We invite you to attend one of Hempfield Township’s premier facilities featuring a 1/10th of a mile indoor
walking track, three multi-purpose athletic playing fields, concession stand, and lobby area.
n Membership Cards:
• Anyone attending HTAC to use the walking track, open court,
participating in Adult Pick-up Sports, or Exercise Classes MUST
have a HTAC Membership Card to enter. Cards are available at
the complex during business hours and are free to residents and
a one-time $10.00 fee for non-residents.

Registration for all programs is on a first-come, first serve basis. Sorry we do
not take registrations over the phone or accept cash payments.

Throughout the year, Hempfield Township Parks & Recreation
seeks individuals to fill part-time/seasonal positions. Below is a list
of the seasonal positions available. Please check the Employment
page on the Hempfield Township website www.hempfieldtwp.org)
for current positions available and more details on each position.

application deadlines, please check out our website. Applications
are available at the Main Office located at the Hempfield
Township Municipal Building, the Park Office located at the
Hempfield Township Park & Athletic Complex, or online.
Withdrawal & Refund Policy:
If a program is canceled due to low enrollment, or for any other reason made by
the Parks & Recreation department, you will be contacted and issued a full
household credit or refund for the program. A participant wishing to withdraw
from a program that has not been canceled by the department must provide a
written request at least one week before the scheduled start of the program. If
granted, the participant may receive a 100 % credit to be used by any member
of the household for future use or request a refund check minus a $5.00
administrative fee per participant per program. Within the week prior to the
scheduled start of a program or after a programs starts, refunds/credits will not
be given except for verified medical/hardship cases and may be prorated. If a
participant misses a class or practice on their own, no refunds will be issued.
There is no refund for special events and trips. If there is a different refund
policy for a specific event or activity, it will be listed in the program description.

The winter academy is designed to continue the
development of the youth soccer player. The program is
a one-day a week training session, Tuesday evenings,
with focus on the technical component of the game
along with individual skill. Weekly topics will include
dribbling for possession, dribbling to beat opponents, passing and receiving,
shooting, and defending and many more. These topics are chosen as they allow
players to maximize time on ball, individually. All players should bring an
appropriate size ball along with the correct shoes and shin guards.

and techniques for following and sticking to it to accomplish goals.

Hempfield Area Launches Cyber Academy
The Hempfield Area School District proudly announces the
addition of online classes. The Hempfield Area Cyber
Academy (HACA) was established in the summer of 2014
and enrollment is growing quickly. Middle and high
school students now have an opportunity to enroll in
online courses which will count toward their Hempfield
diploma. Hempfield Area faculty facilitate the courses
and provide ongoing support, while students remain
as important members of our Hempfield family!
The mission of the Hempfield Area Cyber Academy
is to provide every student with an intellectually
stimulating educational experience. We offer
students an alternative learning environment based
upon their unique needs. Each student’s courses are
carefully selected to match their needs and post-
secondary options. The program utilizes a variety of web-based
learning tools within the standards-based courses. Students
have an opportunity to select from a wide variety of required
and elective courses in order to attain the credits
necessary to graduate from the Hempfield Area School
District.
The Hempfield Area School District plans to expand
HACA in the future, offering cyber-learning opportunities to all Hempfield students. The vision of the
district is to balance both online and traditional
learning opportunities in order to provide a high-quality
“blended” learning environment.

