we thought it was going to be a
daunting process, but thanks to

Works, it was a stressfree overhaul, and the site was up
and running in no time.

Utility Fee Changes
Effective July 1
F
or many, Christmas time is a
time of reflection and celebration of
the achievements and challenges
of the past year. The last day of
December is not only a time to
celebrate the previous twelve months,
but also to look to the future and set
course accordingly.
2012 has been a year of growth and
change for the City of Medford. Last
January we were operating under
the management of City Manager
Pro-Tem, Bill Hoke. We have since
welcomed Eric Swanson to the City
Manager position in June. Under his
leadership we have already adopted
a Strategic Plan that will serve as a
guide for future policy-making.
The Evergreen Garage has been a
concern for many years. Medford
Urban Renewal Board and the City
Council have entertained many false
starts and at times through the
years, it was questioned by many if
there would ever be a development
adjoining the parking structure.
The agreement to develop this area
into One West main Street is an
achievement I celebrated personally.
I welcome Rogue Disposal, Procare
and Pacific Retirement Services to the
center of the city. This development
will bring people and energy to the
downtown. I am very pleased to have
been a part of this process.
The Commons has also officially
opened and now houses the Lithia
headquarters.
This alone has
brought over two hundred additional
employees to the heart of Medford.
The mutually beneficial public/
private partnership between Lithia
and the City of Medford has provided
an urban park block perfectly suited
for events and recreation. I look

forward to the development of the
second park block in 2013.
It would seem from above that
2012 has been all about downtown
achievements, but I would be remiss
if I failed to mention the opening of
the long-awaited Northgate Shopping
Center featuring quality retailers
such as REI and Trader Joe’s. These
additions will contribute greatly to
our service as the regional shopping
center for Southern Oregon and
Northern California.
The New Year will also mark the
close of my second term serving as
Mayor and the beginning of my third.
Throughout all my terms I have
been fortunate to work with other
councilmembers and staff who share
my passion for the City of Medford.
Together with citizens, businesses,
non-profits,
and
other
service
organizations, the City of Medford
continues to grow and improve. With
all these stakeholders working to
ensure the City of Medford is a most
livable community, 2013 is sure to be
a success.
Medford Resident Recognized for
Acting in Emergency
n January 2, 2013 the Medford
Fire Department and Medford Rural
Fire Protection District #2 recognized
West Medford resident Patty Daniels
for her willingness to act for the safety
of others during an emergency. Ms
Daniels was presented a Certificate of
Appreciation by Chief Dave Bierwiler
and Directors of the the Rural District
Board.
Patty was awakened and discovered
that a near-by carport was fully engulfed
in fire, threatening the apartment
complex. She called 911, and alerted
her neighbors of the dangerous fire
adjacent to their apartment complex
on Oak Grove Road (just outside the
City limits).
Prior to the arrival of
the Fire Department, Patty alerted all
residents in six units to evacuate as the
fire grew toward the apartments. This
is especially significant because the
fire took place at approximately 2:30
am when most of the residents were
sleeping. Following the presentation
of her certificate, Patty and her Mom
were then treated to a ride in a fire
truck with Captain Glose and crew,
who were on the first arriving engine
at the fire.

ewest Councilmember Sworn in
Thursday, January 3, 2013
Even though Daniel Bunn is the
newest Councilmember elected to
serve on the City Council, he is no
stranger to public service. Mr. Bunn
graduated from St. Mary’s High
School in 2005.
After graduation
he attended Pepperdine University
located in Malibu, California. There
he received a B.A. in Economics and
Political Science.
After graduation,
he returned home to Medford, Oregon
where he now serves as Vice-President
of Rubicon Investments.
Prior to
his decision to run for City Council,
representing Ward 4, he served on the
City’s Planning commission, Parks and
Recreation Commission, and the Joint
Transportation Sub-Committee.
Mr. Bunn will be representing Ward
4, with Former Council-President Bob
Strosser.
Also sworn in at the noon meeting of
January 03, 2013 was Eli Matthews,
Ward 2; Chris Corcoran, Ward 3; Dick
Gordon, Ward 1; and Mayor Gary
Wheeler for his third term of service as
Mayor of the City of Medford.

