Has served as President/CEO of YDI, YDI Foundation, and YES Housing. Nationally recognized as an expert in youth
development, juvenile justice, social service design, public administration, public policy, personnel management, and budgeting.
Mr. Baca has a Bachelor's Degree in Economics, a Master’s Degree in Public Administration, and a Postdoctoral Certificate in
State and Local Government at Harvard University. He has also been a Kellogg National Leadership Fellow, a Hispanic Health
Fellow, a panel member for the National Academy of Sciences/National Research Council, and a Presidential Appointee to the
Commission on Juvenile Justice and Delinquency Prevention. He has received numerous awards including the Thomas Jefferson
Award for Community Service, the Distinguished Public Administrator Award, the Martin Luther King Service Award, the Norte
Dame Alumni Public Service Award, and the Albuquerque Leadership Award.

YDI - Valencia
YDI-Valencia has
served the children,
youth, and families of
Valencia County for 25
years. Program
activities are also
carried out in Socorro
and Bernalillo counties.
The primary focus of the division is to
provide prevention services that
encourage a healthy and safe living
environment. Education, prevention, and
social services include: Medicaid
enrollment, VIDA food program, underage
drinking prevention, parenting classes,
teen pregnancy prevention, low cost car
seat program, and financial assistance for
youth sports programs. YDI-Valencia has
a strong community presence and
collaborates with local law enforcement,
local schools, faith based organizations,
businesses, and government entities to
ensure that children, youth, and families
have access to the best prevention services
in the communities we serve.

Held leadership positions in
Valencia County for over 30
years and led YDI-Valencia
operations for 19 years. Extensive experience
with YDI, prevention programs and
administering federal, state and local grants. A
prominent leader in the community, brings to
YDI an impressive mix of experience in Law
Enforcement, Corrections, County Government,
and Youth Services, including work as Chief of
Communications for the VC Sheriff’s Office,
certified through the Law Enforcement
Academy, Valencia County Juvenile Detention
Director, co-founder of the School of Dreams
Academy charter school and currently serves as
Associate Director for YDI-Valencia.
YDI offers a broad range of programs that address each child’s needs
while helping families face the challenges that impact them the most.

List of Programs
Medicaid Enrollment Program (NMPCA)
is designed to enroll children and their
families in Medicaid and SCHIP in
Valencia and Bernalillo Counties.
Enforcement of Underage Drinking Laws
(EUDL) Program focuses on reducing
underage drinking in collaboration with
law enforcement.
YDI-Valencia collaborated
with REEL FATHERS to
bring the White House
Fatherhood Forum to
Valencia County. This
national event featured 15
year old Andrea Moreno,
YDI Youth Coalition Leader on the panel. She won
the hearts of all in attendance!
YDI-Valencia was the lead agency in hosting the Governor’s
Initiative Graduate New Mexico, “It’s Everybody’s Business”.
Because of the strong relationships with state, county and local
government, Isleta Pueblo, schools, law enforcement, business
community, and other local community based agencies and
coalitions this event was a HUGE success!
Teen Outreach Program (TOP) is aimed at
reducing teen pregnancy by educating
middle school students and raising
community awareness.
Low Cost Car Seat Program in partnership
with Safer New Mexico is designed to
provide education and access to low cost
car seats to families in need.
Court Appointed Special Advocate (CASA)
Program trains community volunteers,
appointed by a judge to represent the best
interest of a child in court. CASAs provides
hope for a brighter future for our children.
YDI-VIDA Child and Adult Care Food
Program ensures that providers serve
nutritious meals to children and/or
disabled adults in Valencia, Bernalillo
and Socorro counties.

Dare To Be You (DTBY) is a
science-based curriculum used to
improve the resiliency and reduce risk
factors by focusing on the individual
child and the family environment.
Tobacco Use And Prevention Control
(TUPAC) guides the YDI Youth
Coalition in working to improve the
health of the community by eliminating
or reducing their exposure to tobacco
in all forms.
No Excuses-Courts for Sports Program
provides financial assistance for all
individual youth activities of their
choice. Kids Should be kept busy and
lack of resources should never be an
excuse to go without.
Community Coalition Work/Underage
Drinking Prevention Program raises
awareness and implements strategies to
educate and mobilize to change public
policy and improve the quality of life.