Department of Special Education Expands
Reading Curriculum
Retired Hempfield Teachers Launch a Free
Health Care Clinic
The Hempfield Area School District Department of Special Education has
initiated several exciting changes to the reading curriculum for the 2014-2015
school year. During the spring of 2014, a Special Education reading committee
met several times to revise the reading program scope and sequence to
determine what changes could be made to ensure that special education
students were meeting specific benchmarks in the curriculum before transitioning
from elementary school to middle school, and middle school to high school. As
a result of these determinations, two additions were made to the existing reading
curriculum.
Dr. George Vollrath, retired administrator/teacher, along with his wife, Mrs. Kathy
Vollrath, retired teacher, opened a free healthcare clinic in Greensburg last
October. Majesty Care Clinic provides free health care to residents of
Westmoreland County ages 19-65 who do not have health coverage, and who
fall below 200% of the Federal Poverty Level. The clinic is totally free for
individuals who meet the criteria. Majesty Care Clinic provides primary and
chronic illness care. The clinic consists of sixty volunteers, thirty of whom are
physicians, nurse practitioners, or physician assistants. Volunteers form a staff
of individuals who are committed to the highest quality of care for patients.
Elementary special education students will now have the opportunity to
participate in the Read Well 3 program. This extension of the current Read Well
Program focuses on Common Core Standards, and continues to address individual student needs in the areas of comprehension and decoding skills. Using
differentiated instruction, teachers are able to present concepts in small,
collaborative groups. An online component of the program, called Ticket-toRead, enables students to practice concepts both in class and independently.
Majesty Care Clinic is a non-profit organization which is funded through grants,
private donations, a yearly fundraiser, and other initiatives such as Amazon

opportunity to participate in Language! Live. This research-based curriculum is
specifically designed for readers who are reading two or more years below grade
level and gives students the opportunity to participate in personalized, adaptive
online learning with teacher-directed instruction.

Elementary School, has been named
Pennsylvania School Counselor of the Year
by the Pennsylvania School Counseling
Association (PSCA). This recognition
honors professional school counselors who have made significant contributions
to their students, their programs, and the profession. Individual counselors are
recognized at three levels: elementary, middle/junior high, and high school. The
awards will be presented at the annual PSCA conference recognition dinner at
Seven Springs on December 5. This award also qualifies Mrs. Maloney as a
candidate for the American School Counselor of the Year Award which will be
announced in 2015. Our heartfelt congratulations go out to Mrs. Maloney!

education (CTE). To that end, many parents are aware that there are
approximately 500 school districts in the Commonwealth, but if asked how
many Career and Technology Centers (CTC’s) they may not be able to hazard

Central Westmoreland Career and Technology Center (CWCTC) serves the
students and families of the Hempfield Area School District, as well as eight
other consortium member school districts. Our school has started the year
with renewed interest in many of our programs that has been spurred on by
an economic revitalization within technical career pathways. Some of the
interest is focused through new job opportunities being offered by companies
seeking viable energy resources in deep shale exploration in the Keystone
State, as well as a revival of manufacturing, construction, transportation, and
service industries. Additionally, new research studies have demonstrated that
students significantly benefit from CTE. Students gain valuable knowledge
and skills that prepare them as they move on to post-secondary pursuits after
graduation or directly into the job market, or into military service.
The Hempfield Area School District has closely collaborated with CWCTC to
have interested students in grades ten through twelve make program

receptions occurred across the district. It was extremely moving to witness the
reactions of the veterans as the students paid tribute to their heroes. Our
students expressed their gratitude and appreciation, and the veterans beamed
with pride as many of their children and grandchildren thanked them for their
service to our country. Thank you to everyone who put so much planning and
effort into making the Veteran’s Day activities so special.

Each school district is responsible for issuing work permits to all minors
(individuals under 18 years of age) who reside in the district including those
who attend non-public schools, cyber charter schools, or are participating in
a home education program. Hempfield Area students can pick up the Application for Work Permit in the grade level or main office of the High School or

Resources>School Forms. A physical is NOT required for Work Permits,
and the parent/guardian DOES NOT have to sign the application in person.
Completed applications are brought to the main office by the student and the
official Work Permit is issued (blue card). As proof of age, students must

baptismal certificate, or a valid passport.
We are proud to recognize four Hempfield Area School District seniors who have
received athletic scholarships as they continue their education at the college

Honor Society, and Spartan Army. These groups will help keep the chain
reaction going throughout our school district all year long. Over 120 high school
students attended a meeting of the United Spartans shortly after the presentation. The students of Hempfield are energetic, caring, excited, and eager to
help. They are bubbling over with enthusiasm and creative ideas for wonderful
activities at all Hempfield Area Schools, as well as throughout the community.

