STRATEGIC OBJECTIVE OF THE PROJECT
Create, develop and manage an institutional forum of co-operation,
debate and sharing of knowledge, aimed at identifying shortages and
needs in order to promote intermodality on the European E-80
corridor of international transport. Operators, agents and institutions
related to international freight traffic, whose activity is developed on
the Southern European area, will take part in this forum.

The Project considers the development of intermodality in the
congested corridor E-80 through two main priorities:
-The development of intermodality (sea-road-rail) through logistic
facilities in the corridor E-80, from the Atlantic ports of Portugal to
the border crossing point in Irún – Hendaye.
-The development, between the Atlantic ports of Aveiro and
Leixoes and the Central and Northern European ports, of short
sea shipping adapted to the strategic context of the international
maritime freight traffic, and the productive resources of the
export-oriented Iberian economy on the route of the corridor E80.

INTERMODALITY FORUM
Sharing of knowledge and experiences, training, dissemination….) being,
therefore, an active part of the Project.
The Forum is organized in two COMMISSIONS, one for each strategic
priority:
• E-80 LOGISTICS Commission, based in Salamanca and co-ordinated by
ZALDESA
• SHORT SEA SHIPPING Commission, based in Aveiro and Leixoes and
co-ordinated by APA and APDL.

INTERMODALITY FORUM
Commissions carry out their activities through WORKING GROUPS:
• Workshop 1: Planning and organizing SSS lines
• Workshop 2: Managing SSS information and proceedings
• Workshop 3: Networks and infrastructures interoperability
• Workshop 4: Logistic operators: needs and setting out conditions
• Workshop 5: Freight management, proceedings and information
Each Commission counts on a Technical Team (specialized technical
assistance), a Training Team (different departments of Aveiro, Porto
and Salamanca Universities) and a Dissemination Team (specialized
on media and communication) whose main task is writing
PROCEDURE MANUALS for the Different Actions to be carried out in
order to enhance intermodal transport in the E-80 corridor.

Economic Interest Grouping (EEIG) set up by the Basque Government
and the Aquitaine Regional Council to boost the cross-border cooperation concerned with projects on transport and logistics.

Cargo and Bulk Terminal SA, the most important cargo operators of
the Port of Leixoes.

INNOVATIVE APPROACH
The E-80 INTERMODALITY Project develops innovative actions,
especially in the Southern European area, in the following fields:
1. Establishment of a co-operation Network: Partners, together with
Collaborating Entities, set an example of co-operation in Southern
European countries. Main centres leading to international freight
transport flows, and logistic operators on the E-80 corridor, will
work together to extend practices, requirements and intermodal
philosophy between the Atlantic and Pyrenees. The institutional
density of the network is both a challenge and an opportunity to
promote the integration of the national markets.

INNOVATIVE APPROACH
2.
Atlantic Short Sea Shipping: Aveiro and Leixoes ports manage
together, almost 20 million Tonnes of commodities a year.
Although they count on regular freight transport lines, SSS is
barely developed in these ports. The project represents an
opportunity for promoting the necessary operative conditions to
manage part of the freight through SSS lines linked with the main
ports of Northern and Central Europe.

INNOVATIVE APPROACH
3. Development of rail freight: the close completion of infrastructures
works that will make possible the existence of a competitive rail
network linking Atlantic and Pyrenees (Priority Project nº 8 and
the Aveiro Port rail connection ), provides an opportunity to
increase the value of rail as a mode of transporting freight on the
E-80 corridor; the project works to create the operative conditions
for promoting intermodality (maritime-rail-road), organising a
network of logistic nodes in this vast territory.
