Dear Mr. Beloin:
Upon reviewing the Goffstown Area High School roof specifications and moisture scan
sent to me last week, I have determined that the specifications are negligent in several ways..
The roof deck is composed of tectum, a compressed cementituous wood fiberboard that is
very sensitive to moisture. Once it is exposed to moisture it loses its structural
integrity. Since the roof has been leaking on and off for 30 years, anything less than a
complete tear off of both roofs, a close inspection of the roof deck and replacement of all
damaged tectum would be an error and omission on the part of the Architect.
These specifications may lead to a localized roof collapse under heavy snow load. Since the
new roof will be insulated, it will be much more likely to accumulate a large snow load, thus
increasing the possibility of localized collapse.
Another problem encountered with weakened tectum decking is diminished fastener
pullout strength. There can be a significant loss of holding power and increase the potential
for a blow off of the roof under high winds.
The specification as drafted does not meet current building codes and should certainly not
be used for a school re-roofing project.

Ref: Goffstown Area High School reroofing specifications
This letter is in response to your request that I review and comment on the specifications for
this project which you sent me. Also included was a roof scan of the areas involved. Based
upon these documents, I make the following observations and comments.
TECTUM DECKING
This project involves the re-roofing over existing tectum decks that now have two layers of
roofing. This process is called recovering as opposed to replacement with involves removing
all the old roofs down to the deck and replacing all old roofing. The specification calls for the
removal of one roof-leaving the other lower roof intact- and superimposing the new roof upon
the initial roof and fastening the new roof substrate through the old roof into the tectum deck.
This is poor roofing practice and can cause substantial problems.
BOCA CODE CONSIDERATIONS
A New Hampshire utilizes the BOCA Code for construction. BOCA Section 1512.3
Recovering vs. replacement. Indicates the following : New roof coverings shall not be
installed without removing all existing layers of roof coverings where any of the following
conditions exist.
1. Where the existing roof or roof coverings is watersoaked or has deteriorated to the
point that the existing roof or roof covering is not adequate as a base for additional
roofing.
2. Not applicable
3. Where the existing roof has two or more applications of any type of roof covering.
It appears that these two conditions, #1 & #3 exist on the project as specified and the
specification to remove only one layer of roof covering is an attempt to circumvent this code
requirement. Also as this existing roofing system has been leaking and was superimposed over
yet another prior roof it is most probable that the roof and tectum decking has deteriorated to the
point of being inadequate as a base for the specified system. Thus compliance with the BOCA
Code requires removal down to the deck and inspection of the tectum decking prior to any roof
replacement
B. BOCA Code at 1505.2 Wind resistance requires wind uplift resistance that is a function of
fastener holding pullout resistance. This resistance is attained by the holding power of the
fastener in the tectum deck. Tectum that is or has been water soaked has little to no fastener
holding power so failure to remove all existing roofing and inspect the tectum deck would
compromise the wind resistance of the newly installed roof. My experience has indicated that
only the type of tectum fastener that is sufficient to penetrate through an existing roof-as
specified in the Goffstown project, performs poorly in old tectum decking and usually "strips
out" the tectum during installation resulting in a poorly fastened roof more subject to wind
blowoff . Thus removal of all existing roofs is required.
C. Removal cost considerations To attempt to remove only one layer of roofing while leaving
a remaining prior roof installed is most likely more expensive and labor intensive than removing
both roofs simultaneously. Taking into account that the second roof was firmly attached to the
original roof it is extremely difficult to detach the second roof layer from the first-and for what
purpose-to circumvent the code requirement? It
doesn't make sense.
HEALTH & SAFETY CONSIDERATIONS
Sick building Syndrome-One important consideration in not removing all of the roofs down to
the deck is the health of the students and teaching staff. Leaving a wet existing roof can created
an ideal condition for mold growth that could lead to a "sick school syndrome". Mold and
fungus can exist and flourish in the warm dark climate created within an old rotted roof system
and then can readily infiltrate down into the building-particularly through the porous tectum
decking. This air pollution problem has become more evident as air testing of schools for
allergens is more prevalent. Removing all of the existing roofs is a very cost-effective way to
preclude and minimize any mold and fungus growth within the roof/deck area.
Because of the code considerations and the potential health and safety risks posed by the
current specifications, I believe it is paramount that the specifications be redrafted to meet
the building code, provide for the safety and health considerations of the students and staff,
comply with good roofing practices and to ensure a cost efficient and durable roofing
system for the benefit of the taxpayers of Goffstown.

