INTERVIEW
PARIS LA DÉFENSE
OPEN CITY
INTERVIEW WITH HUGUES PARANT, CEO OF EPADESA
In what way will the 2025
strategic project be key
for the development of
La Défense Seine Arche?
Our “2025 strategy” sets a course
and strives to meet simple goals:
how can we maintain the appeal
of Paris La Défense? How can
we enhance its strengths in the
context of world competition?
How can we improve the lives
of those who live or work here?
Diversifying uses, opening
La Défense up to its environment,
implementing the ecological
and energy transition in
La Défense Seine Arche, etc.
These are but a few of the
motivating and unifying themes
we are pursuing.
We must transform this vast area,
managed by EPADESA alongside
local communities, into a cohesive
city, and bring the city to life.
EPADESA is developing nearly one million m²
(over 10 million sq. ft.), of which only 30% will be
used for offices. We are at a major turning point.
Where do the La Défense
Seine Arche development
projects stand today?
Rarely in the history of these
projects has the public authority
in charge of moving them forward
been so committed and involved
in so many ways.
Owner-investors in La Défense,
45% of which are international,
have fully embraced the priority
02
placed on renovating existing
buildings. There are many
“green field” programs, but we
only authorize them when they
contribute to breaking down
barriers and opening the area
up to neighboring cities.
Each of these initiatives gives
us the opportunity to breathe life
and modernity into the area by
pursuing excellence in terms of
energy and climate, making the
entrances to our skyscrapers
lively and welcoming spots,
supporting Defacto’s efforts
to “re-enchant” public spaces
above and below the pedestrian
platform. And the results are
already visible.
We have also begun work on a
project that, in a few years, will
provide La Défense with that
breath of fresh air it needed to
start moving forward once again.
To the west of the Grande Arche,
around the Arena, the NanterreUniversité station and the future
Les Groues transport hub,
EPADESA is developing nearly one
million m² (over 10 million sq. ft.),
of which only 30% will be used
for offices. We are at a major
turning point.
What are the opportunities?
There have never been so many.
First because the business district
was around three decades before
its competitors, and also because
45% of buildings are more than
25 years old. This is actually
great for La Défense! It makes for
INTERVIEW
ONE STRATEGY, 5 OBJECTIVES
many opportunities to re-structure
property, and each initiative offers
the chance to instill quality and
modernity.
International asset managers
are on the right track: the past
two years witnessed record
high investment volumes in
La Défense. This demonstrates
not only the investors’ confidence
in the ‘sustainability’ of the
project, but also underscores the
‘liquidity’ of its market. Simply
presenting opportunities is not
enough to attract investors with
a planetary vision. Profitability
and return on investment are
also essential. From this point of
view, La Défense offers excellent
performance, especially given the
trend of declining vacancy rates
observed since the end of 2014,
and which will continue until 2019.
Formulating a shared strategic
vision over a 10-year period is thus
an important step forward when
it comes to generating confidence
in La Défense. Proving that we
keep our promises is another
essential aspect. Finally, making
the Grand Paris project a reality
represents another leap forward.
This is a great opportunity for
Paris La Défense, which can only
benefit from this new energy.
In return, the business district
will provide the project with
additional and unique strengths:
a brand, a wave of momentum
and unparalleled status.
WITH ITS 2015 STRATEGIC PROJECT,
EPADESA WITH LOCAL COMMUNITIES
AND THE FRENCH GOVERNMENT
ARE TRACING OUT THE FUTURE OF
PARIS LA DÉFENSE FOR THE NEXT
TEN YEARS, WITH FIVE MAIN GOALS:
•M
odernize the business district and open
it up to the surrounding area.
•C
reate living spaces in La Défense Seine
Arche, as housing is the crux of the area’s
solidarity and appeal.
• Undertake the “quality revolution” necessary
for users of La Défense Seine Arche.
• Implement the energy and ecological
transition in La Défense Seine Arche.
•T
he La Défense Seine Arche area
in the service of Grand Paris.

Alongside major corporations
and institutions, Paris La Défense
today attracts an increasing
number of SMEs and startups.
This openness enlivens the entire
economic ecosystem in the
business district and locks in its
leading position against competition in France and abroad.
WHY COMPANIES CHOOSE
PARIS LA DÉFENSE?
In 2013, EPADESA evaluated
the advantages of opening offices
in Paris La Défense. The study
revealed five factors that reinforced productivity, profitability
and the image of the companies
established in the area: a diverse
supply of office space in terms of
both price and size, easy access,
a prestigious address recognized
internationally, the talent pool,
and the quality of the buildings,
offices and services offered.
Companies benefit from these
many advantages, which have
a value equal to 1/3 of their rent.

