Representative aims high in upcoming session
The State of Florida’s Legislative
Session starts in less than 30 days. Citrus County is lucky to have a
representative that aims to create and
enact bills that will make life, doing
business and growth in this county
easier. Representative Jimmie Smith,
who is currently serving in his second
term, has filed numerous bills with
those goals in mind. Helping high school students
ease into post secondary education,
increase access to state lands for small
agriculture businesses and restrictions
on where TANF (Temporary Assistance
for Needy Families) can be used are
all on the short list of his upcoming
legislative priorities. Rep. Smith is the Vice Chair
of the Veteran & Military Affairs
Subcommittee, which is quite
fitting given his career in the
U.S. Army. He also sits on the
Agriculture & Natural Resources
Appropriations Subcommittee, the
Economic Affairs Committee, the
Economic Development & Tourism
Subcommittee and the Local & Federal
Affairs Committee. House Bill 33 deals with State
Lands. This bill would give small
agricultural businesses access to use
state lands for their herds. In Citrus
County where agriculture is one of the
leading industries this bill would be
very helpful. According to Smith, this
bill has wide support and even typical
environmental groups who would
oppose something like this approve of
it.
House Bill 125 would enable
AHCA (Agency for Health Care
Administration) to contract with
certain organizations, like Hospice, to
provide all-inclusive health care for the
elderly. House Bill 133 will be restructuring
the CTE (Career Technical Education)
options that are required by the
infamous “Senate Bill 4” from a few
years ago. This bill would help high
school students who are involved in
Health Academy or like programs to
get dual credit towards post secondary
courses. Another bill Smith is working on
would restrict where TANF participants
can use their state issued debit card
to receive cash. The cash program is

meant to assist families in providing
for their families. These cards, similar
to the EBT cards used for the food
stamps program, can be used at any
ATM, including those in liquor stores,
adult entertainment establishments,
and gun shops. When it comes to the budget, Smith
has requested funds for Art Jones One
Rake at a Time Crystal River cleanup
project and also funds for the Manatee
Care facility at Lowry Park Zoo in
Tampa. Lowry Park is where injured
manatees from the Citrus County
area are typically taken for medical
treatment. Smith will be urging his other
lawmakers to look closely at budget
projects. “We know we will have a
little bit more money than a few years
ago when we really scaled back. I
would like to see projects funded that
had already had foundations laid, not
projects that we have to start from
scratch on.”, said Smith. In committee weeks at the current
moment, Smith said the outlook is
bright. There is even a possibility of
a PCB, which is a bill that a committee
creates, that will help reduce taxes on
small businesses to incentivize growth
and give more assistance to the Small
Business Development Centers. “I know we will have challenges and
opponents on some of the things we
are trying to accomplish but I am more
than prepared for that.”, said Smith. That is exactly the type of fighter we
need in Tallahassee “Doing” for Citrus

Two years ago Rachel Jones-Stack in
January, like many people do, joined
the gym. She wasn’t overweight but
she lacked muscle tone and she was
determined to do something about it. The gym was as good a place as any to
start. For one year she went three to five
times a week, she did cardio and worked
on the machines. She saw a difference
but she wanted more. She took to the internet and started
researching women’s weightlifting. “I didn’t want to look like a freak or
compete in body building competitions
but I wanted to become muscular and
strong.”, says Jones-Stack. “I found the
book ‘The New Rules of Lifting for
Women” and that changed everything.’

