I think, it is even easier thanks to this, whereas we can
solve together arising problems, select the methods of the
troubleshooting, to share arising ideas.
Marius:
– Not at all, this fact even gives some advantages – we
pick inspiration, consult each other and sometimes also complement each other. Of course sometimes we face certain

šeimą“ radome ir mes. Tai VSAT Lazdijų rinktinės poskyrio
pirmininkė Dovilė Skliaudytė-Miesčionaitė ir Kalvarijos poskyrio pirmininkas Marius Miesčionaitis. Labai smalsu, koks gi
TPA indėlis šios poros istorijoje, tad paprašėme jų atsakyti į
keletą klausimų.
– Ar TPA suvaidino nors menką vaidmenį Jūsų pažinties ar
šeimos sukūrimo istorijoje?
Dovilė:
– Mes susipažinome per Pietvakarių policijos sąskrydį
2005 m. Kalvarijos rajone. Nors vyras mane lyg ir prisimena iš TPA sąskrydžio, vykusio prieš metus Rumšiškėse. Kažkodėl didžiausią įspūdį jam padarė drabužiai, kuriais buvau
pasipuošusi kultūrinei programai. Tada dar buvau Alytaus
poskyrio narė.

Marius:
– Be abejonės, mūsų šeimai susikurti padėjo policijos
bendruomenė, kurioje yra ir TPA. Būdamas jaunas ir aktyvus
policijos pareigūnas, dalyvavau praktiškai visuose organizuojamuose sąskrydžiuose. Juose ir susipažinau su Dovile.
– Ar sunku šeimoje dviem poskyrių pirmininkams?
Dovilė:
– Manau, dėl to tik lengviau, nes kilusias problemas galime spręsti kartu, pasirinkti jų sprendimo būdus, pasidalinti
kilusiomis idėjomis.
Marius:
– Anaiptol, tai turi net tam tikrų privalumų – pasisemiame minčių, pasitariame, o kartais ir papildome vienas kitą.
Aišku, būna tam tikrų sunkumų: organizuojant renginį ar iškylą vienam poskyriui ir jame dalyvaujant mums abiem, nesinori to kartoti antrą kartą, tad tenka galvą pasukti dėl renginių
įvairovės.
– Kūrybinė užduotis. TPA – kaip dar galėtumėte iškoduoti šį
trumpinį?
Dovilė:
– T – TIKĖJIMAS tuo, ką darai. P – PAGARBA tiems,
su kuriais susiduri kelyje. A – ATSAKOMYBĖ už savo darbus.
Marius:
– TPA – Tikrieji Policijos Angelai.
difficulties: organising an event or a jaunt in one branch and
participating in it together, it is not very attractive to repeat
the same for the second time. Hence, we have to ransack our
brains about the variety of events.
– A creative task. The abbreviation IPA – how else could you
explain this abbreviation?
Dovilė:
– I – INSPIRED with what you are doing. P – PIETY
to those, who you meet on your way. A – AMENDABILITY
in respect of your works.
Marius:
– IPA – Indubitable Police Angels.
P. S. By the way, according to Dovilės, she feels herself
having a bit contributed to Marius’s becoming a member of
the IPA. Her husband first joined the SBGS Lazdijai Unit
Branch and having noticed that things were managed rather
well there, he wished to transfer the same to the branch operating in his police office. Notwithstanding that Kalvarija
Branch always has been very active, it is likely that the new
winds made it even stronger.

P. S. Beje, anot Dovilės, ji jaučiasi šiek tiek prisidėjusi
prie Mariaus tapimo TPA nariu. Vyras pirmiausiai įstojo į
VSAT Lazdijų rinktinės asociacijos poskyrį ir pamatęs, kaip
neblogai čia tvarkomasi, panoro tai perkelti į savo komisariate
veikiantį poskyrį. Nors Kalvarijos poskyris visą laiką buvo išties aktyvus, tikėtina, nauji vėjai jį dar labiau sustiprino.
