City Council considers raising Campbell`s minimum wage

Residents
along
Budd
Avenue are very disappointed
that, after spending money to
beautify this section of Budd
by installing sidewalks and
landscaping, the City of Campbell
seemed unwilling to address
their concerns about numerous
problems
surrounding
the
permanent Goodwill truck that is
parked along the Budd Ave side
of the Campbell Plaza shopping
center.
“It’s awful”, say Mary and
Fraser
Langford,
long-time
residents. “Goodwill is doing
glass recycling from 8:00 AM5:00 PM Monday through Friday
and all you hear all day is glass
crashing and breaking while
volunteers sort it”. They said
there are other concerns relating
to some of the people hanging
out there who are not necessarily
Goodwill volunteers. They feel
that the site is not being closely
monitored and that the facility
is not really designed as a glass
recycling site, as opposed to those
in other shopping centers.
The Langfords addressed
the Campbell City Council at
their May 5 meeting. They felt
rebuffed when they were told
that it was up to Safeway where
the truck was parked and that
Safeway refused to allow it in
the back of the shopping center.
At the meeting, Goodwill sent
several people to testify about
how their lives had been turned
around by Goodwill, presumably
to ensure that the City Council
would not revoke or change their
permit with the shopping center.
“Our intent was not to defame
Goodwill” said Mary, “but to
get someone to address both the
noise and mess surrounding the
site”. Other neighbors said that
at certain times of the day they
are reluctant to cross the street
and shop at Safeway due to the
somewhat unsavory element
that they feel are there because
of the activity. “Being told that
noise and people are just part of
everyday life-well, do you want
to hear this in your home every
day, day after day?”

background in regards to the
recycling:
The facility, which fulfills
Safeway’s requirement to provide
a recycling facility within one
quarter mile to comply with the
California Beverage Container
Recycling and Litter Act, has
been located in the same location
since 1993 by agreement with
Safeway, but has been operating
without a permit from the City
all that time. The facility was
previously located in a different
part of the shopping center
behind the theaters, according
to one neighbor. The large truck
trailer, several drums, bins, and
a shade tent that make up the
facility, take up nine parking
spaces at the Budd Avenue side
of the parking lot. The problems

