INDUSTRY NEWS (Irving, TX) – JP Energy Development, an affiliate of JP Energy Partners, has signed a 15-year
agreement with Tug Hill Operating to transport crude oil
from south-central Kansas to Cushing, Okla., via the Kansas
Express, a new interstate crude oil pipeline. Tug Hill Operating, focused primarily on the Mississippian Lime play in
Kansas, will dedicate 600,000 acres to JP Energy Development to move oil to market. The Kansas Express will be the
second pipeline in the Mississippian Lime play for JP Energy Development. The new pipeline will have capacity to
take on additional producers.
“This is a significant development for oil producers in northern Oklahoma and Kansas who will have additional means
to move their product to market quickly and efficiently,”
stated J. Patrick Barley, president and chief executive officer, JP Energy Partners. “JP Energy Development can now
expand our presence in the Mississippian Lime play in partnership with Tug Hill Operating, whose management and
owners have an extremely successful track record of developing oil and gas assets in the U.S.”
The new Kansas Express pipeline moves crude oil to Cushing. Existing crude pipeline infrastructure in Kansas does not
accommodate near or long-term oil production from the Mississippian Lime play to Oklahoma without extensive trucking.
“The new pipeline provides Tug Hill Operating access to the
Cushing market and limits the number of trucks on Kansas
roads,” stated Michael Radler, president and chief executive
officer, Tug Hill Operating. “JP Energy Development has a
proven track record of reliable service and a focus on customers that is attractive to Tug Hill Operating. They are our
preferred pipeline company, and we hope other Kansas producers will find opportunities to use them as well.”
JP Energy Development plans to commence an open season
in the coming weeks seeking additional producer commitments, with a plan to begin construction on the first phase of
the Kansas Express in the first quarter of this year. The final
design capacity of the pipeline will be determined after the
completion of the open-season process for all prospective
shippers in Kansas. Initially, the Kansas Express pipeline is
expected to be approximately 12 inches in diameter and is
expected to be in service by January 2014. Future phases of
the project are expected to extend the pipeline north to Gove
County, Kan. and east to Kingman County, Kan.

The Rockaway Delivery Lateral Project is designed to provide
approximately 647,000 dekatherms per day of natural gas delivery capacity to National Grid's gas distribution system in
Brooklyn and Queens, New York, providing National Grid
with both supply flexibility and increased capacity to meet
future incremental demand growth. The project is proposed to
be placed into service during the second half of 2014.
"The project would create an additional delivery point from
the existing Transco system into National Grid's distribution
network, enhancing service reliability and serving growth in
the region," said Frank Ferazzi, vice president and general
manager of Williams Partners' Transco pipeline. "This project
is critical to provide the additional natural gas supplies New
York City needs, particularly as it strives to meet federal environmental standards and its own ambitious clean energy goals
identified in its PlaNYC 2030."
The proposed 3.2-mile 26-inch lateral would consist of approximately 2.9 miles of offshore pipeline and approximately
0.3 miles of onshore pipeline. The preferred route avoids residential, commercial and sensitive environmental areas. The
sea to shore portion of the pipeline (approximately one mile)
would be constructed using subsurface directional drilling
technology, allowing Williams to avoid all impacts to the
beach and near-shore areas, as well as onshore portions of
Jacob Riis Park.
If approved by FERC, construction could begin in late 2013.
The capital cost of the project is estimated to be $182 million.
INDUSTRY NEWS (Houston, TX) – Enterprise Products
Partners L.P. affiliate Panola Pipeline Company, LLC
(“Panola”) announced recently the start of a binding open season to seek shipper support for a proposed expansion of the
Carthage to Lufkin segment of its natural gas liquids (“NGL”)
pipeline system. The Panola Pipeline is a 181-mile pipeline
that originates near Carthage in Panola County, Texas and
supports the Haynesville and Cotton Valley oil and gas production areas. The pipeline extends to destination points at
Mont Belvieu in Chambers County, Texas, enabling shippers
to access the world’s largest NGL fractionation complex, including facilities owned and operated by Enterprise.
Depending on shipper response to the open season, the Panola
expansion project will be designed to accommodate approximately 15,000 barrels per day (“BPD”) of incremental capacity. Achieving the additional capacity would involve installing
pumps and related equipment. The additional capacity would
be available mid to late second quarter of 2013.
