Draft Rules
2013 Rule Book
Each team must retain 4 keepers from their teams previous seasons roster. They must include
� 1 Captain
� 1 Female (Unless team captain is a female)
� 2 Males
All returning players that are not retained by their team will enter into the draft pool and become eligible for the draft
Draft Order
•

Determination of the draft order for the 8 NFS teams is based off your final standing from the
previous season
Tie Breakers – In the event that there is a tie amongst Final Playoff / Regular Season record,
draft order will be determined in the below order:
� Win / Loss Division record
� Head to Head record
� Coin Flip
*NOTE: All teams final roster must have 13 players. Minimum number of females per team must be 2.
Trades
• If a member leaves their team for any reason the NFS Commissioner
will select a member from the supplemental draft list to replace
them
• All trades must be submitted to NFS commissioner via e-mail
• Trade Deadline is week 4

All play will be governed by standard 7-on-7 flag football
rules. Clarifications on specific rules are as follo
General Rules
CAPTAINS WILL BE THE ONLY PLAYERS WHO MAY COMMUNICATE WITH OFFICIALS TEAMS:
• The game is played between two teams of seven players per team.
• Each team must have at least one female player on the field at all times. Teams without a female
will not be subject to forfeiture, but may only use six players on each side of the ball.
• Teams may not play with less than six players at any time. A team is allowed 5 minutes past
start time to present 6 players. If a team is unable to dress 6 players after 5 minutes the game
will result in a forfeit
FEMALES:
• One female must be on the field at all times during both offense and defense and a female on
the offense must touch the ball at least once during each series of downs. A touch is defined as
a pass, rush, catch, or incomplete pass thrown to a female.
FLAGS:
• Players must wear two of the same length flags attached to a belt at the waist. All players must
have flags positioned on opposite hips before the ball is snapped. (Unsportsmanlike Conduct
Penalty: 15 yards)
STANCE:
• All players of both teams, except the snapper, may use any stance.
The Field
FIELD DIMENSIONS:
• The field is 50 yards in length and 30 yards in width. End zones are 5 yards deep and are designated by lines and pylons.
LINE TO GAIN / ZONES:
• The line-to-gain in any series is the zone in advance of the ball. A zone is defined as 20 yards.
A new series is awarded a team when they legally advance to the next zone. One female must
touch the ball on every series.
• The field is split into two zones and the zones remain the same regardless of where possession
begins.
• Zone 1: 10 yard Line to 20 yard Line
• Zone 2: 20 yard Line to End Zone
• Turnovers
• Turnover-on-Downs: Drive begins on the 10 yard Line regardless of where the turnover-on-downs
occurs
Game Clock, Time- Outs
TIME:
• Games will be 40-minutes in length with two halves of 20-minutes and will be running time. The
clock will stop only during the final two minutes of each half or as otherwise designated by the
Referees (injury timeout, etc.) or a timeout.
TIMEOUTS:
• Teams are permitted three (3) timeouts per game and may be used at any time.
Equipment
EQUIPMENT:
• Product provided by NIKE must be worn at all times while on the field of play and on the premises. Competitive brands are strictly prohibited and will result in removal from the game. Metal
spikes, shoulder pads, helmets, and hip pads are not legal equipment.
Offensive Players/ Plays
FORMATION:
• 4 of 7 offensive players must be on the line at the snap of the ball. (Penalty: 5 yards)
BACKFIELD:
• Backs must be at least one yard behind the line of scrimmage. (Penalty: 5 yards)
BALL CARRIER:
• The ball carrier shall not deliberately drive or run into a defensive player, nor straight-arm, nor
protect the flag. (Penalty: 10 yards)
HAND OFF:
• You can not physically hand the ball off to a ball carrier. Ball must be pitched or a lateral pass
must be made to a runner. (Penalty: 10 yards)
QB:
• The QB is allowed 5.0 seconds to throw the ball before the defense my rush him/her. The defense counts off “5 Mississippi’s” and then is allowed to rush the QB after the official raises his
hand to indicate the defense may rush the quarterback. The QB is not allowed to advance the
ball beyond the line if he rushed after the “5 Mississippi” rule. On a defensive blitz, the QB may
advance the ball by running.