Dear Governor Benson:
My reason for writing to you is to alert you about a scandal that has deeply infected and corrupted
public bidding in New Jersey and has now spread to your state. It has to do with public contracts
involving school roofing. In the mid 90’s this bidding corruption was so bad in New Jersey, that I
approached the New Jersey Commission of Investigation and advised them of the severity and
magnitude of the bid rigging situation in our state involving public school roofing contracts. The SCI
took on my challenge and investigated the widespread problem that culminated in a September 2000
report WASTE AND ABUSE PUBLIC SCHOOL ROOFING PROJECTS. Our report found
widespread corruption with 59% of the 115 school roofing projects investigated. The bids were being
rigged to the detriment of the taxpayers and the safety of the school children. This report only
investigated the tip of the iceberg. The actual percentage of rigged bids is much higher. The loss to
New Jersey taxpayers was estimated to be in the tens of millions of dollars per year. One school
district, Edison, N.J., alone was swindled out of about one million dollars. I suggest that you read the
report.
For the past year, I have been working with and advising Mr. Beloin of Bluestone Inc., who like me
has uncovered widespread bid rigging and corruption in your state. The corrupt patterns and practices
he has uncovered match exactly the corrupt activities found by the SCI in my state. I believe that it
would be in your state’s public interest for you to meet with him and discuss this in greater detail. With
diligence, it can be stopped in its tracks. I don’t know if New Hampshire has a mechanism like our
SCI but I am sure a similar investigation in your state would uncover the same corruption as was found
in New Jersey.
Governor, this bid rigging scam is nationwide, and undermines public confidence in government as
well as diverting millions of scarce taxpayer dollars into the pockets of swindlers. I trust you take some
time to meet with Mr. Beloin to halt this obscene rape of the taxpayers in your state.

RE: Goffstown High School Re-roofing specifications
Dear Mr. Beloin:
I have reviewed the architects re-roofing specifications for the Goffstown Area High School and your Roof Inspection
Report.
I find it disturbing when I encounter one of these kind of roofing specifications. They undermine the Building Codes,
Public Contract Codes, Bidding Laws, dollars available for education, possibly the physical well-being of the
schoolchildren occupying these schools, and certainly the future generations' available dollars for other more
productive activities.
The specifications are what is known in the roofing industry as "restrictive proprietary specifications" - they limit the
bidding to one product, probably in violation of your state's Public Contract Code. These kinds of specifications can
cause the prices to skyrocket, as detailed in a New Jersey State Commission of Investigation Report. This report
detailed criminal and civil violations that led to huge cost overruns in public school roofing projects. Many newspaper
articles, trade publications articles and television reports have publicized this scam since 1989.
The architect’s specifications are vague and never mention the tectum roof decking or the two water soaked roofs
attached to it. The Bluestone Roof Inspection Report is detailed and mentions such pertinent information.
As an architect, I would not recommend a client re-roof over such a badly leaking roof, nor use tectum as a base to
which a new roofing system would be applied. I have not yet found a roofing manufacturer that would guarantee their
roofing systems for the long term, over tectum decking. Instead, I would do the following:
1.
At the minimum, I would recommend that an independent, RRC (registered, with The Roof
Consultant's Institute) roof consultant be employed to independently ascertain and affirm the problems
you have found.
2.
I would expect that the roof consultant to minimally recommend that both built-up roofs should be
removed, the tectum decking closely inspected for water damage and all damaged panels replaced
prior to re-roofing, if kept.
3.
A structural engineer should be employed to examine and make recommendations as to the tectum
removal and/or replacement.
Anything less probably violates your building codes. Can a fire rating be maintained under such conditions? Common
sense dictates that actions outlined above be taken. With the kind of snow loads that your state has, I could not in good
conscience see that any less recommendation be made, in order to protect lives of the children inside those buildings.

