CAPA breaks the destructive cycle of child abuse and neglect by equipping
parents, children and their caregivers with necessary skills, knowledge and values.
All children deserve to be loved, nurtured and kept safe from intentional and
unintentional harm.
CAPA’s success relies on the leadership of its
staff, Board of Directors and dedicated
volunteers. It requires many different skills and
talents to administer and direct the operations,
programs, fundraisers and advocacy outreach to
fulfill our mission and vision.
CAPA is governed by a Board of Directors but, in
addition to the opportunity to serve on the
Board, volunteer leadership is needed on
several standing committees. These committees
include the following:
Advocacy: Members serve as a catalyst for child
abuse prevention activities including KidFest,
Angel Walk and legislative initiatives that could
impact child abuse prevention efforts.
CAPA is always looking for committed
volunteers. If you have an interest in serving on
one of the standing committees, contact the
CAPA office at [email protected] or
843.524.4350.
Susan Cato, CAPA’s Executive Director, was
honored in May for her twenty-five years of
faithful service. Susan provided leadership as
the organization evolved from a local non-profit
grassroots community organization to a
powerful and influential watchdog organization
that advocates and provides a voice for children
in our community. We extend our heartfelt
thanks for her passion and dedication to the
eradication of child abuse and neglect.
Communications: Members assist with external
communications including Speakers’ Bureau,
website and newsletter development.

Organizations, when faced with what
may seem to be overwhelming obstacles and adversity, can be energized
and encouraged to dig deep and use
the opportunity to find strength and
perseverance to strategically do what
is needed to continue to meet the
needs of their community. 2010 was a
year of incredible challenges for CAPA
but, as a result, we believe we have
grown and benefitted as we have examined, and reexamined our institutional values, beliefs and operations.
South Carolina’s critical shortage of
funding has crippled the child welfare
system leaving vulnerable populations,
like the children we serve, at greater
risk for child abuse and neglect. The
South Carolina Department of Social
Services (DSS), as required by the
Governor and the Chairmen of the
Senate Finance and House Ways and
Means Committee, worked collaboratively with stakeholders from not-forprofits around the state to determine
the feasibility of outsourcing some
child welfare initiatives. CAPA’s
executive director and the director of
the Open Arms Shelter for Abused and
Neglected Children served on subcommittees of this study. CAPA’s
board and staff have also collaborated
with both government and private
agencies to examine and analyze child
abuse and neglect data, reporting
trends, partner roles and the state of
child abuse and neglect on a local,
state and national level. Joining CAPA
in voicing concerns of children were
the members of the 14th Judicial Circuit
Multidisciplinary Treatment Team.
CAPA developed new communication
strategies for telling our story which
resulted in a Mission Brief document,
retraining of speakers and new tools
for program delivery which included a
new website, production of a video
and a new PowerPoint presentation.
Use of social media and networks has
become a vital way to get our message
and information out to the public.
Reduction in our funding resulted in a
staff reduction of 3.6 employees and a
system of furloughing requiring the
entire staff to reduce hours and pay by
10-20%. The overall 2010 expenses
were cut 8% which impacted programs
as well as maintenance.
Community partnerships through
churches, neighborhood community
groups, businesses and civic groups
provided 12 days of caring which
resulted in thousands of dollars saved
for interior and exterior maintenance
projects and upgrades at the shelter
and outreach center. A one-time grant
from the Victims of Crime Act (VOCA)
provided funds for removing the
shelter’s crumbling popcorn ceilings
and reducing monthly utility fees by
improving our HVAC duct systems and
installing a high efficiency washer and
dryer. Pulte’s Sun City Hilton Head and
the Haven staff and residents spent
four days painting the inside of the
shelter.
When faced with a surge of child
fatalities, we called on our partners to
identify ways to reduce preventable
deaths. As a result, community
professionals received training about
the dangers of co-sleeping as well as
other safety issues. Consequently,
young pregnant women have a
heightened awareness and will soon
be able to engage in a new CAPA
program called Cribs for Kids thanks to
a generous donation from the Wardle
Family Foundation.
2010 was a trying year and we are
looking forward to a better, brighter
2011. The success of CAPA would not
be possible without our many
supporters. These partners include the
Beaufort County Council and
Government, The United Way of the
Lowcountry, businesses, churches,
organizations, schools, individuals, and
the board and staff of CAPA. Every
partner helps attain our goal of erasing
child abuse and neglect. Small acts
kindness or little gestures that might
be meaningless to you make a world of
difference or impact on others. Thank
you for your support, both past and
future.
