Meeting was called to order at 3:30 pm
Fran explained fair share and showed a video from afscme.tv
Agenda and minutes were reviewed. Tom S. moved to approve agenda and minutes as corrected. Fran amended
approval to take out 4.c from the Agenda. Correction to minutes on #6. Tom S. moved to approve minutes and agenda
as amended. Angela S. seconded. All in favor.
Agenda was reviewed and Fran motioned to approve, Tom Smith seconded, all in favor.
1. President’s Report
a. District concerns
1. Alpine Update – Appeal of Demurrer - deadline extended... – Judge extended 30 days to
Alpine to revise complaint. Extended to last Friday the 15th. Fran will send out the outcome as soon as
she has it.
2. Smarter Balanced Testing Schedules – Please send Fran Schedules if you have questions.
3. Infinite Campus – recent message – contact Ricks Wilson directly – [email protected] –
Give information to members during 10-minute meetings.
b. National concerns affect us locally
1. ESEA Reauthorization – www.NEA.org – Letter-writing feature. Multiple letters may be
submitted.
2. Florida – Testing – Article, concentrate on page 1.
3. Tenure – RE: Vergara case.
4. Free Speech – RE: Fair Share.
c. GEA/CTA Workshops
1. School Site Council – Next Fall – TBA – Training at Ronald Reagan Center.
2. September Rep Council – Rep Training and Dinner – During 1st September Rep meeting.

2. Bargaining Update – Linda Pierce – Linda did not attend meeting, so Fran asked reps to review bargaining
update.
3. Next CTA State Council Report – September 2016 – (June 10, 2015)

a. CTA State Council Rep ~ Results: Good news from Tom S.: James Messina and Jessica Merschtina
elected State Council reps; Angela Sciacqua-Smith and Martin Grant elected State Council alternates. Bad news
from Tom S.: Helix, Mt. Miguel, Valhalla, West Hills and Steele Canyon did not return ballots. Chaparral, El
Cajon and Monte Vista were disqualified as number of ballots did not match number of signatures. Fran wants
100% proficiency during elections.

5. CTA Staff Report ~ Laura Bowen – No report given.
6. Rep Round-table Report – From your 10 minute meetings and one on one conversation WITH GEA
MEMBERS.
Grossmont: 18 teachers – SpEd, English Teachers 1) workload issue, more of a grievance, 2) some
English teachers are concerned about opt out students, 3) PLCs
Helix: Counselors asking about open positions. Graduation in two weeks. No real issues, all in survival
mode.
El Cajon: Teachers attended workshop “Capturing Kids’ Hearts” at Mt. Miguel. Low morale, climate
survey next year? EL numbers.
Mt. Miguel – only issue was counselors during 10-minute meeting. Attend ____ conference. Want
option of going to NAPCAP conference instead as it’s in San Diego, October 1-3, 2015. Fees paid by
school.
El Capitan – Fine.
Granite – DOT lunch left people shocked.
Monte Vista – 30 people at DOT lunch. Good starting point. More SpEd in social studies, and science
teachers are concerned. Need SAI classes.
Fran said GEA will try to get a SpEd committee together for next school year. She asked reps to tell her who might be
willing to serve. 20% are special ed kids – one teacher in 5 are dealing with SpEd.
West Hills – all excited about one on one.
Chaparral – tensions high, emotions high, morale low. Everyone wondering if they’ll have their job next
year. Seniority will determine who gets first pick. Dissolving and reconstituting. Shrinking 300 down to
125 students. “three outlets in every classroom.”
SpEd – Coleen asked if Fran knew anything about AB86 grant. $7 million coming down. 3-year
process. Grossmont Union, Adult Ed and Jr. Colleges are married.
