The Fire Fighters, First Responders and Fire
Corps
Members of your Howards Grove Fire
Department continue to be very active in providing excellent service protecting the lives and
property of those who live in the village and in our outlying service area. These volunteers
selflessly give of their time, training and talents to provide the emergency services that most
take for granted. Though we’ve been fortunate to add several new members to our roster
over the past few months, we always welcome others with a similar desire to do more for their
neighbors and their community. We have a great organization of dedicated volunteers which
you can easily become a part of just by stopping in at the fire station or giving us a call at 5652121. Your help is needed and will be greatly appreciated.
The HGFD receives support from the community in various ways throughout the year and a
fine example of that was recently realized. The Howards Grove Fire Department wishes to
express our sincere thanks to the Alliant Energy Foundation for its generous donation of
$2,000.00 to be put toward our Self-Contained Breathing Apparatus, (S.C.B.A.) fund. The
department is in need of replacing 18 SCBA units at a cost of $5,500.00 each, and have been
budgeting and saving for this expense over the past few years. This greatly appreciated
donation will truly help us to achieve our goal.
The Annual Meeting of the Howards Grove Fire Department Corporation was held at the fire

station on February 8 . All active members of the department and all Patron Members are
always welcome and encouraged to attend. As a reminder, a “Patron Member” of the
department is any person age 18 and over who is a resident of the village or surrounding
community who wishes to help support the mission of the department. Patron Members pay
the very nominal dues of $20.00 per year, and they may attend and vote on issues pertaining
to the department at the Annual Meetings. Patron Members are also eligible to be nominated
to the HGFD Board of Directors.
We’ve got a new Fire Truck! More correctly described as a “Water Tender”, (which most of us
used to call a “water tanker”). This new tender, purchased from Custom Fire in Osceola, WI,
replaces our old unit #102 which has been in service since 1986. This unit is almost identical
to the last water tender we purchased, also from Custom Fire, in 2012. The new $233,999.00
tender was budgeted for and purchased from our equipment fund where we plan for
equipment replacement as necessary over the years. If you happen to be in the market for a
very low mileage and very reasonably priced used water tanker, give us a call, we’ve got just
the one for you!

Our annual Brat Fry is just around the corner! It will be held on Sunday, February 28 at the
fire station. Tickets are available from any department member and on various occasions by
the Fire Corps members at Bill’s Piggly Wiggly before the brat fry. (Tickets cannot be sold on
the day of the brat fry. Make sure you get yours in advance!) The tickets will again be sold in
$5.00 packets which include five $1.00 coupons good for $1.00 each in trade for any
purchase at the brat fry or from our drive-through service, and for an entry to the cash prize
drawing. (Your odds of winning a cash prize are exactly the same as when tickets were sold
at $1.00 each.) Don’t miss this always fun-filled day of great food, beverages, desserts,
games, drawings, and fellowship with your family, friends and neighbors. Your support
provides us with the resources needed to continue our life-saving and property protecting
efforts. We thank you in advance and hope to see you there!

Happy New Year!!
Sitting here writing this article, the temperature outside is in the single digits but the sun is out and
that helps make the weather more acceptable. Another positive is the daylight is getting longer
and spring is not too far off.
Speaking of spring, there is an Election on April 5, 2016. The offices on the ballot that affect you
locally are School Board and Village Board. At this time we don’t have information regarding the
school board race, please watch the village website for the posting of the sample ballot, or you can
always monitor the schools website www.hgsd.k12.wi.us to obtain more information. As for the
village, there are three incumbents running for re-election on the ballot, they are Lee Kunze,
James Bilgo, and Henry Verfuerth. No one submitted papers to officially have their name on the
ballot, but that doesn’t mean that a voter cannot write someone’s name in the spaces provided.
We look forward to seeing you at the polls, and please remember to bring your photo ID, it’s now
required.
Also this spring, starting April 4, 2016 the Village Hall will be closing at 4 pm for a two month trial
period. In late fall of 2015, the continuous improvement committee met and came up with a
suggestion that employees find ways to decrease daily expenses and increase revenues. Since
the only two ways to increase revenues for a municipality are to increase property taxes or service
fees, those didn’t seem to be viable options since municipalities are not allowed to raise taxes
unless by referendum and service fees are a limited increase because a person would need to
make use of a service that has a fee associated with it. Reducing village expenses are the only
option for the Clerk’s Office. After giving that some thought and realizing that an already tight
budget doesn’t have much to reduce, an area that may have some impact would be in wages.
With that being said, a proposal was submitted to the Village Board about reducing Village office
hours from 8 am to 5 pm to 8 am to 4 pm. The Village office does not close during the lunch hour
creating a 9 hour work day and sometimes more. With the changing to an 8 hour work day, the
office would continue to remain open during the lunch hour, and the majority of traffic into the
office appears in the morning into early afternoon with the least amount of traffic after 4 pm.
Another reason for this change is support for various daily operations is a struggle as most of the
offices that we get support from are closed as of 4 pm. If a project is being worked on and an
issue arises, support cannot be obtained in most cases because other agencies such as State
Offices, Software Support, and other municipal offices are already closed for business and the
project gets put on hold until the next day. The savings that could be seen by reducing village hall
office hours amounts to approximately $2,500 for the year, this does not seem like a significant
amount, but in an already bare basic budget, this is a significant number. There would also be a
savings in heating/cooling and electricity for the village hall, but those are much smaller numbers,
but a savings all the same.
A friendly reminder, all dogs in the Village must be licensed by March 31, 2016. Anyone that
misses the deadline will receive a reminder letter from the Clerk’s office and a late fee will be
assessed in the amount of $20 per dog and you will have ten (10) days to correct the oversight. If
again the dog(s) don’t get licensed within the ten (10) day warning period the violator’s information
will be submitted to the Sheboygan County Sheriff’s Department for further action, and additional
penalties may be assessed above the license and late fee. Think spring and warmer weather!!

areas which denote bases. Dartball uses
baseball-like rules and scoring.

From December 1st until April 1st, there is NO PARKING
on any Village street between the hours of 2:00am and
7:00am. This restriction is in effect regardless of the
weather or temperature.
Be sure to let your late night / overnight guests know
about the parking restrictions. The Sheboygan Sheriff’s
Department enforces this restriction, and violators are
subject to a $25 citation.

2nd Annual Food Pantry

the past tax season (December 15th –
January 31st) to support the

in the food collection barrel at Village
Hall. We will plan to do this again in
December 2016 to help support those
in our community.
The Howards Grove School District will be offering a
developmental screening on Thursday, March 3rd and
Friday, March 4th, for all three and four year olds.
We encourage all children who will be three or four by
Sept. 1, 2016 to attend. It is especially important for any
child who will be in Junior Kindergarten during the 20162017 school year to attend. Details and additional
information will be available closer to the screening dates.

2016 Park Shelter Rentals
Rate Change
Park shelters for residents are available to rent for
2016. Shelters are available on a first come, first
served basis. Reservation form and rental fee must
be received at Village Hall to reserve a shelter. No
phone “holds” will be taken. The cost to residents is
now $65 plus a $100 refundable deposit. NonVillage residents may begin reserving shelters after
April 1, 2016. The cost to non-residents is $115 plus
a $100 refundable deposit. Please note you may