Recently several juniors and sophomores at Hempfield Area High School were
trained in the peer mediation process by Mr. Vezendy, Mrs. Conte and Mrs.
Welty. They now join an existing team with a great record of resolving conflicts.
Peer mediation is an opportunity for two students with a dispute to sit face to
face, with a trained peer, and talk without interruption so that each side is heard.
The goal is to define the problem, create and evaluate solutions, and sign an
agreement which satisfies both disputants. The disputes can be issues regarding

Science National Honor Society Inductions
Beginning with the 2014-2015 school year, Hempfield Area High School has
established a chapter of the Science National Honor Society. The first induction
ceremony was held on Thursday October 30, 2014, in which seventy-six
members were inducted.

Seniors Recognized for Outstanding Academic
Performance
Hempfield Area High School is pleased to announce the following scholastically
talented seniors who were recognized in the 2015 National Merit Scholarship
Program. Of 1.5 million students taking the 2013 PSAT qualifying exam, semifinalists placed in the top 1% and commended students placed in the top 5%.
These semifinalists now have the opportunity to continue in the competition
next spring for 7,600 National Merit Scholarships worth approximately $33
million. Congratulations to these students on their accomplishments and
educational excellence, and best wishes as they continue their future pursuit
of academic success.

Cheerleaders Walk for the Heart
Each year the varsity cheerleading squad participates
in the American Heart Association (AHA) Heart Walk
held at the Kennametal Fitness Trail in Latrobe. We
are proud to announce that the squad raised $175.00
this year to donate to AHA. The girls also participate
by cheering and encouraging the other walkers as
they walk their three (3) laps. This is definitely
a worthwhile cause and we applaud them for their
community service.

School Leadership Conference
Student Council Officers, Aubree Halusic and Moira O’Shea represented
Hempfield Area School District at the Pennsylvania School Board Association
(PSBA) School Leadership Conference in October. The Student Delegate
Program is a unique statewide, hands-on, civics-based educational conference held annually in Harrisburg. The students learn about local governance
and experience first-hand the democratic process involved in operating a
school board meeting. The girls attended hot topic sessions on School Safety,
Bring your own Device, School Nutrition, and Bullying to see how other
schools across Pennsylvania are handling these issues. They also had the
opportunity to hear Tierney Cahill who ran for Congress on a challenge from
her students, and Nico Mele, a Harvard professor who spoke about the
upheaval in society being caused by the Internet. The PSBA program is for
students, created by students, and driven by the students themselves.

Middle School Bands Perform at the Festival
On Saturday September 13, 2014, eighth grade band students from Harrold,
Wendover, and West Hempfield Middle Schools took the field at Spartan
Stadium and played alongside the high school marching band in a performance
at the annual Hempfield High School Band Festival. This gave the students a
sampling of the marching band experience before they hit the field next year!
The high school marching band is under the direction of Brian Tychinski. Middle
School band directors are Elinor Kurtiak (Harrold), Dan Lindey (Wendover), and
Denny Doran (West Hempfield).

Art Classes at Harrold
Mrs. Suzanne Blady’s eighth grade art students started their school year by
working on Self-E drawings. Self-E refers to the study of student self-expression,
self-exploration, and self-endorsement. Students had fun using digital cameras
to take a “selfie” which was printed on a color printer, and then drawn using a
grid on larger paper. Students could bring their drawings to life by using any art
media available. Several of the “selfies” were chosen to be displayed at the
Westmoreland Museum of American Art in November and December.

On October 10, 2014, the
West Hempfield Middle
School eighth grade social
studies department organized their annual class trip to
historic Hanna’s Town.
While on the field trip,
students participated in
colonial style dancing, made
apple cider, and watched
unique demonstrations from a blacksmith. The trip also gave students a chance
to experience colonial judicial procedures and listen to a Pennsylvania Woodland
Indian and colonial trapper and trader. It was a day where the students were
immersed in the colonial experience, but also could reflect on how it has
influenced our present day.

