Did you ever wonder how your
cooperative stacks up to other
cooperatives? At last month’s meeting,
the board of directors learned how
Beltrami Electric ranks compared to
other cooperatives in
performance indicators
such as operating,
expense, growth
and other ratios.
Mike Bunney of the
Cooperative Finance
Corporation (CFC),
Beltrami Electric’s
banker, helped the board
digest the Key Ratio
Trend Analysis (KRTA)
for five years ending
Dec. 31, 2006. The full
report is actually 145
different ratios; way too
many to cover at a board
meeting.
Several ratios
indicate how competitive
our rates are. One you might be interested
in is the revenue per residential kwh
sold. I’m happy to report we were the
third lowest in the state. We are also near
the bottom (lowest) compared to other
cooperatives in the United States with
similar consumer size and plant growth
and within our power supplier group.
Beltrami Electric’s average revenue per
kwh sold in 2006 was 6.632 cents.
Financially speaking, the most
important ratios to our banker are
called Modified Debt Service Coverage
(MDSC) and Times Interest Earned Ratio
(TIER). I won’t bore you with the long
explanation; basically they indicate our
ability to meet loan payments. I suppose
that would be important to the banker.
CFC measures these
ratios as a best two out
of three years. That is
good for us, as it helps
us in a year like last
year, which wasn’t a
great financial year. For
MDSC we were right
at the state and power
supply group averages.
For TIER we were below
average in both of these
two groups, but well
within an acceptable
level.
As a growing
cooperative, another
interesting ratio is the
Total Utility Plant (TUP)
per consumer. As you
can see by the chart, that number has
grown from $4,521 in 2003 to $5,125
in 2006. We are right in the middle
of Minnesota cooperatives, but high
as compared to the 99 cooperatives
in similar size to us. Why is this?
The increased cost of underground
construction is driving the increased
TUP investment and the fact that we are
putting in more underground than the
average cooperative has comparatively
increased our costs.
What ratios concern me the most?
I’d say long-term debt per consumer and
blended interest rate. We will be watching
both closely.
If you would like to review the other
143 ratios …just kidding. These ratios
provide a good benchmark tool for us and
I’d say we stack up very well.

Last month we held our third annual Beltrami Touchstone
Energy Open at Castle Highlands golf course north of Bemidji.
This charitable event raises funds for the United Way of Bemidji
Area. What a great day and all done for a great cause! Thank

Heating systems checked
Winter is just around the corner. I hope you have your
heating systems checked out and ready to go for the upcoming
season. Have a professional check your furnace to make sure
it’s safe to operate. Clean the filter and change it monthly.
Vacuum warm-air registers and air returns, and bleed trapped air
from hot water radiators once or twice a season. For dual fuel
customers, inspect your backup heating system to make sure it’s

Effective Aug. 1, 2007
Section 325E.028 of the Minnesota statutes pertaining
to utility payment arrangements for military service
personnel outlines their rights and responsibilities

must not disconnect the utility service of a residential
customer if a member of the household has been issued

and the law
The following is Section 216B.097 of
the Minnesota statutes pertaining to cold
weather utility disconnection. The 2003
Legislature enacted an amendment to
this statute stating, “for the purpose of
this section, ‘disconnection’ includes a
service or load limiter or any device that
limits or interrupts electric service in any
way.”
Beltrami Electric uses power limiters
in lieu of disconnecting the electrical
service during the Cold Weather Law
period. The cooperative’s credit policy
#209 deals with the use of power
limiters by the cooperative. Should a
power limiter be installed, the normal
reconnection fees apply to have the
power limiter removed during and after
business hours.

1 c. chopped onions
2 cloves garlic, minced
5 (14 ½ oz.) cans beef broth
½ c. water
½ c. red wine (full-bodied wine such
as a Merlot or Cabernet Sauvignon)
2 (28 oz.) cans chopped tomatoes
1 c. sliced carrots
½ tsp. basil
½ tsp. oregano
1 (8 oz.) can tomato sauce
1 (8 or 9 oz.) pkg. cheese-filled tortellini
Fresh grated parmesan cheese
Brown the sausage, onions and garlic.
Drain keeping 1 tablespoon drippings. Add the beef broth, water, wine,
tomatoes, carrots and spices to meat
mixture. Stir together. Add the tomato
sauce. Cook tortellini for 2 minutes
according to package instructions. Add
cooked tortellini to the soup. Serve with
fresh grated Parmesan cheese.

Beltrami Electric’s board of directors conducted its monthly meeting Thursday,
Aug. 30. All directors were present except
for Lea Perkins. Also present were general
manager Lynette Nieuwsma, Sid Sletten and
Kay Olson.
The following reports were given:
• The manager made her monthly report,
including an update on the growth of the
cooperative, lease agreements for the
second floor and updated the board on
Northern Safety & Security. The manager
also reported on a renewable energy conference she attended.
• Sid Sletten reviewed the July financial
report and work order inventories.
• Sam Mason reported on Northern Safety
and Security.
• Chris Corradi and Cammie Vogel gave a
report to the board regarding our United
Way fundraising events.
• Emmet Weidenborner, Lyle Robinson and
Jack Swenson reported on the Fundamentals of Energy Risk Management seminar
they attended.
• Jack Swenson, Frank Zentek, Arnold Christianson and Adrian DeVries reported on the
Energy Issues Summit they attended.
• Lyle Robinson reported on the Minnkota
board meetings held in July.
Also discussed were:
• The CFC Key Ratio Trend Analysis.
The following actions were taken:
• Sam Mason was appointed authorized
representative on the Northern Safety and
Security board of governors with Lynette
Nieuwsma the alternate.
• Delegates and alternates were appointed
for meetings to be held during NRECA
Region 6.
• A donation was approved for Minnesota
cooperative employees affected by the
recent flooding.
• The labor contract between Beltrami
Electric Cooperative, Inc. and IBEW #1426
effective July 1, 2007, through Dec. 31,
2010, was approved.

Northern Lights • October 2007 Applications sought for the 2007
Touchstone Energy Community Award
Beltrami Electric is seeking applications for the Touchstone Energy
Community Award, which recognizes individuals, businesses, nonprofit and community groups that have shown a strong commitment
to their community. Any person, group or organization that has helped
make their community within the areas served by Beltrami Electric a
better place to live and work is eligible for the award. The recognition
comes with a $250 cash prize donated to a community service project
of choice.
Community members may nominate an individual, group,
association or business by completing the Touchstone Energy
Community Award application form, available at the cooperative or
printed online at www.beltramielectric.com. The application will
require a description of the project, program or event and the positive
impact it brought to the community. Completed applications must be
received at Beltrami Electric’s office by Nov. 1, 2007.
“As an electric cooperative serving this area, we have a high
regard for community involvement,” said co-op spokesperson
Cindy Gannon. “This award allows us to highlight and encourage
those individuals or organizations that have shown an outstanding
commitment to the community.”
The award recipient announced on Nov. 6 will contend for the
statewide Touchstone Energy Community Award, which has a cash
prize of $1,000. The statewide award winner will be
recognized at the Minnesota Rural Electric Association
annual meeting in February 2008.
The Minnesota Touchstone Energy
cooperatives are part of a national
alliance of more than 600 rural electric
cooperatives that adhere to the values of
integrity, accountability, innovation and
commitment to community.