few years, according to Budd
Avenue residents who spoke at
the meeting.
Goodwill’s
Director
of
Operations, Ryan Gleason, told
the City Council and neighbors
he wants to rectify that to keep
what he calls a critical donation
site rather than be forced to move
to one of the alternative locations
that were suggested. “I understand
what the neighborhood residents
are saying,” he said. “We’re
willing to come up with a solution
to this issue, but the loss would be
devastating.”
The
City
Council
acknowledged that the problems
cited by neighbors are serious,
but after lengthy debate, Mayor
Jeffrey Cristina took the lead
in setting out the solution the
Council voted through 4 to 1, with
Liz Gibbons voting against it.
The donation center will stay put,
but will be required to address
the noise, illegal dumping, and
loitering issues by taking steps to
mitigate sound disturbances and
put on-site security measures in
place. Three verifiable complaints
would see it being brought back
to the Planning Commission
for review of its conditional use
permit.
Mary Langford added that
she wants to thank the Campbell
Police Department for being
quick to respond to complaints
about activity there. “It’s bizarre,
what you see over there-naked
people changing clothes, smoking
who-knows-what, and just a lot
of people drawn to the area for a
variety of reasons”. There is no
question that the neighborhood
has a fair percentage of homeless
people hanging around the
shopping center-a quick driveby confirms that. The perception
on the part of the neighbors is
that the Goodwill site is adding
to the vagrant problem when
they could be addressing it. They
hope that if there are enough
complaints that the City Council
will require Safeway to comply
with the original recommendation
of moving the facility to the rear
of the center, or perhaps even to
another area entirely.
City Council considers raising
Campbell’s minimum wage
It may be called minimum
wage, but the City Council is
putting maximum effort into
making sure Campbell’s is set
at the right rate. Figuring out
whether Campbell should pass
an ordinance to join the only four
counties and 15 cities in the U.S.
to currently have rates above their
state level was the reason for a
Study Session on Tuesday, May
19.
To help the Council get a
maximum grasp of the issue,
Oscar Murillo, Graduate Intern
in the City Manager’s Office,
presented the Council with an in
depth explanation of minimum
wage.
According to Murillo, the
minimum wage, which had its
beginnings in 1938 as part of
President Franklin D. Roosevelt’s
New Deal, was meant to stimulate
the economy after the Great
Depression. The rate can be set
at a federal, state, county, or city
level. Currently 29 states and the
District of Columbia have rates
set higher than the federal rate
of $7.25 per hour. California’s
present rate of $9 per hour will
be increasing to $10 per hour
on January 1, 2016. Some of the
reasons cities hike their minimum
wage are cost of living, inflation,
and to have local jurisdictional
control of the issue, Murillo said.
Murillo explained that there
are two very different theories
as to what happens when a
locale raises its minimum wage.
The “Standard Competitive
Model” holds that hiking the
wage has negative employee
effects including reduction in
employee numbers and hours,
increased prices to consumers,
reduced profits, reduced business
expansion and development,
increased numbers of tipped
workers, reduced worker training,
and reduced fringe benefits.
The
other
increasingly
popular theory, called the
“Dynamic Monopsony Model,”
holds that there are only positive
effects in raising the minimum
wage, including more qualified
and
productive
employees,
reduced employee turnover, and
reduced recruiting and training
costs. Murillo said both theories
seem to be true.
A City survey of Campbell
business owners showed that
about 75% of the 357 who
responded, would take a wage
hike in stride, neither reducing
employee numbers nor work

hours, nor relocating their
business to another city. Murillo
said that the survey suggested
that $10.80 per hour should be the
minimum wage rate in Campbell,
in keeping with other local cities
with minimum wage ordinances
set at $9.60 to $14.44, including
Berkeley, Emeryville, Mountain
View, Oakland, Richmond, San
Francisco, and Sunnyvale.
The City Council discussion
after the presentation revealed
that the Council members are
somewhat divided on the issue.
Vice Mayor Jason Baker, who will
be attending a Cities Association
meeting on the issue, and Council
members Liz Gibbons and Mike
Kotowski, are for a regional
minimum wage set at a level that
suits this area rather than the state
rate, while Councilman Resnikoff
is concerned about inadvertently
hurting teen, training, and mom
and pop type job opportunities.

Cristina
is strongly opposed to any
adjustment. “What happened
to the free market?” he asked.
“Everything we’re talking about
here is against that. I’m definitely
against this.”

Suspect grabbed victim by the throat, pinned her against a wall to
prevent her from escaping, and pulled her hair. Suspect fled and was
later detained by SJPD.
Llewellyn Ave @ W. Hamilton Ave: Suspect and Victim got into
argument. Suspect reached through victim’s car window and grabbed
her neck, ripped off her glasses, and threw them on the ground.
100 block Rex Circle: Suspect and Victim got into fight following
an argument. During the fight suspect grabbed a metal kitchen utensil
and caused multiple lacerations to victim’s ear and head.
1400 block S. Winchester Blvd: Unknown suspect stole two
swan sculptures from the victim’s front yard.
300 block Orchard City Dr: Suspect was determined to be too
intoxicated and placed under arrest. During arrest suspect attempted
to pull away from officers including head-butting officers hand as he
was attempting to close patrol vehicle’s door. Suspect later attempted
to bribe officer for release.

respected non-profit public-benefit organization, is seeking volunteer
host families for high school boys and girls from various countries for
the upcoming school year. The students are excited and are already
awaiting word about their host families. Host families provide room,
board, and guidance for a foreign teenager living thousands of miles
from home. Couples, single parents, and families with or without
children living at home are all encouraged to apply.
The exchange students arrive from their home countries before
the current school year begins. Each FIEA student is fully insured,