I would want the Manager of Roofing at ASTM to examine the testing requirements and certify whether or not the
tests quoted are timely, are quoted accurately as to the range, not particular number within a range, to be met, and are
applicable to the product quoted with the test.
I would want outside, independent accounting firms to make the certifications that may be required of manufacturers in
the spec. It would have to be one of the big accounting firms, and not Arthur Andersen. I would never accept a
manufacturer's certification that they had certain plants, certain financial strengths or had manufactured products and
not relabeled another manufacturer's products.
I would also want to know what kind of guarantees versus maintenance agreements were being offered as part
of these restrictive proprietary specifications. I would want it in writing, prior to the bidding.
I have no doubt that Bluestone produces an exemplary product, if the descriptions of it are accurate. It is necessary
that in public school roofing projects, or any taxpayer-funded project, we should allow open competition as provided
by law, and find ways to get the best products at the best prices, and not allow the kind of price gouging, bid rigging
schemes found across the country in school roofing projects.
I wish you luck in your endeavors to open the markets in your state and region.

Dear Special Agent Don Hale,
My name is Tim Hogan. I was a member of the Goffstown Area High School
Building Committee. I was present at the January 30th 2002 GAHSBC meeting where Mr.
Beloin publicly accused the Architect Paul Hemrick and Superintendent Daryl Lockwood
of negligence for failing to address the tectum decking problem. I believe I was the only
one to vote to allow Mr. Beloin to speak at the meeting. I remember him being dismissed
by Dr. Lockwood, Architect Paul Hemrick and 1 other member of the GAHSBC.
Since that time, I’ve met with Mr. Beloin and I believe he has raised legitimate
concerns about the structural integrity of the GAHS roof structure. The information about
tectum decking presented to me by Mr. Beloin should have been fully vetted during the
GAHSBC meetings. I don’t recall tectum decking ever being discussed.
I believe that there is a good possibility that this information was deliberately
withheld from the voting members of the GAHSBC. Had I been fully informed about the
problems with tectum decking, I’m sure I would have voted differently and or asked
more questions. If Mr. Beloins claims are true, (he has shown me much information that
seem tough to dispute) then the GAHS re-roofing project violated numerous building and
safety codes and the structure is unsafe.
According to Mr. Beloin, he has pointed this out to the Goffstown School Board
on more than one occasion and they have refused to act. This could not have happened
with the Architect acting alone. The General Contractor and Roofing Contractor know or
should have known of the building code violations.
My information has it that this is racketeering and is a Federal crime that falls
under the jurisdiction of the FBI.
I’m willing to come in for an interview to help move this investigation forward.

sure a similar investigation in your state would uncover the same corruption as was found in New Jersey.
Governor, this bid rigging scam is nationwide. It undermines public confidence in government, builds
overpriced schools with substandard construction and diverts millions of scarce education taxpayer dollars into
the pockets of swindlers. I trust you take some time to meet with Mr. Beloin to look at what he has uncovered. I
am very impressed. With much less information that Mr. Beloin has documented, I was able to get the SCI to
initiate an investigation that resulted in the proof that 60% of school roofing contracts in NJ were rigged. Much
of this is substandard construction that does not meet the building codes. These are schools that we are talking
about.
My understanding is that the State of NH is currently facing a $300 million deficit. I suggest that you
meet with Mr. Beloin and ask him to provide you with information that will help you reduce public construction
costs to help cut millions from your state budget now and cut many millions more down the road without
sacrificing services.