On Friday October 10, 2014, Harrold Band
members sponsored the annual “Black and
Gold Tailgate Dance” where students came
dressed to show support for their favorite
Pittsburgh sports teams. The concession
menu featured traditional Pittsburgh tailgating
food, the gym was open for sports games,
and music was provided by their own Harrold
teacher, Mrs. Danielle Ali. This event was
made possible with the help of many Harrold
band parents and band director, Mrs. Elinor
Kurtiak.

West Hempfield Middle and Elementary Schools Sweep Five of Top Ten Places
in Math Contest
Forty-nine Westmoreland County classrooms competed virtually in the annual Fall Sumdog Math Contest. 938 students participated in
the contest and are looking forward to the February contest to compete once again.
l Fifth grade students at West Hempfield Elementary in Mr. Bagiatis’s math class earned 1st place by a wide margin with an
average of 705 questions answered per student. They were rewarded with a premium full access subscription to all Sumdog
games and activities for the entire class.
l 2nd place was secured by Mrs. Hoge’s fourth grade math class, also at West Hempfield Elementary, with an average of
486 questions.
l West Hempfield Middle School was well represented in Mrs. Flock’s math classes who secured 5th, 10th, 16th,
and 18th place.
l Abby DiFlorio, a fifth grader at West Hempfield Elementary, answered the most questions correctly,
followed by John O’Connell of West Hempfield Middle at 2nd place.
l West Hempfield Middle School students Zachary Iezzi placed 6th, Zain Zahir took 8th, and
Tori Mauro finished in 10th place to round out the top ten.

History classes participated in
Mummy Week where they worked
on activities focusing on Ancient
Egypt. One of the activities had
them “mummify” hot dogs and
apples creating “Neferweenies”
and “HapsheMacintoshes.” Once
mummification was complete, in
roughly 40 days, they unveiled and
weighed the result noting the color,
size and weight to see if they were
actually able to achieve dehydration using the natron that was
made in class. A celebration of
food completed the activity as students enjoyed "Neferweenie"
Roast, hot dogs with sauerkraut,
and other feast offerings for lunch.
After two years of teaching and learning around dust, noise, and contractors,
Wendover Middle School was proud to show off their newly renovated school
to the public at their Rededication Ceremony held on Monday, October 27, 2014.
Students, teachers, parents, administrators, school board members, and many
former Wendover staff members gathered in the beautiful state-of-the-art auditorium to hear opening remarks from Principal, Deanna Mikesic. Other speakers
included Dr. Barbara Marin (Superintendent), Dr. Mark Gross (Assistant Superintendent for Secondary Education), executives from The Foreman Group who
were the architect and construction managers for the project, as well as former
student council officers from the past three years. The current student council
officers presided over the presentation with performances from the Wendover
band and choirs. The evening concluded with tours through the building.