William Campbell’s unlucky streak
William
Campbell,
the
father of Campbell’s founder
Benjamin, had an amazing family
background full of interesting
achievers. That makes it all the
more baffling to look at William’s
lifelong streak of bad luck, which
seems to have bordered at times
on “jinxed.” He was one of those
colorful characters who seemed
to somehow end up with more
than his share of spectacularly
unlucky breaks.
When William was young, he
fought in the War of 1812, serving
two months in the 1st Regiment
of Kentucky’s Mounted Militia
under Captain Alney McLean.
However, a closer look reveals
that his company and commander
had been accused by General
Andrew Jackson - later the 7th
President of the United States
- of retreating against orders
from battle, and were assigned
to fatigue duty as punishment.
The accusation of cowardice,
while refuted, never went away,
and William’s captain harbored
a lifelong grudge against Jackson
for it.
William’s wife, Agnes, came
from a line of remarkably tough
Hancocks. She gave birth to seven
children and made the entire
pioneer trail trek to California
with William and her family in
her mid-forties at a time that
meant walking all that distance
on foot, not riding in wagons as
we see in movies. It was a six
month endurance ordeal filled
with danger and hardships, much
of it in summer. After arriving
safe and sound in California,
Agnes’ brief stay at Santa Clara
Mission while William and their

son David joined in the company
commanded by Captain C. M.
Weber that fought the Battle of
the Mustard Stalks here in Santa
Clara, led to her becoming sick
with typhoid and dying. Many
soldiers gone for even years of war
far from their families have the
luck of returning to their waiting
spouses. William’s enlistment
lasted only two months, and he
apparently participated in just
two battles, a minor skirmish at
Natividad in Salinas over horse
thieving, and the battle in Santa
Clara that lasted just two hours,
and yet he lost his wife.
That’s bad enough luck; add
to it the bad timing of making
such a grueling trip out west,
only to arrive in beautiful early
California before it even had
much of a population, just in time
for a war. Ironically, the Battle of
the Mustard Stalks was the only
real engagement in Northern
California during the MexicanAmerican War - and William
Campbell ended up in that place
at that very time.
Three years after losing
Agnes, William married Keziah
McCutcheon, a lady William’s
nephew described as a “wretched
wife” with whom William found
life so utterly miserable, his
nephew said William was under
the weather constantly because
of her. He divorced her after 5 ½
years.
William went on to live a
productive pioneer life here in
early Santa Clara County. He
did surveying in San Jose and
San Francisco. But after he and
another surveyor did their work,
the land that was divided up and
sold as 500 acre parcels turned
out to have been shorted by as
much as 200 acres per parcel.
William also built a sawmill,
and in doing so founded a town—
Saratoga. Many other local towns
such as Gilroy and Morgan Hill
are named after their founders,
including his son Benjamin’s,
but William had no such luck.
The name Campbell was already
taken, by his own son’s town.
In 1854, according to Pat
Loomis in her local history book
Signposts, William was drilling
an artesian well at First and Santa
Clara Streets in San Jose, and he
was certainly lucky in that he did
strike water. Unfortunately, he
got a little more water than he
bargained for, when it flooded the
whole area as far west as Market
Street. A ditch had to be dug
down Archer Alley to drain it off.
He probably didn’t love his luck
that day any more than anyone
else was.
William Campbell clearly
had his moments that suggested
this early Santa Clara County
character just couldn’t get a
break. But there was one moment
William’s luck was definitely on
the good side. His pioneer trail
wagon train split up into two
parties on the way to California.
One party, William’s, went one
way, and made it through in good
shape. The other party took a
different route, a shortcut. That
other party was the Donner Party,
famous for their snowbound
ordeal, and clearly being on either
side of that situation would not
have been lucky at all.