Your Honors:
I am Douglas E. Wicks a citizen of New Jersey who became acquainted with Mr. Beloin because of his
interest in my involvement in uncovering corrupt bidding and contracting schemes here in New Jersey. I had
discovered widespread corruption in the school roofing replacement area as far back as the mid 1980’s. As I
watched this corruption spread unabated and unchecked by the authorities, in 1998, I reached out to the New
Jersey State Commission of Investigation [SCI] and, through my efforts, convinced this Commission to
investigate the widespread corruption in the area of school roofing projects.
What this revealed was a massive scheme that cost us taxpayers of New Jersey tens of millions of dollars in
overcharges brought about by a massive swindle involving corrupt architects, roofing material manufacturers
and complicit school authorities. It all is well documented in the SCI report of September 2000 relating to
waste fraud and abuse in school roofing projects.
Mr. Beloin, in my view, has detected the very same corrupt patterns and practices involved in the SCI report
occurring in New Hampshire. I believe that his persistence and investigation into these areas has caused
corrupt officials to take steps to silence him. It is also my impression that these steps involve direct threats
upon his well-being and possibly his life. I believe that these recordings involved in the issue before your
court are his attempt to protect his life and limb.
The Constitutions most basic right is that of protection of life. The very basis of our constitutional system
came from the teachings of Montesquieu who observed “The political Liberty of the subject is the
tranquility of mind arising from the opinion each person has of his safety. In order to have this
liberty, it is requisite that government be so constituted as one man need not be afraid of another. I
truly believe Mr. Beloin has a justified fear arising from events that surround his uncovering the corruption
in the roofing project in his school district that he seeks to protect himself with by the use of his recordings.
It seems a transparent abuse of power for the authorities to persist on punishing him for this act. Just what are
they so concerned about to go through such corrupt lengths to conceal and keep from public view?
Mr. Beloin has informed me that he has given my name and phone number to the Chief Investigator at the
NH Attorney Generals Office so he could contact me to verify Mr. Beloin’s claims. No one from the NH
Attorney Generals Office has ever contacted me for an interview.
It is up to you to protect your citizens from such governmental abuse. I trust you live up to your oaths.

Dear Mr. Beloin:
I am writing this letter as a matter of continuing concern at the “shutting up” and death threats
received by those of us, across the country, who have decided to speak out about the ongoing,
widespread and deliberate Restrictive Proprietary Specifications scam in roofing, specifically
targeting schools. From our continuing contact over the past few years, it is clear to me that you
have unearthed a huge scam operating in your area very similar, if not identical to what is
occurring elsewhere across the United States.
There are at least a couple of hundred folks who contacted me from 24 states, out of the blue,
after it got out in the roofing industry, that finally, an architect had discovered the scam and was
doing something about it. This is the first time in the 40 year operation of The Scam. Across the
country The Scam has been so successful that in some places, it has proliferated out of control.
In my case and that of many others in the roofing industry who have tried to do something about
The Scam, we seem to be operating against a highly organized ring of criminals and thugs in
sheep’s clothing. There is no other way to describe what is going on.
It is horrific – particularly with what has happened to the educational system in our country –
used as a WPA Project to engraft numerous school board members, facilities personnel and others
with wonderful “lifestyle enhancements”. The list of what people have told me they have seen
being given included leased Mercedes, Jeeps, trips to Europe, a $3,000 per hole golfing hole
gambling losses by tournament-holding manufacturer’s reps, parts and additions to houses, cash
in brown bags, electronics, etc.
Those involved in the kickbacks for the Restrictive Proprietary Specifications Scam ought to be
thrown in jail for what they have done to us! How can children ever get a good education when
they can’t get good books – or well-paid great teachers –when the money goes into roofs that are
18 to 20 times the normal price. How could anyone in good conscience not speak out about this?
In my case, this is just some of the following that has occurred:
1.
A woman architect 20 years my senior, frustrated after years of observing illegal
contracting in our department at the University of California, was horrifically
run out of the department for fighting the problem, then got ill, called me to
beg me, sobbing for an hour and a half, to do something about “…all that illegal
contracting/sole-sourcing at the University of California in our department.” I
later heard that the very next day, her neighbors in Mill Valley, Marin County,
California heard something very loud, came running – to find her dead.
2.
Later that year, the head of the 110 + buildings at the campus told me that the
reason I could not do normal specifications, and save them a ton of money, was

because of “payola” – twice – by rubbing his fingers together – after taking me
out to an area no one could see what his reply to my questions were….
3.
Doctor friends at the University of California, San Francisco, specifically told
me I had to get into the FBI – understanding how those scams were impacting the
medical research dollar and medical students’ tuition costs. Unfortunately,
unless you are involved in the scams, the FBI does not investigate anything.

