Strongly disagree with the wording in ADSP5 that billboards are required to be located entirely within the
site to which they relate.

impact on the visual amenities of an area.
The submitter would like the Council to review the overseas research and reconsider the wording

That clarification be provided regarding the application of rules in both Section 18.1 and Section 28.1 in
relation to advertising devices and signs on Heritage Buildings in the Hastings CBD/Central Character
Precinct and that appropriate cross-referencing and explanation be provided in both sections.
That the last sentence of the explanation under Policy HP3 be amended to ensure that readers are aware
that it only applies to signs on Heritage Buildings in the Hastings CBD/Central Character Precinct.
Include reference to the Hastings District Council CCP sign Guide 2012 in the assessment criteria under
section 28.1 where relevant .
That application of performance standards to Controlled Activities be clarified. If they do not apply, the
NZHP seeks that the status of signs provided for under Rules ADS4 & ADS7 be strengthened to Restricted
Discretionary status.
That Rules ADS4 & ADS7 be amended as follows:
‘…. heritage buildings listed in Appendices 47 and 48, and or on buildings in the Russell Street and Queen

​The submitter opposes the Proposed District Plan unless the equivalent of Section 12.1 (Heretaunga
Plains Unconfined Aquifer RMU) of the 2003 Operative District Plan is included in the Proposed Plan.
​Submisison seeks that GMO's are permitted when approved under Hazardous Substances and New
Organisms (HSNO) Regulations.
​This submission is seeking the complete removal of all provisions relating to GMO's in Section 29.1
(Hazardous Substances and Genetically Modified Organisms District Wide Activity) of the Proposed Plan.
​The Soil and Health Association of NZ fully supports the wording that is in the current Proposed Hastings
District Plan - Section 29.1 (Hazardous Substances and Genetically Modified Organisms District Wide
Activity).

It is not appropriate for councils to use the Resource Management Act 1991 (RMA) for the purpose of
controlling GMOs. Decisions about the testing and release of GMOs are best made at the national level,
by the Environmental Protection Authority (EPA), using the clear and robust process for decision making,
as set out in the Hazardous Substances and New Organisms Act 1996 (HSNO). This submission therefore
opposes the provisions of Section 29.1 of the Proposed Plan as they relate to GMO's.
​Pure Hawkes Bay producers fully support the Council's proposal to protect the district's valuable GM Free
Food producer status by prohibiting GM releases.

​To better implement Resgional Policy Statement s8.4.4.6 which outlines the respective functions of HBRC
and TLAs with respect to the management of hazardous substances, (and similarly sites that are
contaminated due to spills of hazardous substances) consideration should be given to amending Section
29.1.
​Include the sensitive catchments within the Hastings District (as identified in the Hawkes Bay Regional
Resource Managament Plan) within the scope of Section 29.1 of the PHDP and within its objectives,
policies and rules related to the management of hazardous substances and GMO's.
​That all provisions relating to Genetically Modified Organisms are deleted from Chapter 29.1 and any
other references removed from the proposed Hastings District Plan.