Fanime 2015: A local convention with
an emphasis on Japanese anime

Anime is a term used in
Japan to refer to any animation
or cartoon. In the United States,
people think specifically of
Japanese
animation
when
they hear the word “anime.”
The name “Fanimecon” or
Fanime is a combination of the
words “Fan” + “anime.” This
convention takes place over the
Memorial Day weekend at the
San Jose convention center, with
participating locations, such as
the Fairmont hotel There is a
partner convention which runs
concurrently called “Clockwork
Alchemy.”
That
“sister
convention” has an emphasis
on “steampunk” genre. That
convention is held at the Double
Tree hotel. A shuttle service
connects the two conventions.
While the main theme of
the convention may be Japanese
anime, there are other events to
attend besides watching anime
episodes. There is cosplay where
people dress up in costumes,
many times as a character from an
anime series. There is the Dealers’
room where people sell products.
Artists’ Alley is where artists sell
their creations. This writer’s main
interest is panels.
During a Friday panel,
director,
Hiroyuki
Yamaga
discussed his latest movie
project: URU IN BLUE. He had
originally planned to make the
movie in 1992, but had to put the
movie on hold for over 20 years.
When asked if it was for the better
that he delayed the making of the
movie, he thought there was an
advantage in waiting. The main
protagonist in his new movie is
32 years old. Mr. Yamaga pointed
out a 50 year old writing about
a 30 year old has a different
perspective than a 30 year old
writing about that age. After all
the 50 year old has lived through
that decade and can draw on his
experience.
There was a two part panel
covering the history of Japanese
food. The first part covered early
times to the medieval period. The
second part went from medieval
period to roughly after World War
II. The cuisine has been subject
to outside influences throughout
history.
The
Portuguese
introduced fried foods into the
Japanese diet, thus tempura was
born. They also made the eating
of chicken and eggs acceptable to
the Japanese. Chinese immigrants
from the 1890s to 1910 also had
an impact on Japanese cuisine.
The Chinese dish of “la mien,”
which means “pulled noodles,”
became “ramen” in Japanese.
As Japan entered World War II,
German influence such as potato
salad and hamburger patties
entered the cuisine. After Japan’s
defeat in World War II, the United
States brought in flour to help
feed the people, thus making flour
based products more common
in the Japanese diet The United
States introduced a school lunch
program which also influenced
the Japanese diet.
Besides outside influences,
government policy also affected
cuisine. The bento or lunch
box with white rice with a red
pickled plum was supposed to be
a patriotic gesture reminded one
of the Japanese flag. Nowadays
it is apparently just lunch. The
practices during medieval times
which promoted the art of not
eating food but tapping one’s
chopsticks for “spiritual eating”
seems a bit foreign to my ears
One frequent guest who has
spoken on a range of topics, from
Japanese history, to ordering
food, to traveling around in
Japan, is Gilles Poitras. Friday
he gave advice on how parents
should choose anime/ manga
for parents. Gilles also did two
panels on Sunday. One was about
a movie called Wild 7. The movie
is reminiscent of the American
movie The Dirty Dozen, in
which convicts are recruited for
a mission. He later did a panel
in which he discussed a Japanese
animal called “tanuki,” which
has been mistakenly referred to
as a “raccoon.” While there may
be some resemblance between
the two creatures, the Japanese
creature is not related to what we
call the raccoon. The Japanese
have an indigenous raccoon, but
it is different from the tanuki.
Japanese legends attribute the
tanuki with an ability to assume
the form of humans. The tanuki
are characterized as deceivers in
many stories. The word tanuki
has become an idiom to describe
a person as a deceiver. Gilles
shared some pictures. He also told
some folk tales about the tanuki.
Crunchyroll, a company
which offers online shows, did
a panel on Saturday about the
anime titles they offer, plus the
physical products they sell. At that
panel they also mentioned they
would do a panel about working
in the industry on Sunday. The
panelists encouraged members of
the audience to apply
The convention began to
wind down on Monday. Being
a “panel junkie,” I attended two
interesting panels that day. The
first panel dealt with The “Magical
Girls” genre. The opening title
was “From Joseph Campbell
to Tsukino Usagi [aka Sailor
Moon].” The speaker first started
out explaining Joseph Campbell’s
concept of the monomyth or the
“heroes.” journey. She explained
the 17 steps of the journey. The
speaker also pointed out that there
were criticisms of Campbell’s
works, namely that he focused
mostly on heroes NOT heroines.
Perhaps this presentation was
meant to provide a “supplement”
or “balance” to Campbell’s
work. As she explained the 17
step journey, she related how the
protagonist, Sailor Moon, related
to those steps. In addition to
Sailor Moon, the panelist tied in
other anime series.
The second Monday panel
dealt with Manga (comics)
as literature. Specifically the
speaker, a high school teacher,
explained how a popular comic
could be seen through the
model of literary analysis. The
speaker gave the five elements to
analyzing a story: plot, setting,
character, mood and theme. He
explained how these elements in
a story could be applied to the
manga series NARUTO. Perhaps
we Americans tend to associate
comics simply as a form of
mindless entertainment with
nothing but nonstop action.
This convention is the largest
anime convention in Northern
California. While this event is
held in San Jose, please note
the convention is accessible
by light rail from Downtown
Campbell. From what I can tell
there is one Campbell retail
establishment which attracted
Fanime convention attendees.
Each year, PSYCHO DONUTS
sells a set of donuts in the form
of a Japanese bento (lunch) box.
While the contents of the bento
box are donuts, the appearance
is that of a Japanese lunch. This
item is called “Psushi.” It has
been offered at the convention
about 4 years. The donuts are
made at the Campbell store, and
then delivered to the San Jose
store near the convention center.
This “psushi” is so popular that
people have been known to visit
the Campbell store in order to
buy the “psushi.” These items
sell rather quickly. After all
these years, I have yet to eat that
“psushi.” Perhaps other Campbell
businesses could offer products
or services which bring Fanime
attendees to Campbell.
City Council gets introduction to
new budget, picks projects to fund