Take This Dare
Blood of innocence burning in the air
People that walk by don’t even care
The pain that many children bare
That will always tear
Them up
In this warfare
You are not at all aware
Of this pain that will never spare
A single child’s life from abusing everywhere
That’s why I gonna dare
You to try and defeat this bear
Children should be able to wear
The happiness of having a mom and dad
So take this dare
And for once repair
Little children’s hearts everywhere
So they don’t ever attend
This child abuse stage ever again
Written by Caleb, age 13,
Beaufort County resident
CAPA outreach programs trained 224
adults mandated to report suspected
child abuse and neglect, conducted
114 parent education and support
programs with 784 participants,
presented 389 multi-session bestpractice education classes for 7,007
youth and reached 7,182 additional
adults and children through
educational events and awareness
fairs.
The Open Arms Shelter celebrated its
25th Anniversary, serving 40 children
and youth who averaged 66 days in
residence. The length of stay was up
by 29%. The number of placements
was down by 29% which reflects DSS’
2009 goal to utilize in-home treatment
plans and foster homes, especially for
children under 12 who were not part
of a sibling group. We served more
large sibling groups than previous
years. Our daily average attendance of
eight included an average of two
children between birth and six years.
CAPA’s Closet had a record year in
sales. Our indispensible volunteers and
staff worked tirelessly. We were
fortunate to have been the only
Beaufort County site selected for
Disney’s Give a Day, Get a Day project
which resulted in an additional 620
volunteer hours. CAPA continues to
search for a permanent home for the
thrift shop - either a piece of property
on which to build or an existing
commercial building.
The Beaufort community really
“stepped up” in support of the 2nd
Beaufort Angel Walk which brought in
over $21,000, the 16th Annual Waste
Management CAPA Golf Challenge
netted over $16,000 and new in 2010 more than 700 shrimp were adopted
by CAPA supporters in the Sea Island
Rotary Club’s Adopt - a - Shrimp Race
netting CAPA over $7,000. Plans are
underway to hold an inaugural
Bluffton Angel Walk in April. See
calendar of events for 2011 dates.
The Exchange Club of Beaufort
continued to be a powerful partner for
CAPA in 2010 - sponsoring the 16th
Annual KidFest, the 18th Annual Ghost
Tours and the 23rd Annual Denim &
Pearls Auction.
The 16th Annual KidFest increased the
number of participating partners by
20%. Over 4,500 people came out to
Cross Creek Shopping Center for a day
of fun and learning.
CAPA’s Christmas Wish Tree Program
provided gifts for over 260 Beaufort
County children who, without CAPA’s
help, may not have received gifts this
year. The community showed an
outpouring of holiday spirit and put big
smiles on hundreds of faces.
The loss of a $66,500 adolescent
pregnancy prevention grant in the
third quarter resulted in the loss of
one full-time employee and two parttime consultants. Thanks to funding
from the S.C. Campaign to Prevent
Teen Pregnancy and a grant from the
Beaufort County Human Services
Alliance programming will continue
but on a limited basis. Beaufort County
Schools are currently assessing the
implementation of best-practice
comprehensive health education
curricula in the 2011/12 school year.
Volunteers donated a total of 12,402
hours which equates to $201,657 in
service. (Based on an hourly rate of
$16.26 for South Carolina as provided
by Independent Sector.)
CAPA has a brand new video to share
to help tell our story thanks to the
efforts of our Communications
Committee, WTOC’s Jaime Dailey,
Sarah Rauch and volunteers from the
P.S. We Love You group.

securities, pledges, trusts, annuities, bequests) to help sustain
our mission and receive tax benefits.
CAPA’s Endowment Fund with Community Foundation of the Lowcountry (CFL). CFL is a tax-exempt
public charitable foundation that manages donated funds to ensure that the critical CAPA programs
and services of today will be supported well into the future. Please consider contributing to CAPA’s
Endowment Fund with CFL in honor of a loved one for a special birthday, anniversary or significant
life event, or in memoriam upon the passing of a loved one.
Tangible donations of stocks, insurance policies, cars, boats, mobile homes, real estate properties.
Consider a tax-deductible donation of personal property to CAPA’s programs.
Donations-in-kind from local businesses.
We are always in need of goods and services from local businesses. Do you have a lawn service,
painting service, electrical service, towing service, cleaning service, catering service or any other
service that you’d like to offer to CAPA? The goods or services from your business are eligible for tax
benefits at fair market value.
Estate plans.
Consider including CAPA in your estate plan. Your gift of assets from your life will be the gift that
continues to offer sustenance to making a new life for those children in need.
