History
Carroll County was organized in 1826 from lands
acquired by a treaty signed with the Cherokee and
Creek Indian Nations. The signing of the Indian
Carroll County History
Spring Treaty resulted in the murder of Creek Chief
William McIntosh. He was the son of a Scotsman
and a Creek woman who owned a vast plantation
along the Chattahoochee River in southeast Carroll
now known as McIntosh Reserve.

Georgia's 66th county was named for Charles Carroll of Maryland,
who at that time was the last surviving signer of the Declaration of
Independence. Settlers were drawn to the area by the prospect of
good farming due to the rich soil.

In 1850 the total population in Carroll was 9,357. The county seat was located in what was known as “Old Carrollton”, and in 1829 was moved to the
present location named “Carrollton”, incorporated in 1856. Known for our
entrepreneur spirit, Carroll County has been home to such ‘industrial

The Carroll County Chamber of Commerce and
Carroll Tomorrow wholeheartedly welcomes all who

offer. The Chamber’s mission is to lead the economic
advancement of Carroll County, develop a positive

Carroll County is a vibrant and growing county located
in northwest Georgia. Carroll County enjoys the amenities of Atlanta but maintains a
real sense of local community. With Interstate 20 running through the northern part of
our county, we are strategically located between Atlanta (45 minutes east) and Birmingham, Alabama (2 hours west).
Carroll County is a regional economic center with seven municipalities and a
pro-business county government. Our county is comprised of business leaders, partners, and supporters who are committed to creating a vibrant community in which you
can live, work, and play. We have a diverse and growing industrial base along with a
retail and service sector that continues to grow at a rapid pace. More than 100 manufacturers call Carroll County home, including fifteen international firms.
Formed in 2001, Carroll Tomorrow focuses its efforts in key areas: Economic Development, Workforce & Education and Local Government & Leadership. Carroll Tomorrow serves as the county’s economic development by working in conjunction with
private investors, local government, educators and the Chamber of Commerce to provide a voice for regional economic expansion and job creation, while supporting business retention and expansion. The Burson Center is our business incubator and resource center. It is a system of services designed to facilitate entrepreneurship, small
business development, existing industry assistance and a soft landing site for new
industry.

Carroll County is located 40 miles west of Atlanta in
the west central section of Georgia on the Georgia/
Alabama State line. Carroll County is approximately 80
miles north of Columbus, Georgia, 95 miles south of
Chattanooga, Tennessee, 100 miles east of
Birmingham, Alabama.

Situated at the foothills of the Appalachian Mountains, the altitudes for Carroll County
vary from 850 to 1500 feet above sea level. Carroll County has a moderate four season

Air Transportation
Carroll County is served by commercial air service
at Hartsfield-Jackson Atlanta International Airport,
located approximately 45 miles east of Carrollton
and only 35 miles east of Villa Rica. Some 42 airlines provide international, national, regional and
local passenger and cargo service with over 2,700
scheduled flights daily.
Carroll County is home to a regional public airport, West
Georgia Regional Airport. Located 3 miles south of Interstate 20-Exit 11, this airport is near the Mt. Zion city
limits and U.S. Highway 27. The airport has one 5,500
foot, lighted, asphalt runway, landing lights, beacon, tiedown facilities, hangers, power plant and airframe repair
facilities, and FSS weather and flight instructions. The
West Georgia Regional Airport serves over 10,000 annual
passenger and commercial flights with modern FixedBased Operations (FBO).
Highways
Major roadways include Interstate 20, U.S. Highways 27, 78, and Georgia Highways
5, 16, 61, 100, 113, 166, 274 spur. Both U.S. 27 and Highway 61 provide four-lane
access from I-20 into Carrollton.

Agriculture
Current local agricultural initiatives are focused on the future in addition to the present. Carroll County
citizens, with strong support from elected & community leadership, recognize the importance of a viable
agricultural economy and their proactive efforts reflect that commitment. Agriculture is an essential component of sustainable communities. For agricultural enterprises to achieve sustainability, not only here but
nationwide, the farmer must get as close to his/her end-product user as possible.
There is an ever growing segment of our population that wants to know where their food comes from, which
farm grew it and whether or not was it grown in a sustainable manner. These issues can only be addressed
through local production and reduction of “food miles”. The successes of our Cotton Mill Farmers Market
and Farmers Fresh Food Network document the direction Carroll County agriculture is headed. Local
agricultural production, value added, direct marketing create sustainable economic development.

Electrical Power
The seven cities, as well as the unincorporated areas of Carroll County are served by
Carroll EMC, Georgia Power and Greystone Power. Electric power is provided in Carroll
County by an integrated transmission system. Businesses with a connected load greater
than 900 KV have the option to choose between Georgia Power and Carroll EMC for
electric service.
Natural Gas
In 1998, Georgia deregulated its natural gas industry. Residents and businesses can now
choose from different companies that market gas throughout the state. It is available in
industrial quantities, both on a firm and an interruptible basis.
Natural Resources and Utilities
Home to more than 1,100 small farms, Carroll County supports more agricultural operations than any county in the state even with our close proximity to Atlanta. Its strong beef cattle and poultry industry drives a
$172 million a year agricultural economy made up of a committed farm populace. Carroll also
currently ranks number one in Georgia in goat meat production and horse farms.