is turned back over to the challenge side and moved forward. If
not, the card remains challenge side up in the starting position. If
on another turn any challenge card that has been moved forward is
not answered correctly, it moves back to the starting position. The
first player to successfully have all six of his or her cards in
forward position wins the game.
This game will show that any information or subject in small
enough pieces can be mastered. That is a big enough reason to
play this game often, but there is more. Players will also learn that
you increase learning power by:
1. Paying closer attention when introduced to a new learning task.
2. Making active decisions to remember what you are learning.
Your brain is bombarded by thousands of bits of stimuli each
second. As an efficiency mechanisim, your brain is programmed
to remember what you decide to remember. Memory, then, is
largely a matter of decision.
All you need to increase your victories in life is a pen or pencil,
some blank cards, and an opportunity to play Put your Best
Success Card Forward game with other people. Any age can play
and the game is even more fun and valuable when adults and
children play and learn together.
As learning needs or challenges arise each player writes them
down on 3x5 cards. The challenge side identifies what needs to be
learned. The other side shows the answer. Any challenge will do if
it can be accomplished quickly. There are infinite possibilities,
such as vocabularly, spelling, math facts or operations, historical
questions, writing skills, science facts, success principles, names
of people you want to remember; anything.
Each player decides on any six cards he or she wants to play with
in the current game. These are placed challenge side up in a
horizontal row and are thought of as one to six. One die is used.
Players take turns rolling the die and attempting the challenge for

4. Totally mastering (overlearning) basic information builds a

6. Overcoming retroactive interference. This means going back
and forth from one thing you are trying to learn to another. This
solves the tendency to forget what was learned previously when
you try to learn something new.