I have suffered all sorts of retaliation, despite being put in a book, American
Architects (1990) by my colleagues on the Georgia Board of the American
Institute of Architects, and despite many other honors and awards – not sought.

Work degraded to archives.

Then fired.

Then lied to in writing by the University about their grievance process –
not printed in any of their Human resources manuals.
d.
Caught my former boss, heavily involved in the scam, badmouthing me
to potential employers – by the firm that was reported on for doing such
in the Wall Street Journal.
e.
Caught former buddies of the guys involved at UCSF stopping me from
getting work from private clients in a town on the peninsula, here in the
San Francisco Bay Area.

My case has been read into the Los Alamos hearings in the US Congress
as “A prime example of the lack of accountability of UC (the University
of California)” in early 2003. The Congressional aides asked me to find
out if the same roofing scam was going on at Los Alamos. I put down
the phone, called the head of a Task Force in Albuquerque looking into
Garland Roofing locking down all the work in their schools, and he told
me who was being sole-sourced – Tremco – and which facility manager
seemed to be tied into them and what he was known for getting in
kickbacks. It took me all of five minutes, and I called the Congressional
Aides in Washington, DC and gave them the answer – almost within 10
minutes of their request. They were shocked at the speed – but I wasn’t.
So I rechecked it, on my own, through contacts in the Midwest Roofing
Contractors Association, down into their contacts in Texas and into New
Mexico – and came up with the same exact information – and more
goodies gotten being described – and reported it back to the Committee.

How did they know the rulings were coming out, what their
rulings would be, and trying to frighten me off going
forward? How?)
A former friend, a former President of the School Board in San Francisco,

and head of their Facilities Committee, had me go to a café with her, and
took me outside and looked around to see if no one was around. She
then proceeded to tell me the following:
“I was called to the Tim Tronson Grand Jury”
[He was indicted for stealing millions from the Facilities
budget]. Then she said, “They asked me if kickbacks were going
on, and I said ‘Everybody does it!’”
Then she asked me “…if I had a will”, and “…was I going to be
cremated?” In rapid order. Another “Subtle” Death Threat/Scare
tactic…..
ETC.
To the Justices:
There is no doubt that Gerard Beloin is outspoken. You have to be, to survive the incredible and
ongoing cover-ups.
Worse, I believe him about the death threats. Why else would a prosecutor try to snatch the
evidence away? Who’s involved with what there? Good grief!
The ongoing scam in roofing, and specifically in the area of school roofing projects is welldocumented. Since June of 1989, when a roof consultant in Royal Oak, Michigan, had published
in Roofing Contractor magazine an article on the Proprietary Specification Bidding Scam, there
have been approximately 60 articles on the subject and three known TV programs on it – on KOB
TV (ABC) in Albuquerque in May, 2001, WLWT TV (NBC) in Cincinnati, Ohio in May 2001
and February, 2003, and News 12 in Edison, NJ in 2003.
Further, the New Jersey State Commission of Investigations’ Report, “Waste and Abuse in
School Roofing Projects”, Sept, 2000 (done 1999-2000) is a huge expose and completely accurate
on the issue. It is at:

Specifically, their “Generic Guide to the Scam” is very informative.
The Midwest Roofing Contractor’s Association did a series of articles on the scam, and one in
particular describes the scam, based on Tremco’s own in-house training documents. (Garland
came out of Tremco, as did WP Hickman – the three reported scam manufacturers, targeting
school bond funds). The MRCA can give you their series of articles. The MRCA is at:

Kansas City, MO.
The California State Auditor did an Investigative Report in my case, finally, as of Sept. 17, 2003.
They roundly criticized an unrepentant University of California for allowing the illegally solesourced roofing contracts. There may be more activity upcoming, as a State Assemblyman has