Technical Colleges
Carroll County is served by West Georgia Technical College.
(WGTC), with an enrollment of over 7,000, one of the fastest
growing and second largest technical college in the state of
Georgia.
The administrative headquarters of the seven-county service
area is based in Carrollton, while the Murphy Campus at I-20
and the Carroll Campus in Carrollton serve residents. WGTC
offers a variety of Associate Degrees, Diploma and Certificate
Programs including Applied Manufacturing Technology, Electronics Technology, Welding, Maintenance Mechanics, Computer Information Systems, Industrial Electrical Technology,
Machine Tool Technology, Nursing, Allied Health and many
others. WGTC, in partnership with Georgia Quick Start, also
provides job specific training at no cost for new and expanding
companies interested in developing a higher skilled workforce.
Universities
Carroll County is also home to the University of West Georgia (UWG). The university is
home to over 12,000 students, offering 109 programs of study including 60 at the bachelor’s
level, 45 at the master’s and specialist levels, two at the doctoral level and two at the postmaster’s certificate level. UWG is home to the state's only Honors College, complete with an
honors curriculum. The university's Advanced Academy of Georgia is one of only 12 U.S. programs that allow gifted high schoolage students to earn concurrent high school and college credit
while living on campus in a full-time student resident environment.

Carrollton Cultural Arts Center
“Our mission is to provide a diversity of quality
fine arts programming for all residents of Carroll County with a concentration on supporting
local artists through employment, referrals, and
exposure. We strive to perpetuate the arts
through education, continued exposure and
participation in all art forms.”
Townsend Center for the Performing Arts
The Maurice K. Townsend Center for the Performing
Arts encourages the academic departments of music and
theatre throughout their various performance/educational endeavors, supports the academic mission of the university as a
whole, and advocates the Arts to the university and surrounding
communities. Both the university and local communities benefit from cultural enrichment and educational opportunities provided by a variety of events at Townsend Center.
Copeland Hall
Copeland Hall is a unique combination facility
housing a 500-seat auditorium. Made possible
through a bequest from the estate of Mr. Willard
Copeland, a longtime Bowdon resident. Copeland
Hall is completely funded by the City of Bowdon
and provides a variety of musical and theatrical productions, including the Sertoma Concert Series.
Culture and Recreation
The Carrollton Cultural Arts Center, a facility of
Carrollton Parks, Recreation and Cultural Arts, opened
on August 27, 2002. The 40,000 square foot facility has
a 262 seat theatre, 3000 square foot art gallery for
exhibitions, a galleria for permanent art collection,
theatre rehearsal room, dressing and costume rooms,
scene shop, choral rehearsal room with built in risers
and sound buffers, and an educational wing with four
classrooms, two storage rooms and a kiln room. The
Carrollton Cultural Arts Center also supports Georgia
artists by continuing to add to their collection of 42
pieces of art all commissioned from Georgia artists.

McIntosh Reserve
McIntosh Reserve Park, named for Chief William McIntosh, Jr.,
is a 527-acre facility operated through the Carroll County
Recreation Department. Over 14 miles of multi-use trails wind
through the reserve and alongside the Chattahoochee River,
which forms the southern boundary. McIntosh Reserve has been
developed as a park by Carroll County in order to provide for the
public enjoyment of the site's natural and cultural resources.
Hikers, bicycle enthusiasts, and equestrians can enjoy these trails
year round.
V-PLEX
The Villa Rica Civic Center & Sports Complex (V-Plex), is
located at 1605 Highway 61 in Villa Rica right off of I-20
exit 24 . This 48-acre park has ten athletic fields including
youth and adult baseball and softball and a regulation-size
football field. In addition, the park has a 16,000 square foot
building which includes a 6,000 square foot civic center. The
VPlex also has a country-style buffet restaurant that features
"home-style" meat and vegetable meals along with a catering
service and full service bakery.
John Tanner Park
John Tanner Park is a county-managed park in cooperation
with the Georgia State Park system. The park is best
known for having the largest sand swimming beach of any
Georgia state park. It is a recreational haven for water
lovers looking for boating and fishing opportunities as
well. Visitors can enjoy camping, picnicking, miniature
golf, volleyball and horseshoes. A small lodge and six cabin units near the lake feature fully equipped kitchens, dining areas, living areas and bedrooms.
Pine Mountain Gold Museum
Villa Rica was the site of the first Gold rush in Georgia in the year
of 1826. Today visitors can enjoy stepping back in time at the Pine
Mountain Gold Museum to experience gold and gemstone panning, 3 miles of walking trails, picnicking, and West Georgia’s
only authentic 19th Century Gold stamp mill.