Lisa Socrates and Tanya Steeber, reading teachers at West Hempfield Middle
School, presented a breakout session at the 18th Annual University of Pittsburgh
at Greensburg Children’s Literature Conference. Keynote speakers were author
and illustrator, John Rocco (Blackout, Wolf! Wolf!, and Moonpowder), and author
Steve Sheinkin (Bomb, The Notorious Benedict Arnold, and Lincoln’s Grave
Robbers). Mrs. Socrates and Mrs. Steeber presented a variety of novel projects
that focused on the common core standards that could be adapted to fit any
novel and any academic ability of students. Educators from across Westmoreland and Allegheny Counties were engaged in an hour long presentation and
took hands-on materials back to their home schools that could be used to enhance their curriculum.
The Great AR Reading Race
“Reading is the cornerstone of all learning,” believe Mrs. Sige and Mrs. Hays,
teachers at Harrold Middle School. Mrs. Sige, reading teacher, and Mrs. Hays,
school librarian, kicked off a new reading incentive program, “The Great AR
Reading Race,” designed to encourage students to read. They have a large
bulletin board in the foyer that displays and recognizes the progress of each top
achieving boy and girl in each grade level. Top performing readers will be
honored and rewarded each nine weeks.
The first nine week’s reading winners are: 1. Michael Jones (247.9 AR points,
8th), 2. Brianna Savage (203.8 AR points, 8th), 3. Madison Sano (175.6 AR
points, 7th), 4. Christopher Venzin (165.8 AR points, 7th), 5. Daisy Armstrong
(114.6 AR points, 6th), and 6. David Roman (75 AR points, 6th).
Mrs. Sige and Mrs. Hays are very proud of all of the readers and are looking
forward to announcing the reading winners for the next nine weeks. Ready, set,
read runners!!
Autistic Support Class Serves Senior
Citizens Lunch
Once a month, Miss Purkiss’ Autistic Support Classroom at Harrold Middle
School travels to New Stanton Methodist Church to serve 50-60 senior citizens
lunch. The students learn vocational tasks and job readiness skills by decorating
the church hall, setting the tables, and cleaning the entire hall once the event is
complete. They engage with the seniors to serve the guests drinks and desserts
while practicing their socialization skills. Prior to the luncheon, the students also
prepare enough dessert to feed the attending seniors and also the individuals
at a local nursing home.

Maxwell Teachers Rally Together for Mrs. Bupp
The Brown Bag Club
On the first In-Service Day of the school year, teachers rallied around Mrs.
Gail Bupp, an elementary HEP Teacher, and dyed blue streaks in their hair
as a sign of solidarity for their colleague and friend who is currently battling
multiple myeloma. Maxwell Elementary has dedicated this year’s Relay for
Life team in her honor as they "Giddy Up for Bupp" and give cancer the boot.
Students in Mrs. Hunter and Mrs. Vojnik’s first grade classrooms at Stanwood
Elementary teamed up to take part in an optional book club called The Brown
Bag Club. Students bought or borrowed their own copy of Don’t Let the
Pigeon Drive the Bus by Mo Willems. Then, the students who chose to
participate, were given a brown bag filled with their new book and a themed
activity. The Brown Bag Club met in their classrooms during lunchtime and
enthusiastically did some fun-filled pigeon activities. The students are
anxiously awaiting the next Brown Bag Club, which will feature Alexander
and the Terrible, Horrible, No Good, Very Bad Day.
Maxwell Elementary Focus on School Safety
Like many other school districts in Pennsylvania and across the nation, Hempfield Area School District has placed an emphasis on school safety. District
teachers and administrators have participated in several trainings with regional
emergency management agencies on ways to improve school safety. At the
PTO meeting on September 17, Mrs. Mancini, School Principal, and Lt. Shaw
from the Pennsylvania State Police, held a presentation for parents to provide
updated information to them on school safety. Parents want to know that when
they send their children to school, we are doing everything we can to keep them
safe. The presentation focused on what the district is doing to improve school
safety, what we have learned, areas that need improvement, what we have done
to improve school safety thus far, and plans for continual improvements in the
future. The parents appreciated the district’s efforts to provide a safer school
environment and welcomed the opportunity to dialogue with Mrs. Mancini and
Lt. Shaw.
Building Self-E(steem) Through Collaboration
As part of a special exhibit at the Westmoreland Museum of American Art, fifth grade
students at Fort Allen Elementary created a
Self-E project. Focusing on Self-E(steem),
students first worked with Ms. Ryan,
Guidance Counselor, on a self-esteem building activity where students wrote positive
comments about themselves and others. The
students then used those positive comments
to create a word cloud with their technology
teacher, Mrs. Methven. As a culminating
project, the students created a collage Self-E
in art class with their art teacher, Ms. Sheetz,
that incorporated their “selfie” photograph and
their word clouds from technology class.
Leveled Literacy Intervention (LLI)
A new intervention program was selected for use with elementary children who
are experiencing difficulty learning early reading and writing skills. Leveled
Literacy Intervention (LLI) is a short-term, intensive, small-group intervention
designed to accelerate the children’s progress in order to bring their skills up
to grade level. Children are provided instruction daily in reading and writing
activities that focus on phonics, fluency, and comprehension. The reading
support teachers participated in professional development in relation to the implementation of this program and are using this knowledge to promote
successful readers and writers in our elementary schools.