3. I am acquainted with Gerard Beloin and have been for about four years and am aware of the corruption he
has uncovered in New Hampshire involving the rigging of bids for school construction projects and the
threats and abuses being made against him to attempt to intimidate him into silence.
4. I was instrumental in inducing the New Jersey State Commission of Investigation [SCI] to launch their
investigation into Waste Fraud and Abuse in public school
roofing projects that resulted in the report WASTE AND
ABUSE PUBLIC SCHOOL ROOFING PROJECTS of

same in nature to those uncovered by Gerard Beloin in New
Hampshire.

conceal the abuse and corruption of the public bidding and contracting processes that Gerard Beloin has
uncovered in New Hampshire to the extent that public officials would make, shield and condone the
threats to this man’s life by those holding positions of trust in public office.
DECLARATION OF JANET CAMPBELL
I, Janet Campbell, do declare under threat of perjury:
I am an Architect, practicing in the State of California. I graduated from Georgia Tech, B.S. and M.ARCH, in 1975
and 1977. I have worked in the field since 1977. Part of that time was spent working at a large architectural firm in
Atlanta, Georgia, where I was trained in roofing and waterproofing for two years by a founder of the International
Roofing and Waterproofing Consultants’ Association (IRWCA), Mr. Matt Hitlin, on a five-acre sized series of roofs
for a $200 million Corporate Headquarters Building (1981-1983).
I have been acquainted with Gerard Beloin for some years. I am aware that his situation, although more extreme,
has the same brutal “Shutting up” elements from many quarters as those I encountered from the roofing industry and
associated others after my report to the FBI about illegally restrictive proprietary specifications in roofing and other
products at the University of California, San Francisco.
What those playing the same – apparently deadly - games with Gerard may not know is just how many people
across the country know this scam is going on – because the use of illegally sole-sourced roofing products in
schools is going on in their areas.
The “Shutting Up” techniques used in my case have included:
1.
Death threats, one left on tape, two one week before each of the lower courts’ rulings in my case;
2.
Ex-bosses caught on tape bad-mouthing me to potential employers, and not being able to get
steady employment with necessary medical insurance due to having had cancer – for five years;
3.
Employers specifying to the three known “scam” manufacturers (term is from the New Jersey
State Commission of Investigation Report) hiring me to get me involved with more of the same
manufacturer’s specs on other school /public works projects or “dirty me” in some way (three at
minimum); etc.
My report to the FBI in on or about January 1997 was about illegally restrictive proprietary construction products
specifications. I made the report after a Manager of Building Managers at my place of employment, the University
of California, San Francisco (UC), indicated clearly, twice in one conversation, that “payola” was involved and that
was why I “was not being allowed to do normal specifications”. In fact, I had been ordered in writing to sole-source
roofing specifications to one manufacturer: Tremco.
The FBI did find, and so stated in their deposition in my case [Campbell vs. Board of Regents], that the
specifications were written to limit competition illegally, and did notify University officials at their Office of the
President. Not only did those University of California officials never ask me what was going on, they fired me in a
“two-step” layoff process for whistleblowing. Despite pleadings from UC otherwise, I did attempt over five years
prior to that report to the FBI to find a “Safe Haven” to go to – to no avail.
There is still no safe haven, ongoing and acknowledged as such by the University of California’s attorneys to me
earlier this year – just weeks ago. Gerard Beloin is also encountering the same lack of “safe haven”, and over the
exact same or very crimes he has also discovered.
The term “criminal acts” is a term given to the scam activities by a California Supreme Court Justice to the
University of California’s attorney in my Oral Hearings, in Dec., 2004, in San Diego, CA. He stated “You know
these were criminal acts, don’t you?” as he stood and pointed his finger down, jabbing it repeatedly, at the UC
Attorney, who hung his head and acknowledged that they were.
Yet there was no safe haven for me, and never has been. Will there be a “safe haven” for Gerard Beloin?