Tanner Health System
Tanner Medical Center—Carrollton
Other medical services include: a women's health center (one in both Villa Rica and Carrollton); an
nationally-acclaimed advanced cancer center and occupational health services; a 4-level parking deck
that includes spaces for 446 vehicles, a new state-of-the art ICU addition, which includes 12 beds and a
larger, more comfortable area for family members and visitors. Also, Tanner/Carrollton has a new stateof-the-art cardiology center.
Tanner Medical Center/Villa Rica serves northeastern Carroll
County, western Douglas County and southeastern Paulding
County. In October 2003, Tanner Medical Center/Villa Rica
unveiled a new $17 million facility featuring a birthing center, an expanded imaging department with MRI, high speed
CT and PET scanning, a six-bed ICU, a 22-bed Medical/
Surgical unit, 12 postpartum rooms and an expanded Emergency Department, all designed for patient privacy and the
highest quality of health care. The impressive rotunda which
marks the entrance to the facility soars three levels and has
been constructed with the capability to add an additional floor
in the future.
Willowbrooke at Tanner, which opened in April 2009, is a
new 52-bed behavioral health hospital located in Villa Rica
close to Tanner Medical Center/Villa Rica. The first new
behavioral hospital to be built in Georgia in over 20 years,
Willowbrooke at Tanner offers inpatient and outpatient
services for a variety of behavioral problems.

Established Industrial Base
More than 100 manufacturers call Carroll County home, including five international
firms. The economic base is extremely diversified with a wide variety of goods and
services produced. These include wire and cable, automobile parts, dairy products,
poultry, baked goods, men's suits, metal pipe, textile cord, synthetic turf grass and irrigation systems. The Georgia Department of Community Affairs' recent survey of Carroll County's existing industries indicates that 95% of all companies rate the county as
a favorable place in which to do business. Less than 3 percent of all companies are
unionized.
Industrial Support Services
Carroll County has the capabilities for electric motor
repair, tool and die, fabricating, casting, finishing,
forming and machining. There is a UPS terminal along
with 14 trucking companies. The Georgia Department
of Labor maintains a field office in Carrollton. Georgia
Tech's Manufacturing Extension Program has an office
in Carroll County and provides business and engineering problem-solving assistance to local industries. The
Small Business Development Center, located at the
University of West Georgia, provides a wealth of
small business planning, financial advising, and technical assistance services to those thinking of starting or
expanding their small business.
Industrial Sites
There are four developed industrial parks in the county, each having paved roads and all
utilities in place. A number of privately owned sites also exist. Industrial land ranges in
price from $5,000 to $100,000 per acre.
Operating Costs
Carroll County can offer substantial savings for any business interested in locating here.
Savings can be attributed to a combination of factors including 100% Freeport exemption on all inventory, competitive utility rates, affordable wage and tax rates, and the
availability of local contractors and suppliers offering substantial savings on construction costs.

The county has the capability to arrange all types of industrial and commercial financing. Five
local development authorities and 12 banking institutions are available to assist prospective
businesses.
International Business
Carroll County is the location for a variety of companies from all over the world including
Canada, Japan, Brazil, Germany, Belgium, and England. The Carroll County Chamber of
Commerce assists local industry in matters of an international nature such as letters of credit,
certificate of origin, notary services and exporting resource information. Carroll Tomorrow
supports and directs all Direct Foreign Investment opportunities for the County and is actively recruiting companies with a global footprint.
Small Business Assistance
The Burson Center is a business incubator and resource center operated by Carroll
Tomorrow. It is a system of services designed to facilitate entrepreneurship, small business
development, assistance to existing industry and soft landings for new industry recruits. The
Chamber of Commerce, Carroll Tomorrow and The Burson Center combined provide comprehensive programs for small business in Carroll County. Business coaching, continuing education seminars, resource data analysis, business planning, marketing assistance and financial information are also available. Other partnering agencies include the University of West
Georgia Small Business Development Center, West Georgia Technical College, and Georgia
Tech's Manufacturing Extension Program and Government Procurement Assistance Center.
The Burson Center has also teamed up with SCORE (Service Corp of Retired Executives)
which provides working and retired business owners and executives who volunteer their time
as counselors to share their wisdom and lessons learned in business through meetings and
workshops held at the Burson Center.
Workforce Improvement
Enhancing the quality of the Carroll County workforce is an on-going effort of the business
community. Several programs and projects are in place to address this issue. Carroll County is
currently pursuing Georgia’s Work Ready Community certification, while West Georgia
Technical College provides specialized training and coordinates the state's Quick Start Program.
The University of West Georgia offers continuing education programming and can assist with
specialized training programs such as the Intellectual Capital Partnership Program (ICAPP).
In addition, the Literacy is for Today & Tomorrow (LIFT) mentor program provides GED
certification training, and the Drugs Don't Work program provides workman’s compensation
discounts for drug-free workplaces.
