The Warren County Department of Social Services
is public, non-profit agency that exist to provide
human services to citizens of Warren County designed to stabilize, enhance, or improve the social,
economic and physical well being of individuals
and families. To effectively utilize funding provided through the county, state, federal and private
resources to insure adequate services designed to
support a good quality of life for Warren County
residents.

What is the Multiple Response System?
The Multiple Response System is an effort to reform the entire continuum of child welfare in North Carolina, from intake
through placement services. MRS began being piloted in ten
North Carolina county departments of social services: Alamance, Bladen, Buncombe, Caldwell , Craven, Franklin ,
Guilford , Nash, Mecklenburg , and Transylvania . It is hoped
that MRS will be expanded to the other 90 North Carolina
county departments of social services in 2005. The reform is
based upon the application of family centered principles of
partnership through seven strategic components of MRS. The
following chart illustrates how family centered practice is applied through MRS seven components ; and, the intended
impact of each on families and social work practice.
MRS Strategies:
The seven strategies of North Carolina’s Multiple Response System constitute the basis for its reformation of
children’s services.
North Carolina’s seven strategies for system reform are:
x A choice of two approaches to reports of child abuse,
neglect, or dependency
x A redesign of in-home services
x A strengths-based, structured intake process
x Coordination between law enforcement agencies and
child protective services for the investigative assessment approach
x Implementation of Child and Family Team meetings during the provision of in-home services
x Implementation of Shared-Parenting meetings in child
placement cases
x Collaboration between the Work First Family Assistance
and child welfare programs.

General Information
North Carolina has a Federally Mandated, State Supervised, County Administered, Social Services System. This means the Federal Government authorizes national programs and a majority of the funding and the State Government provide oversight and
support but it is the 100 local County Department of Social Services that deliver the services and benefits.
In North Carolina, the single administrative agency is the North Carolina Department of
Health and Human Services (DHHS). This umbrella agency has evolved over time and
now includes separate divisions. Some of the other DHHS divisions with the greatest
impact on local offices include:
Division of Medical Assistance (DMA) -- The Division of Medical Assistance (DMA) provides training, technical assistance, and consultation to the local DSS staff who work in
the Medicaid and Health Choice programs.
The Division of Child Development (DCD) -- The Division of Child Development (DCD)
provides training, technical assistance, and consultation for staff who work with
subsidized child care programs.
The Division of Social Services (DSS) -- The Division of Social Services (DSS) provides training, technical assistance, and consultation to the local staff who work in programs for families and children including Child Welfare, Family Support, Work First, Child
Support, and Food Stamps.
The Division of Facility Services (DFS) -- The Division provides training, technical assistance, and consultation for staff who are involved in the supervision and monitoring of
group care facilities. Field staff are available to local counties.
The Division of Aging and Adult Services (DOA) -- The Division of Aging and Adult Services provides training, technical assistance, and consultation to local staff who work in
programs for adults including Adult Protective Services, Special Assistance, Adult Day
Care and In Home services.

We believe our foster children deserve safe, permanent, nurturing homes within one year of initial placement. To achieve this it is vital for every foster child in
North Carolina to have one single, stable foster care
placement within his own community. The average
foster child in North Carolina is 10 years old, and will
be in the custody, or placement authority, of a county
Department of Social Services for just over 1 year before attaining permanency. During this time he will
probably change placements at least 1 time. A statewide effort to reduce the length of stay in foster care
has resulted in a 28-month drop since 1982. Each of
North Carolina’s 100 counties continues to strive towards obtaining permanency for foster children by
providing Child Placement Services to children who
need temporary homes. These services include:
· Providing temporary homes for children in DSS custody
· Supervising children in foster care
· Providing ongoing counseling and support services
to help families and children reunite and stay together
· Providing extra counseling and support for families
and foster parents of children who are ill, disabled or
delinquent
· Petitioning the court for legal termination of parental
rights
· Making recommendations for adoption for children
unable to return home
· Recruiting, screening, training potential foster parents, performing home studies, performing local criminal background checks to ensure the safety of potential foster children placed in the home, and recommending licensure of the home.

Some foster children will never go back to their birth family. We
are committed to the principle that every one of these children
deserves a "forever family". We have the firm belief that a safe,
permanent, and nurturing home can be found for any child who
needs one. We also firmly believe that we are responsible for
enabling this. Adoption Services are designed to find permanent homes for children and to provide support to the families
who adopt them.
Children waiting for adoption include:
x Children with special needs, such as physical, mental, and
emotional disabilities
x Sibling groups and teenagers
Minority children, especially African American males
Many children available for adoption are eligible for monthly
maintenance payments, medical benefits, and other services.
Adoption Assistance is available for all children whose status
and special needs meet certain criteria. Children who are considered special needs include children with physical, mental,
developmental, and emotional disabilities as well as sibling
groups, older children, and children of color. The child’s Department of Social Services determines individual eligibility based
on specific criteria. The agency then negotiates with adoptive
parents to meet needs through an adoption assistance agreement.
The monthly adoption assistance payment in North Carolina is
computed on a graduated level based on the age of the child.
Most of North Carolina’s 100 local county Departments of Social Services have raised their rates to the following payment
structure:
$365.00 for children 0-5
$415.00 for children 6-12
$465.00 for children 13-18
Supplemental adoption assistance payments for HIV positive
children are also available and are set at the following level:
$800.00 per month/child with indeterminate HIV status
$1000.00 per month/child confirmed HIV-infected, asymptomatic
$1200.00 per month/child confirmed HIV-infected, symptomatic
$1600.00 per month/child terminally ill with complex care needs
North Carolina, as do most states, utilizes an exchange program that serves to connect children needing homes to families
wanting to adopt. The exchange employs a variety of methods
to connect children and families including a Photo Adoption
Listing Service (PALS) book and web site. These are used to
circulate pictures and descriptions of children, allowing a family
to identify, with its agency, the child whose needs will be best
met as part of their family. The PALS books can be found in all
100 county Departments of Social Services, some public libraries and other agencies, and institutions with high visibility and
use. Many of the foster children available for adoption are on
the web site. It may be accessed by clicking of the Foster Child

Adult Protective Services
Disabled adults are vulnerable to abuse, neglect, and
exploitation. County departments of social services
receive and evaluate reports to determine whether
disabled adults are in need of protective services and
what services are needed (as required by Article 6,
Chapter 108A of the North Carolina General Statutes).
If you have a concern that an ederly or disabled adult
is being exploited, abused or neglected, call your
county Department of Social Services office.
County agencies protect adults by:
· Receiving reports of possible abuse
· Evaluating the circumstances and need for protective
services
· Planning and counseling with the disabled adult, the
family or caregiver to identify, remedy, and prevent
problems which result in abuse, neglect, or exploitation
· Reporting evidence of mistreatment to the District
Attorney and various regulatory agencies when appropriate
· Initiating court action as necessary to protect the
adult
· Mobilizing essential services on behalf of the disabled adult
Disabled adults or disabled emancipated minors present in North Carolina who are reported to be abused,
neglected, or exploited, and in need of protective services are eligible to receive this service without regard
to income.
