iepu1 of my gratitude and thanks to all the volunteers at the Club and Conference level that make this
, Jcing organization work. It is only with this level of dedication and cooperation that Conference
l:ontinues to attract an incredible number of people who love racing. Conf,Jfatulations to all the drivers
and their crews for pursuing the championship gold.

.mo i ~. SCCBC brought Mission on line successfully against 95 dba odds. TC's relationship with the
Port Orford community and their very successful race weekend is something to behold. Both clubs
~xhibited tremendous effort in pursuing a long term goal that yielded huge benefits to all racers and
participants. Congratulations to both clubs for making 1994 an even f,7feater season.
In this memo are the proposed rule changes, please review them carefully and attend your club
meetings and cast your ballots. Take advantage of this opportunity to be heard.
The Banquet Committee is hard at work finishing the final details. Make your reservations as soon

This protest was based on the fact that car 192 C/
W was equipped with brake calipers that were of a
later year than authorized by Production rules. The
driver of 192 C!W acknowledged to the Steward that
this was indeed the case. Since the car failed to meet
update back date criteria, it was found to be illegal.
Two other issues came up and this is what I found.
First, Mr. Baker questioned the "fairness" of a
party other than the driver filing the protest. I found
that the person filing the protest was a crew member of
the driver and acted under his permission. I found this
much fairer than running illegal brakes.
Second, during my investigation Mr. Baker
indicated that he did not know the brakes were illegal
and he asked for an extension on a separate issue
claiming financial hardship. I granted this extension
only to later discover that not only had he known
about the brakes but had the proper calipers in his
possession and was told by other drivers to correct this
problem. Therefore, I find 192 C!W to be illegal and
my disqualification issued at the track stands. I further
find that the attempt to play the Steward for a fool was
unsportsman like and in violation of rule 609 and fine
192 C!W $100 to be paid to the ICSCC treasurer.

Traditionally, the last race of the year is the
biggest pain in he butt for a steward. Championships
are contested, drivers give that extra l 0% that in some
cases wasn't there to give and in general all hell breaks
loose. I think someone forgot to tell the drivers we still
have one more race'
Due to some communication errors I did not
receive all the incident reports, so some of the stuff will
be dealt with later. We do have a couple of things in
time for this report.
We had two mechanical protests (see letters) and
I want to get on the soap box a bit. On behalf of all the
competitors and officials, thank you for putting your
money up so we could deal with this stuff properly. I
was very weary of guys crying the blues and not having
the guts to police their own classes. It takes courage
to step forward and question what others just grumble
about. Both offenders felt that the protests were based
on jealousy for getting beat on the track. To this I say
bovine excretion. Ifyou have to cheat to win, what
have you won? Did you really beat anyone but yourself? Chances are the guys you beat are legal.
On to other stuff The group three race was a
mess. About midway in the race an incident required
the Pace Car to enter the track. For some reason the
leader did not get picked up and the Pace Car could
not get the cars sorted. We had to bring in everyone,
sort them in the hot pits and by then we had run out of
time, so we checkered the race. I apologize to all the
drivers who lost out on what was shaping up to be a
tine race.
I would like to thank all the hard working folks up
at IRDC for helping make my job in Seattle a little
easier. It has been a fun two years ... It's off to Mission
and one last shot.

Re: Mechanical Violation American Sedan rules
The following items were listed in this protest (all
references are to SCCA A S. rules), section D.2.C.c
ram air not allowed, section D.2.f3. battery location,
12.17.8. removal of headlamp assy. and section 7.1 F.
T -tops are prohibited. My examination of the car
revealed that indeed all items listed in the protest failed
to meet the requirements of the class as spelled out in
the SCCA American Sedan rules. I reexamined the car
Sunday morning and found the modifications made and
allowed the car to compete. My penalty was to disallow Saturday qualifying times.
Penalties and Protests
702 C!W was disqualified for unsafe driving in the
pre-grid area.

25 C/W was fined $25 for punting 136, no additional penalty was levied as 25 C/W waited for 136 to
get collected and then gave back the position.
760 C!W was fined $25 for passing under the
yellow in practice.

infonnation to me on the proper fonn in time to make the ballot.
The beauty of ICSCC is that each year the drivers can vote on any part of the rule book
and send a message to Conference about how they want to have their races run. Encourage
every driver to participate in this vote.
This year, we have a poll included for groups I and 2 drivers only to vote on. This was
requested by the Executive Board for establishing race groups. Please bring the poll fonns
with you to the meeting. Drivers not attending the meeting may mail their poll fonn to me
