HUMAN TRAFFICKING VICTIMS RIGHTS ACT
to protect sexually-exploited children and others
Support HB 3 to Protect Kentucky’s Child Victims
Sponsored by Rep. Sannie Overly. Co-sponsored by Rep. Addia Wuchner
1.Create a “Safe Harbor” to Protect Child Victims
•“Safe Harbor” laws ensure that sexually-exploited children are treated as victims, not criminals.
•Child victims will receive services through the Cabinet for Health and
Family Services, rather than being committed to the Department for
Juvenile Justice.
•Child victims of human trafficking shall not be charged with prostitution or
“status offenses” (like “truancy”) related to their victimization.
•Clarify that Child Sex Trafficking cases shall be investigated by Child
Sexual Abuse Multidisciplinary Teams (MDTs). 2.Target the Ill-Gotten Gains of Human Traffickers
•Create a Human Trafficking Victims Fund from fines and asset forfeiture/
seizure provisions to fund programs that serve victims of human trafficking.
•Allow victims of forced labor or services to sue their traffickers for unpaid
wages and receive punitive damages.
3.Provide Law Enforcement Effective Tools to
Combat Human Trafficking
•Attach asset seizure and forfeiture provisions to human trafficking
statutes to provide additional funding for law enforcement agencies
and prosecutors.
•Provide training for new law enforcement agents on human trafficking,
including trafficking of minors.
•Designate a specialized unit within Kentucky State Police to provide
support on human trafficking investigations statewide.

The backseat window
rolls down, revealing the
youthful face of a 17year-old. A 12-year-old
girl, Goodwin’s niece,
also sits in the backseat.
“Is the price still
$75?” [the undercover officer] asks the teen.
“Yes,” she replies, rolling her window back up.
“I don’t want to pay $75 for just a blowjob,” [the officer] states.
Goodwin allegedly counters, “… you get the full package for $75.”
Police say Ritter then pipes in, “Man, she don’t want
to [give you a blow job], but she will [have sex].”
A detective isolates the 17-year-old for questioning.
She says she’s been living with Ritter and Goodwin for
about a month. In that time, she says the two have
compelled her into having sex with 15 separate men
for money.

Kentucky. Of these 101 victims, 44 were trafficked as children.

151 victims (some from other states or trafficked in other
countries) have received services (housing, advocacy,
medical care, interpretation services, food, therapy services , etc) through KY Rescue & Restore Coalition

have been 1 State and 2 Federal convictions on human trafficking crimes, all related to sex trafficking.

on charges other than human trafficking.