Mining American Artwork at Stanwood
Pumpkin Book Reports
Several Stanwood Elementary students, under the direction of art teacher,
Dr. Wendy Milne, recently helped to re-create a painting from the Westmoreland
Museum of American Art. The re-creation of “Mining America” was incorporated
into a putt-putt golf hole featured at the museum’s Family Day in November.
Community members were able to enjoy a round of golf while supporting the
museum’s education department.
The first graders at Stanwood Elementary were learning about characters in a
story. Students picked their favorite fiction book, wrote a short book report, then
transformed a pumpkin into their favorite character from their book. The first
grade hallway was lined with their pumpkins and all of the first graders paraded
past them to spark an interest for other books that they might want to read in
the future! The students have received many compliments on all of their hard
work and creativity!

Property taxes that Hempfield residents pay each year go to support three
separate government entities; Hempfield Area School District, Westmoreland County and Hempfield Township. e total millage rate residents
paid in 2014 was 95.61 mills. A total of 71.62 mills was assessed by the
school district, 20.99 mills by the county, and only 3 by the township.

A house with an assessed value of $50,000 would have an average total

The Department of Public Works reminds the traveling public of the

With the average collection of only $150 from home owners per year, we
are able to maintain and salt 300 miles of roadway, numerous storm water
retention ponds, storm water pipes, operate our recreation programs, and
maintain our parks.
If you are not aware, every red light intersection has a painted stop
bar line on the ground, and usually a sign that states “Stop Here on
Red”, with an arrow pointing toward the ground.

While the danger from winter weather varies across the country, nearly

The National Weather Service refers to winter storms as the “Deceptive
Killers” because most deaths are indirectly related to the storm. Instead,
people die in traffic accidents on icy roads and of hypothermia from
prolonged exposure to cold. About 70% of winter deaths related to snow
and ice occur in automobiles. Travel by car in daylight, don’t travel alone,
keep others notified of your schedule and stay on main roads – avoid backroad short cuts. It is important to be prepared for winter weather before it