WHY DID YOU CHOOSE PARIS LA DÉFENSE?
PIERRE-ANDRÉ
DE CHALENDAR
CHAIRMAN AND CEO
Saint-Gobain will bring
together its subsidiaries
in La Défense in 2019.
P.-A.C. Les Miroirs, where we
have been since 1981, is
currently home to the General
Management of Saint-Gobain
Group, as well as to the teams
working in some of our activities
– a total of 1,300 people. The
future head office, which will be
located within walking distance
from Les Miroirs, will be bigger,
making it possible to bring in
other management teams in the
Paris Region. 2,400 people will
work in the Saint-Gobain tower.
When choosing our future head
offices, staying in La Défense
was only natural. Many CAC 40
companies have already chosen
this business district for their
head offices, as it is one of the
world’s finest. And we are
convinced that the advantages of
this district will only increase in
the coming years, both in terms
of its international reach, service
offering and accessibility. While it
is already well connected by
public transportation, La Défense
will boast even better access as
part of the Grand Paris project.
We also want our new head
offices to be a window into the
Saint-Gobain brand, which is
synonymous with sustainable
housing and innovation; we plan
to open a public showroom for
our solutions and technologies.
La Défense is therefore a
symbol of continuity, but above
all of our ambitions.
ALAIN PONS
CEO
Deloitte France will
move to the Majunga
tower in 2017.
A.P. Deloitte has built its success in
Neuilly-sur-Seine for nearly 35 years.
Today we occupy a dozen buildings there.
My partners and I had the ambitious goal
of bringing together our teams into a
single space that would illustrate our
leadership in France. We were looking for
something able to grow with the
company but also offer us the possibility
to build our future in a work environment
that is at the forefront of new uses and
resolutely oriented towards our
customers and employees.
After having studied a number of
projects, we finally chose Majunga, one
of the most innovative real estate
projects in France. This program
combines prestige, flexibility and
environmental performance. We were
impressed by Majunga’s architectural
vision: a bright, open space with
remarkable features designed to ensure
employee wellbeing and huge potential
in terms of workspaces. Its location in
the heart of Europe’s leading business
district is another major advantage for
Deloitte. The strategic positioning and
accessibility of La Défense have made
it a natural extension of Paris and the
city’s international appeal. La Défense is
undergoing a profound transition and
aims to become a prominent hub of
economic and urban life, offering ideal
infrastructure, transportation and amenities. In 2017, we will move into a space
that mirrors our highest ambitions and
will lay the foundation for our
transformation and impact on the
market.

PUBLIC TRANSPORTATION
Today, 25,000 people reside in
La Défense Seine Arche, and
this number is sure to increase.
Homes, shops, public
transportation, facilities,
cultural and sporting activities,
entertainment, green spaces
and more: everything modern
city-dwellers are looking for can
be found right here. In the next
few years, Les Groues will see
the construction of 5,000
homes around the rail station,
with more to come as of 2017
in Jardins de l’Arche, in the
area around Arena Nanterre
La Défense. Nearly 200 new
homes will be built in this
neighborhood, the first
residential development in
La Défense in 30 years.
With the opening of the Arena
and its dynamic sports and
cultural programming - some
50 events each year - the
business district will offer lively

CHARLES BOUDET
MANAGING DIRECTOR, FRANCE
JLL
Is there life behind the
Grande Arche?
Yes of course, even if there is
a real difference between
La Défense and Seine Arche
in the minds of investors and
companies. The vertical
in Paris La Défense is also
being transformed with the
creation of gardens and
redesigned public spaces such
as the Rose de Cherbourg
hanging garden and new access
to the downtown areas of
neighboring communities.
By strengthening ties between
the business district and
nearby cities, Paris La Défense
is facilitating connections and
exchanges, and opening up to
new horizons.
buildings, the extreme
concentration of companies
and the pedestrian platform
set La Défense apart. Yet
Nanterre cannot be ignored:
over 20 major transactions
have been signed in the last
ten years. However, rents are
30% to 40% lower than in
La Défense. There are fewer
international investors, and
investment volumes – both
per transaction and in total –
are not comparable. The
projects that have already
been delivered, and those that
are under construction and in
development will help better
position this sector and make
it more attractive.
Is the Les Groues program
an asset for investors and
companies?
Appeal is everything: it needs
to be easily accessible, offer
quality products and boast a
safe environment that also
enhances companies’ image.
Clearly, the arrival of the
RER E and metro line 15 in
the Les Groues district will
strengthen the site’s appeal.
Most of the office property
offering is located around the
future train station and near
500 NEW HOMES PER YEAR
5,000 HOMES TO BE BUILT
IN THE LES GROUES DISTRICT
the Terrasses neighborhood,
which is a good thing because
the surrounding area is
commercial and has already
made significant progress.
The final component is the
quality of the environment.
Today, starting with a site that
is clearly industrial, we plan
to bring it a new train station,
housing, shops and offices,
which are the right ingredients.
Lastly, Les Groues is not the
only project and the site is part
of a series of other major
operations. Beyond that it will
be a matter of timing and good
price point.

We need economic partners:
the site hosts more than 2,500
companies and 100,000 m²
(1,075,000 sq. ft.) of retail
space. We need public
transportation, but also parking
lots.. La Défense offers 10,000
parking spaces within a
700-yard radius. The Arena
also contributes to the
development of the district.
It will be part of a exceptional
new neighborhood, Jardins de

links the pedestrian platform of
La Défense, the Grande Arche,
the new Les Groues

What innovative services
do you plan to offer?
The Arena was designed to
impart emotion, with
high-quality acoustics, an
English-style stadium
structure that puts fans less
than six yards from the
sideline, air conditioning for
the comfort of artists and
spectators, and a dynamic,
colorful facade that hums to

THE BUSINESS DISTRICT AND COURBEVOIE
The Alto Tower will give rise
to Place d’Alsace, a new plaza
located between La Défense
and Courbevoie. Thanks to
this development, EPADESA
is facilitating foot and bicycle
traffic between Courbevoie,
the Pont de Neuilly and the
business district.