Helped Needy Families
Have a Great Christmas!

he Medford Police Association and
City of Medford employees made many
children’s dream of having a new toy or
gift at Christmas a reality.
During Christmas Time the Medford
Police Association coordinates a giving
tree that is placed on the ground floor
of City Hall. The giving tree has a
“gift book” beneath it that has the sex
and age of the child and the desired
gift.
Through generous donations
from Airport Chevrolet and Southern
Oregon
Subaru/Volvo/Mitsubishi,
the Association was able to purchase
clothing items, shoes, food and other
household necessities for the children
and families. City of Medford employees
stepped up to choose a child out of
the “gift book” and purchase toys and
gifts for the children. Additional toys
were provided by the Salvation Army.
This past Christmas was the most
successful yet with 38 families and
104 children being assisted by these
efforts.
Salvation Army provided so many
additional toys that Patrol Officers
were able to hand out additional toys
to children they came into contact with
on Christmas Eve and Christmas Day.
he calculations of City utility
fees (sewer, storm drain and street)
will change effective July 1. These
changes were initiated by the City
Council to make Public Works utility
fees fairer and simpler. The changes
are discussed below:
Sewer:
Single Family customers
will pay a simple flat rate; there will
be no volume charge based on water
use. All other customers will pay the
same base charge as single family, but
will still pay a volume charge based on
water use.
Storm Drain: Equivalent Residential
Units (ERUs) will remain the basis for
determining the Storm Drain utility
fee. An ERU is an estimated amount
of area that a single family residence
places on the City’s storm drainage
system. Using GIS, the City conducted
an impervious area study of Medford
and changed the value of an ERU from
3,000 square feet (sf) of impervious
area to 3,730 sf based on the actual
impervious area for the average single
family house.
Street Fee:
The calculation for
the Street utility fee has changed
significantly.
The current fee is
loosely based on the Institute of Traffic
Engineer’s (ITE) “trip-end”, modified by
a complex formula unique to Medford.
The broad grouping of land uses had
inequities. For example, a coffee kiosk
type business (e.g., Dutch Bros or
Human Bean) has a lower street fee than
a single family residence even though a
coffee kiosk generates far more traffic.
Under the new calculation the “tripends” and calculation more closely
align with what ITE recommends and
the categories are easier to interpret.
Most bills will change on July 1.
Some will increase and others will
decrease. Total revenue for the City
will not change. These changes are
not utility fee increases. The new
calculations are designed to be fairer
for customers. The total City utility
bill for single family customers will not
change much; a single family customer
who uses 6,000 gallons of water per
month will see a monthly reduction
of $0.24. Those who use less water
will pay a few cents more than their
current bill; those who use more water
will pay a few cents less. Business
customers will have larger increases
and decreases in their bill depending
on the type of business.
There will be more information
about the billing changes coming out
as we move closer to July 1. In the

A Vibrant Community

What if we could build the capacity
within our communities to grow into
economically thriving communities
that benefit all the residents – not
just to become attractive to outside
interests or to only benefit a few?
Positive visions for our communities,
both rural and urban, could do that.
Visions like that would include vibrant
commercial districts, safe and healthy
neighborhoods, and strong civic
organizations and leadership.
The vision should also include the
sometimes missing goal to increase
family financial stability and income
for everyone.
Our community will grow most
strongly when all voices are heard. Like
any other community, there are back
room deals involving local government
and there are a few powerful people
who make their wishes known
privately to people they can influence.
However, when a broader range of
people is heard then new ideas emerge.
Rather than seeing those new ideas as
competition for existing business, we
need to recognize that variety is the
spice of economic growth, as well as
the spice of life.
Decision-making should reflect a
wide range of opinions and beliefs.
Strong consideration should be given
to the opinions of local entrepreneurs
who have recently started new
businesses as well as small farmers
who are exploring new outlets for their
products. Real and conscientious
attention would be given to local
residents if a neighborhood might be
affected.
Bridging the political and economic
divide in Jackson County is difficult.
All local governments are divided in
some way, sometimes by party and
other times by economic interest.
There are groups in Jackson County,
indeed across the country, who are
looking for ways to bridge those gaps.
Local government leaders would
benefit by searching them out and
taking advantage of their skills and
resources.