CATCH:
• A forward pass is completed when caught by any player of the passing team who is in-bounds
and the ball continues in play. If the pass is caught in-bounds simultaneously by opponents, the
ball becomes dead and belongs to the passing team at spot of simultaneous catch. Receiver
must have BOTH feet in bounds.
CENTER:
• A center must be used by the offense to snap the ball. The center is allowed to block, but must
use proper technique. He or she is also an eligible receiver on all offensive plays.
DEAD BALL:
• The ball is dead when an opponent removes the ball carrier’s flag. In all cases where a play
is in progress and a ball carrier loses a flag, either accidentally, inadvertently, or on purpose,
play shall be stopped at the spot where the flag is dropped. If any player loses a flag, he still is
eligible to catch a legal forward pass, but cannot advance the ball, and the ball is dead where
the ball is caught.
FORWARD PASS:
• All players are eligible receivers. A team may make multiple forward passes behind the neutral
zone. No pass interference rule if pass stays in or behind the neutral zone.
FUMBLE:
• A fumble occurs with the loss of possession after control of the ball. The ball is dead when it
strikes the ground.
• Defense can not “rip” the ball from the ball carrier. (Penalty: “rip” - 10 yards)
• Only situation a fumble can occur is when carrier looses possession on his/her own and ball is
recovered by defensive player before the ball strikes the ground.
PICKS/BLOCKING:
• Teams in possession of the ball may use picks at any time, provided proper technique is being
used. A screen or pick is defined as a player getting to a legal position on the field in the path
of a defender for the purpose of slowing down the defender or making him change direction.
The player must have established position with both feet on the ground and the player’s arms,
elbows, hips, and knees must not extend beyond the frame of the body. (Penalty: Illegal Block –
10 yards)
• Blocking is prohibited in all but two instances.
� Chucking
� Defensive players may give offensive players one “chuck” within 3 yards of the
line of scrimmage. Proper blocking technique must be used. (Penalty: Illegal
Block – 10 yards)
� Defending a blitz
� Offensive players may block defensive players only on a blitz. These blocks may
only occur behind the line of scrimmage and proper blocking technique must be
used. (Penalty: Illegal Block – 10 yards)
• Blockers must be on their feet before, during, and after contact is made with an opponent. The
blocker is allowed to contact only that portion of the opponent’s body between the waist and
shoulders and offensive players may not keep their elbows out when blocking. They must be
against the body. Exception: A blocker who loses personal body control due to an opponent’s
aggressiveness after contact shall not be penalized.
• No downfield blocking, body blocks, roll blocks, or shoulder blocks are allowed at anytime.
(Penalty: Unsportsmanlike Conduct – 15 yards. Repeated offenses may result in expulsion from
game and automatic suspension from league play). NO JUMPING:
• No offensive player may intentionally leave the ground with 2 feet unless the referee deems it a
“clear path”. (Penalty: jumping – 10 yards from spot of jump)
Helping the runner:
• A player shall not grasp, pull, push or aid any teammate runner. (Penalty: Helping the runner 10 yards from spot of foul)
PUNT:
• Defense may turn the ball over to the opposing team on any down. The ball will be awarded to
opposing team on their 10 yard line.
TOUCHDOWN:
• The ball must break the plain of end zone line with both flags attached
• A touchdown shall be scored for the team to which the ball legally belongs, when a down is
completed and both intact flags (hips) and the football crosses the plain of the end zone. Both
feet must be inbounds during a reception. Six points are awarded for a touchdown.
EXTRA POINT:
• Extra point tries will take place after a touchdown is scored and the ball will be placed at
the 2 yard line. Blitzing is allowed on extra points. Quarterback may not rush under any
circumstances.