Snow Removal Season
The snow removal season will soon be upon us. The top priority of Hempfield Township is maintaining clear and safe roads throughout the Township
during the snow removal season. However, our Public Works Department personnel cannot perform this service successfully without your assistance.
Please take the time to review our tips for the snow season. Your cooperation and understanding will be greatly appreciated.
Motorist and Residential Tips During the Snow Season
The snow removal season will soon be upon us. The top priority of
Hempfield Township is maintaining clear and safe roads throughout the
Township during the snow removal season. However, our Public Works
Department personnel cannot perform this service successfully without
your assistance. Please take the time to review our tips for the snow
season. Your cooperation and understanding will be greatly appreciated.
n When following a salt truck, keep a safe distance, expect trucks to
make sudden stops or turns while in the snow removal operation.
n The priority of which streets are plowed and salted are based on main
emergency vehicle routes, main arteries, school bus routes, etc.
n If a storm is anticipated, remove vehicles from the roadside shoulders.
This allows plows to clear the area the first time through, making return
trips unnecessary. Vehicles parked on the streets during snow
removal, when they have a driveway available, could be ticketed under
Section 63-5 of the Township Code which states, “No motor vehicle
shall be parked on any public or private roadway in such a manner as
to interfere with pedestrian or vehicular traffic lawfully using public or
private roadway or in such a way to interfere with the necessary public
services”. This INCLUDES SNOW REMOVAL.
Motorist and Residential Tips During the Snow Season
n Do not drive unnecessarily in a storm, especially during severe
snowstorms and freezing rains.
n Avoid calling municipal offices during a storm except in an emergency.
Personnel are extremely busy dealing with storm conditions. It is best
to keep telephone lines clear for emergencies.
n If possible, wait until the road has been plowed before cleaning out the
end of your driveway. There is no practical way to plow the road
without depositing snow into your driveway. DO NOT throw snow
back onto roadway.
n Roadway Encroachment, Obstruction, or Interference is
prohibited under Article B, 2, Section 63-5 of the Hempfield
Township Code. Basketball hoops or vehicles encroaching on
the roadway during snow removal season will be cited.
No basketball hoop, motor vehicle, whether or not registered, shall be
parked or kept stored on any property, public or private roadway in
such a manner as to interfere with pedestrian or vehicular traffic
lawfully using public or private roadway or in such way to interfere with
necessary public services INCLUDING EMERGENCY SERVICES
AND SNOW REMOVAL. Penalties include a fine of $50.
n Help reduce the possibility of a broken mailbox post. Plow operators
are urged to take precautions to avoid hitting mailbox posts.
Experience has shown that reduced visibility during a storm makes it
difficult for a driver to see a post in time to avoid striking it or pushing it
over with plowed snow. Any installation within the right-of-way,
including a mailbox, is placed there at the owner’s risk. Therefore,
owners are encouraged to install mailboxes at the maximum usable
distance from the edge of the roadway. Posts should also be checked
for deterioration to reduce the possibility that the weight of the plowed
snow may simply break the post. The Township does not reimburse
or replace mailboxes damaged during the course of routine snow
removal.
n Do not shovel snow into the road or have your driveway plowed into
the road. This can cause a serious traffic hazard. If possible, it is
best to place snow on the side of your driveway opposite the
direction the plow is traveling. By implementing this technique, the
plow will carry snow away from your driveway rather than back into
it. Ordinance No. 83-50 permits code officers to fine people up to
$50 who place snow onto a Township road which creates a safety
hazard.
n Be sure your car is properly equipped for winter driving (snow or
multi-season tires, good wiper blades, etc.).
n Under the Pennsylvania State Motor Vehicle Code snow mobiles
are not permitted to operate on public roadways.

deliveries, particularly of fuel, please make sure that your fuel needs
are taken care of before the worst weather of winter occurs.

Township Prepares
for Up-Coming
Winter Season
Pre-Treating -- Pre-treating roadways is a strategy used in anticipation
of a winter storm. Salt brine will begin working as soon as the first snow
flake falls and will delay the accumulation of snow and ice on the
pavement.
As the Township prepares for the
up-coming winter season, residents
will notice some new equipment and techniques to battle old man winter:
The Township will be using new techniques as a pro-active, anti-icing
program. Anti-icing is a simple process of using salt brine (rock salt
dissolved in water) to control snow and ice on the roads.
Pre-Wetting -- Once the snow storm is in progress, salt brine is directly
sprayed onto the rock salt, as it is being applied by the salt spreader.
This accelerates the melting of snow and ice, and helps the salt stay on
the road instead of bouncing off the roadway.
The benefits of this equipment is:
n Materials readily adhere to the roadway, instead of bouncing off
the roadway;
n Materials begin dissolving the snow faster;
n Quicker melting process of snow, which means better service
to the public.
Residents will notice:
n Anti-icing materials will be sprayed onto the road before a snow
storm (known as pre-treating);
n Anti-icing materials will be sprayed onto the salt as it is being
applied to the road (known as pre-wetting);

privilege and local services taxes.Consider taking advantage of Keystone’s
INTERNET tax filing system for Hempfield individuals. Keystone’s e-File
system offers a secure, user-friendly interface to fill and pay your taxes
on-line.
Jim Regola, Hempfield Township Tax Collector for property taxes, reminds
all Township residents that the penalty period to pay your 2014 County,
Township and School property tax ends December 31st, 2014.