best interests. Unfortunately, some
of those leaders consider the general
public to be a nuisance, rather than a
resource. A few leaders consider some
businesses more important others.
Such thinking misses some great
opportunities.
Today’s
three-person
business
could be tomorrows’ largest employer
in this valley. Three generations ago
Harry and David were just two guys
selling pears and Lithia Motors was a
man with a car dealership.
People who are sensitive to the needs
of businesses, farms, and families can
lead all of us through this difficult
economic period. They can also help
build a foundation that allows us
to prosper under future economic
difficulties.
We all need to convince our business
and governmental leaders that their
best interests are served by ours. We
need to convince them that when the
whole community is healthy, they
have the best chance of being healthy
themselves.
The great strength of a society is its
diversity of opinions, and the enduring
economic strength of a society comes
from carefully considering the needs
of all within it.
Take some time today to call your
local government. Give them your
input! You might be surprised at what
happens.

Equamore Foundation Continues
to Rescue Horses
The work of Equamore,
a sanctuary caring for forty-seven horses, is nothing short of heroic. Horses
sometimes arrive in such
poor condition that they
don’t survive for very long.
Originally
created
in
1975 by Linda Davis as a
horse boarding and training facility known as Eden
Farm, outside of Ashland,
Equamore Foundation was
established in 1991 after
Davis saw how many horses
ended up being abandoned
and neglected by their owners. She began taking care
of them and eventually established the foundation
(she is now its executive director) to help guarantee a

permanent home for the horses that
needed it.
And, nearly 22 years later, Equamore is providing permanent safety
and sanctuary for the horses that
come into its care, usually from severe
neglect, such as untreated disease or
starvation. Other horses have been
abused; some have been abandoned
simply because they’ve outlived their
usefulness to humans. They have no
other alternatives other than Equamore, and their stories are a testament to the importance of the foundation’s work.
The Foundation celebrated one of its
success stories last November. Sara, a
rescued Arabian mare who has been
taken under the wing of Equamore
board vice president Ruth Kennedy,
was part of a 4-horse rescue by the
Jackson County Sheriff’s Department
in 2008. There were five horses at the
property at which they were seized,
but one had already died of starvation.
Of all the horses, Sara was in the
best condition, though her feet were
severely overgrown and she became
confused and anxious after leaving
the only home, however neglectful,
that she had known for years. She
was moved to a foster home, then
returned; later adopted, she was returned yet again. In February of 2010,
the Equamore sanctuary became her
permanent home; she has been fully
sponsored for the remainder of her
life, and Kennedy has become her human guardian angel.
“It has made such a difference,” said
Kennedy, who spends time grooming
Sara, taking her for walks, and giving
her treats. “At the end of nearly every
day, we share an apple together. Having a person of her own has made her
so much more relaxed.”
Horse abuse and neglect had been
a problem all over the country even
before a distressed economy caused
yet more people to abandon their animals. The Unwanted Horse Coalition
estimated in 2007 that there were approximately 170,000 unwanted horses in the United States. In addition
to the sanctuary, in 2010 Equamore
Foundation established the Equamore Academy to provide education
for horse owners and for those who
respond to reports of horses in jeopardy.

hat are you going to do differently in 2013?
Are you going to reduce your stress
level?
Are you going to improve your diet?
Are you going to take exercise more
seriously?
Or will you allow the next 365 days
to pass by without changing a thing?
If you haven't put any thought into
it, then do so now.
The fact is that you will age and
change in 2013, and next year on 1231-13 you will be slightly (or dramatically) different than you are today.
The cool thing about a New Year
is that it gives us the opportunity to
reflect over our life, to acknowledge
where we are and where we want to
be headed.
If you would like to be headed in the
direction of improved health, lowered
weight and increased strength, then
here are 17 suggested changes for you
to apply in 2013:
1) Exercise 2 more hours each week
than you did in 2012.
2) Go to bed and wake up at the same
time each day.
3) Drink less alcohol.
4) Sign up for one of my time-tested
fitness programs.
5) Stop drinking and eating artificial
sweeteners.
6) Use heavier dumbbells.
7) Eat less bread, or even eliminate
gluten from your diet.
8) Train for a 5K, 10K or a marathon.
9) Eliminate corn syrup from your
diet.
10) Exercise at least 4 times each
week.
11) Eat healthy, simple dinners at
home.
12) Do not eat fast food.
13) Drink less caffeine.
14) Eat more protein and fiber.
15) Drink water throughout your
whole day.
16) Do not eat packaged snack foods.

