HPD Assists with IUCN World Conservation Congress

Center
Earlier this month, the Honolulu Police Department (HPD) assisted
with security and traffic management for the International Union
for Conservation of Nature (IUCN) World Conservation Congress
(WCC). The 10-day conference was held at the Neal Blaisdell
Center and Hawaii Convention Center. The WCC brought together
more than 8,000 delegates from 184 countries to discuss the most
challenging issues for conservation.
“[HPD's] primary role was to develop and implement a health and
security plan for the IUCN WCC. We worked with other city
departments and state and federal agencies,” said Clayton Kau,
Assistant Chief of the Special Field Operations Bureau.

The HPD had approximately six months to prepare for the large
event. During the conference, the HPD utilized its Special Devices
Unit, Civil Affairs Unit, Escort Teams, Bicycle Unit, Rapid
Deployment Force, and the Special Enforcement Response Team.
While no major protests or rallies took place during the
conference, HPD officers were ready and standing by to assist.

Thirty-four police officers and six civilian employees are moving up the
ranks in the HPD. In September, they were honored during a recognition
ceremony at the Ala Moana Beach Park’s McCoy Pavilion Auditorium.
Promoted to the rank of major is Ryan Nishibun. He is a 27-year veteran
and will command the Human Resources Division. His earlier
assignments were in District 1 (Central Honolulu), District 5 (Kalihi), and
the Traffic Division. Immediately prior to his promotion, he was the
executive officer for the Human Resources Division.
Promoted to the rank of captain are Stephen Silva Jr. and Roland Turner.
Silva, a 24-year veteran, was a lieutenant in District 1 and will be
assigned to District 5. Turner, who has 19 years of experience, was a
lieutenant in District 5 and will go to the Finance Division.

HPC Says Aloha to Hamada, Welcomes Sheehan
After eight years of service, the Honolulu Police
Commission (HPC) recently bid farewell to Police
Commissioner Helen Hamada.
Hamada is a graphic/media designer at Kapiolani
Community College. She was appointed to the Police
Commission in June 2008 and reappointed in June
2010. Hamada dedicated a significant amount of
time to her duties as a commissioner and made every
effort to represent the commission at HPD events,
including graduation, promotion, and award
ceremonies. Hamada was also instrumental in
establishing the Hawaii Law Enforcement Memorial.
In August, Mayor Kirk Caldwell appointed Loretta Ann
Sheehan to replace Hamada. Sheehan is an attorney
in civil practice at Davis Levin Livingston and serves
on the Board of Advisors for the Domestic Violence
Action Center. She will serve a term set to expire on
December 31, 2019.

Commission meetings are open to the public and held at
2 p.m. on the first and third Wednesday of each month on
the first floor in Conference Room A at the HPD Alapai
Headquarters (801 South Beretania Street).
‘Coffee with a Cop’ Reaching Communities Island Wide
The HPD continues to expand its Coffee with a Cop program. Since
debuting on Oahu in April of this year, the HPD has hosted more than 20
Coffee with a Cop events.

The public is invited to bring up their concerns and talk with HPD officers
in an open and informal setting. The goal is for officers to interact more
effectively with the community they protect and serve every day.
Coffee with a Cop was founded by the Hawthorne Police Department
(California) in 2011 and has spread to all 50 states and other countries.

HPD officers participated in two events honoring those who
lost their lives in the 9/11 terror attacks. On September 11,
officers and other first responders took part in the Mayor’s
Remembrance Walk, which started at the Alapai
headquarters, continued to the Honolulu Fire Department
headquarters, and ended at Honolulu Hale. On September
12, a remembrance ceremony was held at Tamarind Park at
Bishop Square.

The Man Behind the Lens
HPD Spotlight: Duane Ikeda
If you’ve ever attended an HPD-related event, chances are you’ve
seen Duane Ikeda mingling in the crowd. He’s the official HPD
photographer and assigned to the Office of the Chief.
“My favorite part of the job is meeting new people and bringing joy to
others with a single photograph,” said Ikeda.
Ikeda joined the HPD in 1996 as photo technician. Prior to that, he
was a photographer and dark room technician with Hawaii public
television for more than six years. He took over the HPD photography
duties after Sergeant Robert Rawlins retired about a decade ago.

