Introduction
This report provides the results of the Civil/Site assessment of the above referenced school performed by Pacheco
Koch Consulting Engineers, Inc. (PKCE)
The Civil /Site assessment consisted of: 1) a site visit for a visual evaluation; and 2) a meeting between Weatherford
ISD faculty members and PKCE staff, focused on the following items:

Based on observed conditions, recommended improvements for each of the deficiencies identified have been
accompanied with estimated quantities and an opinion of probable construction cost, to be used as a budgetary tool.
Site Visit: March 17, 2014
On the above date, PKCE personnel visited Bose Ikard Elementary to observe the items discussed above.
The table below shows each deficiency found, the photograph number, the deficiency level, an estimated quantity, a
unit cost, and a construction cost estimate.
Meeting with Weatherford ISD Staff
On Tuesday, April 1, 2014, PKCE personnel met with representatives of the School District’s Maintenance
Department to learn about any known issues that may not be discovered/visible during the site visit and to gain
historical/current knowledge of the site.
During the meeting, the following Civil/Site issues were brought up for Bose Ikard Elementary:
•
Sidewalks settling throughout site, creating tripping hazards.
•
Roof drain in rear of building is dumping directly onto sidewalk creating pavement damage and erosion.
•
Erosion issues on downhill side of playground area.
•
Fencing desired around playground area.

ENGINEERING REPORT - MECHANICAL / ELECTRICAL / PLUMBING
Bose Ikard Elementary School was built in 2002. The building is served by a complete fire sprinkler system. The
air conditioning systems that serve the building are varied in their arrangement as well as their energy efficiency
and operational reliability.
The classroom wings, which are two-story, are conditioned by split-system A/C units that utilize hot water heating
coils for heating. The hot water for these units is provided by a single boiler. The boiler also serves several
package outside air preconditioning units that provide preconditioned fresh air to the classroom wing units, as well
as a single package rooftop A/C unit that serves the main entry hall. The remainder of the facility is served by
package rooftop A/C equipment with gas heating. The unit that serves the administrative offices is additionally
arranged for variable volume operation, and there are several variable volume air terminals that provide individual
temperature control in those areas.
Building electrical service is 277/480 volt, 3 phase, 4 wire, 2500 amp BPS main switch, served from a 1000 kVA
power company pad-mounted transformer. Main switch is manufactured by “Siemens”. The building interior
lighting system utilizes predominantly T8 fluorescent lamps. HID light fixtures serve the gym. The entire building is
equipped with a fire alarm system that appears to be in good condition and is code-compliant.

Replace A/C #3 (serving the main entry hall) with a new package rooftop A/C unit with gas heating, due to the
problems inherent with having equipment with water coils located on the roof.
Replace all package roof mounted outside air preconditioning units with new energy recovery ventilators, and
provide outside air control dampers on all classroom units. The outside air preconditioning units are very high
energy users while the energy recovery ventilators utilize exhaust air from the building to air precondition the
required ventilation air, thereby saving energy, as well as doing away with more water coils on the roof.
Add service/isolation valves in various water and gas piping lines to aid in the maintenance of the systems. This
will avoid shutting down entire systems in order to do maintenance on a single piece of equipment or work in a
specific area.
Paint all existing, exposed gas piping on the roof in order to resist rusting and future failure.
In 6 to 10 years (by which time all of the originally installed equipment in this facility will have served its
expected useful life), replace all existing classroom split-system A/C units using hot water coils, with new
systems of a similar type. Care shall be taken to insure that the cooling and heating coils for the new systems
are not in such close proximity as to cause freezing problems, as can be the case with these system types.
In 6 to 10 years, replace all existing package rooftop A/C units with new, more efficient equipment.
In 6 to 10 years, replace the administrative area variable air volume system with new, more efficient individual
package rooftop A/C units arranged to provide similar zone control based on exposure.

Provide occupancy sensors in classrooms and offices for automatic lighting shut-off as required by the
International Energy Conservation Code (IECG) and for effective energy savings.

Provide isolation pads at each pad and/or floor type transformer for noise reduction.
Replace all exterior lighting with LED type fixtures.

ENGINEERING REPORT - STRUCTURAL
Further study is recommended to determine if the unreinforced masonry will have any net axial tension or excessive
flexural tension under code required design wind forces, which is not permitted by the code. Retrofitting new structural
components may be recommended.
Further Study is recommended to determine if the structural unreinforced masonry has cracked behind wall finishes
such as interior coverings and exterior veneers due to foundation movement. Repair of such cracks or retrofitting new
structural components may be recommended.
Repairing all known cracks in all structural unreinforced masonry due to foundation movement is recommended.
Further study is recommended to determine the design and condition of the connectors between wythes. Installing
new connectors may be recommended after study.
Further Study is recommended to determine if there is sufficient lateral anchorage at the top of all exterior
unreinforced masonry walls that are parallel to roof joists. Installing lateral restraints may be recommended after
further study.
If any modification to the Unreinforced Masonry is desired, Special Analysis will be required and significant
Architectural and Structural limitations may be required.
Further Study is recommended to determine if installation of new bottom chord net uplift horizontal bridging angles
along the ends of the steel joist is required.