Cosgrove Jones-Stack learned how to lift
and lift heavy. She learned the importance
of a high protein diet. By now one year
had gone by and Jones-Stack decided
to hire a trainer. Chauncey Miner was
an acquaintance from high school and a
certified trainer at the gym Jones-Stack
held membership. Once she hired the
trainer she began to see the results she
was craving. The amount of weight she
could lift grew significantly. “Once I

squatted 315 pounds for a full set of ten
repetitions, that is something I’m proud
of.”, said Jones-Stack. Now at the end of the second year of
working out and lifting Jones-Stack’s
results are obvious for anyone to
see. “People at the gym, at work, my
friends were constantly asking me what
I was doing and for pointers or tips, I
finally decided what better way to share
everything that I have learned than to do
a website.”, said Jones-Stack.
Starting late in 2012, she began compiling
all the information into a website. At the
turn of the New Year, www.live-love-lift.
com was born. On top of working out, cooking is also
a passion for her. She lists healthy food
tips and recipes on the website. Currently
she is embarking on a thirty day Paleo
challenge and encouraging her followers
to join her. Paleo is a diet, considered
by some a way of life, that ties back to
caveman roots. Paleo requires eating
only natural things, no processed foods,
sugars, dairy or alcohol. According to
Jones-Stack a person could just be 80%
paleo and still supplement their diet with
dairy and grains. Jones-Stack, trainer Miner and a few
other local ladies have also formed a
running team, affectionately nicknamed
‘Beauties and the Beast’. Listed on the
website are many upcoming 5K, 10K,
mud runs and even marathons in the area
or within a 45 minute drive. Jones-Stack, a charge nurse in the
emergency room at Seven Rivers
Regional Medical Center, started the
website to help and encourage other
people. “Even if I am only helping a
handful of people then it’s worth it.”, she
said, “If other people can see the results
in me then they will know that anyone
can do this. By no means am I a trainer,
but I have learned a lot about healthy
living and weightlifting for women, I’m
just trying to motivate others.”

Lisa Vandeboe, owner of Plantation
Realty, realized between an office,
home and storage unit she needed to
do some cleaning out. If you have ever
met Vandeboe, you know she never does
things in a small manner. Vandeboe, who
among many accomplishments has been
the Crystal River Citizen of the Year
and the mastermind behind the Stone
Crab Jam concept, decided to partner up
with her friends, co-workers and local
charities to have a yard sale fundraiser. The Have a Heart Charity Yard Sale Fest
will take place on Saturday February 23,
2013 at the Plantation Realty office and
adjacent lot. The event is open to the
public and everyone is encouraged to
participate. Be it typical yard sale items, handcrafted
goods, works of art or anything else that
has value people are encouraged to sign
up to have a table at the fest. The only
criteria is that a minimum of 10% from
everything sold must be donated to a
charity. Individuals wishing to participate
can still reserve table space through
Plantation Realty. Plantation Realty even
has space to store your goods prior to the
event if needed. If running your own table is too much,
anyone can donate items on behalf of
the charity of their choosing. Voices for
Children, Boys & Girls Club of Citrus
County, Fundraiser for Anthony Carafa,
and Animal Services are only a few of
the charities that have already committed
to participate. The event that starts at 9:00am will
also feature local musicians performing
throughout the day. Mark Sternal, Jimmy
Brown, and Bill McKee have already
taken time slots – these musicians have
also committed to donating a portion of
their tips received to charity. Additionally there will be a 50/50 raffle
running throughout the day. While the
winner will receive the first 50 percent,
the table that the presents the best
decoration and presentation will receive
the other 50 percent for their charity. “We want people to have fun with this. The objective is for us to all clean out
our closets and garages but at the same
time be able to raise some money for the
charities we hold close to us.”, said Kristi