Ikeda believes his role is to help “capture the moment” and record
history for the department. “When you see me at events, don’t hesitate to call me over if you want
a picture,” Ikeda said. “Even if you’re not part of the promotion or award ceremony, I will be glad to
come over and take a photo.”
Ikeda is also in charge of arranging and maintaining the photos featured on the HPD Ohana Wall
located on level B-1 of the Alapai headquarters. When he’s not working, Ikeda is usually with his
daughter who is active in basketball, cross-country, track, and the Girls Scouts. He also enjoys
watching movies and listening to music in his spare time.
District 1 Recognizes Citizens Patrol Members
In August, the District 1 Community Policing Team (CPT) hosted
its second annual Citizens Patrol Appreciation Day. The event
started with a rally in Chinatown, and special guests included
U.S. Attorney Florence Nakakuni, and representatives from
Weed and Seed Hawaii and Walk Wise Hawaii.
A total of 75 Citizens Patrol members participated in the walk,
Officer Kirsten Gurney at the Citizens Patrol walk
which started a Smith-Beretania Park, continued through
Pauahi and River Streets, and ended at the HawaiiUSA Federal Credit Union near Aala Street. After
the walk, members were recognized and thanked for their continued efforts in making Honolulu a
safer place to live, work, and play.
“By patrolling their community on a regular basis, they’ve become more familiar with the area and
are better able to recognize suspicious activity and notify HPD,” said District 1 CPT Sergeant Deric
Valoroso. “They’ve become the eyes and ears for HPD, which is a valuable tool to deter criminal
activity and crimes.”

The HPD has received an outpouring of love and support from the community following the fatal
police shootings in Dallas and Baton Rouge in July. Shortly after the incidents, members of New
Hope Christian Fellowship presented the HPD with three poster-sized thank you cards. A few days
later, employees from Wal-Mart Keeaumoku visited the Alapai headquarters and Chinatown
substation to express their gratitude and support for HPD officers. The HPD appreciates these and
other heart-filled gestures from the community.
Sergeant Tong is HSLEOA Police Officer of the Year
Sergeant Barry Tong was named the 2016 Honolulu
Police Officer of the Year by the Hawaii State Law
Enforcement Officials Association. The 31-year veteran
is assigned to the Central Receiving Division (CRD) and
is known for ingenuity and initiative. “[He] goes above
and beyond with little or no supervision,” said CRD

named the HPD 2016 Sergeant of the Year and 2016 Police Officer of the Year.
HPD Seeking Applicants for Citizens Police Academy
The HPD is accepting applications for its Citizens Police
Academy (CPA). The 11-week program was created to
promote understanding and public-police interaction by
educating citizens about HPD policies and operations, the
criminal justice system, and ways to prevent and reduce
crime. Application forms are available on our website.

HPD Explorers Take Part in Stream Clean-Up

Fifteen young adults of the Honolulu Police
Department's Law Enforcement Explorers Program
recently participated in a stream clean-up at the
Liliuokalani Botanical Gardens. The Explorers
cleared out debris in Nuuanu Stream following
Tropical Storm Darby. They also collected a
truckload of trash, including bicycle frames, plastic
and metal items, car parts, and electronics.
The Explorers program is for young adults between
the ages of 14 and 20 who may be interested in a
career in law enforcement. For more information on

PAL Launches Rugby Pilot Program
The HPD’s Police Activities League (PAL) launched its first-ever youth rugby
pilot program in September. The league will use a non-contact format with
modified rules to promote safety for young athletes. As with other PAL
sports, the program's emphasis will be on building character and having fun.
Girls and boys ages 5 to 10 and of all skill levels can still sign up for the season,
which runs through November.
Sergeant David Kauahi has been in the PAL Unit for seven years. During that
time, he has seen the positive impact of PAL. “The PAL is one of the few units
in the Honolulu Police Department that practices proactive law enforcement. This is a very valuable
tool for the future of our communities,” said Kauahi. “Studies have proven that those involved in
sports and other activities are less likely to conduct criminal activity, more likely to be socially
adjusted, and have better academic progress.”

In July, the District 6 Community Policing Team partnered with
the Waikiki Community Center to host its first-ever Senior
Health and Safety Fair. The event was held at the Waikiki

The Honolulu Police Relief Association (HPRA) Annual General Membership meeting will be held on
Wednesday, November 16, at the Saint Louis Alumni Association Clubhouse from 4:30 p.m. to 7 p.m.
RSVPs will be accepted from October 24 through November 4.
The Hawaii Law Enforcement Federal Credit Union (HLEFCU) will host its annual International Credit
Union Day on Thursday, October 20 at its main, Pearl City, and Kapolei branches. Members will

The Hawaii Drug Abuse Resistance Education (DARE) program will hold its 30th Anniversary
Commemoration on Saturday, October 29 at Pearlridge Uptown Center Stage from 10 a.m. to 2 p.m.
The event is open to the public.