We want to thank everyone for
taking the time to fill out ballots this
year, both by hand and via our online
ballot at SneakPre.com. The polls
are still open for Part II until January
21, 2013. Just go to our website and

Granted, this type of survey is not
totally accurate and is subject to a
certain amount of ballot stuffing, but
all of that is taken into consideration
by our team of professional ballot
counters.
The results are as close to reality
as we can get in an imperfect world,
and they also achieve an important
goal—recognizing and naming as
many individuals, businesses and
organizations in the community as we
can. And that’s a good thing.
But enough of the rhetoric and on
with the show … the 2013 “Best of
Medford.”
DEMOGRAPHICS
We asked the question, “Favorite
Movie Ever,” figuring this would give
us an insight into the minds of our
readers. The results were all over
the board and we didn’t even start
writing them down until they notched
a few mentions. The top seven were:
Gone With the Wind, Pulp Fiction, The
Hobbit, The Notebook. It’s a very wellrounded group of respondents that we
have here.

haranguing on the radio to a minimum,
which is why our readers once again
gave their overwhelming voice of
approval to Jefferson Public Radio,
which ran away with this category.

in June? The reporter even zoomed in
on my stat sheet, where it showed me
winning $1.75 for the day. Last of the

runaway as NewsWatch 12 (KDRV)
continued to impress viewers with
their coverage of the news.

15-acre vineyard and tasting room
sit across the street from Centennial
Golf Course. The tasting room is
truly unique and charming with its

very own hula school, and popular
Hawaiian band Ha’ena, will present
“Evening of Aloha,” a Gala Benefit
Performance tonight featuring hula
dance and Hawaiian Music. Five
percent of the proceeds will be donated
to The Rose Circle, a local nonprofit
that supports and empowers youth
through mentoring. Four members
of Ha’ena grew up on the island and
began playing together during their
classical music studies at SOU.

The
Children’s Advocacy Center (CAC)
is dedicated to our most vulnerable
citizens – the children. The core of the
mission is for our region to have safer
communities, protect children, prevent
child abuse, and help those who have
been abused find the healed places
within them. We work to help children
and teens realize their potentials. We
offer a warm, child-friendly setting for
forensic interviews, full medical exams,
therapy services, mentoring programs,
and support for non-offending family
members. We also offer child abuse
prevention programs. Last year we
served 1,064 children and teens from
Jackson County. It’s all about the
children.
Favorite aspect of your job: I have
two. First, I love to write the newsletter
and my blog and any opportunity
I have to write and articulate our
mission using my heart – as it comes
through my fingers! Second, I love
to address audiences, whether they
are service clubs like Rotary clubs or
groups taking our Darkness to Light
Stewards of Children child sexual
abuse prevention training. I feel
like I can directly connect with my
audience so that they understand the
importance of the work and people are
inspired to join the cause.
How long have you lived in Medford:
I came to Medford in 2000 after a 30year career in education in California.
Favorite movie: Gladiator.
Favorite play: Taming of the Shrew
(I’m going this year. I wouldn’t miss it!).

I look to see if anyone has hurt any
children. (It’s an occupational hazard.)

writing, photography.

song: George, absolutely. My favorite
Beatle’s song is “Imagine.”

Winchester Inn, Peerless, 38 on
Central, and Pangea.
What would you do if you won $10
million in the lottery? I would give
$1 million to the Children’s Advocacy
Center to increase salaries of the
staff, hire more help, and expand and
dream about ways to help kids. Then
I would retire and become a full-time
writer and public speaker. I would
like to gather all of my children and
grandchildren, rent a house on Lake
Cuomo in Italy, and spend a week
there with them just watching them
breathe. I would pay off all of the
house mortgages of my children (and
my own). I would also pay for the
education of my three grandchildren.
And I would get more facials and build
a wine cellar, and I would only buy
wine that is 98 points and above!
What is the most important thing
you learned as a child? I learned
that, for better or worse, family is
everything.