The Heart of Citrus: Jessie’s Place provides services for abused children

Most of the citizens of Citrus County
have heard of Jessie’s Place. Named for
sweet Jessica Lunsford, a local victim
of child abuse and murder, Jessie’s
Place provides a variety of services for
abused and neglected children. What
most people are unaware of is that
Jessie’s Place is a 501 c (3) non profit
completely dependant on local support
to operate, this means that Jessie’s
Place receives zero funding from the
county or Sheriff’s department. Seeing over five hundred new
children last year Jessie’s Place always
stays busy. “That’s five hundred new
children in addition to the children
we already have coming to therapy
on a regular basis.”, said Melissa
Bowermaster, acting Director of
Jessie’s Place. This is a volunteer
position for her. As a Victim Services
Advocate Bowermaster wears two hats
at Jessie’s Place but by talking with her
for five minutes it’s obvious to see that
she will do whatever it takes to keep
the place running. Jessie’s Place provides advocacy
services, trauma focused therapy,
case management, evidence gathering
interview, forensic medical exams, and
telemedicine services. Telemedicine
gives access to doctors and nurses
who are trained in abuse cases; they
can identify marks on a child’s body to
determine if there is a history of abuse. This service is provided by Shands and
the University of Florida. Shands and the University of Florida
provide many of the services provided
at Jessie’s Place. Partnering with
Shands, “allows Jessie’s Place access
to experts we would never be able to
afford otherwise”, said Bowermaster. Relying wholly on community
support Jessie’s Place managed to raise
$65,000 last year. Additionally many
local people and businesses support in
in-kind ways. When the center opened
in 2008, C.J. Dixon who owns the
building Jessie’s Place is located in
donated the space. Between the number of services
provided and the number of children
served, Jessie’s Place is in need of
expanding into a larger facility. Plans
are in the works to relocate to an
exisiting building in Lecanto. In the new facility there will be two
therapy rooms. “Right now we have
a waiting list for kids to enter the
trauma focused therapy program.”,
Bowermaster said. Sitting in a small

with another employee, Bowermaster

9:00pm at the Crystal River Mall,
Jessie’s Place will host the 2nd Annual
Cooking for a Cause. At this fundraiser
over a dozen of Citrus County’s
restaurants will have a variety of
food for the guests to sample. Local
celebrities will judge the food in each
category and guests will be able to vote
on the best presentation and the popular
People’s Choice category. F&S Music
from the mall and local teen band Zero
Gravity will perform. Chance auctions
for packages from local restaurants,
spas, and attractions will be available. Tickets are limited but still available
for $30.00 at Jessie’s Place in Beverly
Hills, the Citrus County Sheriff’s
Office in Inverness. Cocktail attire is
suggested for the evening. Beverly Hills has recently started a
Farmer’s Market. On the first and third
Friday’s of each month beginning at

Off the Beaten Path
There are few things in life that
can bring a smile to anyone’s face
quicker than the smell of fresh stew
on the stovetop or cobbler in the oven. For residents of Citrus County the
opportunity to get fresh vegetables,
fruits, meats and other local goods is
now available in almost every city at
some point throughout the month at
one of the farmer’s markets. In Inverness every Saturday from
9:00am to 1:00pm outside the
Inverness Government Building is the
Inverness Farmer’s Market. Started in
2010 by city officials and Leroy and
Stephanie Rooks the market has grown
and is now weekly. A large variety of
items can be purchased here. Fresh
produce from Skoors Produce as well
as other local farmers is a guarantee
each week. During various seasons
you can get fresh berries from Ferris
Groves or sweet corn from Bellamy
Farms. Fresh bread and baked goods
are available as are homemade jellies,
butters and sauces. Additionally home
crafted items are also showcased at
the Inverness Farmer’s Market – hair
bows, beaded jewelry and handmade
soaps to name a few. To sweeten the

Heritage Village holds Market Day on
the 2nd and 4th Saturdays of the month. Sometimes Market Day has art &