Tax Collector for

IMPORTANT CHANGE:
Effective January 1st, 2015, all County, Township and School tax statements
will be mailed directly to the homeowner. If you have a mortgage company,
you will need to forward the tax statement to your mortgage company. This
change in office procedure is due to recent legislation signed by Governor
Tom Corbett on October 22, 2014 (HB1590). If you do not receive your 2015
County and Township tax statement the first week of March, please call our
office at 724-837-8437.
If you had a 911 address change and you had an escrow set up with your
mortgage company and you have not recently given the Westmoreland
County Tax Mapping your current address, you need to contact them at
724-830-3415 so that the Court House has your most current mailing
address listed on your tax statements.

As you already know, state law mandated in Act 32 that one earned
income tax collector per county shall be established. Westmoreland
County’s earned income tax collector is Berkheimer Tax Administrator.
Holiday Schedule
HOLIDAY SCHEDULE - There is no trash collection on Christmas
Day, and New Year's Day, Pick up will be delayed one day if the above
official holiday is on a Monday through Friday. If the holiday falls on a
Saturday or Sunday, there is no change in service day for that week.
There are several important points to note:
• This is for earned income tax only
• Keystone Collections will continue to be the collector for
Business Privilege, Per Capita, and Local Services Taxes (LST)
• Jim Regola will continue to collect property taxes
2015 Garbage Invoices
Quarterly charge for refuse service will be increasing from $39.15
to $40.14. This is a monthly rate change from $13.05 to $13.38.

Baltzer Meyer Historical Society
Baltzer Meyer Historical Society, (BMHS) is a non-profit organization
established in 1995.
The main level of the center stores our growing archives from the past.
A project started last year to catalog the society’s entire archives and
collections. Future plans include digitalizing the collection which will be an
ongoing undertaking.
Our purpose is the study, preservation and sharing of the records of the
settlements of Westmoreland County. Our interest is about the lives and
families of those who have made Westmoreland County their home. We
are dedicated to preserving the local history and educating others about
this part of the country.

BMHS provides the following services to the community:
School classes at the schoolhouse. During April and May, the third-grade
classes in the school district's six elementary schools will spend a full-day
at the schoolhouse. Students are taught in the 1880’s style of schooling.
This program is in its seventh year. In addition, the schoolhouse has been
host to two wedding ceremonies.

Westmoreland Archaeological Society is housed at BMHS. A traditional PA
German Dinner is served each May and November. Publish a quarterly
newsletter filled with photos and facts.

Small Business Recycling Program
Westmoreland Cleanways Recycling Center
A new program is now available to help small businesses comply with
Hempfield Township’s Commercial Recycling
Ordinance (and PA law), which requires all
businesses to recycle paper, cardboard,
aluminum cans and leaf waste. All grades of
paper, including cardboard, can be taken to the
Westmoreland Cleanways Recycling Center
during the Center’s regular hours. A limited
number of 22-gallon office recycling bins are
also available for loan to help set up your program. Email Ellen at ekeefe@westmoreland

Visit the Westmoreland Cleanways Recycling Center (approximately 4.5
miles past Westmoreland Mall) to drop off items
such as Electronics, Cardboard/Paper, Tires
and Freon Appliances. The Center is open 3
days a week and 1 Saturday a month.

Recycling Act (CDRA) all televisions,
computers and anything directly connected to
a computer system are officially banned from

public health concerns of medication disposal and safety concerns of
drug abuse.

Single Stream Recycling
According to ACT 101 (Pennsylvania's Municipal Waste Planning,
Recycling, and Waste Reduction Act) all PA municipalities with more
than 5,000 residents and more than 300 persons per square mile
ARE required to recycle. In Hempfield, complying with this Act is easy.
Hempfield residents have access to curbside single stream recycling.
With this program ALL recyclables are combined into ONE recycling
container. It is no longer necessary to sort recyclables into a variety
of bins, sorting now takes place at a Material’s Recovery Facility.