yesterday. Special thanks for Councilor Pignatelli for pressing my point to
Attorney General Kelly Ayotte. This is organized crime in NH law enforcement
and I can prove it. Not only can I prove it, it has happened before with some of
the same players involved in the Judge John Fairbanks case. Chief Investigator
G. Michael Bahan at the NH AG's Office is now gone. He is no where to be
found and the NH AGs Office will not divulge his new address.
Councilor Wieczorek, I applaud you for pressing the people at the DCYS for
trying to save a few thousand dollars on automobile repairs. Every dollar counts.
But that is penny anti compared to what is being stolen right from under you
noses through a sophisticated big rigging scheme run by architects and
engineers. Please apply that same attitude to the approval of school funding
money. I can prove approximately $1 million was stolen in the 2002 Goffstown
High School renovation contract that I was intimately involved in. I have evidence
of $6 million being stolen. The Chairman of the Goffstown School Board, Dr.
Craig Hieber took my side. He soon dropped dead. "These guys" describe how
they poisoned him.
In Guilford, NH they built a huge Lowes from the ground up for $6.3 million.
The executive Council just approved $10,000,000 for renovations and a small
addition to the Manchester Vo Tech. My educated guess is that the true cost of
the project is in the $1 million dollar range. At the writing of this letter, several
millions of taxpayer dollars are being stolen. In 1998 or 1999 an RFP was put out
by Tim Clougherty. The Army Corps of Engineers estimated that it would cost
approximately $3 million to re-roof the Manchester School of Technology. My bid
was for $40,000. Not $400,000. $40,000. My bid was rejected because I was not
"pre-approved" by the Gale Engineers. I made a stink about it. The perps were
spooked and the work was never done. I have all of this documented.
In 1998 Gale Engineering was fired from a private construction project. They
rigged the bids in the $500,000 range. My bid was $130,000. They told the
building owner that my demonstrations were nothing more than magic tricks. The
owner agreed to meet with me because he liked magic tricks. Within 1 hour I had
the contract signed with a deposit in my hand. What the private sector was able
to weed out in 1 hour, the State of NH has not been able to exorcise in 10 years.
"These guys" are not threatening to kill me because I know nothing. "These
guys" are threatening to kill me because I can prove everything.
I believe I can save the State of NH at approximately $100,000,000 a year
is school funding money by eliminating fraud. What I have uncovered here has
already been proven to be true in NJ,
If you are serious about controlling State spending, the Executive Council
will allow me an hour of your time for a powerpoint presentation to expose the
intricacies of this scam being perpetuated on the NH taxpayers by "these guys".

Here are my two latest motions. Because of computer technology, you are getting
this before the courts and the lawyers get it. Isn't technology great?! The 1st motion is a
10th Motion to Dismiss that cites the recently discovered breach of piece laws, chapter
and verse. According to the statutes, not only did I do nothing wrong, I was actually
doing what was expected of me as a good citizen. I committed an act of public service
by exposing crimes that have an adverse effect on the public health and safety of our
school children.
The 2nd motion is a Motion for Default Judgment. While I’m being chastised by this

This has happened 6 times. In this motion I’m disclosing another quote from one of my
well-connected informants. “If you’re dead, Prosecutor Ouellet wins. They are
running you in circles until organized crime does their job so that they won’t have
to do theirs.” Again, this is proof positive that the prosecution and the courts are acting
in concert with organized crime in order to protect one of their own, Prosecutor Kerry
Steckowych, from the crimes, admitted to on tape by his “personal messenger”, of grand
theft larceny, extortion, criminal threatening, racketeering, arson and murder.
At what point does law enforcement start enforcing the laws and the justice system start

Hi Attorney Brodeur,
I’ve attached my notes from an interview with Mr. Beloin from last February. I have
copies of items mentioned in the interview, including audio recordings, letters sent
back and forth, and some of the court orders. I haven’t kept up with it too much over
the last year, so anything that’s happened since then is not included in this interview.
I do know that Mr. Beloin was recently required to take a competency hearing, and
was deemed competent by a court-ordered doctor.

Given the perceived threats, Mr. Beloin’s wife has concerns for the safety of her
family and friends. The harassment by law enforcement officials and lack of action
regarding the threats has clearly taken a toll on the family’s sense of security and Mr.
Beloin’s business. I appreciate your help in resolving this matter. I am copying Rep.
Baldasaro because he has also taken an interest in Mr. Beloin’s case.