Miss Suwanee River Jam search comes to Citrus
The Miss Suwannee River Jam
contest is an event associated with the
Suwannee River Jam held every May
at the Spirit of the Suwannee River
Music Park located in Live Oak, FL. The Suwannee River Jam is a four day
country music concert festival, this
year performers such as Easton Corbin,
Randy Houser, and the Eli Young Band
are a few in the line-up.
While this is the fourth year for the
Miss Suwannee River Jam contest, this
is the first year the search comes to
Citrus County. On Saturday February
2, 2013, The Loft in Crystal River will
host the country casual interview-style
contest. All local women are invited to come
out and vie for one of the three spots
that will be up for grabs at The Loft. According to Tina Peavey, Marketing
Director for the Spirit of the Suwannee
River Music Park, there will be 12
contests in 12 cities leading up to the
May concert. At each contest three
finalists will be selected. Each finalist
selected will receive free tickets to the
concert and a gift basket. The weekend of the Music Jam,
May 1 – 4, 2013, there will be a
Miss Suwannee River Jam semifinals contest followed by the finals
on Saturday evening in front of the
crowds. The overall winner, who is
chosen to be Miss Suwannee River
Jam 2013, will receive over $3000 in
cash and prizes. “This is a casual interview style
pageant. Contests will be judged
on personality, appearance, and
knowledge of country music.”, said
Peavey, “Contestants are encouraged
to dress in western attire, think Daisy
Duke from the Dukes of Hazzard.”.
When asked why they were
expanding the search to Citrus County,
Peavey replied that she had done some
research on the area and it matched the
demographics and close proximity to
the music park, “I found The Loft bar
and met with the owner and manager,
their enthusiasm and excitement was a
deciding factor.”
The contest will start at 10:00pm
on Saturday February 2, 2013 at
the Loft located one block north of
the intersection of Dunnellon Road
(Hwy 488) on Citrus Avenue (Hwy
495). There is no cover charge but all
participants and attendees must be 21

The brand new Seagrass Waterfront
Restaurant and Marker 7 Tiki Bar are now
open, and while the official grand opening
isn’t until mid February it is quite obvious
this place is a success and will become a hot
local spot for a long time. There really isn’t much that can even be
said to give the beauty of the brand new
facility justice. A large inside dining room
featuring a variety of tables in varying sizes
can accommodate groups from the size of
twenty, down to small couples tables. High
ceilings, nautical décor, large windows with
riverfront views and the bustling kitchen
make up the atmosphere of the dining room. A small alcove off the dining room could
accommodate a medium sized group for a
more intimate meal or meeting. A lovely
wood bar with seats for about ten is located
inside. Over one dozen domestic, import and
craft beers are on tap. Try an Angry Orchard
Apple Cider for crisp refreshment on a hot
day. Off the main dining room is a fully enclosed
screened porch area, this was a most brilliant
design idea to be able to enjoy the waterfront
views but be able to be away from the Florida
bugs that descend during different seasons at
dusk. The porch has plenty of seating for all
size groups and also has a few televisions. Outside of the porch is truly waterfront
dining, high and low top tables all equipped
with large umbrellas to shade the sometimes
brutal Florida sun line the waterfront docking
area. Docks are available so patrons may
access the restaurant by the water. Adjacent
to the outside sitting area is a tiki bar, Marker
7, which has plans for expansion in the future. Starting on February 15, live entertainment
will take place at the Seagrass on the
weekends. Steven’s Green will be the first
act to perform.
Full liquor, wine, and the aforementioned
beers are available daily. The menu boasts
fresh seafood, large salads, an array of
appetizers, homemade soups and sandwiches
to highlight a few items on the large list. Homemade pizzas come in two sizes with
various toppings. The White Pie topped
with ricotta, fresh spinach, mushrooms and
artichokes is absolutely worth a try. The burgers that came out from the kitchen
are served on toasted rolls and topped with
beautiful green lettuce and perfectly ripe
tomatoes. All of the portions are generous
and the Seagrass does a superb job on the
presentation of the food. Once the Seagrass
has its official grand opening, the menu
offerings will expand to include pastas,
steaks, chops and fresh seafood platters. The staff at the Seagrass could not be any
more pleasant. Everyone was extremely
accommodating; the owner was seen walking
the dining room greeting guests. For doing
what most in the hospitality industry refer
to as a “soft opening”, everything was spot
on. The Seagrass will undoubtedly become a
popular dining and entertainment destination