2 POINT CONVERSION:
• 2 point conversions will take place after a touchdown is scored and the ball will be placed on
the 15 yard line. Blitzing is NOT allowed, however you may rush the QB after 5.0 second count.
The referee will indicate the 5.0 second count with a raised arm (5 Mississippi count) QB MAY
NOT RUSH AFTER BEING BLIZTED
DELAY OF GAME:
• It is a delay of the game if the ball is not put into play by a snap within 25 seconds, beginning
with the Referee’s whistle, after the ball has been placed by the Referee. (Penalty: Delay of
game - 10 YARDS)
Offensive Players/ Plays
INTERCEPTIONS:
• A catch of an opponent’s pass or fumble before it hits the ground is ruled an interception and
the ball may be advanced, with the end result being either a TD or capture of that player’s flag.
If a player attempts an interception, or recovery while in the air the ball must be in control when
the player returns to the ground inbounds. If the interception is not returned for a touchdown it
will placed on the Intercepting teams 10 yard line.
KICKING:
• There will be no kicking of the ball under any circumstance. In place of kickoffs, possessions
after scores and at the beginning of halves will begin at the 10-yard line of the offense.
BLITZES:
• Each defense is allowed one blitz per series of downs. On a blitz, the QB is permitted to advance
past the line of scrimmage by running. (Penalty: Multiple Blitzes – 10 yards)
DEFENSIVE HOLDING:
• A defensive player shall not hold, grasp, or obstruct forward progress of ball carrier when in the
act of removing a flag. (10-yard penalty) Exception A: (defensive holding within the 10 yard line
will result in 5 yard penalty and first down). Exception B: (defensive holding within the 5 yard line
will result in a first down and ball on the one yard line).
SAFETY:
• A safety is deemed when a runner carries the ball from the field of play across his/her own goal
line, and the play becomes dead by either being downed by opposing team or the ball goes out
of bounds.
• A safety will reward the defensive team with 2 points and ball from their own 10 yard line
Player Conduct
PLAYER CONDUCT:
• Use of excessive force or excessive taunting will result in an Unsportsmanlike Conduct Penalty
of 15 yards and if deemed excessive by the Referee, may result in ejection from the game. Any
player or players involved in a fight will be ejected from the game and possibly the league. If a
team fight occurs, the teams involved will be ejected from the league.
UNSPORTSMANLIKE CONDUCT
• No player shall commit non-contact acts during game play or intermission. Examples include,
but are not limited to:
A. Any acts of unfair play.
B. Using disconcerting acts or words prior to the snap in an attempt to interfere
with the offense’s signals or movements.
C. Intentionally kicking at any opposing player.
D. Intentionally swinging an arm, hand or fist at any opposing player.
OVERTIME
In the event both teams end the game in a tie, the OT’s will follow as:
• 1ST OT: 4 Downs from 10 yard line, PAT from 2 yard line. 2 point conversions will take place
from 15 yard line. Blitzing is allowed on PAT from 2 yard line, however you may not blitz on
2 point conversion (same rules that apply during regulation time) If game is still tied, go to a
second OT
• 2nd OT: 4 Downs from 10 yard line, PAT from 5 yard line. 2 point conversions will take place
from the 15 yard line. Blitzing is allowed on PAT from 5 yard line, however you may not blitz on 2
point conversions (same rules that apply during regulation time) If game is still tied, game ends
in a tie.
Playoffs
Penalty Summary
The first and second seed of each division will face off in a semi final game against one
another. Winners of those games will face off in “THE CHIP”
TACKLING: 15 YARDS
REPEAT TACKLING OFFENDERS: EXPULSION FROM GAME AND AUTOMATIC SUSPENTION FROM NFS
PLAYOFF TIE-BREAKER SYSTEM:
• In the event teams tie for the same record for playoff seeding, the following system will determine the tie-breaker:

� Head-to-Head
� Division Record
� Point Differential
� Coin Toss
